We are fully capable of completing this project given our current workload and we are excited about the opportunity to work with the Town of York on this project. Oak Point Associates is a full‐service, interdisciplinary design and consulting organization founded in 1979, providing a wide range of engineering, architectural, landscape architecture, and planning services from our offices in Biddeford, Maine, and Portsmouth, New Hampshire. The firm offers civil, mechanical, electrical, fire protection, and structural engineering services, as well as architecture, landscape architecture, and interior design. We have assembled a team for this project comprised of highly qualified professionals, and they will be supported by the balance of our staff of 77. Oak Point Associates has extensive experience with environmental permitting procedures and requirements and is teaming with GZA GeoEnvironmental, Inc. for this proposal to provide wetlands delineation, environmental assessments, and other required environmental services. We are also teaming with Appledore Marine Engineering, as our waterfront engineering sub‐consultant. If chosen for this project, Oak Point Associates would be able to start work immediately. Section 1

PROJECT UNDERSTANDING & TECHNICAL APPROACH

Project Understanding & Technical Approach

It is clear that the vision of the Town of York for the mile‐long design of the Long Sands Beach Area will result in a Master Plan which will provide the Town and visitors alike with a public realm that is not only safe and easily navigable, but a location that is enjoyable and desirable year after year. It is assumed that this Master Plan will also provide the foundation for other future projects. This vision can only be achieved through multiple design facets which will ensure a complete and comprehensive approach to developing a Master Plan. A preliminary draft schedule has been provided and is also the best place to realize design tasks and coordinate efforts. Refer also to the Schedule section below. The short history provided has outlined multiple thought processes over that last few years, culminating in the more recent approach to tie the multiple projects together into one comprehensive plan.

Municipal Partnership Initiative (MPI) Grant from Maine DOT to secure the funds for the Long Beach Avenue improvements – grant request approved June of 2014.

Master Plan for the Long Sands Beach Area The Master Plan for the Long Sands Beach Area will include but not be limited to the following design strategies and will necessitate an efficient and effective strategy with constant on‐going communication.

Complete Streets design.

Municipal Separate Storm Sewer System (MS4) compliance.

Municipal Partnership Initiative (MPI) Grant guidelines. With limited space within the proposal format to elaborate on each element of design, and outline has been provided in order to highlight the major design components which will be required. The design will encompass the following tasks which in many cases will be done concurrently. Refer also to the Schedule section below for a more comprehensive view of design tasks.

Initial assessment of existing conditions including; existing survey done by North Easterly Surveyors, Inc., and perfecting of property rights and ownership.

Investigate utility and property involvements and coordinate with utilities.

Perform geotechnical investigations.

Perform field surveys, plot topography and cross sections.

Perform traffic counts and analyses, including detour planning and mapping and prepare traffic control plans and narrative.

Develop three alternative conceptual designs for consideration.

Create preliminary design reports including utility verification and relocation engineering, right‐of‐way plans, drainage reports and geotechnical reports.

Prepare erosion control details and narrative.

Prepare applications for environmental and other federal, state and municipal permits, including but not limited to Maine DEP and the Maine Historic Preservation Commission.

Prepare submissions for meetings and attend possible meetings with the following entities: Parks & Recreation, Public Works, Planning Board, Board of Selectmen, York Water District, York Sewer District, Fire Department, Police Department, Town Planner, Code Enforcement, Others.

Long Sands Beach Bathroom Facility Although the design of the Bathroom Facility will end up a separate set of construction documents, it is really a project within a project. It should not only be a functional facility, but should also be an integral part of the comprehensive Master Plan and could very well be the anchor point for that area of the Long Sands boardwalk. Our recent experience with the permitting and review process at the Ellis Park Short Sands Bathroom project has provided insight that will be critical for a fast moving project such as this. The input from DEP and the establishment of the location of the building with regard to both dune zones and topographical elevation will be important early on in the project. The design tasks for this project are obviously more focused to the program, coordination, and design of the building itself, but will need to be cross‐coordinated with the concurrent Master Plan project.

Prepare site plans in conjunction with the Master Plan design.

Prepare structural, architectural, mechanical, plumbing, and electrical drawings for the rehabilitation or replacement of the Bathroom Facility.

Concept Selection Process: As indicated, three conceptual plans for roadway and Bathroom Building facilities will be developed and submitted within the framework of the Town of York’s public review process with the goal of selecting and developing a single plan to be brought to fruition. After a design concept has been selected, construction documents will be developed for the following milestones: 25% Submission, 50% Submission, 95% (Pre‐final submission), Final bid documents submission. Final Deliverables: The final deliverables will consist of two sets of complete construction bid documents including drawing plans, specifications, supporting documents and estimates of probable cost for the following two project components.

1. Bathroom Building construction bid documents. (Coordination with Parks and Recreation Director along with a Town appointed Building Committee.)

2. Roadway, drainage and other infrastructure improvements construction bid documents. (Coordination with the Public Works Director).

Scott Donovan, RA, LEED AP, is a licensed Architect whose 14 years of experience include project design from inception through construction documents, including: site analysis, programming, client interviews, cost estimating, construction administration and overall project management. Kerry S. Green, RLA, ASLA, is a Registered Landscape Architect with over 20 years of experience in site inventory and analysis, design, preparation of construction and planning documents, construction observation and project management. Project types include school and university campus planning and design, institutional buildings, and recreational facilities. Ms. Green has experience in the facilitation of public meetings and design charrettes. Jacques Gagnon, Jr., PE, LEED AP, is an Associate Civil Engineer for Oak Point Associates with 27 years of related site engineering design, construction observation, and permitting experience. Stephen Towne, PE, is a Senior Civil Engineer with over 30 years of civil/site and infrastructure engineering design, construction observation, and permitting experience. He has provided civil design, permitting, and management for a variety of projects ranging from municipal neighborhood streetscape and recreation projects to military base master planning.

Project Management

Matthew Albert, PE, LEED AP, is the head of Oak Point Associates’ Mechanical Engineering Department. He has 24 years of experience with HVAC, plumbing, fire protection and controls, and is a Certified Geoexchange Designer and a Certified Building Commissioning Professional. Dale Lincoln II, PE, is an Associate Electrical Engineer with 17 years of experience. He has designed the alterations and modernizations to electrical systems for the renovations to office buildings, schools, dormitories, and other buildings. Peter J. Williams, Senior Project Manager at GZA GeoEnvironmental Inc., has over 33 years of experience in the coastal engineering field. He has been responsible for a wide range of projects involving seawall repair, revetment stabilization, navigation improvements, granite block seawall, marinas, shore protection structures, boat ramps, and waterfront access. Noah J. Elwood, PE, President and Waterfront Engineer at Appledore Marine Engineering, LLC, has 22 years experience in the waterfront engineering field. He has been responsible for a wide range of projects involving seawall repair, dock rehabilitation, as well as waterfront infrastructure improvements, to name a few.

SCHEDULE

The seamless flow of communication will more than likely be the most critical factor for a successful project. A preliminary schedule (Gantt Chart) has been provided as a foundation for the design process. This would be revised at project award and would need to be kept up‐to‐date as the project progresses. Perhaps the most challenging aspect of the project is the timeframe within which the design is to be completed. This is an aggressive design schedule with multiple aspects needing to be done simultaneously. The largest factor that we can anticipate affecting the schedule is the Town review process. If concept selection and Town review can occur in a timely fashion, then the October deadline may be achievable. It is worth noting that in regards to schedule, that based on our recent experience with the Ellis Park Short Sands Bathroom project, we are anticipating that a construction period longer then the stated 7‐1/2 months will be required to complete the overall project, especially if this period includes the construction procurement phase of the project and is to be done throughout the winter months. Oak Point Associates will target the design deadline by using a competent and efficient design team that has the experience with project management and strategic planning to accomplish such goals. It is anticipated that groups of tasks will be assigned to multiple individuals in order to achieve goals simultaneously and remain on schedule.

Misconduct

1) We were recently served (along with others) by an insurance company seeking money for a

loss that was due to a sprinkler pipe which froze and broke. The pipe was placed in the wrong

location and the contractor was directed to move the pipe prior to the loss.

2) We were involved in litigation (along with others) with a third party for a lab project that we

designed ten years ago in New Hampshire. This case was dismissed and the dismissal was

recently repealed.

Please note that in 35 years in business, Oak Point Associates has only been a party to a lawsuit two

times, and never with a client.

Project Experience

Oak Point Associates is broadly experienced in the engineering and design of projects similar to Long Sands Beach Masterplan, Design & Construction Bid Documentation project, as exemplified by the following projects Ellis Short Sands Park ‐ Replacement / Reconstruction of Public Restroom Facility | York ME Oak Point Associates was retained by the Ellis Short Sands Park Board of Trustees to perform a site analysis and undertake the design of a new public restroom facility at Ellis Sort Sands Park. The current 950 square foot restroom, constructed in the late 1970’s, has far surpassed the usage demand put on it by the Park, beach goers, and tourists. Constructed of precast concrete panels, the existing building is in fair condition, but is dated and interior finishes and fixtures are deteriorating. Long lines queuing into vehicular traffic in the parking lot creates an unsafe situation for pedestrians. The design intent of the new 2,300 square foot facility is to create a more aesthetically welcoming public restroom facility that meets the overall usage demand of the facility. An increase in the number of plumbing fixtures will help with reducing wait time and lines. The proposed floor plan creates a main hallway to establish both a pedestrian and view corridor from Ocean Avenue to the boardwalk and Short Sands Beach beyond. This inner corridor will also separate pedestrians from vehicular traffic and give a brief reprieve from the summer sun. After reviewing the original construction drawings provided by the Board of Trustees, Oak Point Associates performed field investigations to survey and evaluate both the site and current building, including the existing structural, architectural, plumbing and electrical systems. Oak Point Associates has also undertaken efforts to coordinate with the Ellis Park Board of Trustees, Maine Department of Environmental Protection, the Maine Historic Preservation Commission, and the Town of York to establish a basis of design in order to provide a foundation for working Construction Documents. Site work, including the addition of accessible parking spaces and utility upgrades, in coordination with both the York Water and Sewer Departments are included in the project. Kittery Trading Post Parking and Retail Expansion | Kittery, ME Oak Point Associates provided site design, detailed hardscape and landscape design, and permitting services for traffic and pedestrian circulation, parking improvements, and drainage improvements at a new 20,000 sf retail and office expansion to the existing Kittery Trading Post store. Local site review and MDEP site location permitting was critical to the preservation of abutting tidal Spruce Creek. Storm water quantity analysis included modeling the entire 2,500 acre Spruce Creek watershed above the Route One tidal culvert. Detailed designs included the development of a pedestrian plaza and stairway and the use of native plants arranged to reflect the rustic character of the architectural elements.

Falmouth Elementary School Sidewalk and Intersection Improvements | Falmouth, ME As part of the design and construction of the new Falmouth Elementary School, sidewalks and intersection improvements were required to improve pedestrian safety and improve traffic flow. The sidewalk and intersection portion of the project consisted of constructing approximately 3,250 linear feet of sidewalk along Woodville Road and constructing a turning lane on Woodville Road at the intersection of Falmouth Road. The design included conversion of an open ditch and culvert system to a closed subsurface system with catch basins and curb inlets. Oak Point Associates performed a topographic survey to depict existing utilities, natural and man made features, wetlands, and apparent right‐of‐way lines. Conceptual plans and estimates were prepared for review by town, state, and federal agencies and for public comments. The concept plans were developed into construction documents that were publicly bid for construction in the summer of 2011. Key design features included in the project were drainage design, coordination with utility companies and the U.S. Postal Service, and design review by the town’s Planning and Public Works Departments, Maine DEP, and the School Department. Borthwick Avenue Extension and Major Intersection | Portsmouth, NH Worked closely with the City of Portsmouth and N.H.D.O.T. on the design and construction of a 2.5 mile industrial roadway extension with two intersections between Route 101 and U.S. Route 1 Bypass. Project included extensive drainage and environmental design work to mitigate hydrologic and wetland impacts. Major municipal utility improvements consisting of water main and sewer collector system extensions were also associated with this project. Kittery Foreside: Wallingford Square Streetscape | Kittery, ME Oak Point Associates worked closely with the Kittery Foreside Committee, the Kittery Public Works Department, and sub‐consultant Terra Firma Landscape Architects to develop design and construction documents for the construction of downtown streetscape improvements to the Government Street and Wallingford Square waterfront areas of Kittery, Maine. Improvements were predicated upon a downtown master plan prepared by Sasaki Associates and included removal of existing concrete sidewalks and replacement with brick pavers with enlarged islands for traffic calming, irrigated tree planters with cast iron tree grates, granite curbs, drainage and utility improvements, pedestal‐mounted light standards, sidewalk bench/seating areas, consolidation of pedestrian crosswalks, and vehicle parking. Particular to this project, the design effort included the challenge of developing solutions to the many existing areas of steep, non‐compliant, non‐accessible sidewalk and roadway slopes. Oak Point Associates’ responsibilities included coordination of survey information, coordination of landscape architecture sub‐consultant, meetings with Town officials and the Kittery Foreside Committee, preparation of construction design drawings and specifications, as well as assistance with construction administration and site inspection.

Historic Lighthouse and Keeper’s House Rehabilitation, Monomoy National Wildlife Refuge, Chatham, MA – Project Architect for the site investigation, condition assessment, and rehabilitation design work for the nationally registered historic landmark lighthouse and associated buildings. This historic site is located on South Monomoy Island on the edge of Nantucket Sound.

Alternative Energy Evaluation, Monomoy National Wildlife Refuge, Chatham, MA – Project Architect in charge of evaluating the building envelope along with the cost effectiveness of various types of alternative energies including geothermal, wind, photovoltaics, and solar thermal systems to be used at both the headquarters and dormitory buildings. Comparative feasibility studies and life cycle cost analyses, including estimated payback periods, were used to determine applicable systems and facility upgrades.

Survival, Evasion, Resistance and Escape (SERE) School Barracks, Kittery, ME – Project Architect for the building assessment and renovation design of a 10,000 SF historic building on the Portsmouth Naval Shipyard. The renovation project entailed removing all interior components from inside the building, leaving only the exterior brick walls. A new layout was designed to house 40 students while they attend the SERE school now located at the Portsmouth Naval Shipyard.

Civil Support Team Facility, Concord, NH – Lead designer and project manager for a new state‐of‐art emergency response facility for the New Hampshire Army National Guard’s Civil Support Team. The 16,500 sf facility is comprised primarily of office and administrative areas that focused on a central operations room. In conjunction with the office space, classrooms, maintenance and storage rooms, an arms room, and locker rooms help facilitate the team’s mission. The team’s response vehicles are housed in the new drive‐through vehicle bays attached to the main facility. The brick and stone façade accentuates the building's connection with the Joint Command Readiness Center to which it is connected and reflects the surrounding vernacular of the military reservation. Earthen berms, bollards, swing gates, perimeter fencing, security cameras, and access control all contribute to the facilities’ security and compliance with antiterrorism and force protection measures. The facility achieved a LEED certified rating.

Administration Building and Visitor Contact Station, Nulhegan National Wildlife Refuge, Brunswick, VT – Design team member and construction project coordinator for a new 6,100 sf facility. The facility serves as administrative headquarters for refuge staff, as well as a visitor center featuring interpretive and educational displays about the refuge. A full basement provides storage and mechanical spaces. Efforts were made throughout design and construction to use green building products and energy efficient methodologies. The public areas employ timber frame construction and feature locally quarried stone floors and walkways. The facility has since been awarded LEED Silver for Existing Buildings.

Site plan includes parking for private vehicles and buses, and a courtyard garden. The landscape plan utilizes plants native to the region. Plants were selected for butterfly and bird attraction and year‐round interest.

Armed Forces Reserve Center, Maine Army National Guard, Brunswick, ME – Project Manager and Project Landscape Architect for an interdisciplinary team tasked with designing a new sustainable 60,000 sf training facility for multiple National Guard Units. The design required the integration of the building and associated training areas into a site with an existing Naval facility and numerous environmental constraints.

Roadway/Trail Evaluation and Headquarter Building Site Assessment, Lake Umbagog National Wildlife Refuge, Errol, NH – Inventory and analysis, and conceptual design of five potential sites to determine best location for a new headquarters building and visitor contact station. Conceptual design included main building, parking areas, boat launches, and a +/‐ one mile long interpretive trail. A matrix was developed to compare and contrast various sites and aid site selection.

University of New England Landscape Design, Biddeford, ME — Landscape architect responsible for design of a prototype project for renovations to pedestrian areas within the campus. The project realigned walkways, provided seating areas, landscape areas, and lighting that set design precedents for the style and materials to also be used in future projects at the campus.

Permits obtained include local site plan review, state site location of development, engineered wastewater disposal and public water supply. Key site elements include track, soccer, baseball and softball fields, 400 parking spaces, and drop‐off areas for 20 school buses. The building and site design was integral to effectively utilize a sloping site while maintaining a proper cut/fill balance.

Alterations and Building Upgrades, Norris Cotton Federal Building, Manchester, NH – Site work improvements included perimeter security bollards, granite entrance stairs, cast‐in‐place concrete planters, and granite plaza alterations to accommodate new entrance vestibule.

Roadway/Trail Evaluations and Headquarters Assessments, U.S. Fish and Wildlife Service, Lake Umbagog National Wildlife Refuge, Errol, NH – Oak Point Associates was contracted by the United States Department of the Interior, Fish and Wildlife Service to evaluate four pre‐selected sites as possible locations for a proposed headquarters building/visitor contact station. In addition, Oak Point provided assessment of and conceptual designs for a roadway, a snowmobile trail, and a hiking trail. The objective for the headquarters building portion of the project was to find a suitable and economically feasible location for a facility including a building with office space for employees and volunteers, a visitor contact area, and site elements including parking lots, on‐site septic facilities, separate visitor and staff boat docks, a boat launch, and all associated utilities. The goal for the roadway and trials portion of the project was to evaluate the condition of a section of an existing dirt road and assess conceptual options for road improvements. Conceptual design for a snowmobile trail and a hiking trail were assessed to determine preliminary costs and feasibility of construction.

Collins Center for the Arts and Hudson Museum, University of Maine, Orono, ME – Designed HVAC system for 40,000 sf university performing arts center and museum. The design incorporated many HVAC improvements to the Hudson Museum, including a dedicated air handling system with full humidity and temperature controls along with energy efficient features such as free cooling for the chilled water and carbon dioxide monitor used in conjunction with demand ventilation control. Falmouth Elementary School, Falmouth, ME – Mechanical Engineer for a new, 140,000 sf, $46,250,000 Pre‐K to 5 elementary school. Mechanical systems in the new facility include geothermal heating and cooling of the offices, energy recovery ventilation of classrooms, kitchen make‐up and exhaust air system, radiant slab heating, solar water heating, and rain water collection for toilets and urinals. Responsibilities include mechanical design, preparation of construction documents, cost estimating, and construction administration. Falmouth Public Schools Wood Chip Boiler Plant, Falmouth, ME – Mechanical Engineer for a new 3,000 sf, $1,500,000 central heating plant. This building provides energy efficient heat for the district's existing high school and new elementary school. A 7‐million BTU/hour wood‐fired boiler supplies hot water for both buildings' heating systems. Mechanical systems include high efficiency boilers, chillers, energy recovery ventilation, displacement ventilation, variable air volume systems, solar water heating, and rainwater collection system for toilets and urinals. Responsibilities include design of mechanical systems, preparation of construction documents, cost estimating, and construction administration. The project resulted in over $17,000,000 of infrastructure improvements.
