The college is proud to have well qualified and ingenious staff with vast academic and

research experience. This is substantiated by the fact that at least one lecturer of this college is

being awarded as state best teacher by the state government annually.

The college proved to be the natural destination for the students seeking admission into

undergraduate and postgraduate courses as the college is well equipped with necessary latest

pedagogical and administrative infrastructure that caters to the needs of the students. The

college is teeming with 16 science laboratories, a digitalized library with a treasure trove of

89,000 books , a state – of – the art Jawahar knowledge Centre for equipping the students with

global skills and e – class rooms for ICT enabled teaching. To accommodate the students of

far flung areas, there are two well established hostels, viz., Metcalfe hostel for boys and

another hostel for women. The N.C.C and N.S.S wings of the college have become two

flagship programmes of the college which are actively engaged in inculcating the patriotic

spirit and social responsibility among the students.

The college has carved out a niche for itself in the field of financial jurisprudence by ensuring

transparency in all its financial transactions.

D. Extension:

1. Solar Panels

Approximate Cost: 10.0 L

Justification: Exploring Alternative Energy Sources – Solar Power Plant

Under the initiative for Campus Development, the college proposes to harness and utilize

Solar power. The need and necessity for such initiative are elaborated below:

The College is spread in 38 acres of land with 1,25,00 Sq.mt. built in space. As has been

mentioned earlier, the College has three major blocks – Arts, Science and P.G. Blocks.

The administrative and academic activities consume lot of electrical power. The regular

classroom activities, the Physics and Electronics Laboratories, JKC Labs, Office

Page 48: Proposal for College with Potential for Excellencegcrjy.ac.in/pdf/CPEDPR.pdf · Proposal for College with Potential for Excellence] ... Sri Tanguturi Prakasam Panthulu, ... Proposal

Government College (A), Rajahmundry, Andhra Pradesh Page 48

administrative activities, frequently conducted examinations, etc., require uninterrupted

power supply. Further, there is only one power connection to the college, i.e., in the name

of the Principal and there are practical hindrances in obtaining further connections. Due to

this, the College falls in higher slab and incurs a bill crossing one lakh every month.

During the power cuts, it becomes difficult to provide alternative power supply (lighting,

etc., ) as the existing Diesel-run generator cannot cater to the demand. Sometimes, this

hampers smooth functioning of examinations as some rooms don’t get adequate

ventilation.

Further, the vast open land of the college faces the problems of trespassing mainly during

night times, due to inadequate lighting and security facilities.

Considering the above facts and problems, the college would like to explore and harness

alternative energy sources such as Solar Power by establishing solar power plants/ solar

panels in the campus. The vast and open space available above the Arts, Science and P.G.

blocks can be utilized for erecting the panels. The Compound wall of the college also can

have solar fencing to provide security at night.

The proposed project may include installing Solar Photovoltaic Power Plant, with an

emphasis on using the latest technology to make the cost of the power plant affordable.

This proposal takes a cue from the initiatives of Governments of Chandigarh and

Tamilnadu, where some Government colleges have installed Solar Photovoltaic Power

plants to meet their power needs.

Profile of the College:

Government College, Rajahmundry started functioning as a Zilla school in 1853 and was

upgraded as a Provincial school of Madras presidency in 1868. This was the beginning of the

unbroken story of Government College Rajahmundry which completed 158 years of its

mammoth service The high school classes were discontinued in 1885 and the college has since

remained exclusively as college for University classes. The College was affiliated to University

of Madras in 1891.

Rajahmundry is situated on the banks of the holy river Godavari, known as the Dakshina Ganga

in Andhra Pradesh. It was the capital city of Eastern Chalukyan empire which reached the heights

philosophy, worked as a faculty member in the Department of Philosophy (1916-1919) in this

institution. He was the firstVice-President of India (1952–1962), and also served as second

President (1962–1967) of India.

Another stalwart Sri. Kandukuri Veeresalingam Pantulu, a social reformer of Andhra Pradesh

worked in this college as a faculty member in Telugu Department during the year 1876-77. He is

widely considered as the man who first brought about the Renaissance in Telugu people and

Telugu literature. He fought for the emancipation and empowerment of women way back in

1910. Some of the students of this Alma mater, who later turned into giants in various spheres

were Sri K.V.Reddy Naidu, Acting Governor in 1936 in Madras Presidency, Sri Tanguturi

Prakasam Panthulu, known as Andhra Kesari (literally, the Lion of Andhra) and the first Chief

Rao, Freedom fighters like Sri Gadicherla Harisarvottama Rao who took active part in

Vandematharam Movement in pre-independence era and Sri Koka Subba Rao, the former Chief

Justice of Supreme Court. The college was affiliated to Andhra University in 1926. The

Centenary celebrations of the College were held in February 1960, with Sri C.D.Deshmukh, the

then Chairman of U.G.C, as President.

Affiliation:

Since its inception, the College was affiliated to University of Madras, Chennai. From the year

Undergraduate courses were started in the college from 1930. At present, the college offers

instruction in 22 UG programmes and 7 PG programmes. The Department of Chemistry has been

recognized by Andhra University as Research centre and it is offering M.Phil and Ph.D courses

in Chemistry and the Department has produced 2 Ph.Ds and 5 M.Phils so far. Recently, the

Department of Physics has also been recognized as a Research Centre by Andhra University,

Visakhapatnam. Some scholars are carrying out research in the Departments of Physics and

Mathematics for M.Phil and Ph.D degrees.

Metcalfe Boys Hostel, attached to the college was started in July 1950.It is under the

control of the Principal assisted by a committee consisting of a Deputy warden and other staff

members of the college. A new girls hostel was built in the college campus during the year

2008-09 at a cost of one crore funded by UGC. The UGC granted Autonomous status to this

college during the academic year 2000-2001 and it is extended till 2013. The college is one of

the very few Government Colleges in Andhra Pradesh which were granted autonomy. Under

the Autonomous set up, the college introduced Semester System. The college was accredited

at grade ‘A’ by NAAC in 2004.. Some of the prominent British Principals who worked in this

institution were E.P.Metcalfe (1877-1896), E.W.Middlemast (1896 -1903), Mark Hunter

(1903 - 1909), O.J.Couldrey (1909-1919), and C.J.Wilkinson (1919 -1921). The college has

grown from strength to strength over the past 158 years and is forging ahead as a Global

Educational Institution under the able leadership of the present Principal, Dr.Ch.Mastanaiah,

who is a NAAC Coordinator, NAAC Resource Person and Research Director in Commerce.

The college now caters to the educational needs of more than 3000 students with

various groups and combinations of study at UG and PG levels. The college withstood the

onslaught of social, political and economic changes and emerged as a towering champion of

education for the upliftment of the poor and the downtrodden sections of society.

DEMOGRAPHIC PROFILE OF EAST GODAVARI DISTRICT

3.2 Introduction:

The East Godavari District, the second largest district of Andhra Pradesh in area, was carved out

as a separate District in 1925 from erstwhile united Godavari district. The district, with an area of

10, 807 sq.km, extends between latitudes 16o30 ’N and 18o 20’N and longitudes of 81o30’E and

82o32’E covering majority area of Godavari Delta. The district is popularly known as rice bowl of

Andhra Pradesh with 69.8% of population depending on agriculture. The district is divided into

five revenue divisions and 60 mandals including two urban mandals – Rajahmundry urban and

Kakinada Urban for administrative purposes. Further, the district consists of 1011 grampanchayats

with 1379 revenue villages.

Demography:

As per the 2011 census, the population of the district is 51,51,549, of which males constitute

25,69,419 and females 25,82,130 with females outnumbering male population with sex ratio of

1005:1000 which is much more than the state’s sex ratio of 993 and national sex ratio of 940. The

The literacy rate of the district is 71.4% of which male and female literacy rates are 74.51% and

67.52 % respectively. It recorded a literacy growth rate of about 4.5% over the decade. The

district has much higher literacy rate than the average literacy rate of Andhra Pradesh (67.02%).

Gross Enrolment Ratio (GER) in Higher education in East Godavari District. ( Numbers in %)

Potential for GER :

From the times immemorial, the people of the district have proved to be an educationally

conscious which is evident from the recorded high literacy rate and eminent educationalists

emerged from the district. The District has 13 Government Degree Colleges, 10 private aided

degree colleges and more than 100 private unaided degree colleges offering undergraduate as well

as post graduate courses. On an average, about 31,080 students are coming out with flying colours

from these institutions. Based on the past statistical data of the district, at least 25% of the passed

outs , i.e., 7770 students are expected to enter the portals of higher educational institutions for

pursuing post graduate courses in the district. In case of the up gradation of this college into a

university, more than 70 % i.e., 5450 students have fairly good chances to choose this college as

their destination due to its strategic location in the urban area, convenient conveyance, hostel

facilities, accessibility and proximity with well connected road and railway commuting facilities.
