Göteborgs Stad Trafikkontoret inbjuder arkitekt- och ingen-jörsteam till prekvalificering avseende projekttävling om linba-na som en del av stadens kollektivtrafik. Tävlingen arrangeras i enlighet med LUF, lag (2016:1146) om upphandling inom försörjningssektorerna, och i samarbete med Göteborgs Stads Stadsbyggnadskontor, Västtrafik och Sveriges Arkitekter.

1.1 Syfte med tävlingen Projekttävlingens syfte är att få fram ett väl gestaltat, genom-förbart och utvecklingsbart funktionellt koncept för designen av Göteborgs linbaneanläggning. Den nya linbanan ska ha en tydlig identitet som tillför en ny dimension i sitt urbana sam-manhang. Tävlingen syftar även till att upphandla design och utformningsstöd i detaljprojekteringsfasen.

1.2 Bakgrund Göteborgs Stad har genom trafiknämnden sedan 2013 utrett frågan om linbanor som en del av det kollektiva resandet i Gö-teborg. Skulle linbana börja ses som en del av kollektivtrafiken är detta det första nya kollektivtrafikslaget i Sverige sedan införan-det av tunnelbanan på 1930-talet. Linbanan förväntas innebära bland annat mycket stora restidsvinster för resenären, mycket god trafiksäkerhet, låg störningskänslighet och minimala lokala negativa miljöeffekter samt en mer attraktiv kollektivtrafik och ett mer sammankopplat Göteborg på längre sikt. Linbanan ses inte som generell kollektivtrafiklösning i alla möjliga lägen, utan som tvärlänksfunktion för att överbrygga barriärer samt koppla samman och förtäta staden. Linbanan är en del av Göteborgs satsning inför stadens 400-årsjubileum år 2021.

The City of Gothenburg Traffic and Public Transport Authori-ty (Trafikkontoret) is pleased to invite architectural and engine-ering teams to prequalify for a competition to design a cable car that will be a new part of the city’s public transport network.

The competition will be organized in accordance with the Swedish Utilities Procurement Act (SFS 2016:1146) and in collaboration with the City Planning Authority of Gothen-burg (Stadsbyggnadskontoret), the Regional Public Transport Authority Västtrafik, and the national professional organization Architects Sweden (Sveriges Arkitekter).

1.1 Purpose of the competition The purpose of the competition is to generate a functional design concept for Gothenburg’s new cable car system that is well-executed, feasible, and scalable. The new cable car should have a distinctive identity that adds a new dimension to the urban environment. A second purpose of the competition is the procurement of design support during the detailed planning phase of the project.

1.2 BackgroundActing through the Traffic Board, the City of Gothenburg has examined the possibility of operating a public cable car service since 2013. The integration of a cable car into the public trans-port system would mark the first introduction of a new mode of public transport in Sweden since the subway in the 1930s. We expect that a cable car will greatly reduce passenger travel times, be extremely safe and low-maintenance, have minimal negative impact on the local environment, make public transport more attractive, and over time contribute to a more connected city. The cable car is not a universal applicable mode for public transport, bur rather with the function of cross-link to overcome barriers and connest densify the city. The cable car is part of the City of Gothenburg’s preparations for its 400-year jubilee in 2021.

1.3 ProjektförutsättningarLinbanan planeras färdigställas 2021, förutsatt att erforderliga beslut om genomförandet fattas.

1.4 Tävlingsuppgiften Tävlingsuppgiften för utvalda team kommer att vara att presen-tera ett genomförbart och utvecklingsbart koncept för designen av Göteborgs linbaneanläggning. Tävlingsuppgiften omfattar design av koncept för stationer med tillhörande entréplats, torn och ljussättning. Linbanans gondoler följer tillverkarens standard och designkonceptet omfattar där färgval, interiör och ljussättning. Tävlingens förutsättningar utvecklas vidare i det kommande tävlingsprogrammet.

1.5 MålsättningLinbanan ska ha en tydlig identitet som tillför en ny dimension i sitt urbana sammanhang. För resenärer ska designen bidra till att linbanan upplevs attraktiv, trygg, säker, lättillgänglig, tillför-litlig, komfortabel och effektiv. Linbanan är en jubileumsåtgärd inför Göteborgs fyrahundaårsfirande 2021.

1.6 Prekvalificering för tävlandeIntresseanmälan för deltagande i arkitekttävlingen ska inkom-ma till Göteborg Stad Trafikkontoret, med efterfrågade uppgif-ter enligt anvisat formulär, senast 2017-04-18.

1.3 Project conditionsAssuming all necessary decisions to implement the project are taken, the projected completion date for the cable car is 2021.

1.4 Competition task For the teams selected, the competition task will be to propose a feasible and scalable functional design concept for the Go-thenburg cable car system. The design concept should include stations with their entry areas, towers and lighting. The gondo-las will be built to the manufacturer’s standard; here the design concept should include choice of colour, interior, and lighting.More detailed conditions will be presented in a forthcoming competition brief.

1.5 ObjectivesThe cable car should have a distinctive identity that adds a new dimension to the urban environment. Passengers should find the cable car attractive, secure, safe, accessible, reliable, comfor-table and efficient. The cable car is being built in anticipation of the City of Gothenburg’s 400-year jubilee in 2021.

1.6 Pre-qualification for the competitionThose interested in entering the design competition should submit an application of interest, including all information specified below, to the Traffic and Public Transport Authority (Trafikkontoret) no later than 18 April 2017.

2.1 PlaneringsförutsättningarAmbitionen är att linbanan ska ingå i Västtrafiks utbud som en del av Västra Götalandsregionens kollektivtrafik. Det över-gipande syftet är att den ska utgöra en tvärlänk som på ett innovativt och resurseffektivt sätt möjliggör en tätare och mer sammankopplad stad. En av linbanans fördelar är förmågan att överbrygga barriärer och klättra topografiskt.

Linbanan ska präglas av hög kvalitet och genomtänkt planering. Till en början planeras för en linje med fyra stationer och sex torn. I framtiden finns dock planer på fler linbanelinjer, utform-ningen ska därför tåla upprepning och även framtida etapper ska kännas tidlösa i designen.

Den första planerade sträckningen som utgör denna tävlings uppgift är Järntorget–Lindholmen–Västra Ramberget–Wiesel-grensplatsen, som ligger i Göteborgs centrala delar och över-brygger Göta älv och flera trafikleder.

Linbanans höga torn på varsin sida av älvrummet kommer att ha en höjd av mellan 70 och 100 meter och utgör ett nytt och påtagligt inslag i stadens silhuett. Tornen kommer att bli land-märken och vara synliga på långt håll och från flera platser.

2.1 Planning considerationsThe ambition is that the planned cable car will be included in the regional public transport in Västra Götaland. It will be one of the core public transport lines operated by Västtrafik in Gothenburg. Its overall purpose is to function as a lateral link to help connect the city and make it more compact, in an inno-vative and resource-efficient way. Here, one advantage of a cable car is its capacity to span barriers by climbing into space.

The Gothenburg cable car project should be characterized by high quality and intelligent planning. Initially, one line is planned with four stations and six towers. Since more lines are planned in the future, however, the design must bear repetition so that future stages also have a timeless feel.

The task for this competition is to design the first line, whose planned route is Järntorget–Lindholmen–Västra Ramberget– Wieselgrensplatsen. The line will run through central Gothen-burg, crossing the Göta River (Göta älv) and several major roads.

Tall towers on both sides of the river will stand 70–100 metres high and will be a new and very noticeable element in the city skyline. The towers will be landmarks that are visible from a great distance and from many different places.

Stationerna planeras på platser med pågående stadsutveckling. Stationerna bidrar därför till att skapa nya förutsättningar för platsens och områdets utveckling och i det längre perspektivet kommer vissa av stationerna sannolikt vara mer eller mindre integrerade i tillkommande exploatering. Till en början kom-mer de dock att behöva uppföras som solitärer.

Av komfort- och tillförlitlighetsskäl är linbanan som planeras i Göteborg ett vindstabilt system med tre kablar. Denna tekniska lösning, med två fasta bärkablar och en dragkabel i mitten, har använts ett fåtal gånger och är med linbanemått mätt relativt dyr och stabilitetskrävande. Konstruktionen av en trekablig linbana är ingen standardprodukt. De system som hittills upp-förts i världen har anpassats, konstruerats och byggts efter de specifika förutsättningar som gäller för varje plats och projekt. (Exempel: Bolzano, Koblenz, Mayrhofen, Stubaier Gletscher)Då linbanan ska vara fullt integrerad i kollektivtrafiken ska utformningen ske i samspel med Västtrafiks arkitekturmanual för att bidra till igenkänning och trygghet för resenärerna och till en tydlig identitet utifrån kärnvärdena enkelt, mänskligt och pålitligt.

Samtidigt som projekttävlingen pågår kommer trafikkonto-ret att genomföra en upphandling av en totalentreprenad för genomförandestudie, projektering och byggnation av linba-neanläggningen. Avsikten är att vinnaren av projekttävlingen upphandlas som beställarsidans design/utformningsråd under detaljprojekteringsfasen. Själva framtagandet av systemhand-lingar och liknande ingår emellertid inte i vinnaren av projekt-tävlingens uppdrag, då detta är en del av totalentreprenaden.

The planned stations are located at sites of ongoing urban development. The stations will therefore create new conditions for development at these sites and in the surrounding areas. In time, some of the stations will probably be integrated to vary-ing degrees in future development. At first, however, they will need to stand alone. For reasons of comfort and reliability, the cable car planned for Gothenburg is a wind-stable system with three cables (3S). Only a small number of such systems, which employ two stationary supporting cables and one propulsion cable in the middle, have been built. By cable car standards, the tri-cable system is relatively expensive and demands a high degree of stability. A tri-cable system is not a standardized product. Systems constructed thus far have all been adapted and built to fit both site- and project-specific conditions (e.g. in Bolzano, Koblenz, Mayrhofen, Stubaier Gletscher).

Because the cable car will be fully integrated into the public transport system, it should furthermore be designed with refe-rence to the Västtrafik architectural design manual, in order to ensure familiarity and security for passengers as well as a clear identity that draws on Västtrafik’s core values: ‘simple,’ ‘human,’ and ‘reliable.’

Simultaneously with the design competition, the Traffic and Public Transport Authority will procure a turnkey contract (meaning that one contractor will be responsible for the entire project) for a feasibility study as well as the detailed planning and construction of the cable car system. The intent is to also procure design consultancy services from the competition win-ner during the detailed planning phase. Actually drawing up plans, however, will not be the job of the competition winner. This will be included in the turnkey contract.

3.1 TävlingsprocessenTävlingen är en inbjuden projekttävling som föregås av denna prekvalificering.

3.2 ArrangörTävlingen arrangeras av Göteborgs Stad, Trafikkontoret i samarbete med Stadsbyggnadskontoret, Västtrafik och Sveriges Arkitekter. Upphandlande myndighet är Göteborgs Stad genom Trafiknämnden. Upphandlingen handläggs av trafikkontoret (TK) i enlighet med LUF, lag (2016:1146) om upphandling inom försörjningssektorerna och Byggsektorns gemensamma tävlingsregler för svenska tävlingar inom arkitek-ternas, ingenjörernas och konstnärernas verksamhetsfält 2016.

3.3 Tillhandahållande av underlagUnderlaget för intresseanmälan tillhandahålls digitalt utan kostnad genom det webbaserade upphandlingsverktyget Visma TendSign. Se angiven länk i annons.

3.4 Inlämning av intresseanmälanIntresseanmälan och infordrade anbudskompletteringar lämnas i omslutande kuvert utan någon form av firmabeteckning på anbud eller kuvert, och märks: ”ANBUD till Trafikkontoret” i röd text samt ”Projekttävling design av linbana i Göteborg”. Intresseanmälan via e-post, telegram eller telefax accepteras ej.

3.1 The competition procedureThe design competition is an invited competition preceded by a prequalification stage.

3.2 OrganizerThe competition organizers are the City of Gothenburg, ac-ting through both the Traffic and Public Transport Authority and the City Planning Authority, and Västtrafik. The con-tracting authority is the City of Gothenburg, acting through the Traffic Board. The procurement will be handled by the Traffic and Public Transport Authority in accordance with both the Swedish Utilities Procurement Act (SFS 2016:1146) and rules laid out by the national construction sector for Swedish architectural, engineering, and art competitions (Byggsektorns gemensamma tävlingsregler för svenska tävlingar inom arkitek-ternas, ingenjörernas och konstnärernas verksamhetsfält 2016).

3.3 Digital application templateA template for applications will be made available digitally at no cost via the web-based procurement tool Visma TendSign. Please see the link in the announcement.

3.4 Submitting an application of interestApplications of interest with all required materials must be submitted in a sealed envelope with no company name present in any form on either the paperwork or the envelope. The en-velope should be marked with the line “BID submitted to the Traffic and Public Transport Authority” in red, as well as the line “Gothenburg Cable Car Design Competition.”

3.6 Urvalsgrupp Urvalet av tävlingsdeltagarna görs av en bedömningsgrupp sak-kunniga inom arkitektur, genomförande och ekonomi. Samtliga personer i urvalsgruppen kommer vara bundna av sekretess.

3.7 Antalet tävlandeFem team kommer att väljas ut för att delta i tävlingen. Endast dessa har rätt att komma in med tävlingsförslag.

Because the cable car will be fully integrated into the public transport system, it should also be designed with reference to the Västtrafik architectural design manual, in order to ensure fami-liarity and security for passengers as well as a clear identity that draws on Västtrafik’s core values: ‘simple,’ ‘human,’ and ‘reliable.’ This manual will be attached to the competition brief.

3.9 Competition briefThe competition brief is in preparation and will be distributed to participants at the start of the competition.

3.10 Preliminary datesThe preliminary dates for the prequalification and competition are:

3.11 Kick-off meetingsOne kick-off meeting will be held with each team selected for the competition. Meetings will be held in Gothenburg in June 2017.

3.12 TävlingsjuryJuryn kommer att bestå av representanter från Göteborgs Stad (trafikkontoret och stadsbyggnadskontoret), Västtrafik samt två ledamöter utsedda av Sveriges Arkitekter. Till juryarbetet kommer att knytas kompetens i form av sakkunniga.

3.13 Tävlingsarvode och tävlingspriserValda team som erbjuds att delta i projekttävlingen ersätts vardera med 400 000 SEK exklusive mervärdesskatt efter korrekt inlämnat och av juryn godkänt tävlingsförslag i enlighet med tävlingspro-grammet. Arvodet utbetalas mot faktura. Vinnande team ersätts med ytterligare 1 000 000 SEK exklusive mervärdesskatt.

3.14 Uppdrag efter tävlingenEfter tävlingen och i enlighet med juryns utslag kan förhand-ling, utan föregående annonsering, ske med vinnande team i projekttävlingen. Förutsättningen är att erforderliga beslut om genomförandet av linbanan fattas. Tävlingens förstapristagare kommer att ingå i projektets designråd och vara beställarsi-dans rådgivare vad gäller design och utformningsfrågor under detaljprojekteringsfasen.

3.15 ProjekttävlingsspråkTävlingsförslaget ska vara utfört på svenska eller engelska. Täv-lingsprogram kommer att tillhandahållas på svenska och engel-ska. Juryns utlåtande kommer att ges på svenska. Kontraktspråk är svenska. Projekttävlingsspråk är svenska eller engelska.

3.16 Ägande, nyttjande- och upprättshovsrättArrangören innehar den materiella äganderätten till tävlings-förslagen. Förslagsställarna innehar upphovsrätten och behåller nyttjanderätten till sina förslag. Direkt nyttjande av förslag, helt eller i väsentliga delar, kan ske först efter avtal mellan förslags-ställarna och arrangören/byggherren. Arrangören har dock rätt att i projektet dra nytta av det samlade tävlingsresultatet och idéer från samtliga tävlingsförslag förutsatt att det inte strider mot svensk lag om upphovsrätt. Arrangören och Sveriges Arkitekter äger rätt att publicera förslagen i tryckt form och på internet samt för utställning utan särskild ersättning till förslagsställarna. All publicering efter anonymitetens brytande kommer att ske med angivande av förslagsställarens namn, innan dess förslagets motto.

3.17 Återsändning av inlämnat materialMaterial som utgör intresseanmälan och senare tävlingsförslag kommer inte att returneras.

3.12 Competition juryThe jury will be made up of representatives of the City of Go-thenburg (the Traffic and Public Transport Authority and the City Planning Authority), Västtrafik and two members appoin-ted by Architects Sweden. Experts with relevant competencies will also be attached to the jury.

3.13 Remuneration and prizesEach team selected to participate in the design competition, upon correct submission of a competition proposal, jury-appro-ved as per the competition brief, will receive a fee in the amount of SEK 400,000 net of VAT, to be paid out against an invoice.The winning team will receive an additional SEK 1,000,000 net of VAT.

3.14 Commission after the competitionAfter the competition and in accordance with the jury’s de-cision, contract negotiations may be held with the winning team, without prior advertisement, provided that the necessary decisions to realize the cable car project have been taken. The competition winner will be included in the project design committee and advise the procuring side on design during the detailed planning phase.

3.15 Competition languageProposals may be prepared in Swedish or English. The competi-tion brief will be available in Swedish and English. The decision of the jury will be delivered in Swedish. The contract language is Swedish. The competition languages are Swedish and English.

3.16 Ownership rights, usage rights and copyrightThe organizer owns the material rights to all competition proposals. Proposers hold copyright and retain usage rights for their proposals. Direct implementation of proposals, in whole or in substantial part, is permitted only by agreement between the proposer and the organizer/contractor. However, the orga-nizer has the right to make use of the collective competition results and ideas from all of the proposals in the current project, provided such usage is not contrary to Swedish copyright law. The organizer and Architects Sweden have the right to publish the proposals, both in print and on the internet, and to exhibit the proposals without making special compensation to the pro-posers. All proposals published after the breaking of anonymity will include the proposer name(s); publications prior to that will include the proposal motto.

3.17 Return of submissionsApplications of interest and competition proposals will not be returned.

Intresseanmälan ska innehålla samtliga uppgifter:

Förteckning över inlämnat material. Handlingar ska vara författade på svenska eller engelska och följa denna punkt-lista.

Intresseanmälarens namn, organisationsnummer, adress, telefon, e-postadress och webbadress. Om flera företag samverkar ska var och en lämna dessa uppgifter.

Namn och kontaktuppgifter, telefon och e-postadress på intresseanmälarens ombud respektive kontaktperson

Gällande registreringsuppgift från Bolagsverket. Om flera företag samverkar ska var och en lämna intyg. De in-tresseanmälare som inte har sin verksamhet baserad i Sveri-ge bifogar motsvarande registeruppgift från sitt hemland.

Programförklaring. En redogörelse omfattande en A4-sida som beskriver en tydlig redovisning av hur teamet planerar att genomföra uppdraget för att nå tävlingens syfte, förut-sättningar och krav.

Minst tre men ej fler än fem relevanta referensobjekt inklusive beskrivande motivering där personerna i täv-lingsorganisationen ska vara knutna till minst ett objekt var. Minst ett av referensobjekten ska vara genomfört. Varje referensprojekt ska presenteras på max två A4-sidor. För varje referensprojekt ska anges:

• Objekt och projektbeskrivning• Beskrivning av intresseanmälarens uppdrag (om-

fattning och huvudsakliga uppgifter/ansvar)• Vilken roll personer i projektteamet har haft i

referensprojektet

Redovisning av intresseanmälarens uppdragsorganisation för eventuellt fortsatt uppdrag, inklusive CV för nyckelper-soner som kommer att engageras och deras roller i åberopa-de referensprojekt. Offererad personal skall ha god förmåga att uttrycka sig på svenska eller engelska såväl i tal som i skrift. Ansökande får ingå i mer än ett team.

Redovisning av intresseanmälarens kvalitets- och miljö-ledningssystem

Applications must include all of the following:

List of submitted materials. Documents must be in Swedish or English and must conform to this list.

Applicant name, company registration number, address, telephone number, e-mail address and website. If multiple companies are applying jointly, this information must be submitted for each company.

Name and contact information, including telephone and e-mail address, for a representative and a contact person for the applicant.

Proof of current company registration from the Swedish Companies Registration Office (Bolagsverket). If multiple companies are applying jointly, each country must provide this document. Companies not based in Sweden must provi-de the equivalent documentation from their country.

Outline of concept. This should be a statement of no more than one A4 page that clearly lays out how the team plans to complete the competition task in a manner that fulfils the aims, conditions and requirements of the competition.

At least three but no more than five reference objects relevant to the competition, including a description motivating the inclusion of each object. Each person on the competition team must be associated with at least one reference object. At least one of the reference objects must have been realized. Each reference project must be introdu-ced on a maximum of two A4 pages, including:

• A description of the object and project• A description of the applicant’s commission (its

extent and the applicant’s main duties/responsi-bilities)

• Contributions of project team members to the reference project.

Details of the team that will complete the present com-mission, if it is awarded, including CVs of the key persons to be engaged and their contributions to the reference projects cited. All persons in the bid must have a good command of English or Swedish, both written and spoken. Applicants may appear on multiple teams.

A description of the applicant’s quality and environmental management systems.

4.2 Handlingar som arrangören begär inArrangören kommer att begära in nedanstående enbart från intressenter som har chans att väljas ut.

• Skatteverkets blankett ”Begäran om upplysning vid upp-handling SKV 4820” eller motsvarande intyg från anbuds-givarnas hemland.

• Ratingrapport från kreditupplysningsföretag. Intressen-ter som inte har sin verksamhet baserad i Sverige bifogar motsvarande uppgift från sitt hemland. Vid låg rating kan anbudet komma att förkastas såvida inte en godtagbar förklaring kan ges.

4.2 Requests for further informationThe organizer will request the following further information only from those applicants with a chance of being selected:

• Swedish Tax Agency (Skatteverket) Form SKV 4820, ‘Begäran/Svar Offentliga Uppgifter,’ available in English as SKV 4820b, ‘Request/Response Public Information,’ or corresponding documentation from the applicant’s own country.

• Report from a credit-rating agency. Companies not based in Sweden must attach equivalent documentation from their country. A low rating may lead to the rejection of the bid if no satisfactory explanation can be provided.

5. Bedömning och urvalEvaluation and pre-selection

Urvalet kommer att göras i två steg. Steg 1 är kvalificeringskrav. Om något av kraven inte uppfylls kan intresseanmälan inte tas upp till utvärdering enligt Steg 2. Kraven gäller alla deltagande företag, även där flera företag gått samman i en grupp.

5.1 Steg 1: KvalificeringskravSamtliga erforderliga handlingar i intresseanmälan skall ha inkommit i tid och på svenska eller engelska.

• Intyg avseende registrering i aktiebolag, handelsbolag eller liknande skall vara giltigt.

• Föreskrivna skatter och avgifter skall vara betalda och intygade.

• Ekonomisk och finansiell ställning enligt upplysnings-centralen eller likvärdig skall vara minst riskklass 3 eller motsvarande.

• Att företaget inte är försatt i konkurs eller likvidation, är under tvångsförvaltning eller föremål för ackord eller tills vidare ha inställt sina betalningar eller är underkas-tat näringsförbud eller är föremål för ansökan om sådan åtgärder. Konsulten eller person som företräder konsulten får inte under de tre senaste åren ha varit dömd för brott i yrkesutövningen eller ha gjort sig skyldig till allvarligt fel i yrkesutövningen, vilket intygas på heder och samvete.

• Att företaget har system för kvalitetssäkring.• Att företaget har miljöledningssystem.

The pre-selection will take place in two stages. Stage 1 is the fulfilment of the qualification criteria. If any of the criteria are not met, the application will not proceed to evaluation in Stage 2. All companies applying must meet the Stage 1 criteria, including all companies applying jointly.

5.1 Stage 1: Qualification criteriaOn-time receipt of an application of interest with all required documents in Swedish or English.

• Proof of valid company registration: i.e. as a limited liabili-ty company, trading company, etc.

• Documented payment of all prescribed taxes and fees.• An assessment of financial status by Sweden’s Upplys-

ningscentral (UC AB) or a similar credit reference agency, with a risk category of at least 3 or the equivalent.

• The company must not be in bankruptcy or liquidation, be under receivership, have entered into an arrangement with creditors, have suspended payments until further notice, be currently disqualified from engaging in business activi-ties, or be the subject of any proceedings related to such measures. Consultants and their representatives must not have been convicted of any crime or offence in the exercise of their profession or have committed any serious professi-onal misconduct, and must declare this on their honour.

• The company must have a quality management system.• The company must have an environmental management

system

5.2 Steg 2: UtvärderingUrvalet av tävlingsdeltagare bland inkomna intresseanmälning-ar kommer att bygga på en sammantagen bedömning utifrån lämnat material.

Följande kommer att utvärderas:• Förmåga att med hög arkitektonisk kvalitet gestalta

funktionella, tekniska och genomförbara lösningar som tillgodoser nyttjarens krav.

• Förmåga att gestalta offentliga rum och platser.• Förmåga att åstadkomma innovativa och hållbara lösningar.• Intresseanmälarens egen beskrivning av hur man avser arbe-

ta för att uppnå tävlingens syfte, förutsättningar och krav.• Förmåga att arbeta i processer som främjar samarbete

mellan flera parter.

Meddelande om beslut efter prövning av intresseanmälan.Intresseanmälaren kommer att erhålla skriftligt meddelande via e-post om resultatet av prövningen så snart arrangören valt deltagare till projekttävlingen.

5.2 Stage 2: EvaluationCompetition participants will be pre-selected from the pool of received applications based on a cumulative assessment of the submitted materials.

The following points will be assessed:• Demonstrated ability to design functional, technical, and

feasible solutions of high architectonic quality that meet user requirements.

• Demonstrated ability to develop good design for public places and spaces.

• Demonstrated ability to develop innovative and sustainable solutions.

• The description provided of the process the proposer intends to follow to fulfil the purpose, conditions and requirements of the competition.

• Demonstrated ability to follow work procedures that promote collaboration between multiple parties.

Notification of decision after assessment of applicationsApplicants will receive written notification via e-mail of the results of the assessment as soon as the organizer has selected the participants for the design competition.

5.3 Sekretess för handlingarSamtliga intresseanmälningar och däri ingående handlingar omfattas av sekretess fram till den tidpunkt då beslut fattats om vem som vunnit projekttävlingen. Därefter är som regel samtliga handlingar som rör prekavlificeringen och tävlingen offentliga. Enligt offentlighets- och sekretesslagen (2009:400) 31 kap kan då uppgifter bli föremål för sekretess endast i vissa fall.

Sökande som vill skydda uppgifter i intresseanmälan ska därför:1. begära sekretess2. precisera vilka uppgifter som sekretess begärs för3. precisera varför skada kan antas uppstå och vilka konse-

kvenser detta kan medföra

Sekretessprövning görs i enlighet med offentlighets- och sekretesslagen. För att trafikkontoret i sin sekretessprövning ska kunna göra en säkrare bedömning krävs uppgifter enligt ovan. I annat fall saknas i regel förutsättningar för beslut om sekretess och uppgifterna kommer i sådant fall att offentliggöras.

5.4 Avtal för deltagande i projekttävlingenAvtal mellan arrangören och de team som valts börjar gäl-la efter att utvalda team erhållit beställning för deltagande i projekttävlingen.

5.3 Document confidentialityAll applications and accompanying documents will remain confidential until the winner of the design competition is decided. Thereafter, the general rule is that all documents pertaining to the prequalification and the competition will become public. Under chapter 31 of Sweden’s Public Access to Information and Secrecy Act (SFS 2009:400), information may remain confidential only in certain cases.

Applicants wishing to protect the information in their application must therefore:1. make a request of confidentiality2. specify the information for which they are requesting

confidentiality3. specify why disclosure may be reasonably be expected to

cause damage, and what consequences this may carry.

The Traffic and Public Transport Authority will then carry out a confidentiality assessment in accordance with the Public Access to Information and Secrecy Act. The above information is required to make a correct assessment. In the absence of this information, there are normally no grounds for granting confi-dentiality, meaning that the documents will become public.

5.4 Contract for competition participantsA contract between the organizer and a pre-selected appli-cant arises when the applicant receives an order for a design competition proposal.
