Project: Tribeca Bridge Painting Date: 1/20/2016 Engineer: McLaren Engineering Group RE: Addendum #1 # of Pages: 14 The following revisions and/or clarifications are to be made to the Request for Proposals for Tribeca Bridge Painting. They are a result of matters raised at the pre-proposal conference held on December 30, 2015 and any questions received by close of business on January 7, 2016. Duplicate questions, if received, are not reflected in this Addendum. Clarifications: 1. Handrails, stainless steel mesh, aluminum and other miscellaneous metals not required to be painted shall be removed, cleaned and reinstalled. If they cannot be removed, they are to be covered and protected from blasting associated with painting. Damage to the members or surfaces shall be cause for replacement of damaged components by the selected Proposer at no additional cost to BPCA. 2. Exterior Glass shall be power-wash cleaned and interior glass shall be cleaned per BPCA’s regular cleaning schedule. 3. BPCA has made adjustments to the charts on the Construction Documents to more clearly reflect the surface area to be painted. Revised Construction Documents are attached. 4. The selected Proposer must comply with all permit requirements, general conditions, and special conditions as imposed by all applicable bodies and agencies having jurisdiction, including, but not limited to: Lower Manhattan Development Corp (LMDC); New York State Department of Transportation (NYSDOT); New York City Department of Transportation (NYCDOT); BPCA; The New York City Board of Education; Hudson River Park Trust (HRPT); and New York State Department of Environmental Conservation (DEC). Questions and Responses: (answers to all question are shown in Italics immediately after the question) 1. [Clarifications are requested for] detailed surface preparation specifications for Item #11 Surface Preparation to SP-10, Applying Primary, Intermediate & Final Coat. Under Bid Form Item #11- Surface Preparation to SP10, Applying Primary Intermediate & Final Coat (see Drawings for Square Footage), the selected Proposer will prep the entirety of the bridge, stairwells and elevator shafts per the NYSDOT standard specifications using either SSPC-SP10 or SP11. Where SP10 Near-White Blast Cleaning cannot be performed, SP11 Power Tool Cleaning to Bare Metal shall be completed in its place. 2. The areas requiring Abrasive Blasting to SP10 were not clear in the proposal. Can you be more precise with those areas (i.e. the underside is mentioned but what about the Upper Truss over the walkway, rails, elevator towers etc.)? The schedules and notes listed on Drawings S-140 and S-141 list the locations and member types to be surface prepared and repainted. As stated in the response to Question #1, the selected Proposer shall prepare each member type to SSPC-SP10 or, in areas where SP10 cannot be performed, to SSPC-SP11. The decision to use SSPCSP-10 or SSPC-11 is entirely up to the selected Proposer.

Questions and Responses: (answers to all question are shown in Italics immediately after the question)

Under Bid Form Item #11- Surface Preparation to SP10, Applying Primary Intermediate & Final Coat (see Drawings for Square Footage), the selected Proposer will prep the entirety of the bridge, stairwells and elevator shafts per the NYSDOT standard specifications using either SSPC-SP10 or SP11. Where SP10 Near-White Blast Cleaning cannot be performed, SP11 Power Tool Cleaning to Bare Metal shall be completed in its place.

2. The areas requiring Abrasive Blasting to SP10 were not clear in the proposal. 3. [Clarifications are requested for] detailed surface preparation specifications for painting underside of bridge for Item #5 Total Overcoat (1 Coat Paint). All steel members and utilities on the underside of the bridge shall be painted to match the remainder of the bridge. Where SSPC-SP10 cleaning is not feasible, SP11 shall be performed.

4. Likewise with the areas requiring "mechanical cleaning" the means and methods are not clear (i.e. power tools/blasting/hand tools/containment etc.). Can you be more precise with what is required and where or should we propose a method in the proposal? See responses to Questions #1-3 above. The selected Proposer is to propose means and methods for surface preparation of challenging sections (i.e. utilities, near windows, stairwells, etc.) for approval by BPCA. Containment for the bridge, both to protect the public and the roadway, is expected to be a Class A system per #5 below.

5. If blasting is required for Bid Form Item #11, please specify if Bid Form Item #5 will be modified to Class “A” containment system. What type of abrasive material will be permitted? Class A containment shall be required where surfaces are prepared to SSPC-SP10 (Abrasive Blasting). Class B containment is acceptable where SP11 methods are used. Material shall be in accordance with NYSDOT Specification 573-2.03 Abrasive Blast Cleaning. Blasting medium shall be recyclable, ferrous metallic, abrasive grit. See Specification as provided in the Construction Documents and SSPC-AB 2 and SSPC-AB 3 for further detail.

6. Staging area provided in contract drawings is limited. Please designate a permanent area for the staging of the recycling machine, decon unit, changing trailer, (2) compressors and waste drums. A designated area of 100’x50’ adjacent to the bridge is desired. Proposed Staging/Storage Area on Drawing S-150 is suggested. If an alternative staging/storage area is desired, Proposers must submit plans for any such alternate proposed staging area with their Proposals. Such plans must be reviewed and approved by BPCA and, following completion of the bid process, by the NYCDOT as part of the Route 9A work permit, prior to being permitted. See Drawing S-110 Submittals, #3.

7. Where can equipment (blast machine/dust collector/compressors/decon trailer, etc.) be placed at the bridge? Can a permanent lane closure with barrier be set up for the entire length of the project assuming the city and state would approve? See Response to Question #5 for storage area concerns. As stated in the Traffic Control Section of Drawing S-110, it is incumbent upon the selected Proposer to provide a Work Zone Traffic Control Plan. Likewise, it is the selected Proposer’s responsibility to secure any and all permits required from the NYSDOT or NYCDOT to authorize lane closures. BPCA does not object to the selected Proposer’s seeking lane closure permits for the Project.

8. Are there permits and time restrictions required to store the waste drums adjacent to the school? There are applicable restrictions. All regulated waste must be removed on a daily basis in accordance with NYSDOT/DEP Best Management Practices as detailed in NYSDOT’s “Environmental Handbook for Transportation Operations.” Empty drums may be stored within the selected Proposer’s cordoned-off staging area, as proposed and approved in accordance with the RFP.

9. Drawing #S-160 indicates a conceptual temporary work enclosure for the east end. Is a similar enclosure required for the west end? The drawing provided is for concept purposes only. It is the selected Proposer’s option to contain bridge in sections or in its entirety, depending upon the selected means and methods of work. The bridge is expected to remain open to pedestrians throughout the cleaning and painting, and at no time should public safety be at risk as a result of cleaning or painting operations.

10. Please indicate limits of the temporary work enclosure on the plans.

The selected Proposer shall extend the limits of the temporary work enclosure as necessary, however the following guidelines shall be followed: a) Public safety shall never be endangered; b) Pedestrian access to the use of the bridge shall not be obstructed; and C) Vehicular traffic on Route 9A below the bridge shall not be hindered except as permitted by the NYSDOT and NYCDOT.

11. A draft copy of NYCDOT OCMC Permit is not provided in the proposal. Since Route 9A is a limited access highway, please provide permitted lane closure times for single, lane and 2-lane closures. It is the responsibility of the selected Proposer to secure all necessary permits for lane closures. The selected Proposer will need to coordinate its construction schedule, through BPCA, with state and city entities (NYCDOT, NYSDOT, HRPT, Stuyvesant High School, and Borough of Manhattan Community College), and secure permits for lane closures from State and City Departments of Transportation – Specifically the NYSDOT Lower Manhattan Development Corp (LMDC) located at 115 Broadway. It should be assumed that lane closures will only be allowed overnight; however, if other hours are permitted, a deduct cost shall be provided by the selected Proposer to BPCA.
