Project Gothenburg Borås - Trafikverket
Transcript of Project Gothenburg Borås - Trafikverket
• We are planning an approximately 60 km long double track
railway between Gothenburg and Borås, adapted for a top speed
of 250 km/h. The new railway connects the larger cities in western
Sweden and improves communication to Landvetter Airport. The
expansion also creates an opportunity for faster travel between
Gothenburg and Stockholm as part of a new planned main line
between Gothenburg and Stockholm.
Today’s agenda
• Introduction and presentation of participants
• Purpose of the early dialogue & Dialogue rules
• Trafikverket’s presentation of the project and upcoming business
opportunitues
• Time schedule for upcoming procurements of railway plans etc.
• Important points of reference going forward
• The supplier’s presentation in short
• Discussion about Trafikverket’s supplied questions and the
supplier’s answers
• Any other questions
Introduction and presentation of
participantsWho is who and who does what?
Here, representatives from the supplier went first and introduced
themselves and then the clients's representatives took over and
introduced themselves. At this point, we had our video cameras on.
Purpose of the dialogue Dialogue rules
• The purpose of today's early dialogue is
to discuss the topics stated in the
invitation and give Trafikvkerket advice
and tips on what requirements,
compensation model, evaluation model
etc. that the supplier wishes to see in
future procurement
• NOTE !: this is not a dialogue that will
result in Trafikverket promising to
implement the proposals raised by the
supplier, but should be seen as a
constructive dialogue between two
parties

Sustainable travel
Four advantages of a new railway between Gothenburg
and Borås
15
Creating conditions for fast train journeys between Gothenburg-Borås is extremely
important in connecting these cities, which are the two largest in the region.
More trains between Gothenburg-Borås, both high-speed trains and high-speed
regional trains, as well as more departures per day are one of the benefits of the new
double-track railway.
Being able to travel sustainably and minimize our environmental impact is in focus
and permeates the entire New Main Railways and Gothenburg-Borås.
Being able to take the train to and from Landvetter Airport is important to enable fast
travel to and from the airport into central Gothenburg. Opens up for more business
travelers and private travel.

fast regional trains
2025-2027Planned early
construction start for the
project
The Gothenburg-Borås and East Link projects are both planned for ballasted tracks. Hässleholm-Lund
is planning for a fixed track system. The new tracks will be served by high-speed trains and high-speed
regional trains. There will be no freight trains on the new line.
PresentNew localization study where we ensure the best stretch based on new conditions regarding speed, station locations and an entire stretch.
The localization should be ready for delivery by the beginning of 2022. Previous investigations are used as knowledge bases.
On the previous slide we see a map of the investigation area and remaining corridor
alternatives prior to consultation 2, 2020-09-14 (ongoing, until 6/11).
The localization study is the first step in the planning process towards a railway plan.
The localization study defines a corridor within an evaluation area between
Gothenburg and Borås.
Several corridors will be compared with different criteria (financial, environmental
impact, sustainability and several other criterias) to decide which one should be
recommended.
Later, the railway plan will define the railway within the corridor
Landscape/topographyThe new railway between Gothenburg and Borås will go through a hilly landscape..
On the previous slide we se challenges between Gothenburg-Borås linked to the
landscape.
The hilly landscape is a major challenge which means that we need to work with the
railway's location in height. This has an impact on costs, the landscape and not least
the mass balance.
Many constructions
Tunnels
Lengths between
about 300 m and
9 000 m
Bridges
Lengths between about
30 m and 1 000 m
Stations
3 stations are evaluated
5 municipalities are
affected
With such a hilly evaluation area (see slide 21), we know that there will be many structures such as bridges
and tunnels. Based on the early stages of the project, no decision has been made on the exact location of the
tracks. So consider the figures in relation to the early stage of the project. Three stations of national interest
(Mölndal (south of Gothenburg), Landvetter Airport and Borås).
Next phase
Once a selected corridor has been decided, the next phase of the project begins, which is the procurement of and production of railway plans, environmental impact assessments and preliminary design documents.
The railway plan will define the railway within the decided corridor.
When the highest ranked corridor is identified, we enter the next phase, which is the railway planning stage. Procurement shall take place of a number of railway plans in packages with environmental impact assessment (EIA) and system documentation.

2021-2022
Procurement of railway plans, environmental
impact assessments and preliminary designs
During the autumn of 2020, we will work together with Hässleholm-Lund. We will meet suppliers and
discuss how the procurements of railway plans and future contracts can be designed during the
autumn of 2020. The railway plans will be procured in 2021.
The time for the preparation and adoption of railway plans is not exact but may extend into 2025
depending on the government's approval process.
More dialogues will be carried out during the program and of course before the upcoming construction
phase.
Planned construction start during 2025-2027 and these are important years for the program to work
from the outside. This is also a priority within the Västra Götaland region and the municipalities affected
along the route.
Approximately 10 years of construction
Contracts/procurements
Railway plan: 3-5 different contracts
Varying compensation models
Construction: The Swedish Transport Administration
mainly applies design & build contracts
or construction contracts. The design &
build contracts can be TEM contracts.
Total cost: approx. 33 billion Swedish crowns
Based on the early stage of the project, no decisions have been made regarding how many contracts for the
railway plan or construction contracts there will be. We have also not made any decisions on forms of contract
and which forms of contract should be available along the route. There could be several contract forms
pertaining to construction within the same railway plan area.
Discussion topics set out in the invitation
• Subdivision of railway plans and contracts
• Packaging, what is included in the
assignment / contract (BEST, construction
buildings, installations, land. FU for TE, MPU)
• Business forms (tender examination, form of
compensation, collaboration, innovation)
This list of topics is not exhaustive. Additional
questions have been communicated to the suppliers
prior to the dialogue and they can be found in this
presentation.
1. Content of the consultancy assignment railway plan
• Combine railway plan and preparation of tender documents for turnkey contract, execution contract, etc. (possible construction document?)
• Which division is preferred and why?
1. Packaging and size of construction contracts:
• How much should be included in the construction contracts? (BEST, construction buildings, installations, land, etc.)
• How do the contractors view controlled design and build contracts, risk distribution, sizes of contracts, etc.?
• Size in Euros on construction contract in volume?
2. How do we get contract knowledge into the assignment without the business form TEM (Early Entrepreneurial Participation)?
3. Packaging and size of contract:
• What do the consultants say about combinatorics / parallel procurements?
• Size in crowns/EUROs on consulting contract in volume?
4. Forms of compensation
* What types of compensation do you think would work best for the assignment contracts and construction contracts?
5. Procurement procedure and tender counting period
• Which procurement procedure do you prefer?
• What is the minimum time you need to submit tender?
• What is the minimum time you need between the award decision and the start of the contract?
• How do you think we should evaluate the tenders?
• Which evaluation criteria do you think give the best results?
6. In what way can we encourage innovation and increased productivity in future assignment contracts and construction contracts?
• How can we facilitate sustainable construction?
• Ideas for incentives to work towards climate-neutral contracts?
7. Form (s) of collaboration
• How do you view collaboration?
• What forms of collaboration do you see as successful for both parties?
8. Time schedule
• Appropriate time schedule for the assignment contracts and the construction contracts with regards to the planned start of construction 2025-2027?
9. Flow between activities
• How do you, as a supplier, view the flow of tenders and the time to submit tenders - design - start of construction?
