1. Executive SummaryThrough the State of Tennessee Real Estate Asset Management (STREAM), AECOM has beencontracted to analyze the Martha Sundquist State Forest (SF) regarding replacement of threeexisting stream crossing structures. A site visit and kick-off meeting were conducted on July 9,2019 to verify existing conditions and confirm information related to the Statement of Need. Stateof Tennessee Division of Forestry employees Darren Bailey, Shawn Hendrickson, JohnHenderson, and Jordan Self were on hand to discuss the desired bridge replacements. Thecrossing structures and respective streams are as follows:
· Bridge 1 – Over Moss Creek
· Bridge 2 – Over Sowbed Creek
· Bridge 3 – Over Branch Creek
Sections 2 provides details of the program information regarding to each bridge. Section 3provides a short narrative of the Opinion of Probable Construction Costs (OPCC), however adetailed outline is attached in Appendix C.
1.1 Site Description
This tract of land was purchased in 2001 from International Paper Company (formerly ChampionInternational Corporation), who owned the property since about 1930. The tract of land isapproximately 2001 acres in size. Prior to that it belonged to the Lambs Gulf Company and is nowthe property known as the “Gulf”. It is the only forest that resides in the Blue Ridge province. It islocated in eastern Tennessee, in Cocke County near the North Carolina-Tennessee border. It is70 miles east of Knoxville. The Martha Sundquist SF “Gulf Tract” is surrounded by the CherokeeNational Forest on three sides and consists of one drainage system. The Forest is composed ofmature mountain and cove hardwoods. A harvest rotation schedule was developed and followedclosely by the previous owners and large streamside management zones, some as large as 80acres, have been established. This tract is considered a wildlife management area and hasspecial provisions for bear hunting. It will be used primarily for recreation, hunting, fishing, timberproduction, and demonstration. An overview map of the Martha Sundquist SF is provided in Figure1. Figure 2 shows the locations of the bridges to be replaced.

1.2 Methodology
Four primary steps were taken to analyze each location and propose replacement stream crossing structures. The steps are as follows:
1. Preliminary Site Investigation
a. Review the provided TDOT Bridge Condition Coding Form for each structure dating April 2, 2018 (see Appendix A).
2. Site Visit
a. Confirm aspects of the sites to be analyzed and note any additional requests.
b. Determine existing conditions including inventory, measurements, and utilization.
c. Photograph aspects of sites to be reviewed and referenced in report (see Appendix B).
3. Develop Corrective Recommendations
a. Provide corrective recommendations for replacement of each stream crossing structure.
b. Develop an Opinion of Probable Construction Costs (OPCC) to implement corrective recommendations (see Appendix C).
4. Report Findings
2. Detailed Program InformationFor each stream crossing structure, the extent of replacement will require super-structure and foundation replacement. On the July 9, 2019 site visit, the Tennessee Division of Forestry indicated that their desired replacement structures for all three stream crossings would utilize steel “box culvert” style pre-fabricated structures as manufactured by Big R Bridge (see Figure 3). Sections 2.1 through 2.3 provide an outline of existing conditions followed by the respective recommendations for each bridge replacement.

2.1 Bridge 1 – Over Moss Creek
2.1.1 Existing Conditions
· Existing length = 17’-6”
· Existing width = 13’-4”
· The distance from the stream bottom to the top of deck on the upstream side is 6’-11”
· The distance from the stream bottom to the top of deck on the downstream side is 7’-6”
· The existing deck is 1’-9” thick
· If the bridge is widened, it is desirable to widen to the North.
· In April of 2019, the bridge deck boards were replaced due to poor condition.
· The TN Division of Forestry suggested that re-grading the roadway to make the bridgedeck higher might help to increase the hydraulic opening if the steel arch structures areused.
2.1.2 Recommendations
The minimum dimensions for the proposed structure are as follows:
· Cover = 1’-6”
· Height of structure above stream bottom = 6’-11”. The structure height may need to beadjusted to accommodate the permissible dimensions of the desired structure type.
· Span length = 20’-6”A hydraulic model of the existing and proposed bridges was produced in order to determine thehydraulic capacity of the structures. Approximate elevations were determined based on publicLIDAR data provided by the state of Tennessee, bridge dimensions were taken from bridgeinspection reports, and rough channel dimensions from field visit measurements. The modelindicates that the proposed bridge will pass a 500-year storm event of 576 cfs with 0.8’ offreeboard.
2.2 Bridge 2 – Over Sowbed Gap Creek
2.2.1 Existing Conditions
· Existing length = 15’-3”
· Existing width = 14’-3”
· The distance from the stream bottom to the top of deck on the upstream side is 5’-9”
· The distance from the stream bottom to the top of deck on the downstream side is 6’-0”
· The existing deck is 1’-6” thick
· There are plans to replace the deck boards in the near future due to their poor existingcondition.
· It might be desirable to lengthen the proposed structure by approximately 3 ft toaccommodate road curvature.

2.2.2 Recommendations
The minimum dimensions for the proposed structure are as follows:
· Cover = 1’-6”
· Height of structure above stream bottom = 5’-9”. The structure height may need to beadjusted to accommodate the permissible dimensions of the desired structure type.
· Span length = 18’-3”A hydraulic model of the existing and proposed bridges was produced in order to determine thehydraulic capacity of the structures. Approximate elevations were determined based on publicLIDAR data provided by the state of Tennessee, bridge dimensions were taken from bridgeinspection reports, and rough channel dimensions from field visit measurements. The modelindicates that the proposed bridge will pass a 25-year storm event of 566 cfs with 1.0’ offreeboard.
2.3 Bridge 3 – Over Branch Creek
2.3.1 Existing Conditions
· Existing length = 15’-10”
· Existing width = 14’-4”
· The distance from the stream bottom to the top of deck on the upstream side is 7’-5”
· The distance from the stream bottom to the top of deck on the downstream side is 8’-1”
· The existing deck is 1’-8” thick.
· If the bridge is widened, it is desirable to widen to the North.
· There are plans to replace the deck boards in the near future due to their poor existingcondition.
· The existing structure utilizes wood wing walls to shorten the bridge by approximately12 ft. Because of this, it might be desirable to lengthen the proposed bridges toeliminate the usage of wingwalls.
2.3.2 Recommendations
The minimum dimensions for the proposed structure are as follows:
· Cover = 1’-6”
· Height of structure above stream bottom = 7’-5”. The structure height may need to beadjusted to accommodate the permissible dimensions of the desired structure type.
· Span length = 18’-10A hydraulic model of the existing and proposed bridges was produced in order to determine thehydraulic capacity of the structures. Approximate elevations were determined based on publicLIDAR data provided by the state of Tennessee, bridge dimensions were taken from bridgeinspection reports, and rough channel dimensions from field visit measurements. The modelindicates that the proposed bridge will pass a 100-year storm event of 658 cfs with 0.1’ offreeboard.

3. Opinion of Probable Construction CostsThe total Opinion of Probable Construction Cost for the proposed replacement stream crossingstructures is $218,093. This figure includes estimates for general conditions, permitting, insuranceand escalation, as well as construction and design contingencies. See Appendix C for a completebreakdown of the OPCC.
4. Conclusions and SummaryThree stream crossing structures within the Martha Sundquist State Forest are in poor conditionas determined by a TDOT bridge inspection from April 2, 2018. The proposed Bridge ReplacementProject resolves this issue by providing specifications for pre-fabricated “box culvert” stylestructures to replace the existing structures.
