Consolidated Rental Car Facility

• A Consolidated Rental Car Facility (CONRAC) is a complex that hosts numerous rental car companies
• CONRACs are served by common or consolidated transportation systems for transport of customers to and from the airport terminals
• The use of some portions of CONRACs may be shared by rental car companies
Planning Activity Levels (PAL)

CONRAC facility requirements were developed for 3 PALs:
• PAL 1 6 Million Annual Enplaned Passengers
• PAL 2 9 Million Annual Enplaned Passengers
• PAL 3 12 Million Annual Enplaned Passengers
A Planning Activity Level (PAL) is planning horizon expressed in millions of annual enplaned passengers (MAEP.) PALs are not based on forecasts of future passenger activity. In 2010, there were 4.5 million enplaned passengers.

Preliminary CONRAC Space Program Methodology

• Questionnaire sent to all rental car companies in November 2010 – 100% response rate
• Space program created using two different methodologies – Questionnaire methodology
– Utilization rate methodology
• PAL 1, 2, and 3 planning horizon – Total growth between existing (4.5 MAEP) and PAL 1 – 2020 (6 MAEP) = 33%
– Total growth between existing (4.5 MAEP) and PAL 2 – 2030 (9 MAEP) = 100%
– Total growth between existing (4.5 MAEP) and PAL 3 – 2044 (12MAEP) = 167% • Growth of approximately 3% per year was assumed to reach corresponding PAL years.
