Group 1: Objectives

• Participants will have insight information about:

• How farmer group organise production of certified product, how do

they link with private company and sell products to them.

• How the company provide technical and other support to farmer

group

• Challenges that the farmer group faced in their operation

• PPP model in certified medicinal plant production (the role of farmer

group, role of company and local authorities at district level)

• The support of SECO/Helvetas to this model

7.00-10.00 Travelling to Hai Hau district, Nam Dinh province

10.00 – 10.30 Visit the production area of Nam Loc farmer group in Hai Loc commune

10.30 – 12.00 Meeting and discussing with farmer group on

-Operation of farmer group, their linkage with Nam Duoc company, technical support of the company.

-Support of BioTrade project

12.00 – 13.30 Lunch in district town

13.30 – 15.00 Meet and discuss with authorities of Hai Hau district: The development strategy on agriculture of the district, the role of the district in linking farmers with private companies (particularly for the case of medicinal plant)

15.00 – 17.30 Travelling back to Ha Noi

Group 2: Objectives

• Participants will have insights on:

• Organisational structure and functions of public RAS system from

provincial to commune/village level

• SDC/Helvetas support to RAS system in Hoa Binh since 2003 and

results achieved.

• The role of commune extension workers, their support to farmers,

challenges faced.

• The model of farmer cooperative in providing RAS service to farmers

(plant protection service)

Group 2: Morning program

8.15 – 10.15 Meet and discuss with DARD leaders, representatives from provincial extension

center, Plant protection and Vet Department:

-Organisational structure and function of DARD/RAS system

-Support of SDC/Helvetas to RAS system since 2003

-Discussion

10.15-11.15 Transfer to Tan Lac district

11.15 – 12.30 Meet and discuss with district leaders and district RAS service providers: The

support of PSARD, particularly focus on capacity building of ARD staff at district

and commune level

12.30 – 13.30 Lunch in district town

13.30 -14.00 Transfer to village in Quyet Chien commune (upland and mountainous commune)

14.00 – 16.00 - Discuss with commune extensionist (their role, support to farmers and challenge

faced)

- Discuss with farmer: how do they benefit from project support (participating in FFS,

linking farmer to market, ect)

16.00- 18.30 Travel back to Hanoi

Sub group 2.2

13.30 – 13.50 Transfer to commune

13.50 – 14.50 Meet and discuss with farmer cooperative who provide agriculture service to farmer

(including plant protection service)

14.50- 16.10 Transfer to other commune (15') and discuss with vet service point who provide vet service

to farmer.

16.10 – 18.40 Travel back to Hanoi

Objectives

• Through the communication and interaction with national extension

center, participants will have information about extension system in

Vietnam, work experience and achievements in the last 20 years and

govermental development policies on extension

• Through the communication and interaction with private companies,

participants will have information about the private sector wok with

farmers in agriculture, their challenges
