About the Project

The Interstate 5 HOV Widening and Rosecrans-Bloomfield-Shoemaker Avenue Bridges Project in the City of Norwalk is part of the $1.6 billion investment in freeway widening and improvements taking place on the Santa Ana Freeway (Interstate 5) from the Los Angeles County/Orange County line to the San Gabriel River Freeway (Interstate 605).

The project is the third of six projects to begin construction since late 2011 as part of the I-5 South Corridor Improvement Projects to add one High Occupancy Vehicle (HOV), carpool lane, and one general purpose lane in each direction. The I-5 South Corridor Improvement projects are designed to relieve traffic congestion by adding capacity and to provide a smoother and safer driving facility for the motoring public.

The $214 million Rosecrans-Bloomfield-Shoemaker Bridges Project extends from Shoemaker Avenue to Silverbow Avenue. The project will widen Interstate 5 within these limits, a distance of 1.2 miles, to add one HOV lane and one general purpose lane in each direction, and reconstruct and elongate three bridges at Shoemaker, Rosecrans and Bloomfield avenues to accommodate the wider freeway. The pedestrian overcrossing at Silverbow Avenue will also be reconstructed. The scope of work includes reconfiguring and realigning the ramps at Rosecrans Avenue and upgrading and realigning Firestone Boulevard frontage road.

Project Highlights: Beginning on Tuesday, February 19, 2013, the first order of work for the project is to close and demolish the Shoemaker Avenue Bridge and to start realigning North Firestone Boulevard frontage road. The Shoemaker Avenue Bridge will be closed for approximately one year between Rosecrans Avenue and Excelsior Drive while bridge reconstruction takes place.

Throughout the planning, environmental and design stages, Caltrans has and continues to work closely with the Los Angeles County Metropolitan Transportation Authority (Metro), the I-5 Consortium Cities Joint Powers Authority and the Gateway Cities Council of Governments. The project is funded by the 2006 voter-approved State Proposition 1B, the Los Angeles County Metropolitan Transportation Authority (Metro) Proposition C, and the Federal Highway Administration.
