    Introduction to WLR3 Product Establishment

    WLR3 is a new product offering from Openreach requiring afundamentally new method of connectivity which delivers a multitude ofbenefits to Communication Providers (CPs)

    Openreach has developed a WLR3 Product Establishment (PE)process that allows CP and Third Party Integrators to familiarise

    themselves with and meet the required standards for the new systemsand processes associated with WLR3 Analogue

    These slides provide an overview of the process by which a CP canbecome a provider of WLR3 on the Equivalence ManagementPlatform.

    This information is intended for those CPs who have already registeredtheir interest in becoming a WLR3 provider. Those CPs who have notyet registered are invited to do so through the Customer ReceptionTeam or their existing Communications Business Manager (CBM).

    Registration for WLR3

    By registering their interest, a CP enters into Phase 0.

    This preliminary stage, which occurs prior to the formal start of PE,

    provides the CP with an introduction to the WLR3 product and to the

    Product Establishment process. It also offers the CP the opportunity to

    take advantage of support from Openreach (e.g. WLR3 seminars)

    The completion of Phase 0 activities will enable Openreach to offer the

    CP a formal PE start date based on the readiness of both parties.

    CPs who are already registered and who wish to formally commence

    Product Establishment may do so by following the next stepsinformation provided at the end of the presentation.

    EMP WLR Product Establishment Process

    Phase 0: CP Registration

    This phase is required for the CP to register their interest in WLR3 with Openreach, to fully understand the

    prerequisites to Product Establishment and to ensure the readiness of both parties prior to beginning PE Phase 1.

    At the end of Phase 0, the CP will be asked to demonstrate its readiness against CP ORT 0 criteria and will

    subsequently be assigned a Phase 1a start date.

    Phase 1: Enrolment and Set-up

    The CP Enrolment Phase represents the formal start of the PE process. During this stage the CP PE plan is

    developed and Openreach resources are assigned to support the activities.

    CP ORT Gates: An introduction to the concept

    CP ORT is a series of tests and checks (Gateways) to ensure that the CP isready and able to proceed through the various stages of ProductEstablishment, eventually, launch as a WLR3 provider.

    CP ORT gates are not designed to delay a CPs progress through ProductEstablishment, rather to ensure that each stage can be completed as smoothlyas possible.

    The CP ORT Gateways ensure minimum criteria are met before progression tonext stage

    A Gateway may occur partway through a PE phase to enable the followingphase to commence in parallel

    Each CP ORT Gateway is an assessment which will result in appropriateOpenreach recommendations that the CP progresses into the next stage

    6 CP ORT Gateways (CP ORT0 CP ORT5) will be executed to provideauthorisation to proceed to the next stage of Product Establishment

    CP Operational Readiness Testing (CP ORT)

    CP ORT is a series of gateways completed during Product Establishment at several

    intervals to assess the degree of readiness of the CP for entry to the following phase or

    activity

    0:CP Readiness & Entry into WLR3 Product Establishment (P0 to P1a) Assessment of CP readiness for entry into Product Establishment

    1:Entry into CP Testing (P1b to P2a) Ensuring all commercial, test planning and test set-up activities on both the CP and Openreach

    sides prior to commencing CP Testing

    2: Entry into Live Verification (P2b to P3) Ensuring all commercial, launch planning and live set-up activities on both the CP and Openreach

    sides Ensuring the CP has completed at least the mandatory level of testing against the Openreach test

    environment prior to entering Live Verification

    3: Entry into Ramp-Up (P3) Ensuring the mandatory levels of Live Verification activities have completed prior to entry into

    Summary

    The CP Enrolment Phase is the first stage in the PE process. During this stage the CP PE plan is

    developed and Openreach resources are assigned to support the activities.

    Key Activities

    CP Dashboard Activation: A CP tracking dashboard is activated upon entry into PE Phase 1a. This will

    be visible to both the CP and the Openreach PE staff throughout the PE Process.

    Milestone Planning: The CP, supported by the Openreach PE Delivery Manager, plans out the activities

    required for the completion of PE against the generic plan. This will be supported by a CP-facing PE

    Dashboard

    Complete CRD: Using a form provided, the CP submits commercial and technical information to

    Openreach for the purposes of CP Enrolment and Set-Up (Phase 1b)

    CP Credit Check: A credit check is required for all CPs who do not have an active subscription to the

    current WLR3 product. Following this, a CP may be required to pay a deposit.

    WLR3 Contract: CPs sign and return the Conditions for Wholesale Line Rental 3 to Openreach

    Summary Upon completion of the CP Enrolment Phase, the CIO Customer Engagement Team works with

    the CP to ensure that the CP is provisioned on the Equivalence Management Platform andassociated test environments. The CP will use this time for test planning as well as progressingwith high level plans around transitions (the eventual migration of existing customers from WLR2to WLR3).

    CP Transition Planning: Existing CPs engage with Openreach to plan the transition of existingassets from the current systems to EMP. The transition of these assets will occur after thecompletion of the PE Process. Note that Transitions do not need to occur immediately afterProduct Establishment and the CP may choose to wait once entering Business As Usual forWLR3.

    Summary Phase 2a tests and assures the connectivity with the TEST WLR EMP environment, including

    testing firewall access, digital certificates and validation of the CPs XML schema.

    Key Activities Once CP ORT1 is completed and all mandatory requirements on the checklist have been

    successfully met, the CP commences the CP connectivity test, specifically to: Establish connectivity to BT On-Ramp system through Firewalls

    Summary Once the connectivity testing is complete, the CP commences functional testing in order to test

    fulfilment and assurance scenarios against the CP Test Environment.

    Key Activities Run test cases developed from the supported test scenarios provided in the Generic Test Pack

    Identify root cause of issues CP manages faults against their own system through to resolution

    CP re-submits tests

    Resolve an manual interventions and ensure the order is put back on the automated route.

    CP submits the output data of the mandatory test scenarios to Openreach in order todemonstrate successful completion of CP Functionality Testing.

    Summary After the Phase 2 test phase, the CP is required to go through Phase 3 - Live Verification to test

    progression of single orders in controlled fashion on Live platform and ramp-up to BAU volumes insupported and structured fashion

    Finally, upon completion of Phase 3, the CP has completed PE and moves on to Business As Usual.

    Confirm CP set up on the live environment Execute Live Verification: The CP places orders in the Live environment in a controlled manner (initially

    one at a time, gradually increasing order volumes). The CP is supported by the SMC during this phase.This stage is followed by CP ORT 3.

    CP Test: Generic Test Pack

    We have developed a set of generic test scenarios which will be madeavailable to the CP

    The CP test environment (covered later in this pack) is intended to support all

    of these test scenarios

    Of the listed scenarios, a subset are marked as mandatory for all CPs

    undertaking Phase 2b Functionality testing.

    A CP may also test against as many optional scenarios as they wish within the

    confines of the test window as specified in the CP test plan

    The CP is required to develop their own test cases against the chosen

    scenarios

    At the end of the test period, the CP is required to demonstrate compliance

    against the test scenarios before progressing to the next PE Phase.

    CPs should review the CP ORT 0 Documentation and also ensure that they are familiar

    with all other EMP and WLR3 Product documentation

    CPs who are ready to do so should then contact their Business Manager and nominate thedate by which they will be able to demonstrate compliance to CP ORT 0

    CPs will then be requested to provide confirmation that they have met to the CP ORT 0

    readiness criteria on that date

    If successful, the CP will be informed of their PE Start date the date at which they willbegin the CP Enrolment activities within Phase 1a
