1 INTRODUCCIÓN

INTRODUCTION Este procedimiento incluye la información necesaria para la descarga del buque en el Terminal de Barcelona (ATRAQUE 263) bajo las condiciones de seguridad

apropiadas. This procedure includes the necessary information for the unloading of the ship ................……. in the Barcelona Terminal (ATRAQUE 263) under proper safety conditions. En el “Cuestionario SIGTTO” (Anexo A) se describe de forma general el conjunto de instalaciones de descarga de esta Planta, documento que, por otro lado, sirve para la

confirmación de la compatibilidad del buque con la terminal.

In “SIGTTO Questionnaire” (Annexe A) are described the details of ENAGAS unloading installations, and also it must be used in order to confirm the compatibility of the ship with the terminal.

El buque dará parte, a efectos informativos, de cualquier circunstancia que surja y que

pueda variar el E.T.A. programado.

The vessel shall report, for information purposes, on any circumstances arising that may vary the scheduled ETA.

4 MANIOBRAS DE ATRAQUE DEL BUQUE ______________________ BERTHING OF THE VESSEL ______________________

El mismo habrá de ser conforme con las “NORMAS TÉCNICAS PARA EL TRÁFICO DE GASES LICUADOS A GRANEL EN EL PUERTO DE BARCELONA” (Anexo B).

This will be according with “TECHNICAL REGULATIONS FOR THE TRAFFIC OF BULK LIQUIFIED GASES IN THE PORT OF BARCELONA” (Annexe B).

5 OPERACIONES DE AMARRE

MOORING OPERATIONS

El amarre del buque se realizará segura y rápidamente bajo las instrucciones del Capitán

del barco asistido por el práctico, y conforme a la configuración acordada con anterioridad en la reunión de compatibilidad.

The mooring of the ship shall be carried out safely and promptly under the instructions of Ship Master assisted by the pilot, and in the way was accorded in the compatibility meeting.

6 OPERACIONES DE DESCARGA UNLOADING OPERATIONS

6.1 IDIOMA

LANGUAGE

El idioma usado en la comunicación será preferentemente el Castellano, y en su

defecto el Inglés, debiendo en tal caso las partes acordar si es necesaria la

prestación de medios auxiliares (traductores) que permitan asegurar la correcta comunicación entre las partes en el modo que se eviten errores de comunicación

entre las mismas. The language used in communication will be preferentially SPANISH, or English as an alternative, in this way must be reached a general agreement if it is necessary the presence of translators to ensure not mistakes and that communication problems are not a risk for normal discharge operations.

6.2 MEDIOS DE ACCESO

MEANS OF ACCESS

Una vez hayan finalizado las maniobras de atraque, y el Capitán lo haya autorizado, la pasarela del muelle se posicionará sobre la cubierta del barco y la

manual del barco, si su configuración de amarre o las características del barco lo

permiten, sobre la superficie del muelle.

After the vessel is adequately moored and the master has authorized it, the jetty gangway will be positioned on the vessel deck, and the ship gangway, if it is possible due to the mooring arrangement or specific characteristics of the vessel, on the jetty deck.

6.3 MEDIOS DE COMUNICACIÓN

COMMUNICATION MEANS

Las comunicaciones durante la descarga se efectuarán por medio de: un walkie, 2 líneas de teléfono (1 hot-line y una de interfonía de Planta) a través del cable de

ESD, y si fuese necesario (cable ESD no disponible) por medio de un teléfono

móvil apto para zona clasificada. The ship/shore communications during discharge process will be done by mean of: a walkie, 2 telephone lines (a hot-line and an internal dial) through the ESD cable, and, if it necessary (ESD cable off), mean while a mobile phone for electric classified areas. Antes de iniciarse la descarga y después de conectarse los brazos, se realizará una prueba de funcionamiento de los sistemas de comunicación, así como del sistema

de desconexión de emergencia (Anexo C). Before starting the discharge and after the arms connection, a test of the communication systems and emergency release system will be done. (Annexe c)

6.4 LISTA DE COMPROBACIÓN DE SEGURIDAD BUQUE/TERMINAL

SHIP/SHORE SAFETY CHECKLIST

De acuerdo con las recomendaciones de seguridad IMO y R.D. 145/1989, para transportes de mercancías peligrosas en puertos, estas recomendaciones se

incluyen en el documento “LISTA DE COMPROBACIONES DE SEGURIDAD BARCO-

TERMINAL” (Anexo D), que debe completarse antes de empezar las operaciones de descarga.

According to IMO safety recommendations for transporting dangerous goods in harbours and R.D. 145/1989, the document “SAFETY CHECKLIST SHIP-TERMINAL” (Annexe D), is the safety checklist containing these recommendations which must be duly completed before starting unloading operations.

La lista de comprobación la rellenarán el Oficial de Descarga, en el barco, y el Jefe de Turno en servicio del Terminal. La lista de comprobación será enviada a la

Autoridad Portuaria.

The checklist shall be filled in by the ships unloading officer and by the terminal’s Shift Manager. The checklist will be sent to the Port Authority.

6.5 PROCEDIMIENTO DE DESCARGA

UNLOADING PROCEDURES

General

General

El Jefe de Turno en servicio, como representante del Terminal, es responsable de las operaciones de descarga en tanto en cuanto sean controladas y dirigidas desde

tierra. El Capitán del buque es responsable de las operaciones controladas y

dirigidas desde el barco. Las operaciones de descarga de GNL las controla y supervisa el Jefe de Turno del Terminal, asistido por el conjunto de Operadores de

la terminal, uno de los cuales permanecerá en el propio atraque mientras dure la descarga.

The engineer on duty, as terminal representative, is responsible for the unloading operations as far as they are controlled and supervised from the shore. The master of the ship is responsible for all operations controlled and supervised from the ship. The LNG unloading operations are controlled and supervised by the Terminal shift supervisor, assisted by Plant Operators. one of them must be always in jetty area while the discharge goes on.

Los procedimientos de descarga detallados en el documento “PROCEDIMIENTO

OPERATIVO DESCARGA BUQUES GNL” (Anexo E), han sido entregados en mano al barco.

The detailed unloading procedures, see the document “LNG TANKERS OPERATIONAL UNLOADING PROCEDURE” (Annexe E) have been handed over to the ship. Cualquier tipo de reclamación ó incidente que suponga una anormalidad y su

consecuencia pueda ser objeto de una reclamación por las partes, deberá reflejarse en la hoja de tiempos en el apartado Observaciones de detalle. No se

tendrá en cuenta ninguna reclamación que no conste en la plantilla de tiempos

(Anexo F). Any claim that emits the boat or any incident that could cause an abnormality and its consequences could derive in any claim between the parts, will have to be reflected in the Timesheet in the section “More detailed remarks”. The claims that do not appear in this document (Annexe F) will not be considered at all.

6.6 SEGURIDAD Y CONTROL DE ACCESO AL PANTALÁN

SECURITY AND ACCESS CONTROL TO THE JETTY

Las normas y procedimientos de la Autoridad Portuaria de Barcelona para el cumplimiento del Código PBIP serán acatadas por los buques y las instalaciones de

ENAGAS.

Regulations and procedures of Port Authority of Barcelona in order to carry out ISPS Code wil be accomplished by the ships and ENAGAS facilities.

Obligaciones Liabilities

ENAGAS será responsable del control de acceso al pantalán, y en particular su

Servicio de Vigilancia. El buque es responsable de autorizar los permisos de acceso

a bordo. ENAGAS shall be responsible for access control to the jetty, and in particular its Surveillance Service. The vessel is responsible for permits and access onboard.

Entrada de personas

Entry of people

Toda persona que acceda al pantalán deberá ser identificada previamente por el Servicio de Vigilancia de Planta y, a petición del mismo, mostrar documentos que

prueben su identidad. Se negará el acceso a esta área a cualquier persona que no esté debidamente identificada.

Any person entering the jetty must be previously identified by the Surveillance Service of Plant and, upon request by said service, show documents proving his/her identity. Any person not duly identified shall be denied access to this area.

Entrada de vehículos

Vehicle entrance Como norma general, no se permitirá la entrada en el frente de atraque a ningún

vehículo desde el momento en el que se inicie la puesta en frío de los brazos de descarga.

For the time when vessel begins loading arms cooldown, no vehicle shall be allowed in the jetty.

Visitas al buque Visits to the vessel Antes de la llegada del metanero, los oficiales del buque o su agente consignatario

proporcionarán a ENAGAS Planta, una lista de todas las personas autorizadas a

subir a bordo del barco. La lista incluirá: Previous to arrival of the gas carrier, the vessel officials or her agent shall provide to ENAGAS Plant a list of all the people authorized to come onboard the ship. This list shall include: Personal del Consignatario

A la llegada del buque, el consignatario proporcionará, además, una lista de la tripulación, la cual se identificará ante el servicio de seguridad cuando entren o

salgan del pantalán.

Also, upon arrival of the vessel, the Shipping Agent shall provide a list of the crew, who shall identify themselves in front of the Security Service when entering or exiting the jetty.

Si, por alguna razón, una persona no incluida en la lista deseara visitar el

buque, deberá obtener una autorización previa del capitán o de cualquier oficial a bordo. En tal caso se exigirá que el visitante sea

acompañado desde la entrada principal del pantalán por una persona del buque.

Should, for any reason, a person not included in the list may wish to visit the vessel, he/she must have previous authorization from the Ship Master or any Officer to come onboard. In such a case, the visitor is required to be accompanied from the Jetty’s main entrance by a person from the vessel.

6.6.2 Medidas de protección según el nivel de seguridad del código

Actuar de acuerdo al Plan de Protección de la Instalación Portuaria (PPIP). Act agreed Port Facilities Protection Plan. 6.7 SERVICIOS DEL BARCO

SHIP SERVICES

Las instalaciones del pantalán están capacitadas para proveer nitrógeno líquido.

Jetty facilities are available to provide vessels with liquid Nitrogen.

El suministro de víveres, paquetería y cualquier otro tipo de mercancía, se

suministrarán ó desde el mar con barcazas, ó mediante la “escala real” del propio buque, ó desde tierra por medio de la propia grúa del buque.

The provision of foods, packages and anything merchandises will supplied or from boats on to sea, or by the ship gangway, or by ship crane from jetty deck. Cuando las circunstancias lo impidan por el mal tiempo, dificultad manifiesta o imposibilidad de suministro, podrá solicitarse a la Instalación Portuaria que se

haga en atraque mediante gabarra. En este caso será necesario que independientemente del tonelaje de la gabarra se firme una Declaración de

Protección Marítima entre el Buque y la Gabarra, debiendo remitir una copia de la misma a la Instalación Portuaria antes del comienzo de dichas actividades.

When the circumstances due to bad weather or other causes, make the provision impossible, the ship can ask to the Harbour Authority for making the provision in the dock by one Tug. In this case it will be necessary that, independently of the tonnage of the Tug, a Declaration of Marine Protection between the Ship and the Tug is signed, sending a copy to the Harbour Authority before the beginning of these activities. Cuando estas actividades sean necesarias realizarlas en la Instalación Portuaria, y

una vez autorizadas las mismas, se realizarán siempre a la terminación de la descarga de GNL una vez que los brazos de descarga hayan sido barridos con

nitrógeno, desconectados y recogidos. When these activities have to be done in the Installation Harbour, after being authorized, they will be always done after the completion of the GNL unloading, once the unloading arms have been cleaned with nitrogen, disconnected and gathered.

La recogida de residuos se realizará en fondeadero, debiendo realizar una Declaración de Protección Marítima, entre el buque y la gabarra si así lo considera

el buque receptor.

Waste will be collected in anchorage. The captain of the ship can make a Declaration of Marine Protection between the ship and the Tug, if he wishes. Podrá ser realizada en atraque a través de Gabarra. En este caso será necesario

que independientemente del tonelaje de la misma, se firme una Declaración de

Protección Marítima entre el Buque y la Gabarra. Waste also can be collected in dockage by one Tug. In this case it will be necessary that, independently of the tonnage of the Tug, is signed a Declaration of Marine Protection between the Ship and the Tug. Para casos excepcionales quedarán junto a las Instalaciones de Enagas

contenedores para la recogida selectiva de residuos. En este caso deberán

coordinarse las operaciones para que coincida en el tiempo la deposición de residuos por parte del Buque y la retirada de los mismos por parte del Gestor de

Residuos. In exceptional cases, the waste can be thrown in the Enagas containers. In this case the operations have to be coordinated so that the deposition of waste of the Ship and the retirement of such waste by an authorized residues manager could be made simultaneously. Cualquier actividad complementaria a la descarga de GNL que vaya a realizar un

buque tal como suministro de pertrechos, víveres, nitrógeno, agua potable, visitas, cambios de tripulación, etc. Deberá ser comunicado a las Instalaciones de Enagas

con la suficiente antelación, para poder garantizar la implantación de las

correspondientes medidas de protección y minimizar los riesgos que se puedan derivar de dicha actividad.

Any complementary activity to the GNL discharge, like provision of equipments, food, nitrogen, potable water, visits, changes of crew, etc. have to be communicated in advance to Enagas, to guarantee the corresponding measures of protection and to diminish the risks that can be derived from this activity.

These services are only allowed before and after the LNG discharge.

7 ACTUACION EN CASO DE EMERGENCIA EMERGENCY PROCEDURES 7.1 SITUACIÓN DE EMERGENCIA EN LA TERMINAL.

EMERGENCY SITUATION AT THE TERMINAL

Si ocurriera cualquier tipo de emergencia en las instalaciones de Enagás, que no

afectara a las operaciones de descarga de barcos, la sala de control de la terminal

notificará al barco lo sucedido empleando el canal de VHF, para detener la descarga.

Should an emergency situation occur affecting the terminal facilities, but not the vessel’s operations, the Terminal’s Control Room shall notify the vessel of the situation using the VHF transmitter channel, in order to stop the discharge.

Si la situación de emergencia afecta a las operaciones de descarga, se deberán

tomar las siguientes acciones inmediatamente: If the emergency affects the discharge operations, the following actions shall be immediately taken:

- Activar el ESD (en caso de que no se haya activado automáticamente). TO ACTIVATE THE ESD (In case it has not been activated automatically). - Notificar la emergencia a la sala de control del barco. TO NOTIFY THE VESSEL’S CONTROL ROOM. - Activar las medidas contra incendios (si no se han activado automáticamente)

TO ACTIVATE THE FIRE FIGHTING MEASURES. (In case it has not been activated automatically). - Activar el Plan de Emergencia Interior. TO ACTIVATE THE INTERIOR EMERGENCY PLAN.

Una vez activado el Plan de Emergencia Interior, el jefe de la Emergencia

infomará personalmente al barco, y coordinará junto con el capitán del barco las medidas necesarias para afrontar la emergencia. Del mismo modo se mantendrá

un contacto continuo con las autoridades.

After activating the terminals INTERIOR EMERGENCY PLAN, the Emergency Manager shall personally report to the site and, jointly with the Ship Master, coordinate the necessary actions, keeping in contact with the Authorities at all time.

7.2 SEÑALES DE EMERGENCIA.

EMERGENCY SIGNALS

Las sirenas de emergencia están conectadas de forma automática a los sistemas

de control y de seguridad de la terminal. Emergency sirens are automatically connected to terminal safety and control systems. Simultáneamente a la desconexión de emergencia se activa la sirena de

emergencia del puesto de control del atraque. Jetty Control Room’s emergency siren is simultaneously set off when emergency disconnect occurs. Las alarmas de los riesgos en zona, son difundidas a través del sistema de

megafonía de la Planta, además de ser transmitidas a través de la sirena de emergencia del puesto de control del atraque.

Risk in zone alarms are transmitted throughout the Plant over its loudspeaker system, as well as being transmitted throughout Jetty Control Room’s emergency siren.

Al activarse cualquier alarma se emite de forma continuada hasta desenclavar los pulsadores de los pupitres o abrir el contacto de los PLC’s.

When any alarm is activated it rings continuously until the control panel buttons are released or PLC contact is reactivated. Del mismo modo puede activarse de forma manual desde distintos puntos de la instalación mediante pulsadores. Estos están ubicados:

Alarms can also be activated manually by pressing one of the buttons located in different areas of the facilities, below: - Frente a la sala de racks de la SE-5. / Opposite the SE-5 substation rack room. - Frente al edificio de atraque en el nivel inferior. /

Opposite the jetty on the lower level (of SE-5). - Frente a la C-3002-A. / Opposite C-3002-A.

En cualquiera de los casos anteriores el Jefe de la Terminal contactará con el capitán del buque mediante walky-talkie o mediante una línea telefónica interior,

para informar de la naturaleza y alcance de la emergencia, y tomará las acciones necesarias.

Should any of the above events occur, the Head of the Terminal shall contact the ship’s captain using walky-talkie or an internal telephone line to provide information on the nature and scope of the emergency, taking any actions necessary.

7.3 COMUNICACIONES TERMINAL/BUQUE EN LA EMERGENCIA. TERMINAL/VESSEL COMMUNICATIONS DURING AN EMERGENCY

Ante cualquier emergencia, la planta deberá contactar con el barco por mediación

de walky-talkies. Hay un transmisor en la sala de control de la planta y una serie

de unidades móviles distribuidas entre los operadores de planta. Además la planta cederá al barco un walky-talkie. El barco dispondrá además de un teléfono móvil

por si los demás sistemas fallan. Should an emergency occur the Terminal shall get in contact with the Vessel through the walky-talkies. There is a transmitter in the Terminal Control Room and a series of mobile units distributed among the Terminal operators. Also, the Terminal shall provide the Vessel with another walky-talkie and a mobile phone, just in case the other communication means fail.

Si una emergencia ha activado el ESD, se cortará la comunicación telefónica mediante cable.

If an emergency has tripped the ESD, the telephone communications over the instrument cable are cut off.

7.4 MEDIOS DISPONIBLES EN CASO DE EMERGENCIA. MEANS AVAILABLE INS CASE OF EMERGENCY

Cuando ocurre una emergencia entre el buque y la planta, esta última contactará

con el barco para detener la emergencia. Si la emergencia ocurriera en el pantalán o en el buque, se activará automáticamente el ESD.

When an emergency occurs both in the Terminal and in the Vessel, the Terminal shall contact the Vessel in order to stop the emergency immediately. Should the emergency occur in the jetty facilities or in the Vessel, the ESD shall be activated manually (if it has not gone off automatically).

El plan de emergencia interior de planta se activará inmediatamente y se tomarán las acciones necesarias según lo establecido en dicho documento.

The Terminal’s Interior Emergency Plan will be activated immediately and proper actions shall be taken as established therein.

El Pantalán presenta las siguientes medidas de seguridad para afrontar distintos tipos de emergencias:

- Detección de llama. Flame detection. - Detección de gas. Gas detection. - Detección de fugas de GNL. LNG leakage detection. - Estaciones de parada de emergencia manuales.

Manual emergency-stop stations.

B) Sistemas de extinción Extinguishing systems.

- Sistemas de agua contra incendios (cortinas de agua). Fire fighting water systems (hydro shields).

- Rociadores de agua, activados automáticamente. Sprayed water systems (sprinklers), automatically triggered.

- Sistemas de monitorización de agua a control remoto. Remote control water monitoring systems. - Hidrantes de agua y mangueras.

Water Hydrants and hoses. - Sistemas de espuma activados automáticamente.

Automatically triggered foam systems.

7.5 PARADA DE DESCARGA POR CONDICIONES METEOROLÓGICAS.

DISCHARGE STOPPAGE DUE TO METEOROLOGICAL CONDITIONS

La terminal está equipada con una estación meteorológica en la que se registran datos sobre la velocidad y dirección del viento, así como la temperatura y la

humedad relativa. Estas mediciones son comparadas periódicamente con las de la

estación meteorológica de la Autoridad Portuaria de Barcelona. The terminal is equipped with weather station recording data on wind weather speed and direction, temperature and relative humidity. These measurements are compared periodically with data from the Barcelona Port Authority weather station.

En el caso de deterioro severo de las condiciones climatológicas, el Jefe de Operaciones de la terminal contactará con la estación meteorológica de la

Autoridad Portuaria de Barcelona para disponer de información sobre las

predicciones meteorológicas. Con esa información, determinará si continua o se paraliza la descarga.

If weather conditions become severe the terminal Operations Manager shall contact the Barcelona Port Authority weather station for a weather prediction. This information will determine whether discharge continues or is stopped.

7.6 ABANDONO DEL PANTALÁN.

LEAVING THE BERTH.

La decisión de zarpar del buque deberá ser tomada conjuntamente por el capitán del buque y la Autoridad Portuaria, teniendo en cuenta que ello no pondrá en

riesgo tanto al buque como a la terminal.

The decision to leave port shall be taken jointly by the ship’s captain and the Port Authority, but must not represent a risk for either the ship or the terminal. Si el buque debiera necesariamente realizar un desamarre de emergencia, el

capitán requerirá a la terminal, si no hay tiempo suficiente para desconectar el

buque mediante los procedimientos habituales, actuar manualmente el PERC desde el buque para evacuar rápidamente.

If the ship is forced to unberth in an emergency and there is no time to disconnect the ship using normal procedures, the captain shall request that the terminal allow manual operation of the PERC from the ship in order to permit rapid evacuation.

8 RESPUESTA EN CASO DE EMERGENCIA RESPONSE TO AN EMERGENCY

8.1 GENERAL.

A continuación se describen las acciones tomadas por Enagás, en caso de que ocurra una emergencia del barco que afecte a la Planta y en caso de que una

emergencia en la Planta afecte al barco. Below is a description of the actions to be taken by ENAGAS in case of an emergency the Vessel affecting the Terminal and in case of an emergency in the Terminal affecting the Vessel. Las medidas de emergencia y procedimientos a realizar por el barco, estarán especificados por el propietario del barco.

Emergency actions and proceedings to be taken by the vessel are specified by the vessel owner.

8.2 PARO DE LA OPERACIÓN DE DESCARGA SUSPENSION OF CARGO LOADING.

Ante cualquier emergencia o situación que entrañe una elevada posibilidad de

producir una emergencia, deberá pararse la operación de descarga entre la Planta

y el barco, activando el sistema de emergencia de parada. In any emergency situation or situation which is deemed as likely to develop into an emergency situation the ship and/or the Terminal shall cease any unloading operation by activation of the emergency shutdown system.

Debe haber una comunicación continua entre Terminal y barco para asegurar que

ambas partes son totalmente conscientes de la situación y conocen las medidas

adoptadas. Effective use of the emergency communication shall be made to be sure that the

respective parties are fully aware of the situation and anticipated actions.

8.3 FUEGO EN LA CUBIERTA DEL BARCO O EN LAS BRIDAS DE CONEXIÓN.

FIRE ON THE VESSEL’S DECK OR CONNECTING FLANGES En caso de fuego en la cubierta del barco, se procederá de la siguiente manera:

Should fire occur on the deck of the Vessel, the following proceeding shall apply:

- Parar la descarga y activar el ESD (si no se ha activado automáticamente).

Stop discharge and activate the ESD (in case it has not been activated automatically).

- Informar de la localización del incendio. Report the location of fire. - Conectar el sistema de protección con cortina de agua si no se ha activado

automáticamente.

To set off the hydro shield system in the upper platform (in case it has not been activated automatically).

- Un operador deberá controlar el sistema de agua ubicado en las torres

monitoras, manteniendo contacto en todo momento con el barco por mediación de un Walky-talkie.

A Terminal operator shall control the two water monitoring towers, keeping in contact with the Vessel though the walky-talkie.

- Se activará el Plan de Emergencia Interior.

The Interior Emergency Plan will be started.

El capitán del barco coordinará las medidas contra incendios adoptadas en el barco, y podrá solicitar al terminal los medios necesarios para ayudar en la

emergencia.

The Ship Master shall coordinate the fire fighting operations in the vessel and may require the terminal to provide the necessary means to help in the emergency.

En caso de que el fuego no se pueda controlar, o se pongan en serio peligro las

instalaciones de Enagás, el jefe de Planta junto con el capitán del barco y la autoridad Portuaria determinarán la necesidad de efectuar una salida de

emergencia del barco o no. In the event the fire cannot be controlled, or should the terminal facilities be put to serious danger, the Terminal Manager, the Ship Master and the Harbour Authorities will determine whether or not is advisable for the vessel to make and emergency exit.

8.4 FUEGO EN EL PANTALÁN.

FIRE ON THE JETTY

Si se produce un incendio en el jetty se paralizará inmediatamente cualquier

actividad incluida la descarga (en caso que no se haya paralizado automáticamente). Se establecerá inmediatamente contacto con el buque a través

de walky-talkies y se activará el Plan de Emergencia Interior. If a jetty FIRE occurs all other activities shall be inmediately stopped, including discharge (if not stopped automatically). Contact with the ship shall be immediately established via walky-talkies, and the Internal Emergency Plan shall be activated.

8.5 FUGA DE GNL EN EL PANTALÁN.

LNG RELEASE ON JETTY Si se produjera una fuga de GNL en el jetty, incluidas las bridas de conexión, se

paralizarán inmediatamente todas las operaciones de descarga, y se activará la secuencia de parada de emergencia si no ha actuado de forma automática. Se

informará al buque a través de walky-talkies.

In the event of an LNG release on the jetty or the connection flanges, all discharge operations shall inmediately be stopped, and emergency shutdown activated manually, if not already activated automatically. The ship shall be informed using walky-talkies. Si la fuga de GNL afectase al casco del buque, se utilizarán las torres monitoras

telecomandadas para calentar el casco del buque con el objeto de protegerlo

11 OBLIGACIONES

LIABILITIES

A pesar de la obligación de Enagás de avisar a las autoridades en caso de emergencia (según lo especificado en el plan de emergencia interior), el capitán del barco tiene la obligación de

comunicar cualquier tipo de incidencia a la Autoridad Portuaria.

Regardless the obligation of the terminal to notify the Authorities specified in the INTERIOR EMERGENCY PLAN, the Ship Master shall be liable for reporting any incidents onboard to the Authorities.

ENAGAS TRANSPORTE S.A.U. es responsable de cualquier emergencia que ocurra en su propiedad, incluyendo el pantalán y los brazos de descarga, siendo el barco responsable de

cualquier emergencia ocurrida a bordo de este.

ENAGAS TRANSPORTE S.A.U. terminal is liable for any emergency occurring in its grounds, including the jetty and the discharge arms, the vessel being liable for any emergency situation occurring onboard.

En cualquier caso, las personas con mayor nivel de responsabilidad son el Jefe de Planta y el

Capitán del barco. In any event, the people of maximum responsibility are the Plant Manager (in the Terminal) and the Ship Master in the Vessel.

1. GENERAL

1.1. Preámbulo

Preamble.

1.1.1. Las presentes reglas desarrol lan las normas

generales por las que ha de regirse el tráfico de buques

que transporten gases l icuados a granel .

These provisions enlarge upon the general regulations governing the transit of

vessels carrying bulk liquefied gases.

1.1.2. Estas normas consti tuyen una ampl iación a las

prescripciones del Reglamento vigente de Admisión,

Manipulación y Almacenamiento de MM.PP. en los puertos

R.D 145/89 de 20 de enero, complementando algunos

aspectos de la seguridad en las operaciones de tránsi to,

carga y descarga de buques con gases l icuados en el Puerto

de Barcelona.

These regulations constitute an enlargement upon the current Regulations concerning the Admission, Handling and Storage of Hazardous Materials in harbours, Royal Decree 145/89 dated 20 January and supplements several aspects of safety in transit, loading and offloading operations of ships carrying liquefied gases in the Port of Barcelona.

1.1.3. Deberán observarse, asimismo, todas las normas

apl icables al t ransporte de mercancías pel igrosas del

Convenio Internacional para la Seguridad de l a Vida

Humana en el Mar y el Reglamento 145/89 de 20 de enero.

All the norms applicable to hazardous cargoes as provided in the International Convention for the Safety of Life at Sea must be observed, as must Regulation 145/89 dated 20 January.

1.1.4. En caso de emit i rse futuras normas o reglamentos

oficiales en cualquiera de los aspectos relat ivos al tránsi to,

carga, descarga, etc. de buques dedicados al transporte de

Should any future official norms or regulations be issued concerning the transit,

loading, offloading, etc, of vessels engaged in the transport of bulk liquefied gases,

the said provisions shall supplement or, if applicable, modify these norms.

1.2. Definiciones

Es la zona por la que navegan los buques con gases

l icuados a granel . Para el Puerto de Barcelona sería la

si tuada al Sur de la l ínea que une el pantalán de C.L.H. y el

muel le Adosado 01B.

Traffic area for vessels carrying bulk liquefied gases.

This is the area in which vessels carrying bulk liquefied gases shall proceed. In the

Port of Barcelona this refers to that located to the South of the line joining the

C.L.H dock and the Muelle Adosado 01B dock.

1.2.3. Entorno de seguridad

Es el área que rodea al buque de gases l icuados a granel

atracado. Está definida por el entorno l imitado por

distancias de 25 m. –a proa y a popa, y 50 m.- a babor y

estribor.-

De acuerdo con el estudio y el informe técnico conjunto de

los técnicos de seguridad y operaciones de la Capitanía

Marí t ima y de la Autoridad Portuaria se definen unas

distancias y unas condiciones de navegación que deben

respetarse. Si alguna maniobra representa riesgo de

col isión, aunque sea muy bajo, podrá indicarse que para

esta maniobra se propondrán, según el caso, medidas

adicionales.

Safety area.

This is the area surrounding a berthed bulk liquefied gas vessel. It is defined as an

area measuring 25m. from bow and stern, and 50m port and starboard.

In accordance with the study and joint technical report by the safety and operations technicians of the Maritime and Port Authorities, certain distances and navigation conditions are defined which must be abided by. Should any manoeuvre represent a risk of collision, however low, certain additional measures may be proposed for the said manoeuvre.

1.2.4. Zona de fondeo

Fondeadero de MM.PP. del puerto si tuado en el exterior a la

bocana, según regulación vigente en el anexo 1.

Anchoring area.

Anchoring area for Hazardous Materials in the port located outside the mouth in accordance with the regulation in annex I.

1.3. Alcance

Scope

1.3.1. El cumpl imiento de las presentes normas será

obl igatorio para todos los buques en la parte que les

afecte, durante la travesía y estancia en el Puerto de

Barcelona de buques con gases l icuados a granel .

Compliance with these norms shall be compulsory for all bulk liquefied gas vessels

insofar as they are applicable during the crossing and stay in the Port of

Barcelona.

1.3.2. Será obl igación y responsabi l idad del Capitán del

buque la vigi lancia del estricto cumplimiento de la

reglamentación que le afecte especialmente la de las

presentes Normas.

The Captain of the vessel’s obligation and responsibility is to enforce strict

compliance with the pertinent regulations, especially these Norms.

1.3.3. Las autoridades que vigi lan el cumpl imiento de esta

normativa, se definen en el apartado 8 de estas normas.

The Authorit ies enforcing compliance of these regulat ions

are defined in paragraph 8 hereof .

1.3.4. Se exceptúa del cumplimiento de esta normativa a

los buques remolcadores y embarcaciones de servicio al

buque con gases l icuados a granel .

Tugs and service ships for bulk l iquefied gas vessels are

exempted from this compliance.

2. NOTIFICACIONES Y AVISOS PREVIOS A LA LLEGADA

NOTIFICATIONS AND NOTICE PRIOR TO ARRIVAL

2.1. Noti f icaciones de l legada.

Noti f icat ion of arrival.

1.1.1. Cuarenta horas antes de su l legada a los l ímites del

puerto, de acuerdo con el art ículo 13 del R. 145/89. No

obstante, la Autoridad Portuaria podrá aceptar el aviso con

un plazo inferior, junto con la sol ici tud de atraque, al

tratarse de tráfico habitual .

Forty hours prior to its arrival at the port limits, under section 13 of R.D. 145/89. The Port Authority may, however, accept shorter notice together with the request for berthing in the case of regular traffic.

1.1.2. Dos horas antes de la l legada, el Capitán noti f icará

a BARCELONA TRÁFICO, su posición, t ipo de mercancía,

deficiencias tanto de la máquina propulsora como de los

medios necesarios para las operaciones de carga/descarga

y demás datos que le puedan ser requeridos. Esta

información será transferida a Centro de Control de la

A.P.B. y a Capitanía Marí t ima.

Two hours prior to arrival, the Captain shall notify the BARCELONA TRAFFIC Dept. of its position, type of cargo, any deficiencies in the engine or the necessary means for loading/offloading operations and any other data which may be requested. This information shall be conveyed to the Control Centre of the Barcelona Port Authority and the Maritime Authority.

1.1.4. En navegación y maniobra mantendrán siempre

operativo el canal 16 de VHF. Además deberán mantener el

canal 10 (BARCELONA TRÁFICO) hasta la boya de recalada,

y durante el tránsi to por canal de acceso, además deberán

mantener escucha en el 14 (PRÁCTICOS).

For navigation and manoeuvring purposes, channel 16 on VHF will be operational at all times. Channel 10 (BARCELONA TRÁFICO) shall also be maintained until reaching the entrance buoy, and during navigation throughout the access channel 14 must also be maintained (HARBOUR PILOTS)

3. LLEGADA A LOS LÍMITES DEL PUERTO

que juzgue su Capitán, en caso de exist i r alguna incidencia

a bordo.

During its stay in the waiting area, the Captain shall send a message indicating the ship’s situation and any other information deemed necessary, at intervals to be decided by him in the event of any incident on board.

3.5. Será potestat ivo de la Capitanía Marí t ima, la

real ización de inspecciones de seguridad del buque antes

de dar la autorización de entrada.

The Maritime Authority shall have full powers to inspect the ship’s safety prior to authorizing its entry.

4.1. Entrada

4.1.1. Estará prohibida para los buques con gases l icuados

a granel cuando la visibi l idad sea inferior a 1 mi l la o bien

con vientos superiores a 16 nudos de promedio en la úl tima

media hora y siempre que no hayan habido rachas

superiores a los 20 nudos en el mismo periodo. La medición

de la velocidad del viento se efectuará mediante

anemómetro cal ibrado por organismo competente, que

disponga de registro de mediciones y si tuado en el centro

medidor de vientos del puerto.

Entry is forbidden for vessels with bulk l ique fied gases

when vis ibi l i ty is under 1 mile or wind is over an average

16 knots over preceding half hour, provided there are no

gusts of over 20 knots during the same period. Wind speed

measurement shal l be taken using an anemometer

cal ibrated by the appropriate body, which has a

measurement log and is located in the wind-measuring

center of the port.

4.2. Tránsi to

popa y 50 m. a babor y a estribor, excepto cuando así se

autorice expresamente.

Within the safety area as defined in point 1.2.3 for a moored bulk liquefied gas vessel, no other ship may approach at 25m from bow and stern, and 50m port and

starboard, unless expressly authorized.

c) Los buques que naveguen en las proximidades del entorno

de seguridad de un buque con gases l icuados a granel

atracado, lo harán a la menor velocidad posible para

gobernar y ut i l izando el número de remolcadores necesario

que garantice la máxima seguridad de la operación.

Vessels navigating in the proximity of the safety area of a moored vessel carrying bulk liquefied gases shall do so at the lowest possible speed using the necessary number of tugboats so as to ensure maximum safety of the operation.

d) Durante esta operación de paso, el buque atracado

mantendrá estrecha vigi lancia con personal suficiente para

tomar las medidas adecuadas ante cualquier emergencia.

During such an operation, the moored vessel shall use sufficient personnel to keep close watch so as to take the appropriate measures in the event of an emergency.

4.3. Atraque

The vessel should be moored with bows towards the exit. If this were not possible, express authorization from the Barcelona P.A. and a report from the Maritime Authority shall be required.

4.3.2. Una vez atracado, s i el buque recibe noti f icación de

sal ida de emergencia de la autoridad competente o del

Técnico responsable de la instalación receptora, deberá

sol tar amarras y dirigi rse a mar abierto. Para esta eventual

maniobra deberá estar permanentemente en sus puestos la

tripulación necesaria.

El presente capítulo recoge las normas generales de Seguridad,

complementarias del cap. 1-6 del R. 145/89, que

imprescindiblemente, deben seguir los buques durante su

estancia en el Terminal .

This chapter covers the general complementary Sa fety

regulat ions from chap. 1-6 of R.D. 145/89 which is compulsory

for vessels during their stay at the Terminal.

5.1. Disponiendo la operación.

Preparation of the operation

5.1.1 Las operaciones de carga y descarga, se real izarán

siempre una vez cumplimentada la l ista de comprobación

de seguridad buque/terminal y, en caso de discrepancias,

no deberán de iniciarse las operaciones sin la

autorización de la Capitanía Marí t ima. En cualquier caso,

el buque mantendrá escucha permanente en el canal 67

de VHF con BARCELONA TRÁFICO, comunicando a este

úl timo cualquier inc idencia.

Loading and off loading operations shal l be carried out

after completing the vessel ’s/terminal ’s Safety checkl ist

and should not commence without the authorisat ion of

the Marit ime Authority. The vessels shal l be permanently

connected to channel 67 on VHF with BARCELONA

TRÁFICO and noti fy same of any incident.

5.1.2 Antes de empezar la operación de descarga, se

establecerá un sistema de comunicación entre buque y

Before starting offloading operations, a communication system between the vessel and the terminal shall be established.

5.2. Operando

Operations

5.2.1 No se iniciará la operación de bombeo sin la conformidad

del Técnico responsable de la instalación receptora, ni

antes de que se hayan adoptado las d isposiciones contra

incendios requeridas.

No pumping operation shall commence without the approval of the Technician in

charge of the receiving facility, nor before fire-prevention measures have been

adopted. 5.2.2 Está estrictamente prohibida la emisión a la atmósfera

de productos gaseosos pel igroso, mientras el buque

permanezca en el área portuaria. En caso de que se

produzca una emanación accidental , el buque lo

comunicará inmediatamente.

It is strictly forbidden to release hazardous gaseous products into the atmosphere in the harbour area. Should an accidental emission take place, the vessel shall

notify same immediately.

5.2.3 Mientras se efectúe la operación se tendrá preparado y

l isto para su empleo inmediato el servicio contra -

incendios que constará, como mínimo, de dos tomas de

agua, mangueras provistas de pulverizadores y

extintores de polvo seco con una capacidad no inferior a

300 Kg. de carga total de polvo.

During the operation, fire-fighting equipment shall be prepared and ready for use. This equipment shall comprise two hydrants, hoses fitted with sprays and dry

powder extinguishers with a capacity of no less than 300 Kg. of total dry powder

de seguridad establecidas e informará a la Capitanía

Marí t ima.

6. PARTIDA

6.1. Para todo lo referente al tránsi to, se seguirán las

In order to take on board stores and provis ions, the

Captain must request express authorisat ion for each case

from the Port Authority. Stores shal l always be loaded via

the stern and cranes and stanchions shal l be used solely for

this purpose; in addit ion to these cranes and stanchions,

there must be a suitably isolated hatchway for these

suppl ies. If the ship does not have cranes / stanchions and

hatchway on the stern deck, suppl ies may not be loaded

during loading and off loading operations.

7.2. Toda la instalación receptora deberá estar

sobre normas de formación, t i tulación y guardia para la

gente de mar, del año 1978. Para el lo efectuar previamente

cursi l los de adiestramiento a tal f in.

Personnel on vessels carrying bulk l iquefied gases must

have the technical t raining provided under regulat ion V/3 of

the annex to the International Convention on regulat ions

for training, qual i f icat ions and watchkeeping for seafarers

dated 1978. Train ing courses should be given for this

purpose.

SPECIAL ARRANGEMENTS FOR MINIMUM CONDITIONS REGARDING Q-Max/Q-Flex LNG VESSEL MANEUVERS IN BARCELONA PORT

General Criteria and Recommendations The routing organization system and the general communication procedure are fully applicable

to Q-max/Q/Flex vessel maneuvers as approved by Barcelona Port Board of Directors on 19thJuly2006.

The port by-law known as ‘Technical Regulations for Bulk Liquefied Gas Traffic in the Port of Barcelona’ is also applicable to those ships with special regard to meteorological limitations

established there. The special conditions for Q-Flex/Q-Max are complementary to the technical

regulations. Unless ships are sailing within the area of the traffic separation scheme, all other areas in which

Q-Flex/Q-Max maneuvers are carried out are deemed to be one-way and head-on encounters and overtaking are not allowed. Furthermore, no other traffic may sail through the basin while

Q-Max/Q-Flex ships are turning.

It is recommended that the first port maneuvers in Barcelona are conducted during daylight. Before commencing port maneuvers, LNG vessels should be fitted at both ends with on board

emergency towing arrangements for rapid deployment. In addition, the towage service will be informed of presence of sunken bitts just in case of emergency.

Inbound vessel maneuvers At least 4 port tugs will assist Q/Max/Q-Flex vessels during maneuvering and berthing

operations. The minimum bollard pull of the port tugs in use is 70 tons. Nautical port services rendered to Q-Max/Q-Flex vessels are to be coordinated in such a way so

that on arrival at the pilot board point:

The act of direct pilotage commences as closely as possible to the pilot boarding point.

A70 ton bollard pull stand-by tug starts escorting the ship; this tug may be fastened or

not at the discretion of the pilot and the master.

The other three tugs will be waiting in the southern port entrance.

Outbound vessel maneuvers During the first departure maneuvers, Q-Flex/Q-Max vessels will be assisted by four tugs. The

number of tugs required may subsequently be reduced on reassessment to three. At least one tug must be escorting the Q-Flex/Q-Max ships until they are out of the southern

port entrance. This tug may be fastened or not at the discretion of the pilot and the master

PROCEDIMIENTO OPERATIVO DESCARGA BUQUES GNL LNG TANKERS OPERATIONAL UNLOADING PROCEDURE

Se procede a efectuar el intercambio de los Procedimientos Operativos de descarga de

buques, para las descargas a efectuar en la Planta de Regasificación de Gas Natural,

propiedad de ENAGAS TRANSPORTE S.A.U., sita en Barcelona (ATRAQUE 263.000) y el

buque , según establece el Reglamento Nacional

de Admisión, Manipulación y Almacenamiento de Mercancías Peligrosas en los Puertos,

según Real Decreto 145/1989 de 20 de Enero de 1989.

We hereby proceed to exchange Operational Procedures for ship unloading which shall be applicable to such operations performed at the Natural Gas Regasification Plant, owned by ENAGAS TRANSPORTE S.A.U., located in the city of Barcelona (263.000 JETTY), and the ship as established by the National Regulations on Admission, Handling and Storage of Dangerous Merchandise in Harbours accordingly to Royal Decree 145/1989 of January 20th 1989

PROCEDIMIENTO PARA DESCARGA UNLOADING PROCEDURE

Con antelación al inicio de la descarga:

Prior to the initiation of the unloading operations:

1 Se habrá procedido al enfriamiento de la línea de descarga. (temperatura tan

próxima como posible a los -160º C) The unloading line must be cooled down (approximate temperature –160 degrees C)

2 Se habrá alineado el circuito de descarga, y abierto las MOV´s correspondientes al tanque

ó tanques sobre el/los que se efectuará la descarga.

The unloading circuit must be properly aligned by opening the MOV´s corresponding

to the tank or tanks onto which the unloading will be performed.

3 Se habrán conectado los brazos de descarga de GNL y el brazo de retorno de

vapores, según su procedimiento específico. LNG unloading arms will have been connected as well as the vapour return arm as per their specific procedures.

4 Se habrá comprobado que tanto los sistemas de comunicación como de parada de

emergencia (ESD/SSD) entre la Sala de Control del Buque y la Sala de Control del

Terminal, funcionan correctamente.

The communication and emergency shutdown systems between the Ship’s Control

Room and the Terminal’s Control Room will have been tested to ensure proper

functioning.

5 Se habrá procedido a la toma de niveles y datos del Buque, por parte del Jefe de

Turno y del Oficial de Carga en presencia de un “surveyor” y conforme a lo

establecido en el “GNL CUSTODY TRANSFER MANUAL”, así como la cumplimentación

del listado de comprobaciones de seguridad Buque/Terminal.

Level readings and other Ship data will have been taken by the Shift Boss and the

Cargo Officer and a surveyor as indicated in “GNL CUSTODY TRANSFER MANUAL”.

Ship/Terminal safety check list will have been properly complied with

OPERACIONES DE DESCARGA UNLOADING OPERATIONS

1 ENFRIAMIENTO DE LOS BRAZOS DE DESCARGA:

COOLDOWN OF UNLOADING ARMS:

a) Se abrirá totalmente el by-pass de los brazos de descarga (líquido).

The unloading arms by-pass will be fully opened (liquid)

b) De Sala de Control del Terminal se solicitará al Buque el inicio del bombeo de GNL a

pequeño caudal, mediante una bomba específica para el enfriamiento o mediante la

recirculación en el buque del GNL sobrante, si se emplea una bomba de caudal

superior al preciso para el enfriamiento.

From the Terminal’s Control Room the Ship will be asked to initiate LNG pumping at

a low flow rate by using either a special cooldown pump, or by recirculating the

remaining LNG through the tank if the flow rate of the pump being used is higher

than needed for the cooldown procedure.

2 DESCARGA

UNLOADING

a) Una vez finalizado el enfriamiento de los brazos, se procederá a la apertura de las

XV-3303/3354 y 3355 y cierre de sus by-passes.

Upon completing the cooldown of the arms, the XV-3303/3354 y 3355 will be opened

and the by-passes will be closed.

b) Sala de Control del Terminal solicitará al Buque el inicio del bombeo del GNL

efectuando incrementos de caudal, a medida que la presión en tanques lo permita,

siendo el caudal de descarga de aproximadamente.......... m3/h y 3.5 Kg/cm2, la

presión máxima.

From de Terminal’s Control Room the Ship will then be asked to initiate pumping of

the LNG. The flow rate will be increased as permitted by the pressure in the tanks.

Unloading flow rate being approximately …..…… m3/hour and maximum pressure

being 3.5 Kg/cm2

c) Durante la descarga, el Buque podrá solicitar a Sala de Control del Terminal, el envío

de gas de retorno; para ello, se abrirán las XV-3344/3317/3316 y 3301 y se

procederá a su envío a presión de hasta 3000 mmca, con un caudal regulable en

cantidad y temperatura y acorde con el caudal de GNL descargado.

During the unloading operations, the Ship may ask the Terminal’s Control Room to

send the return gas and in order to do so the XV-3344/3317/3316 and 3301 will be

opened and gas will be sent up to a pressure of 3000 mm. water column, with a

temperature and quantity regulated stream corresponding with the amount of GNL

discharged.

3 FIN DE LA DESCARGA END OF THE UNLOADING OPERATIONS

a) Una vez finalizada la descarga, se procederá a cerrar las XV-3303/3354/3355 y XV-

3344/3317/3316/3301 y a presurizar los brazos con nitrógeno a 3 Kg/cm2

Once the unloading will have been completed XV-3303/3354/3355 and XV-

3344/3317/3316/3301 will be closed and the arms will be pressurized with nitrogen

at 3 Kg/cm2

b) Se solicitará al Buque la apertura de sus válvulas, con objeto de vaciar el GNL

retenido en los brazos; así mismo se repetirá esta operación abriendo las XV-

3300/3305 y 3306 hacia el depósito D-3001

The Ship will be asked to open up its valves in order to remove the LNG trapped in

the arms. The same operation will be then repeated by opening XV-3300/3305 and

3306 to the knock out drum D-3001

c) Una vez los brazos estén exentos de GNL se procederá a su desconexión.

Once the arms are totally free of LNG, they will be disconnected

4 PAROS DURANTE LA DESCARGA

INTERRUPTION OF UNLOADING OPERATIONS

En caso de tormenta con fuerte aparato eléctrico en las proximidades del Terminal,

se procederá a parar la descarga.

In the event of a heavy electrical storm in the vicinity of the Terminal, the unloading

operations will be discontinued.

Si el buque tiene movimiento, por causa de viento o resaca, igualmente se procederá

a parar la descarga.

If the ship cannot be held at a standstill due to the presence of winds or heavy

currents, the unloading operations will also be stopped

Si el movimiento del buque, hiciera sonar las alarmas de los brazos de descarga, se

procederá a su desconexión.

If the movement of the ship should trigger off the alarms of the unloading arms, the

latter would be disconnected.

Siempre que el responsable del Terminal o el Capitán del buque, lo consideren

necesario.

Whenever the person in charge at the Terminal or the Ship’s Captain deems it

necessary

PROCEDIMIENTO SISTEMAS DE COMUNICACIÓN COMMUNICATION SYSTEM PROCEDURE

Se establece que la comunicación entre el Buque y el Terminal se efectuará mediante un

radio-teléfono (estando siempre uno en la Sala de Control del Buque y otro en la Sala de

Control del Terminal), así como 2 líneas telefónicas directas entre el buque y la terminal (una

de las cuales será del tipo “HOT LINE”, y la otra a través de la centralita de Planta (*)). En

el caso de que la comunicación vía ESD no fuese posible, se entregará al buque un teléfono

móvil apto para su uso en áreas clasificadas.

It is hereby agreed that communications between the Ship and the Terminal will be

established by means of a portable radiotelephone system (one of the radiotelephones will

always be kept in the Ship’s Control Room and another one at the Terminal’s Control Room),

and 2 direct ship-shore telephone lines (one will be a “HOT LINE” and the other one will be a

“DIAL LINE” (*)). If ESD communications doesn´t work, a mobile phone (for working in

classified areas) will be provided to ship.

Antes de iniciar una descarga, se efectuarán las comprobaciones necesarias de que el

sistema de comunicación, funciona correctamente.

Prior to initiating the unloading operations, proper testing will be done to ensure the correct functioning of the communication system.
