PRIME MINISTER’S SHIELDCOMPETITION GUIDELINES

1. PreambleThe Prime Minister of India has been pleased tc permitthe Bharat Scouts and Guides to initiate a competitionon an All India level and permit award of Prime Minister’sShields to the units winning the competition.

2. PurposeThe purpose of instituting the competition is to makean effort to motivate the Scouts and Guides of thecountry to play their useful role in the service of thenation and in the movement, by taking up concreteservice project. It is hoped that our Scout and Guideunits in the country will involve themselves in theirprogramme in the same spirit.

3. PeriodThe competition will cover the period from 1st July everyyear to 30th June of the succeeding year.

4. Methodology4.1 The competition will be held in four subjects and

is open to all Scout Troops, Guide Companiesin the country. All members of these units willparticipate in the project set for each subjectand achieve definite results.

4.2 The competition will be held separately for theScout and Guide wings of the Movement.

4.3 The scout Troops and Guide Companies willparticipate in two subjects:Subject No.I.will becompulsory for all and they may select one moresubject i.e. No. II or III or No. IV.

4.4 The State Association will give wide publicity tothis programme among their units and inviteapplications from the units intending toparticipate in it by filling the Registration formswhich may be obtained from the StateHeadquarters.

5. Eligibility5.1 The State will be eligible to compete on the basis

of the following rules:The minimum requirementsof participants at the State level will be:(a) Minimum of 2 competing districts.(b) A competing district is one which

registers atleast two(2] units.

6. RegistrationThe units will be registered for the competition at theNational Headquarters on receipt of the applicationforms duly forwarded by the State Association alongwith a registration fee Rs. 10/-(Rupees Ten only) perunit. Registration at NHQ must be completed beforethe end of May, i.e. one month before thecommencement of the succeeding period. The NHQwill then register the units for the competition and issuethe Log Books to the states for onward transmission tothe units registered.

7. Judging7.1 Each participating unit will maintain record of

the activities undertaken by it in a Log Bookissued by the NHQ.

7.2 A unit will be considered a participating unit if itis properly registered and is able to gain atleast50% marks in the group of subjects selectedby them. The record thus maintained will be sentby the units to their District/Divisional H.Q. by30th July of the succeeding year.

7.3 the District/Divisional Association will judgethese records of the Units and forward to theState H.Q. by 30th August.(i) in duplicate a list of all units gaining 50%

and above marks in each group ofsubjects; and

(ii) the record (Log Book) of the unitsstanding first and second in each groupof subjects.

7.4 The State Association will judge these recordsand forward to the National H.Q. by the 30thSept. the records of the units standing first.

7.5 The National Association will declare the resultsof each State on the basis of these records.

7.6 As far as possible the District/DivisionalAssociation will arrange to visit the area of workof the Competing units of their District/ Divisionto observe the performance’ of the units beforetaking a decision

8. Panel of JudgesA panel of judges at different levels will be constitutedas below:

8.1 The District level panel of judges would compriseof:(i) President of District Association.(ii) District Commissioners (Scouts and

Guides)(iii) District Organising Commissioners

(Scouts and Guides).

Note : Atleast three of the above will form the quorum of thepanel.

8.2 The State level Panel of judges would compriseof :(1) State Chief Commissioner(2) Regional Organising Commissioners

(Scouts and Guides),(3) State Commissioners (Scouts and

Guides),(4) State Organising Commissioners

(Scouts and Guides), and(5) State Training Commissioners (Scouts

and Guides),

Note: Atleast 3 of the above will form the quorum of the panel.The Log of the best unit in each group of subjects willbe sent for consideration of the State level Panel ofJudges according to the present time schedule. Thestate level panel of Judges will select the best amongeach group of subjects from the entries received andrecommend the same to NHQ for the awards.

8.3 National levels panel of judges would compriseof :(1) President of the National Association or

his nominee,(2) National Commissioner,(3) Chief Commissioner (Scouts),(4) Chief Commissioner (Guides), and(5) Jt. Directors Scouts and Guides (Field

Operations),

Note :The decisions of the judges at all levels will be final andno protests will be entertained.

9. Award

9.1 In each State, the Scout Troop, guide Company,standing first in the competition in each groupof subjects and gaining 70% and above marksof the total will be awarded the PRIMEMINISTER’S SHIELD AND A CERTIFICATESIGNED BY THE PRIME MINISTER.

9.2 All the units participating in the competitionwhich gain more than 50% marks in the groupof subjects selected by. them will be awarded aCertificate of Merit signed by the Prime Minister.

9.3 Each Shield Winning unit will be invited to sendits Troop/Company Leader, Asstt. Troop Leader/Asst. Company Leader.all Patrol Leaders, theScouter/Guider, to a special Rally where theseawards will be presented.

9.4 Each unit winning the Certificate of Merit will beinvited to send the Troop Leader, Asstt. TroopLeader/Company Leader/Asst., CompanyLeader to this Rally to receive the certificate.

9.5 The Scouters/Guiders of the Shield winning Unitswill also be awarded certificate which will bepresented to them along with Shield in the Rally.

9.6 Each member of the shield winning Unit wouldindividually get a certificate signed by theNational Commissioner.

9.7 Unit Leader of the Units getting Certificate ofMerit would be awarded a certificate signed bythe National Commissioner.

9.8 Unit Leader of the Units getting Certificate ofMerit would be awarded a certificate signed bythe National Commissioner. The same may becommunicated by the SHQ to the Director ofEducation, Heads of the respective departmentswhere Scouter/Guider is working, with a copyof the communication to the institutionconcerned.

9.9 Each member of each participating Units willbe awarded a special Badge called “P. M. ShieldBadge”, by the respective District BadgeCommittee, provided they have completed allthe projects and submitted the Log Book to theDistrict for Judgement in time.

9.10 Each partcipating member will be permitted towear the badge as long as he/she continues tobe in the unit.

9.11 A special plaque would be given to the statewhich wins 6 Shields at a time.

10. Project AreaThe area of work for each Unit will be selected byrespective Units and approved by the DistrictCommissioner concerned. It shall not be less than 30families and not more than 50 families preferably neartheir group H.Q. There shall be no duplication of areasamong different Units Each Scout Troop/GuideCompany shall select different areas.

11. Specification of the P.M Shield Log BookThe Log Book of Prime Minister’s Shield Competitionshould be preferably 15"x 12" and not exceed 18"x 15"insize.

12. Subjects for CompetitionThe following are the subjects for competitions

A Community Development Programme.

A. 1. Hobby CentreOrganise or run a Hobby centre for not less than10 people in their localities or at a CommunityCentre or in a School or at a suitable place andorganise training of hobbies which are relevantto needs of the participants. This centre shouldbe run for at least six months.

A. 2. Small Savings CampaignOrganise Small Savings campaigns in theirschool or in their area of work or in the villageand make at least 50 persons to open SavingsBank Accounts or continue the previousaccounts with savings added to it.

A. 3. Social Service for Minimum of 40 hours,spread over the YearOrganise social service to the community in theirneighbourhood at railway stations, fairs, festivalsor any such occassion as with service is neededby the community.

Adopt an agricultural Farm in their neighbourhoodand render service as an activity carried outduring hikes or week ends to help the farmer todevelop his farm. This may be done by Patrolsby turns.

In case of Guides (in urban area) visit the familiesof the area and explain and help housewives tokeep the kitchen and house in an orderly andneat manner. Also encourage and help for havinga kitchen garden wherever possible.

A. 4. Farm ServiceAdopt Farm of not less than 4 or 5 acres to helpand guide the farmers in the following:(i) Get in touch with Block Development

Officer Agriculture/Animal husbandry andpass on the information about the latesttechniques of farming/welfare ofcattle/improved varities of seeds/newpesticides and fungicides.

(ii) Help the farmers in operation like sowing/harvesting by making a fortnightly visitto the farm.

A. 5. Leprosy ServiceFor Scouts and Guides:(i) Organise Survey of the families on

Leprosy, chosen in the locality(ii) In addition to survey, continued guidance

for medical treatment to those affected,detected cases at least during the periodof the Competition.

(iii) Organise medical check up for Leprosyfor those in the selected area, incoordination with other organisation ifany working in that area.

(iv) Organise Painting/Poster making/EssayWritings competition for. school goingchildren on subjects pertaining toLeprosy.

(v) Arrange Leprosy Awareness March/AntiLeprosy Week celebration/Anti LeprosyDay around Jan. 30th.

B. Adult Education Programme1 Adult Literacacy Centre(i) Organise an Adult Literacy Campaign in their

area of work and arrange to teach for at leastsix months a minimum of 30 persons to enablethem to :(a) Read a simple book or newspaper in their

mother tongue.(b) Write a letter to one of their relatives

giving news of the family and theneighbourhood

(c) Be able to write the day’s account ofincome and expenditure.

(d) Impart non-formal education connectedwith their vocation and neighboured tobring about proficiency in theiroccupation.Any Headmaster or President of theGroup Committee (in the case of OpenGroup) should certify the achievementof the Group in this respect.

(ii) In their area of work organise and run a BookBank and a Reading Room in the school at theCommunity Centre or in the village and recordthe average attendance per day or per week.

2. Non-Formal EducationOrganise a Non - formal Education Centre (towork in evenings) at Group Headquarters or anyconvenient place for school dropped out and forchildren who are unable to attend formal schoolin the day. These centres are for the age groupof boys and girls up to 18 years of age.Theadvice and assistance from the EducationDepartment may be obtained for running thesecentres.

At least 20 people preferably dropped outs or childrenshould be benefitted by this scheme during the year.

C. Group Good Turn to the MovementAny four of the following are to be completed :-1. To make available of resources and facilities of

the competing unit such as equipment, bookclub room, personnel etc. in order thatneighbouring units may utilize them. Atleast oneunit should get the benefit.

2. To provide facilities for members of neighbouringunit to get instruction’ in proficiency badge work.

3. To help obtain uniform for the economicallybackward Scouts/Guides one’s own unit or in aneighbouring Unit, (atleast one should be abeneficiary).

4. To conduct a free coaching class for the needyschool children preferably from a neighbourhoodunit, (atleast three should be benefitted).A list of names of beneficiaries with an acknow-ledgement from respective unit Leader shall beattached to this Log Book.

5. To integrate a physically handicapped ormentally retarded boy/girl into your unit andmake him/her progress as any other boy/girlwould.A letter of acknowledgement from parents of theboy/girl is to be attached with the log book.

A. Maintenance of clealiness of environment(i) Organise house to house campaign on the need

for maintenance of cleanliness in the house andenvironment and encourage house holders tokeep garbage tins in each house and emptythese tins regularly in a common refuse pit ortin or to have a refuse pit.

(ii) Maintain contact with the local sanitary staff ofthe Municipality or the Panchayat and arrangefor the disposal of litter and garbage so collected.When no such arrangements are possible theunit should provide for a big garbage pit inconsultation with the residents of locality andburn the garbage themselves once a week in it.Then encourage residents to do it.

(iii) Educate people to use potable water collectedfrom protected sources only. If no sucharrangement is available then persuade themto boil water for drinking purposes.

(iv) Adopt any public place approved by the D. C.like - a park or a well or a monument orDharamshala or street and organise cleanlinessdrive at least once a month to keep it clean.

(v) For educating the Community, organise anexhibition at L.A./D.A. level at least once a yearpreferably on 7th November or 22nd Februaryand 7th November to educate the people of thearea regarding precious soil, clean water, pureair, wild life and no litter.

(vi) Encourage the Scouts and Guides to qualify forthe Public Health Man Badge/Public HealthBadge.

B. Preservation of GreeneryTake up any one of the following activities.(i) Organise a Tree Planting Campaign-select a

suitable spot. e. g. camp site, a village, a roadside stream or a picnic spot approved by theD.C. and plant four trees there and maintainthese so that they grow. Maintain atleast twelvepot plants with variety of plants or vegetables.

(ii) Grow and maintain flower bed orTerrace garden(iii) Grow and maintain vegetable bed or kitchen

garden and obtain fruit from it.(iv) Select a place or eroded ground and work on it

to prevent soil erosion and maintain it as such.(v) Make a composite pit of a reasonable size and

prepare manure of dry leaves.(vi) Set up a grass lawn and maintain properly.

Campaign for Road Safety.1. Know about Traffic signals and road signs and

educate people about these subjects2. Educate people about the Road Safety and

Traffic regulations3. Organise Road Safety Week with the help of

Traffic Police Deptt. in the area.4. Organise Queue System at the local transport

service station or bus stop near school/hospitalarea.

(i) Make ten posters showing evils of Dowry Systemand display these at different places in the areaand write 50 handbills against evils of DowrySystem and distribute these form house tohouse in their area twice a year preferably on2nd October and 14th November. Produce asample of these postersand handbills with theLog Book.

(ii) Organise meetings of citizens of the area toeducate them regarding evils of Dowry Systemand administer a solemn pledge neither to givenor to receive dowry.

A.2 Practice of tolerance towards all Castes, Creedsand Religions:(i) Organise All Faiths Prayer Meetings preferably

on 2nd October and 30th January and invite allcitizens of the area.

(ii) Organise a Rally of children of all sections ofthe Society of age group 4 to 10 years in thearea and organise games and competitions forthem and light refreshments may be served toall children.

A.3 Campaign for the Removal of Untouchability.(i) Organise regular visits to Harijan localities or

undeveloped areas and establish play centresfor their children. Also organise a Cub Pack/Bulbul Flock or Scout Troop/Guide Companyfor children living in these localities.

(ii) On 15th August hold a competition in makingposters and writing handbills aganist the evil ofuntouchability and display these at prominent

places in their areas. Send a sample of thesewith the Log.

B. Campaign for National Integration and RelatedActivities.

SYLLABUS1. During the year on different occasions conduct at least

four programmes developed on the National Integrationthems. Organise Peace Marches displaying Bannerssuch as* From Kashmir to Kanayakumari India is one country”“India is my country. I proud to be an Indian”“Ours is a great Country.

2. Conduct painting/postermaking/easy competitions andexhibit in the locality. Hold cultural show/ pageants/plays, skits etc. Organise ALL FAITHS PRAYERMEETINGS and peace Marches. Marches involving localpeople of the area.

3. Learn to prepare typical recipies of different regions /states of the country.

RECORDEvaluation of the effect and submit detailed reports givingdates, participation, achievements etc. supported byphotographs if any, on such programme conducted.

C. Campaign Against Alcohol, Narcotics and Drugs.

SYLLABUS1. During the year on different occasions conduct at least

four programmes bringing out the evils of using alcohol,narcotics and drugs.

2. Conduct programmes like Awareness Marches, FolkSongs, Street Plays, Campfires, Exhibitions, Hand Bills,Posters making Seminars, Wordshops etc. spread themessage of “Let Us Say No To Drugs”“PREVENTION IS BETTER THAN CURE” ETC.

RECORDEvaluate the effect and submit detailed reports givingthe dates, participation, achievements etc. supportedby photographs if any, on each of the programmes.

D. Campaign for Safe Drinking Water.During the year on different occasions conduct at leastfour programmes through handbills, posters, exhibitionand demonstration bring about awareness in the mindsof the people of your locality the need for and methodsof saving drinking water. Following are somesuggestions.(i) Adoption of public water source and maintain

the surrounding area clean at least for a month.(ii) Disinfection of public water resource.(iii) Removal of weeds and other harmful aquatic

growth from wells, ponds, lakes with the help ofthe local people.

(iv) Hold discussions on water pollution and itscontrol.

(v) Hold discussions / exhibition of charts, posters,handouts etc. on water borne diseases and theirprevention.

(vi) Hold Demonstrations on water pollution samplingand test of water, storing of drinking in cleanvessels and keeping the water clean, processof filtering, boiling and storing water advantages.Evaluate the effect of your Campaign andReport,

12 (iv) Subject No. IV

A. Campaign for protection of animals and wildlife.1. Organise Prevention of cruelty to animals Days

atleast once a year in collaboration with the localS.P.C.A. where it exists or in consultation withthe local Veterinary Officer.

2. Make posters to educate people regardingprevention of cruelty to animals and displaythese at prominent places in the locality. Sendsamples of these with the Log.

3. Encourage Scouts/ Guides of the units to qualifyfor one of the following Proficiency Badges :Friend to Animals, Poultry, Farmer, Bird Warden,Bee Master, Herbalist.

4. Organise nature travels for study of naturalenvironment and do one of the following:(a) Set up and maintain Bird Feeders, Bird

Baths, Bird Houses to study Bird Life inthe locality.

(b) Make and maintain a simple fish pondand breed fish in it. Make and maintaina pond for frog or tortoise for their study.

5. Make plaster casts of footprints of three animalsand carbon impressions of 12 kind of leaves foundin the neighbourhood. The Scouter/Guider should certify the skillacquired by each Scout/Guide in this.

OR(b) Organise a Nature Club and carry out

satisfactorily the activities outlines forthese Clubs by the World Wild Life Fund-India.

1. Their Instruction should be approved by theconcerned Training Counsellor/District Training.

ORB. Leprosy Control Programme

1. Spread the word using Audio/Visuals.2. Propagate the five point programme of the BS&G.3. Arrange medical check up in the Educational

institutions and the necessary follow up to makeeach institution free from Leprosy. Help theDepartment of Leprosy eradication in all possibleways (Distributing medicines, maintainingregisters, etc.).

SPREAD THE WORD– Leprosy is one of the least infectious diseases.– Leprosy is neither hereditary nor a curse;it is caused

by germs.– Eighty percent of leprosy cases in India are non-

infectious.– If a pale or red patch appears on your skin, do consult

doctor immediately.– Leprosy is completely curable with regular treatment.

Early detection and regular treatment preventdeformities and disabilities.

– Help to overcome fear. Leprosy patients can't continueto live at home and do normal work while undertreatment.
