PERSPECTIVES

Poverty alleviatorPoverty like all other calamities such

as natural disasters, bad weather and war is amajor blow to national economic development. But unlike most of those calamities, povertyusually lingers on causing chronic problemsand in some cases inviting famine or wideningthe rich-and-poor gap.

Poverty can be found everywherewhether in villages, or towns or cities, but therural people are more vulnerable to it. As therural is home to over 70% of our populationand the rural production businesses are thenation’s main production forces, the RuralSocio-Economic Development SupportingCommittee was formed to address the problemsof village people through action plans coveringeducation, health, human resourcesdevelopment, transport, communication andclean water supply.

Now, the Supporting Committee of theRural Development and Poverty AlleviationWork Committee is helping school age childrenpursue primary education, opening affiliatedprimary schools for children of migrantworkers and people of sparsely populatedvillages, and making arrangements for ruralstudents to pursue higher education.

Its assignment for the health sectorincludes extension of rural health centres, birthspacing and maternal and child welfare, mobilevaccination teams, anti-venom and first aid kitdistribution and field trip treatments.

As for human resources development, the committee with the participation ofInformation Ministry and Myanmar LibrariesFoundation is setting up standard rural librariesand helping every village get access to massmedia.

It is also developing rural transportand communication apart from sinking newwells, building water tanks, and water supplysystems for availability of clean water even inthe remote areas.

The duty of the committee or the povertyalleviator mainly run by MOI is to combatpoverty through rural socio-economicdevelopment and it is gaining more groundwith the participation of other relatedministries, organizations and well-wishers.

LONDON , 7 March — Children who snore, or who haveother night-time breathing conditions, are at risk frombehavioural problems, according to a study. Sleep apnoeaand snoring made conditions such as hyperactivity morelikely later on, researchers said. The study, published in theUS journal Pediatrics, looked at data on 11,000 childrenliving in the UK. Lead researcher Dr Karen Bonuck said thesleep problems could be harming the developing brain.

One estimate suggests one in 10 children regularlysnores and 2% to 4% suffer from sleep apnoea, which meansthe breathing is obstructed and interrupted during sleep.Often enlarged tonsils or adenoids are to blame for theconditions. In adults, the result can be severe day-timetiredness, and some studies have hinted that behaviouralproblems such as attention-deficit hyperactivity disordermight be linked to the condition in children. The latest studyis sufficiently large to offer a clearer view of this.

Parents were asked to fill in a questionnaire in whichboth the level of snoring and apnoea were recorded in thefirst six or seven years of life, and contrasted with their ownassessment of the child’s behaviour. Dr Bonuck, from theAlbert Einstein College of Medicine at Yeshiva Universityin New York, said that children with breathing issues duringsleep were between 40% and 100% more likely to develop“neurobehavioural problems” by the age of seven.

Esteemed voters,Firstly, I would like to extend my greetings to esteemed

The National Unity Party has already publicized itselection manifesto. This manifesto is the “pledge” of ourparty how we will serve the State and the people.

As we prefer authentic democracy, we guarantee toestablish human rights based on worldly virtues: justice, liberty and equality.

Fundamental human rights include political fairness, economic fairness and social fairness. It must also includefreedom of speech, freedom to canvass, freedom to practiseany faith, freedom to reside in the country and freedom toearn for a living according to the constitution. If the State unavoidably happens to do so,we will ensure the farmers get appropriate compensation. They must receive agricultural loans reasonably. Weguarantee that the farmers pay reasonable price for fertilizersand pesticides and fetch good price for crops they produce. We will work for helping farmers not to lose theirentitlements and to enjoy more.

For agricultural development and fulfilling farmers’lives, those who run the farm must own the farm. Our partywill cooperate in rural development and poverty alleviationtasks to achieve their objectives. We will strike abalance between payment of workers, pensions and otherentitlements and staple food prices. We will supportemergence of labour organizations under the law.

I will go on with the affair of youths. Youths arebeloved sons of the country to whom the duties of the Statewill fall. The new generations for the future must be trainedto excel in politics, economics and sociology in order thatthe State is able to depend on them. We will work forcreating new employments for young workforce and to helpthem pursue education and work both at home and abroaddepending on their performance. Our party will avoidexploiting the youths.

I would like to present our attitude towards women.Women are not only the majority but also the importantforce of the State. So, our party will respect and valuedevelopment of the women. In doing so, we will ensuregender equality. We will strive for emergence of outstandingwomen and development of their social status and helpthem occupy higher positions at home and abroad.Esteemed voters,

Intellectuals, intelligentsia and businessmen play anda very important role in modernization process of thenation. So, we assure that people who have rightqualifications will be honoured with right positions andprivileges.

For businessmen, we will make sure they have equalrights legally, do not have barriers in operating theirbusinesses, no corruption and their competitiveness againstinternational businessmen. We will encourage emergenceof entrepreneurs and businessmen with international caliber.

We believe that it is instrumental to cooperate with theArmed Forces in building a modern, developed, democraticnation.

We will focus on convenient livelihood of people. What’s more, we will make sure people have rights andfreedom described in the laws and fight against bribery andcorruption.

We will work for development of such social works aseducation, health and culture.
