Andrew Johnson’s lenient Reconstruction plan was rejected by Congress.
o Andrew Johnson began putting a lenient plan into effect without consulting legislators.
o In January 1865, Congress approved the Thirteenth Amendment, which abolished slavery.
o States created their own codes and laws to control African Americans.
o There are many more details to this in the reading…find them!
InputThe Fourteenth Amendment
Alarmed by violence against African Americans in the South, Congress approved the Fourteenth Amendment.
o Congress approved the Civil Rights Act of 1866. Johnson vetoed it, but it passed by two-thirds vote in Congress.
o Congress wrote the 14th Amendment to define a citizen as anyone born or naturalized in the U.S. It declares that states may not pass laws to take away citizen’s rights.
o The 14th Amendment passed in 1868.

By 1867, Congressman Thaddeus Stevens and the Radical Republicans won enough support to implement Radical Reconstruction. (chart on page 428)
