National Road Safety Council was established under
the leadership of Vice President (2).
Minister of Home Affairs and Minister of Transport and
Communications are Vice Chairmen and other Ministries
and Organizations are members in this Council. There
are altogether (35) members for NRSC.
Director General of Road Transport Administration
Department plays as a Secretary for it.

Myanmar has drawn National Road Safety Action Plan which is aligned with
• UN Resolution on Road Safety
• ASEAN Road Safety Program
Myanmar National Road Safety Action Plan set the targets as:
• To Save many lives by reducing the annual fatalities of road accident in order to halve current death during 2014-2020.
• Reduce the death rate by 50%
• 100% wearing of motorcycle helmets nationwide
• 70% wearing of seat-belts nationwide
• Extinction of driving without license

Steering Committee (NRSC) has been re-established
Regions/States Level Road Safety committees have been established.
Districts/Townships Level Road Safety Committee will be established soonest.

NRSC steering committee meeting was held on 7 of last July.
Chair of NRSC (Vice President) pushed to promote RS activities especially helmet wearing, seat-belt wearing, anti-drunk-driving and anti-handphone using while driving.
Measures for these four issues are mainly implemented across the nation.
Motorcyclists fatalities are major problems in Myanmar. So, we focus on this issue by approaching the new mechanisms.

• Law/Regulation and Enforcements – Mandatory use of helmets for motorcycle driver
and pillion rider : Enacted in Law and detail prescription will be enacted in Rules
– Mandatory use of seat-belt
– Mandatory of anti-drunk-driving : BAC limit (0.07 g/dl)
– Mandatory of Speed limits : 30 miles (48 km) in Urban Areas, 50 miles(80 km) for Bus and Truck and 100 km for private car on National Expressway
– Mandatory of Anti-Handphone while driving : Enacted in Law and detail prescription will be enacted in Rules

• Funding – At present, there is no specific budget allocation and
funding for Road Safety sector. – But Vice President pushed to establish Road Safety
Funding all the stakeholders to get tangible progress in Road Safety.
– Lack of R & D for road safety
• Involvement of various stakeholders – For installation of modernized vehicle inspection,
private companies are invited to operate vehicle inspection.
– Private owned driver training schools are established across the country.
– Cooperate Social Responsibility (CSR) program are being conducted by Private Sector.
