    HISTORY

    The possibility of Karachi as a sea port wasfirst noticed in the middle of 19th century.

    Sir Henry Edward Frere was appointedCommissioner of Sindh in 1847 .

    It was on 13 May 1861, that the first railwayline was opened for public traffic betweenKarachi City and Kotri, a distance of 105 miles(169 km).

    HISTORY

    At the time of independence, 1,947 miles(3,133 km) route of North Western Railwayswere transferred to India, leaving 5,048 route

    miles (8,122 km) to Pakistan. At present Pakistan Railway comprises of

    8,163 route km, 1,212 stations and 42 trainhalts.

    It has a fleet of 546 diesel electriclocomotives, 25,815 wagons and 2,099passenger coaches.

    Shortage of Locomotives

    The Pakistan Railways has a total of 546locomotives but only 290 are on track whilethe rest are out of order.

    Similarly, 70 per cent carriages are out ofservice.

    In a report submitted to Railway Ministry, ithas been disclosed that as many as 70locomotives are awaiting spares at PakistanLocomotive Factory, Risalpur.

    Decreasing Market Share

    Railway sector in Pakistan has notmaintained its position in the transportsector.

    The market share of Pakistan Railways kepton declining with the passage of time.

    For example, annual passenger volumecarried by Pakistan Railways in late 1970swas approx. 145 million, which has comedown to 59 million in 2010/2011.

    The freight business was of PR was 15 milliontons in late 1960s but has come down to 7million tons.

    Roads have steadily become the morepreferred form of transportation.

    An example of PRs declining market share isthat it is moving only 11% of total petroleumproducts.

    Deficit The reason for Huge Losses and Budget

    Deficit is the presence of unnecessarydepartments which are white elephant forPakistan Railways.

    Today Pakistan Railways with Rs.334 billionliabilities is at the edge of bankruptcy

    because of corruption, shortage oflocomotives and losses incurred due to therunning expenses.

    Accidents

    The accidents on the railway track rises as timepasses.

    For example, Ghotki train crash

    In its travelling in the opposite direction hit severalof the derailed carriages worst accident in recentyears, three passenger trains collided on 13 July2005, derailing 13 carriages and leaving at least120 dead. The Karachi Express ran into the back

    of the Quetta Express while it was stopped at astation near Ghotki, and the Tezgam Express.According to officials, the conductor of theKarachi Express misread a signal.

    Mismanagement

    Currently Pakistan Railways is facing acuteshortage of locomotives and spare parts formaintenance of out of service locomotives.

    As per the reports compiled by the designteam, Pakistan Railways need 40 50locomotives annually to run its operations

    effectively. However, during the past two decades only

    100 locomotives have been added.

    Corruption is the biggest problem PakistanRailways is facing today.

    The Railway Department has been sufferinglosses since years long. Contractor system isone of the causes of such losses.

    Contractor system is one of the causes of

    such losses.

    Moreover, there are enormous irregularitiesin local purchases.

    Corruption

    The number of officers cadre has increased

    considerably since 1977, mostly due to political

    appointments.

    . It has been revealed that the crises are self

    generated creating a space for more corruption

    and PRACS-Pakistan Railways Advisory

    Commute Services is responsible for this mess. In short Pakistan Railways is a classic example of

    bad governance, poor policies, corruption andmismanagement.

    How to improve these areas

    First of all government should eradicatecorruption in railways sector. Corruption is themenace that is destroying many sectors ofPakistani society.

    Pakistan Railways should be privatized. This isalso the possible solution of problem becausecurrently government of Pakistan has to bear thehuge losses monthly. Other benefits of

    privatization of Pakistan Railways include theincrease in service quality and expansion ofRailways because government has nothing toinvest in PR.

    India is also making impressive strides in therailway sector. The underground systemin Delhi has won the admiration of manyforeign experts for its engineering as well asmanagement.

    Pakistan being a neighbor of these two

    rapidly growing and giant economies couldbenefit enormously from the development ofthe two systems.

    Pakistan is blessed with coal reserves and a singleThar coal reserve of Sindh is about 850 Trillion Cubicfeet which is more than oil reserves of KSAand Iran put together i.e. 375 billion barrels.

    Chinese and other companies had not only carriedout surveys and feasibilities of this project but alsooffered 100 percent investment in last 7 to 8 yearsbut the Petroleum Gang always discouraged them

    in a very systematic way. If these reserves areexploited properly then the deficiency of fuel can becatered for the railways.

    CONCLUSION

    The political interference poor maintenanceof track locomotives couches bridges andmismanagement in almost every field are themajor causes of failure of Pakistan railways.

    Locomotives purchased from china had beenbroken down may be mentioned here that

    normally a locomotive consists of six tractionmotor while the Pakistan Railway is operatingthem with only three or four motors.
