CRPD Article 40: Conference of States Parties

1. The States Parties shall meet regularly in a Conference of States Parties in order to consider any matter with regard to the implementation of the present Convention.

2. No later than six months after the entry into force of the present Convention, the Conference of the States Parties shall be convened by the Secretary-General of the United Nations.

The subsequent meetings shall be convened by the Secretary-General of the United Nations biennially or upon the decision of the Conference of States Parties.

CAMPAIGN TOWARDS ELECTIONS OF SA CANDIDATE TO THE COMMITTEE ON THE RIGHTS OF PERSONS WITH

DISABILITIES

Nomination of Sebenzile Matsebula was accepted by the UNOHRC in 2012 for the election of six additional members on to the Committee on the CRPD in that year;

Ms Matsebula was approved as candidate by both the SA and AU selection committees as Africa candidate;

Disunity within the Africa delegations resulted in a split vote in 2012, with the Uganda candidate being elected;

Elections will again be held in 2014 for 09 vacancies;

It has been recommended that Ms Matsebula remains the candidate, and that the campaign formally kicks off in New York during the 6th Conference of States Parties;

DIRCO will be coordinating the campaign.

In 2010, the General Assembly in its resolution 65/186, proposed the convening of a high-level meeting on disability;

The Secretary-General submitted his report (A/66/128) on strengthening efforts to ensure accessibility for and inclusion of persons with disabilities in all aspects of development efforts and explored options for priorities and possible outcomes for the proposed high-level meeting.

Subsequently in 2011, the Assembly adopted resolution 66/124 and decided to convene a one-day high-level meeting of the General Assembly on disability (HLMD) at the level of Heads of State and Government on 23 September 2013, the Monday before the start of the general debate of the sixty-eighth session.

Theme: “The way forward: a disability inclusive development agenda towards 2015 and beyond”,

The HLMD will comprise of a plenary meeting and two consecutive informal interactive round tables.

Participation in each round table will include Member States, observers and representatives of entities of the United Nations system, as well as representatives of civil society, organizations of persons with disabilities and the private sector.

Output of the HLMD: concise, action-oriented Outcome Document in support of the aims of the Convention on the Rights of Persons with Disabilities and the realization of the Millennium Development Goals and other internationally agreed development goals for persons with disabilities.

GLOBAL PARTNERSHIP ON CHILDREN WITH DISABILITIES (GPcwd)

Network of more than 100 organizations, including international NGOs, national and local NGOs, Disabled People’s Organizations (DPOs), governments, academia and the private sector, working to advance the rights of children with disabilities at the global, regional and country levels. 

The inaugural Forum was held from 14-15 September 2012 at UNICEF House in New York- 240 partners came together to discuss ways to advocate for an inclusive post-2015 agenda; four task forces established with the aim to influence the mainstreaming of disability rights into

global child-focused agendas namely in nutrition, education, humanitarian action and assistive technology.

Further collaboration was agreed upon between the partners in seven countries (Azerbaijan, Bangladesh, Haiti, Malawi, Mozambique, Rwanda, Turkey) and more broadly in the region covering Central and Eastern Europe and the Commonwealth of Independent States.

Each task force is coordinated by one of the Partner organizations.

PREPARATIONS:Prior to the convening of the HLMD in September 2013, a draft text of the Outcome Document will be produced by the President of the General Assembly in consultation with Member States, along with input from organizations of persons with disabilities through informal consultations.UN-DESA has put together a Secretariat to facilitate & coordinate the processRegional/Sub-Regional Consultations in Africa (no dates yet confirmed), Americas, Arab Region, Europe, Asia PacificLaunch of the on-line consultations by 20 February (open for 4 weeks)United Nations Expert Group Meeting on the High-level Meeting to produce concrete recommendations resulting from all consultations at the regional levels and online discussion
