    Introduction

    Comprehensive Agrarian ReformProgram (CARP) is a reform strategydesigned to solve the problems ofpoverty and insurgency, promote

    industrialization and strengthendemocracy by giving opportunity to themajority of the Filipino people who are

    poor to actively participate in the politicalprocess.

    CARP holds the key toagricultural and rural development. An

    accelerated implementation of theprogram to effect immediate land

    ownership, will bring about not onlysocial justice, but equally important,economic productivity and alleviation

    of poverty among rural population.

    Agrarian Reform- as a national policyinstrument used to bring about socialjustice, poverty reduction, and ruraldevelopment- has been on thegovernment agenda for many years.

    It is because of the premise thatmajority of the Filipinos who arein the countryside are poor.

    Poverty and oppression arebrought about by inequality inland tenure relationships and lackof state support for agriculture.

    Agrarian Reform has been a keystate interventions that would reducepoverty by redistributing wealth and

    transform rural areas into centers ofequity-led economic growth byensuring investments in agriculture.

    This became the goal of AgrarianReform Infrastructure Support Project

    (ARISP), to create better life forthousands of Filipinos farmers as oneof the most effective poverty programs

    in the Philippines today.

    ARISP was implemented using anintegrated package approachcomprising infrastructure and

    institutional development support.ARISP provided irrigation component,post harvest facility, farm to market

    road and rural water supply.

    ARISP II was a project loan of theGovernment of the Philippines from

    the Government of Japan throughthe Japan Bank or InternationalCooperation (JBIC), now the Japan

    International Cooperation Agency(JICA).

    It was designed to reduce povertyincidence by increasing productivity ofindividual farmer to transform the ARC

    into viable, organized, self-reliant,socially prepared and technicallycapable centers of economic growth

    and development.

    Specifically, ARISP II was conceived

    to achieve the following: i) improve themobility of rural people and their farmproduce within and outside the ARC,

    by constructing and/or rehabilitatingfarm to market roads (FMR); ii)establish and strengthen farmers

    organizations;

    iii) improve the health conditions of therural people and reduce time spent bywomen and children in fetching water fromthe springs and wells by providing themwith rural water systems (RWS); iv)increase the productivity of farm lands byproviding steady irrigation and water
