PRECANCELS / CANADA WHOLE NUMBER 6 • JANUARY, 2002 CHAIRMAN ' S COMMENTS by Andy Ellwood Another year is just about over and it has been quite a year: I doubt that anyone would have been able to predict the events that have occurred this year and maybe that is just as well The major BNAPS event of the year was the BNAPEX Convention which we were honoured to be able to host here in Ottawa. The Committee of 12 worked hard for over two years in preparation and the result was certainly worth every minute. Over 200 members registered; 25 dealers were in attendance; 250 frames were exhibited, including an excellent presentation by Bruce Fields on Precancels which was awarded a Gold Medal. Well done, Bruce!!! There was also a lovely exhibit by Alan Selby which included many fine Precancels of the Edward Experimental coils. The Precancel Study Group met during the Convention with a half a dozen members in attendance. Jim Kraemer led a discussion about the Catalogue which resulted in concurrence by all present, of the Editors' intention to require Certificates of Authenticity for any new listing of a precancel which is valued at $500 or more. Bruce Fields gave a short talk about the Precancel printing process that he has researched through a printing contact who still has a operational printing press which could have been used for Precancels in Montreal. There were several rare items circulated for viewing, including a set of Truro and a set of Military Precancels. Unfortunately, both Larry Goldberg nor Duncan MacDonald had to withdraw at the last minute and there were missed. Larry Goldberg has completed his efforts to produce a Guide to Bar Precancels and a fine product it is. He used actual stamps received from members as the basis and has produced an excellent document. Each member has received a free copy of the Guide with this Newsletter (or directly at the Convention). A few additional copies are still available and can be purchased for $5.00 plus S/H. On the Executive front, I am sad to report that Larry Goldberg has decided to cut back on his philatelic involvements and will leave Precancel collecting. Consequently, this Newsletter will be his last effort for us. He has set a standard that will be hard to maintain and his efforts have been rewarded with several medals and much recognition. Many thanks, Larry, for your hard work and for your leadership in getting the Study Group off to a great start. Fortunately, I can report that Larry's replacement as Editor has been found in the person of Sean Michel. Sean is also in the publishing business and it can be hoped that he will be able to carry on Larry's standards. Sean is resident in the Ottawa area so I am sure that he will continue to pressure me to keep him supplied with articles. Welcome aboard, Sean. Elsewhere in this Newsletter is the announcement of the ap- pointment of Bruce Fields as an Editor of the Precancel cata- logue. Bruce's diligence in research has demonstrated the qualities required in this de- manding position. Congratu- lations, Bruce, on your appoint- ment. And thanks to Jim Kraemer and David Marasco for continuing their efforts in main- taining a high standard on the Editorial Board of the catalogue. We all look forward in great an- ticipation to the next edition of the catalogue. When will it be, I wonder????? I must also advise that we have only had 5 people renew their membership dues in the Study group for 2001. I am sure that this is only forgetfulness on your part, but your contribution is sorely needed. Please send your dues for this year (and for 2002, if you can) right away. US members should send their $10.00 US to Wayne Walton and Canadian members should send their $15.00 Cdn to me. Your continued financial support is essential if we are to keep this Study Group going. The cost of the Bar Guide has just about depleted the coffers at present. Thais about all for now. Lets keep the research efforts underway. A WORD FROM YOUR EDITOR by Larry Goldberg

As Andy told you in hiscomments on the front pageof this issue, this will be thelast issue that I will edit.

My reasons are the usual:there are just so many hoursin a day. In addition toediting this newsletter, I alsoedit a quarterly publicationfor KGVI collectors that takesa good chunk of time to fillthe 28 to 32 pages per issue.

And if that isn't enough, un-til recently I was actively in-volved in Christian ministriesserving as preaching pastor ata local church of the Christianand Missionary Alliance aswell as guest preacher at anumber of churches in thegreater Chicago area. This isa part of my life that I havesorely neglected in the lastyear; I need to get involvedagain.

My apologies to Bruce Fieldswho took the time to send anarticle and a CD with scans.Unfortunately, I did not checkthe CD until I went to publishthis issue. For some reason itwould not open. Hopefully,Bruce will correct the problemand send it to Sean for thenext issue.

In addition, I publish phila-telic books on Commonwealthpostal history and stamps.last year we published fivenew titles and already havefour planned for the first quar-ter of the new year. And thesetwo jobs are only my sidelines.

I own an ad agency with astrong specialization in thehealthcare industry.

So something had to give ...other than me.

It was a lot of fun helping tostart this group, and I hopethat it will flourish.

THIS AND THAT IN PRECANCELS by Wayne Walton

The following seven itemswith unusual characteristicshave been accumulated over30 years of collecting. Al-though most are differentfrom the regular issues, mostmay be unique or very limitedin number. Each photo speaksfor itself.

1.The pair of Toronto 13-217-D is not a rare precancel, butin this case the doubling ishorizontal and not vertical.This is the first double of thistype that I have found. (Top)

2. The Montreal 8-197 showsa complete lack of the upperbar. There is also a slight lossof the last "0" in 0700. Thisprobably resulted when theprevious sheet did notadvance forward enough andthe upper bar was printed onthe salvage of that sheet whenthe next sheet was imprinted.(Second row, left)

3. Canada 74 seen here hasan unusual precancel. I sentthis to Geoff Walbum in theearly 70's and he was not ableto determine that type ofprecancel that is present onthe stamp. I have no ideaeither. (Second row, right)

4. Precancel X-231 shows thatthe sheet was moved in amotion to the upper rightwhile the imprint was beingapplied . This resulted in theimprint being applied in anunusual way. The device wasmost probably rubber, whichallowed for the distortion.(Third row, left)

5. Precancel U-90 shows avertical imprint from lower leftto upper right, from lowerright to upper left, and onenormal horizontal imprint. Ihave no idea how such animprint might have beenproduced in normal imprint-ing of the stamps. (Third row,right)

6. Precancel V-166 shown onthis pair of stamps shows thatthe ends of the sheets oftenreceived a less distinct andsomewhat broken imprint.Also the upper bar is made upof 4 parallel lines which mightindicate that the bars were notone solid piece but weremadeup of closely spaced parallelrubber lines. (Fourth row)

7. Precancel I-36i shows inthis pair that the inclinedimprint is not a part of a rollercancel but the sheet was justnot fed in correctly. I haveseveral multiples of both I andJ types that show theseslanted imprints. Precanceltype J shows this type ofimprint very often even to thepoint that the imprint is onthe diagonal of the stamp.(Bottom row)

Martin wrote:

Starting with Allan Magee'snote on the two covers illus-trated on page 7. The firstthing that struck me is thatthere is no date stamp onthem, this leads me to thinkthat they are 3rd or 4th classmail, just the type mail thatprecancels are used for. Thesize of a bulk mailing thatqualified for precancel stampusage in the 1890's I havenot been able to determinein my research as yet butlogic dictates that 100+ itemswould seem a sensible num-ber for such a minimum size.What then if someone camewith say 105 items this wouldrequire one complete pane of100 stamps precanceled plusa further five stamps. Thefive extra items could havenormal stamp attached and

then be cancelled with theroller and then be handledwith those, which had precan-cel stamps affixed. The letterfrom J.B. Lewis has traces ofType J roller in two places onit, which could be overridesfrom such roller cancels. Thesecond cover is interestingadditionally because it is toa destination outsideCanada, Saginaw in MichiganUSA, the question I have is12 the correct rate for thisletter. In addition it wouldhave been useful to knowwhat information any backstamps on the letters wouldgive us. The late David Izzettwas kind enough to allow meaccess to the collection ofH.G. Walburn, which hebought, and at one of themeetings with him we dis-cussed the Type J rollerlargely to ascertain the townof use. Although we came tono firm conclusion, the townwe thought most likely wasOttawa and the first coverwould have been useful tohelp confirm this. On look-ing through the notes I madeat the time, we commentedon a number of blocks andstrips in the collection whichsupported the idea that four

Bank Note company tookover the contract to printprecancels they used aHeidelberg Press the plateofwhich overprinted all fourpanes of 100 stamps on thesheet of stamps at the sametime. This means that if the0700 had been entered in-correctly in one position onthe plate, the frequency ofoccurrence would be 1 in400. The press was in useuntil 1957 with this sheetlayout. When the sheet lay-out was changed, no furtheroverprinting plates for thethree cities still using MoneyOrder Office Numbers weremade and these cities thenused Style X or Style Y pre-cancels.

REASONS by Martin Cross

The block of 50 Torontoprecancelled stamps Type 3-89-I shown here providesanswers to some of thefrequently asked questionsabout why many of theavailable precancels are ofsuch poor quality.

The block of 20 Ottawa pre-cancelled stamps Type 3-149gives the answer to the ques-

tion: "Why is it difficult tofind well-centered precan-cels?':

The Toronto block shows awide variation of inking of theoverprinting legend on thestamps , those in positions 55and 56 on the full pane beinglightly inked and showing nosign of fine scroll work. Myexplanation of this is that the

cleaning of the plate betweenprinting runs has resulted inmuch greater wear in the cen-tre of the plate than at itsedges.

Comparing the two blocks, itcan be seen that the width ofthe GV Scroll Issue stamps isgreater that that of theEdwardian stamps . Howeverthe width of the overprinting

plate is the same in each case,thus giving the impression ofa drift of the imprint legendson the GV stamps.

Close examination of bothblocks shows that some of theletters in the legends are dam-aged and this will give rise toconstant varieties, whichcould be catalogued.

ODDITIES by Andy EllwoodAmongst my collection, Ihave a number ofstamps which I casually referto as Oddities. In somecases, I have seen referenceto them in the literature, butin others, I have never seenanything. Any informationthat anyone can supplywould be most appreciated.

The first item is a "double"of two types of theestablished Winnipegprecancels. Invert-ed on acopy of # 92, the Town Name

is a type 2 with the barsbelow. The Province Nameis a type 3, with the barsabove. Between the two setsof bars are a set of short barswhich could be from the topsof the letters "FOR" from thetype 2, but, even incompleteas they are, it is obvious thatthese additional partial barsdo not match these letters,nor are they compatible witheither type 2 or 3.

So we have a mystery.Perhaps, the printer wasinterrupted while resettingthe type for a run and failedto complete the set-upproperly. While I am surethat I have seen anillustration of this Odditysomewhere, I cannotremember where.

The second item is ahorizontal pair of #41 witha light purple "BROWN'SNURSERIES," between two

solid bars. The bars are 2 mmwide and are 2 mm above andbelow the name. Possiblythis is merely a cancel, butif so, it is an unusual style.It also somewhat resemblesthe HUNTINGDON Overprint(Precancel Handbook page85), but is a much earlierissue. The presence of the"," at the end of the namewould prsume that theprovince name followed onthe next stamp. Thus, the"cancel" would have covered
