PQS TRAINING PROGRAM – REMOTE FACILITIES

PURPOSE

The Remote Facilities Professional Qualifications Standards (PQS) Training Program was established to guide operators through their journey of becoming a fully trained Operator at the Encina Wastewater Pollution Control Facility (EWPCF).

GENERAL

It is the Encina Wastewater Authority’s (EWA’s) goal to provide training programs that increase the knowledge and skills of employees while enhancing opportunities for advancement within the organization. The Remote Facilities PQS provides staff with uniform knowledge regarding operation of the pump stations and Carlsbad Water Recycling Facility.

PROCEDURE

1. Start Date • The Operator will be issued a PQS start date from the PQS Coordinator. • This PQS must be finished during the Operator’s rotation to Remote Facilities.

2. PQS Training Guide

• The PQS Coordinator will provide the operator with a PQS Training Guide. • The Operator is responsible for the completion of the program. Each question in

the Training Guide needs to be reviewed with their mentor or supervisor. If the mentor or supervisor feels the operator has a good understanding of the subject matter, they will sign the question as being completed.

• The Operator can personalize each section in the Training Guide with notes, acronyms, pictures, or anything which will help them understand the concept.

• The Operator is responsible for their Training Guide, which is necessary to document successful completion of the PQS, and is a valuable tool for future reference.

• If the Operator is uncertain of where to find information relevant to the PQS questions, they should ask their mentor or supervisor for assistance.

• As each section is signed as completed, the Operator is to bring the Guide to the PQS Coordinator who will update their performance tracking status.

PUMP STATION SAFETY

1. Before entering a pump station wet well, you look at the fixed detection monitor (i.e. gas detector) for three types of readings. What are they and what are the safe levels for entry?

PUMP STATION OPERATIONS

1. Who owns each of the remote facilities and what is the arrangement by which EWA operates them?


2. What is the contingency for a power outage at the pump stations?


3. What is an automatic transfer switch and explain how it works?


4. What is the purpose of a surge tank? Give a brief description of how it works. Which stations are equipped with surge tanks?



5. Describe the types of permits and documentation required at all pump stations.


6. You arrive at a pump station and find the containment basin filling up with sewage. Describe the next steps you would take.


7. Describe some items that should be inspected on a daily basis. On a monthly basis?


8. Why are standby generators tested? How often? What is the APCD criteria for running these tests?



9. Each station’s wet well is designed differently. Describe how they differ and what are some advantages and disadvantages of these designs.


10. What are the reporting requirements of a spill under 1,000 gallons in which the discharge does not reach surface waters?


11. What are the reporting requirements of a spill greater than 1,000 gallons or of any volume in which the discharge reaches surface waters?



AGUA HEDIONDA PUMP STATION (AHPS)

1. Describe where flow through AHPS comes from.


2. What is the approximate average daily flow going through the station?


3. Draw a simple schematic of AHPS including all critical components.


4. Describe the pumping scheme at AHPS.



5. What is the volume of the station containment basin?


6. In the event AHPS needs to be bypassed, where are the suction and discharge points?


7. What are the APCD requirements for this station and demonstrate how to take readings.


8. Practical exercise: Demonstrate how to rotate the sewage pumps.


9. Practical exercise: You are notified by General Services that the station grinder will be removed for service. Demonstrate how to bypass the grinder during this outage.


10. Practical exercise: Demonstrate how to bypass AHPS using the emergency bypass pumps.



11. Describe the wet well level indicators at the station and how they work.


12. Describe where each of the NRG site access gates is located, what is required to gain access through them, and when you would do so.



BUENA VISTA PUMP STATION (BVPS)



2. Draw a simple schematic of BVPS including all critical components.


3. Describe the pumping scheme at BVPS.


4. What is the volume of containment capacity at BVPS?



5. Describe how the pump seal water system works.


6. Describe how the station bar screen works.


7. In the event BVPS needs to be bypassed, where are the suction and discharge points?




9. Practical exercise: Demonstrate how to rotate the station force mains.



10. Practical exercise: Demonstrate how to rotate the sewage pumps.


11. Practical exercise: During your daily station checks, you notice a large amount of oil leaking from the bar screen hydraulic unit. Demonstrate how to lock and tag the equipment and prepare the wet well for manual bar screening during this equipment outage.


12. An EWA operator calls you and says SCADA received a BVPS grinder fail alarm. What steps would you take in investigating and correcting any problems?



BUENA CREEK PUMP STATION (BCPS)



2. What is the volume of containment at BCPS? At Shadowridge?


3. Draw a simple schematic of the flow through the station, identifying all critical components.


4. Describe the pumping scheme at BCPS.



5. Describe how the station operates without the use of a bar screen.


6. Describe how the station’s odor control system works.

RACEWAY BASIN PUMP STATION (RBPS)

7. Practical exercise: Demonstrate how to remove surface grease from the station wet well.

CARLSBAD WATER RECLAMATION (CWRF)

16. Discuss some concerns for restarting the plant, after being shut down for the off-season, and what can be done during shutdown or during the off-season to minimize those impacts.


17. Practical exercise: Demonstrate the steps required to shut down the plant for the off-season.


18. Describe some of the hazards associated with the CWRF facility and how to protect yourself from them.
