ManualsDMM Revision: Standard Mail Volume Incentive Program (aka Summer Sale)

Effective July 1, 2009, the Postal Service™ revised Mailing Standards of the United States Postal Service, Domestic Mail Manual (DMM®) to add section 709.2, describing the Standard Mail Volume Incentive Program. Commonly known as the “Summer Sale,” the Standard Mail Volume Incentive Program is a volume incentive pro-gram for qualified high-volume mailers of commercial or Nonprofit Standard Mail letters and flats mailed between July 1, 2009, and September 30, 2009. The program pro-vides a 30 percent credit, to participating mailers, for qual-ifying volume exceeding their USPS®-determined threshold level.

To participate, a mailer must be the permit holder (i.e., owner) of a permit imprint advance deposit account(s) or the owner of qualifying mail volume entered through the permit imprint advance deposit account of a mail service provider. Mail owners must be able to demonstrate volume of at least 1 million pieces, within the program qualification period of October 1, 2007, to March 31, 2008, through a permit imprint advance deposit account(s), precanceled stamp permit(s), postage meter permit(s), or a combination of these methods. Mail owners also may qualify for the pro-gram with volume mailed through an account(s) owned by a mail service provider, when documentation is provided that specifies the applicant is the owner of the mail. Mail owners must ensure that all Standard Mail® letters and flats volume from all mailer-owned and mail service provider–owned permits is aggregated and included in the total for the determination of eligibility for the program and when calculating threshold levels. For the purpose of determining program eligibility and participation, all subsidiary organi-zations will be consolidated to the enterprise level (i.e., par-ent organization).

Mail owners eligible to participate in the program were notified in writing before June 1, 2009. Mail owners wishing to participate in the program, who believe they meet the eli-gibility standards under DMM 709.2.2 and were not notified by letter, may request a review of their eligibility by contact-ing USPS at [email protected].

We also are announcing the registration deadline for the Standard Mail Volume Incentive Program. Eligible mail owners may apply for the program no later than August 1, 2009. Mail owners requesting review of their program eligi-bility also must submit their request to USPS no later than August 1, 2009. Eligible mail owners were advised of this application deadline in their program notice letter and a

similar reference was included in the text of the fact sheet provided in support of the application process.

Participating mail owners demonstrating Standard Mail letters or flats volume above their established threshold level will receive a credit following the close of the program period. Thresholds will be calculated independently for each applicant, by comparing the volume of Standard Mail letters and flats mailed within the period from October 1, 2007, to March 31, 2008, to the volume of Standard Mail letters and flats mailed within the period of October 1, 2008, to March 31, 2009. The change in recorded volume between these two periods will represent the applicant’s volume trend. Trends that show growth for the period of October 1, 2008, to March 31, 2009, versus that shown in the same period of the prior year, will appear as a ratio above 1.0 (expressed here in a decimal format). A volume decline from October 1, 2008, to March 31, 2009, will appear as a ratio below 1.0. The applicable ratio will then be applied to the volume of Standard Mail letters and flats, for all of the applicant’s mail volume or other qualifying vol-ume recorded through the permit(s) of a mail service pro-vider, demonstrated during the period from July 1, 2008, through September 30, 2008. This result represents the USPS-determined threshold level for an individual applicant.

The Postal Service has also included a process, through its Business Service Network (BSN), to review questions from mail owners regarding calculations of their respective threshold levels or their recorded volume within the pro-gram period.

Mail owners are eligible to participate in the program with qualifying volume prepared by a mail service provider when entered through a permit owned by the applicant. Mail volume through a mail service provider’s permit may also qualify for the program, but only if adequate documen-tation identifies the mail as being prepared on behalf of the applicant and demonstrates the applicant’s prior mailing activity. Mail service providers are not eligible for the Stan-dard Mail Volume Incentive Program.

Approved participants, demonstrating an increase in their total Standard Mail letters and flats volume above their threshold level, will qualify for a credit to a designated per-mit imprint advance account. The total postage attributable to Standard Mail letters and flats within the program period will be identified for each participant and divided by the total number of pieces recorded during the program period

to calculate the average revenue per piece. Participants will receive a credit in the amount of 30 percent of the average revenue per piece multiplied by the total number of mail-pieces of the incremental volume above their threshold level as recorded during the program period.

The Standard Mail Volume Incentive Program is intended to encourage mail owners to generate new mail volume. To deter mail owners from shifting previously planned fall volume into the program period to obtain incentive credits, mail volume from participants will be monitored during October 2009. Participants’ previously determined volume trend will be applied to their volume of Standard Mail letters and flats mailed within the month of October 2008 to determine their October 2009 expected volume. The participants’ actual October 2009 volume will then be compared to their October 2009 expected volume. Participants failing to meet (or exceed) their October 2009 expected volume will have any shortfall in volume deducted from the number of mailpieces eligible for an incentive credit within the program.

Additionally, the Postal Service will require each pro-gram participant to certify the data used to calculate the volume trends, threshold levels, and October 2009 expected volumes. This certification requirement will be similar to what is currently used on PS Form 3602, Postage Statement—Standard Mail. Participants will be provided volume data for the applicable time periods used by the Postal Service to calculate their threshold levels, and will require a responsible representative to review and certify the accuracy of the data. The certification requirement for this initiative is necessary to ensure that the data used by the Postal Service to calculate the applicable volume trend, threshold level, and October 2009 expected volume for each participant is accurate.

These revisions were included in the July 1, 2009, ver-sion of the online DMM available via Postal Explorer® at http://pe.usps.com, and will be incorporated into the next printed version of the DMM.

DMM Revision: Arizona District ZIP Codes Realigned to Include “851” 3-Digit Service Area Effective July 1, 2009, the Postal Service™ revised

Mailing Standards of the United States Postal Service, Domestic Mail Manual (DMM®), to realign ZIP™ Code boundaries and establish new ZIP Codes for the Arizona District.

This realignment impacted the following 30 zones within the “852” 3-digit ZIP Code service area: 85217–23, 85227–28, 85230–32, 85235, 85237–43, 85245, 85247, 85272–73, 85278, and 85290–94. A new “851” 3-digit ZIP Code service area was established and consists of the above impacted zones, which were realigned as follows: 85117–23, 85127–28, 85130–32, 85135, 85137–43, 85145, 85147, 85172–73, 85178, and 85190–94.

This change will benefit both the Postal Service and our customers by allowing the Arizona District to effectively manage delivery efficiency and continued growth.

We incorporated these revisions into the July 1, 2009, monthly update of the online DMM, which is available via Postal Explorer® at http://pe.usps.com, and we will incor-porate these revisions into the next printed version of the DMM.


DMM Revision: Confirmation Services/eVS Barcoded Label Precertification ProgramEffective July 1, 2009, the Postal Service™ revised

Mailing Standards of the United States Postal Service, Domestic Mail Manual (DMM®) 503.9.4.3 and 503.10.4.4, to include a new Confirmation Services/eVS® Barcoded Label Precertification Program.

Previously, all Confirmation Services/eVS customers were required to submit 10 barcoded labels per printer to Confirmation Services Technical Support for testing and certification. This new precertification process allows qual-ified mailers to be automatically “certified” without submit-ting labels for testing.

To qualify, a mailer must ship 10,000 or more packages a month and print labels produced by software from

vendors who have successfully met criteria to participate in the program. Mailers not using software from vendors par-ticipating in the program must still submit 10 labels per printer for testing and certification before mailing. For addi-tional information on the Confirmation Services/eVS Bar-coded Label Precertification Program, see Postal Bulletin 22260 (6-4-09, pages 65–66).

We included these revisions in the July 1 update of the online DMM on Postal Explorer® at http://pe.usps.com and will include them in the next printed edition of the DMM.

IMM Revision: Customs Label Requirements for International Mail ItemsEffective July 1, 2009, the Postal Service™ revised

Mailing Standards of the United States Postal Service,International Mail Manual (IMM®) sections 123.6, 123.7, 232.4, 244.5, 264.3, and 276 to comply with Article RL 152.5 of the Universal Postal Union (UPU) Letter Post Regulations. Under that provision, all small packet items must bear customs declaration CN 22 (PS Form 2976, Customs Declaration CN 22 — Sender’s Declaration (green label)) or CN 23 (PS Form 2976-A, Customs Declaration and Dispatch Note — CP 72), depending on value and regardless of whether the items are ordinarily subject to customs control in the destination country. Small packets are Letter Post items that are not letters, cards, or flats, and that typically contain merchandise or other goods.

In terms of Postal Service products, the small packet category includes package-size First-Class Mail Interna-tional™ items and the Priority Mail® small flat-rate box, as well as certain Priority Mail flat-rate envelopes meeting specific physical characteristics. We clarify that all such items, regardless of contents or value, must bear PS Form 2976. Previously, Postal Service standards required a cus-toms declaration only for package-size First-Class Mail International items containing potentially dutiable contents.

This change also applies to “known mailers,” as defined in IMM 123.62, who send documents weighing 16 ounces or more. With these revisions, only mailpieces that meet the physical characteristic of a letter or flat may qualify — small packet items must bear PS Form 2976.

For customer convenience, this change allows the Priority Mail flat-rate envelopes that contain only nonduti-able document contents weighing less than 16 ounces and that are flat-size (no more than 3/4 inch thick, and with uniform thickness) to be mailed without PS Form 2976. However, a customs declaration is still required for First-Class Mail International items and Priority Mail flat-rate

envelopes with nondutiable contents if those items weigh 16 ounces or more.

As a further result of Article RL152 of the UPU Letter Post Regulation, which stipulates that customs declara-tions must be affixed to the outside of the mailpiece, and consistent with Postal Service aviation security guidelines, we no longer allow the mailer to place a PS Form 2976 on the outside of a package and insert the required PS Form 2976-A within the package.

We also clarify that packaging must be large enough to accommodate the applicable customs form(s), postage, and any applicable markings and extra service labels on the address side of the item to be mailed, and that items requiring an export license must always use PS Form 2976-A. As a result of these requirements, and consistent with UPU Articles RC 120 and 121, we clarify in Exhibit 123.61 that PS Form 2976-A (which is a parcel customs declaration) may not be used on Letter Post items, which include First-Class Mail International items, the Priority Mail International flat-rate envelope and small flat-rate box, International Priority Airmail™ (IPA®) items, and Interna-tional Surface Air Lift® (ISAL®) items. Consequently, certain items that previously were mailable in one of the aforemen-tioned Letter Post categories are now required to be mailed via a different category of mail. Specifically, these include First-Class Mail International items over $400 in value, or any item requiring an export license.

We have incorporated these revisions into the July 1, 2009, monthly update of the online IMM, which is available via Postal Explorer® at http://pe.usps.com, and we will incorporate these revisions into the next printed version of the IMM.

IMM Revision: Canadian Labeling Information UpdateEffective July 1, 2009, the Postal Service™ revised

Mailing Standards of the United States Postal Service, International Mail Manual (IMM®) Exhibit 292.47 for Inter-national Priority Airmail™ (IPA®) and International Surface Air Lift® (ISAL®) mailings to Canada. (Although ISAL infor-mation is contained in 293, Exhibit 293.452 refers readers to Exhibit 292.47 for determining Canada ISAL destination codes.)

We revised Exhibit 292.47 by adding a fifth column that lists the three-letter destination code for IPA and ISAL mail-ings to Canada for mailers who produce optional barcoded tray and sack labels.

Also, for mailings whose origin ZIP™ Code is the Chicago (ORD) exchange office destinating to Toronto, we

identified separate three-letter destination codes for IPA letters and flats (mailed under IMM 292.47a), IPA packages (mailed under IMM 292.47b), and all ISAL mailings.

The exchange offices and labeling standards defined in 292.47 for IPA and 293.46 for ISAL remain the same.



IMM Revision: Labeling Changes for International Priority Airmail and International Surface Air Lift Services

Effective July 1, 2009, the Postal Service™ revised Mailing Standards of the United States Postal Service, International Mail Manual (IMM®) Exhibits 292.462 and 293.462 to reflect Postal Service operational changes.

International Priority Airmail™ (IPA®) and International Surface Air Lift® (ISAL®) mailings for certain origin ZIP™Codes that were previously dispatched to Airmail Center Seattle are now dispatched to the Seattle Processing and Distribution Center. Accordingly, in Exhibits 292.462 and 293.462, we’ve revised mailer labeling information for the “The U.S. Exchange Office and Routing Code for Line 1”

column from “AMC Seattle WA 980” to “P&DC Seattle 980.”



HandbooksHandbook F-101 Revision: Handling Inactive Cash Retained Credits at POS Offices

Effective July 2, 2009, Handbook F-101, Field Account-ing Procedures, is revised with established requirements and timelines for maintaining cash retained credits, remov-ing accountable roles assigned retail associates (RAs), and removing (terminating) RAs from the POS system.

An RA’s cash retained credit is considered inactive when there is no activity during the timeframes as follows:

RA cash retained credit with funds reported in AIC 753 — No activity during a month.

RA cash retained credits with a $0 (zero) balance reported in AIC 753 — No activity during a 4-month period.

Conducting a count of an RA’s cash retained credit sig-nifies activity. RAs must not retain funds in AIC 753 if no activity has occurred during a month; instead they must deposit the funds or transfer them to another RA.

This new policy allows the accountable role to remain open and the RA to retain assigned money orders in POS as long as the RA’s cash retained balance (AIC 753) is $0 (zero) and a count is conducted in POS at least once every 4 months. If a count of the RA’s cash retained is not con-ducted to verify the assigned money orders at least once every 4 months, assigned money orders must be returned to the unit reserve and the accountable role removed.

To remain active, cash retained credits with a balance in AIC 753 must be counted randomly at least once a month, and cash retained credits with a $0 (zero) balance must be counted at least once every 4 months. Note: Cash retained credit counts (including those with a $0 balance) must be conducted using the POS workflow, which includes the verification of money orders assigned.

When a cash retained credit becomes inactive, postal retail unit (PRU) managers/supervisors at POS offices must

remove the accountable role from the RA in the POS sys-tem. Prior to removing an accountable role from an RA, the following must be done:

Conduct a physical count of the inactive cash retained credit, and enter the results of the count in the POS system. (This is a “final” count of the cash retained credit; therefore, no tolerance is allowed.)

Once the count is completed in the POS system, bank or transfer any funds from the inactive cash retained credit to another RA, reducing the AIC 753, Cash Retained Today, amount to $0 (zero).

Ship back all money orders assigned to the RA to the unit reserve. (If the RA has sequentially omitted money orders, refer to the POS ONE Procedures Guide.)

In addition, an RA must be removed (terminated) from the POS system when any of the following occurs:

The RA is separated from the Postal Service.

The RA bids to another position that does not require use of the POS system.

The RA bids to another Postal Retail Unit (PRU). (Exception: Relief and pool RAs do not have to be removed from the POS system at a unit where they occasionally work.)

RAs that are only consigned a cash credit are authorized a cash retained amount of up to $100.99 for which they are individually accountable. The maximum authorized cash retained amount is documented on PS Form 3369,Consigned Credit Receipt.

Individual RA cash retained amounts must be reported in AIC 753, Cash Retained Today, on the individual’s PS Form 1412 and cannot exceed the approved amount.

Cash retained credits are considered inactive if there is no activity at least once a month for credits with funds reported in AIC 753, or no activity at least once every 4 months for credits that have a $0 balance in AIC 753. See part 13-8.6. for handling inactive cash retained credits.

Document any new cash retained credits on the Cash Retained/Unit Cash Reserve List with justification for the change on the Cash Retained/Unit Cash Reserve Notifica-tion Letter (see Appendix III, Exhibits 5 and 6).

An RA must be removed (terminated) from the POS system when any of the following occurs:



The RA bids to another Postal Retail Unit (PRU). (Exception: Relief and pool RAs do not have to be removed from the POS system at a unit where they occasionally work.)

Postal retail units (PRUs) handle inactive cash retained credits as follows:

Enter the count results in the POS system (see part 13-9.3, Cash Retained Credit Counts). When initiat-ing the count in the POS system, select <yes> when prompted “Is this a final count?”

The RA assigned the credit does the following:

Ships all assigned money orders to the unit reserve. (If the RA has sequentially omitted money orders, refer to the POS ONE Procedures Guide.)

Remove the accountable role from the RA in the POS system (see criteria for removing an accountable role in part 13-8.2). It is not necessary to remove (termi-nate) the RA from the POS system if the RA’s job description requires the use of the POS system at that PRU.

To transfer cash retained funds to another RA, follow this procedure:

The RA remitting the funds and the RA receiving the funds verify the amount of the funds being transferred.

The RA remitting the funds creates a Financial Differ-ences — Shortage (AIC 647) in the POS system.

Enter the amount shown in AIC 753 on the RA’s PS Form 1412 (after a count of the credit was entered in the POS system).

Use Reason Code 11, Cash Transfer.

The RA receiving the funds creates a Financial Differ-ences — Overage (AIC 247) in the POS system.

Enter the amount of funds received.

Use Reason Code 11, Cash Transfer.

13-9.3 Cash Retained Credit Counts (POS Units Only)


Each employee working from the retail floor stock under segmented inventory accountability (SIA) has a cash retained credit.

Cash retained credits must be counted randomly within the timeframes as follows:

At least once each month — Credits that have funds reported in AIC 753.

At least once every 4 months — Credits that have a $0 balance in AIC 753.

Counts can be conducted any day within the month, but should be conducted randomly to avoid establishing a pattern. This includes bargaining and nonbargaining employees and postmaster reliefs (PMRs).

Cash retained credit counts (including those with a $0 balance) must be conducted using the POS workflow. Each employee’s domestic and international (MP-1) money

orders must be counted in conjunction with the cash credit count. (See the POS ONE Procedures Guide, subchapter 12-5, for instructions on conducting counts in the POS system.)

If an employee has a reassigned portion of the unit cash reserve, it must be counted in conjunction with the cash retained credit count.

The assigned employee and another employee perform the count(s), one of whom must be a nonbargaining employee.

Note: If a nonbargaining employee is not domiciled at the unit, the employee assigned the unit reserve (unit reserve stock custodian) may conduct the count with the assigned RA. The postmaster, manager, or supervisor responsible for the unit monitors these counts by the unit reserve stock custodian and is required to perform independent cash credit counts at the unit no less than once every 3 months.

FinanceReminder: Credit and Debit Card Receipt Retention and Disposal Procedures

This is a reminder that postal employees must keep credit and debit card receipts in a separate and secure location (i.e., a locked vault). The receipts should be kept secure enough that only those with an official “need to know” have access to them.

With the growing concerns related to credit card fraud, the Postal Service™ is eager to comply with Payment Card Industry Data Security Standards (PCI DSS) and best prac-tices for securing and protecting card data. To comply with these standards, all USPS® retail employees processing credit and debit cards must follow the existing credit and debit card receipt retention and disposal procedures. See Handbook F-101 Field Accounting Procedures, Sub- chapter 9-2, Credit and Debit Cards, online at http://blue.usps.gov/accounting/_pdf/HandbookF-101.pdf for these procedures. Part 9-2.5, Receipts Disposal Proce-dures, is given below for specific information.

9-2.5 Receipts Disposal ProceduresField units must dispose of credit and debit card

receipts after the required 2-year retention period.

Units with on-site capability to shred documents must do so.

Units that do not have the capability to shred docu-ments on site must do the following:

a. Submit the credit and debit card receipts to their servicing stamp distribution office (SDO) or stamp services center (SSC) for destruction.

b. Bundle the receipts and submit them by registered mail, following the normal scheduled return or destruction procedures, with a signed memo requesting that the receipts be shredded.

Note: SDOs and SSCs do not make any accounting entries in the Stamp Services System (SSS) for these receipts since they have no value.

Equipment Maintenance Allowance Schedule for Rural Routes

Rural CarriersIn accordance with the provisions of Article 9, Section

2.J.3 of the Rural Carrier National Agreement, effective July 4, 2009 (pay period 15-09), the equipment mainte-nance allowance (EMA) will increase from 51.5 cents per mile to 54.0 cents per mile. The EMA is 54.0 cents per mile, or a minimum of $21.60 per day, whichever is greater.

Auxiliary Rural Carriers, Rural Carrier Reliefs, Rural Carrier Associates, Rural Carrier Part-Time Flexibles, and Auxiliary Assistance

Employees providing auxiliary assistance or serving auxiliary routes under the provisions of Article 9, Section

2.J.5, receive an EMA of 54.0 cents per mile or $6.00 per hour, whichever is greater. This EMA should not exceed the amount provided in the special equipment maintenance allowance for the route stops and miles.

Exception Extension for Priority Mail Commercial Pricing Postal Routing Barcode — Permit Imprint

In January 2009, the Postal Service™ began offering Commercial Base and Commercial Plus prices to qualifying Priority Mail® permit imprint users, with the requirement that they affix to their mailpieces a routing barcode matching the destination ZIP™ Code. Permit imprint customers mailing flat-shaped pieces may also use a POSTNET™ or Intelligent Mail® barcode instead of the postal routing barcode. The Postal Service has extended until January 2011 the deadline to meet this barcode requirement. The original deadline was May 2009.

“Monumental Opportunity” Business Connect Contest — Quarter 4“Monumental Opportunity,” the Business Connect®

contest for Quarter 4, FY 2009, runs from July 1, 2009, to September 30, 2009, and is focused on Priority Mail®

service. The objective is to conduct a minimum of five Busi-ness Connect activities — all of which must promote Priority Mail service, focusing on Flat-Rate Boxes.

Competition RulesQualified participants include postmasters, station

managers, customer service managers, branch managers, and supervisors. Customer relations coordinators and Sales representatives are not eligible to enter, but they will be critical in the support and success of participants.

Activities throughout the competition will automatically count towards monthly program targets, but to qualify for the contest, activities listed as requirements for that quarter must be completed and documented in the Business Con-nect Data Center (BCDC) at http://blue.usps.gov/ marketing/businessconnect/welcome.htm; click Go to Business Connect Data Center/Reports in the right side box. (An activity can be an individual meeting, group pre-sentation, or lobby event.)

After the quarter (i.e., after September 30, 2009), the names of all qualified participants (i.e., those who have met the minimum activity requirements) will be entered into a prize drawing for one Grand Prize winner and 50 runner-up winners.

Bonus Points: For every sale for at least $5,000 in esti-mated annualized revenue, the qualified participant will have his/her name entered an additional time into the draw-ing. For example, a qualified participant who doesn’t make a sale for $5,000 will have his/her name entered once in the drawing (for having completed the requirements); a qualified participant who makes one sale for $5,000 will have his/her name entered twice (once for having com-pleted the requirements, and once for the $5,000 sale); and a qualified participant who makes one sale for $5,000 and one sale for $10,000 will have his/her name entered three

times (once for having completed the requirements, once for the $5,000 sale, and once for the $10,000 sale).

On August 6, 2009, in Pittsburgh, Pennsylvania, at the David Lawrence Convention Center during the American Philatelic Society Stamp Show, the Postal Service™ will issue the 44-cent definitive stamps Flags of Our Nation at noon, in ten designs, in a pressure-sensitive adhesive (PSA) coil of 50 (Item 787500). The stamps, designed by Howard E. Paine of Delaplane, Virginia, go on sale nation-wide August 6, 2009.

The U.S. Postal Service® continues its Flags of Our Nation series with ten more stamp designs scheduled for issuance in August. These stamps will feature the states of Kentucky through Missouri plus one with the Stars and Stripes over the amber waves of grain. Artist Tom Engeman, Bethany Beach, Delaware, created the highly detailed flag portraits on the stamps, reproducing as accu-rately as possible such complex elements as intricate state seals and coats of arms.

How to Order the First Day of Issue PostmarkCustomers have 60 days to obtain the first day of issue

Stamp Announcement 09-39: Early TV Memories

On August 11, 2009, in North Hollywood, California, the Postal Service™ will issue the 44-cent, Early TV Memories commemorative stamps in 20 designs in a pressure-sensitive (PSA) pane of 20 stamps (Item 463300), and a booklet of 20 premium stamped postal cards (Item 896600). The stamps, designed by Carl T. Herrman, North Las Vegas, Nevada, go on sale nationwide August 11, 2009.

With these stamps, the U.S. Postal Service® commem-orates 20 great shows from TV’s golden age. For more than half a century, Americans have turned to television for entertainment and information. To those watching in its early days, TV offered the additional excitement of the new. Whether laughing at the first situation comedies, tingling at

crime dramas, or identifying with ordinary people who had their day in the spotlight on game shows, audiences were charmed by the novelty of the young medium.

These cancellations are being provided to the field so that Post Offices can use the artwork if they wish to host “second day” ceremonies, etc. As a reminder, these are not first day of issue cancellations, but may be used as “First Day of Sale” cancellations.

Guidelines for Finalizing Early TV Memories Pictorial Postmark Art

To finalize the Early TV Memories stamp pictorial post-mark art, insert the date, city, state and ZIP™ Code of the physical location of your event adjacent to the stamp image. Overall dimensions of the pictorial postmark must not exceed 4 inches horizontally by 2 inches vertically. Col-lectors prefer the dimensions 3 1/2 inches by 1 1/2 inches.

Verifying U.S. Postal Service Money OrdersFollow these steps to cash a Postal Service™ money

order:

1. Check that the amount does not exceed the legal limit: $1,000 for domestic, and $700 for international postal money orders.

2. Check that the proper security features are present:

When held to the light, a watermark of Benjamin Franklin is repeated from top to bottom on the left side.

When held to the light, a dark line (security thread) runs from top to bottom with the word “USPS” repeated.

There should be no discoloration around the dollar amounts, which might indicate the amounts were changes.

These appear in Postal Service Notice 299, U.S. Postal Money Order Reference Card, or online at http://www.usps.com/missingmoneyorders/security.htm.

3. If the money order seems suspicious, call the U.S. Postal Service Money Order Verification System at 866-459-7822.

Please provide this information to local banks and retail-ers, as they also receive Postal Service money orders for cashing.

B. PS Form 2976-A is required for all mail weighing 16 ounces or more, with exceptions noted below. The following are exceptions to the requirement for customs documentation on nondutiable mail that weighs 16 ounces or more:

Known mailers are exempt from providing customs documentation on non-dutiable letters, and printed matter weighing 16 ounces or more. (A known mailer is anyone who legally applies a permit imprint to a mailpiece. Mail with meter postage is not considered to be from a known mailer.)All federal, state, and local government agencies are exempt from providing customs documentation on mail addressed to an APO, FPO, or DPO except for those APOs/FPO/DPOs to which restriction B2 applies.Prepaid mail from military contractors is exempt, providing the mail-piece is endorsed “Contents for Official Use — Exempt from Cus-toms Requirements.”

B1. PS Form 2976 or 2976-A is required. Articles are liable for customs duty and/or purchase tax unless they are bona fide gifts intended for use by military personnel or their dependents. When the contents of a parcel meet these requirements, the mailer must endorse the customs form, “Certified to be a bona fide gift, personal effects, or items for personal use of military per-sonnel and dependents,” under the heading, Description of Contents. Exceptions: All other exceptions listed in restriction B above are applicable to this restriction.

B2. All federal, state, and local government agencies must complete customs documentation when sending mail addressed to or from this APO, FPO, or DPO weighing 16 ounces or more.

C. Cigarettes and other tobacco products are prohibited.C1. Obscene articles, prints, paintings, cards, films, videotapes, etc.,

and horror comics and matrices are prohibited.D. Coffee is prohibited. E1. Medicines or vaccines not conforming to French laws are prohibited.E2. Any matter depicting nude or seminude persons, pornographic or

sexual items, or nonauthorized political materials is prohibited. Although reli-gious materials contrary to the Islamic faith are prohibited in bulk quantities, items for the personal use of the addressee are permissible.

E3. Radio transceivers, cordless telephones, global positioning sys-tems, scanners, base stations, and handheld transmitters are prohibited.

F. Firearms of any type are prohibited in all classes of mail. See defini-tions of firearms in DMM 601.11.1.1c. This restriction does not apply to fire-arms mailed to or by official U.S. government agencies. The restriction for mail to this APO/FPO/DPO ZIP Code does not apply to firearms mailed from this APO/FPO/DPO ZIP Code, provided ATF and USPS regulations are met. Antique firearms are a separate category defined in DMM 601.11.2 and ATF regulations; they do not require an ATF form.

F1. Privately owned weapons addressed to an individual are prohibited in any class of mail.

F2. Importation of firearms is restricted to one shotgun and one single shot.22 caliber rifle per individual.

Sales PolicyAll Post Offices must acquire and maintain a supply of

each new commemorative stamp as long as customer demand exists, until inventory is depleted, or until the stamp is officially withdrawn from sale. If supplies run low, Post Offices must reorder additional quantities using their normal ordering procedures. Pictorial Postmarks AnnouncementAs a community service, the Postal Service™ offers pic-

torial postmarks to commemorate local events celebrated in communities throughout the nation. A list of events for which pictorial postmarks are authorized appears below. The sponsor of the pictorial postmark appears in italics under the date. Also provided are illustrations of those postmarks.

People attending these local events may obtain the postmark in person at the temporary Post Office™ station established there. Those who cannot attend the event but who wish to obtain the postmark may submit a mail order request. Pictorial postmarks are available only for the dates indicated, and requests must be postmarked no later than 30 days following the requested pictorial postmark date.

All requests must include a stamped envelope or post-card bearing at least the minimum First-Class Mail® post-age. Items submitted for postmark may not include

postage issued after the date of the requested postmark. Such items will be returned unserviced.

Customers wishing to obtain a postmark should affix stamps to any envelope or postcard of their choice, address the envelope or postcard to themselves or others, insert a card of postcard thickness in envelopes for sturdi-ness, and tuck in the flap. Place the envelope or postcard in a larger envelope and address it to: PICTORIAL POST-MARKS, followed by the NAME OF THE STATION, ADDRESS, CITY, STATE, ZIP+4® CODE, as listed below.

Customers can also send stamped envelopes and post-cards without addresses for postmark, as long as they sup-ply a larger envelope with adequate postage and their return address. After applying the pictorial postmark, the Postal Service returns the items (with or without addresses) under addressed protective cover.

How to Order the First Day of Issue Digital Color or Traditional PostmarksCustomers have 60 days to obtain the first day of issue

postmarks by mail. They may purchase new stamps at their local Post Office™, by telephone at 800-STAMP-24, or at The Postal Store® website at www.usps.com/shop.

Traditional PostmarksCustomers should affix the stamps to envelopes of their

choice, address them to themselves or others, or provide a self-addressed return envelope with sufficient postage large enough to accommodate the canceled item. Mail the request to the corresponding city of issuance. There is no charge for the first 50 postmarks. There is a 5-cent charge for each additional postmark over 50. Customers should submit a check, money order, or credit card for payment. After applying the first day of issue postmark, the Postal Service™ will return the envelopes to the customer by U.S. Mail.

All postmark requests should go to the first day of issue city. The first day of issue city Post Office will then forward in bulk all postmark requests to Cancellation Services, Stamp Fulfillment Services, PO Box 449992, Kansas City, MO 64144-9992 by respective Post Offices.

Digital Color PostmarksOnly select stamp issues offer a digital color postmark.

Customers may submit #6 or #10 envelopes constructed of paper rated as “laser safe.” The Postal Service recom-mends envelopes of 80-pound Accent Opaque, acid-free, 9/16" side seams with no glue on the flap. The maximum

size of all digital color postmarks is 2" high x 4" long. Allow sufficient space on the envelope to accommodate the postmark. Do not use self-adhesive labels for addresses on the envelope. Two test envelopes must be included. There is a minimum of 10 envelopes at 50 cents per postmark required at the time of servicing. Customers should submit a check, money order, or credit card for payment.

The Postal Service reserves the right to not accept hand-painted and other cachet envelopes that are not compatible with our digital color postmark equipment. The Postal Service also reserves the right to substitute tradi-tional black rubber postmarks if use of nonspecified enve-lopes results in poor image quality or damage to equipment.

Customers should affix the stamps to the envelopes and address them to themselves or others for return through the mail. Or, they may include an additional self-addressed return envelope, large enough to accommodate their can-celed items, with sufficient postage affixed for return of their postmarked items. Mail the request for a first day of issue digital color postmark to the corresponding city of issuance. Post Offices will then forward all customer requests for digital color postmarks to Cancellation Services, Stamp Fulfillment Services, PO Box 449992, Kansas City, MO 64144-9992.

After applying the first day of issue postmark, the Postal Service will return the envelopes to the customer by U.S. Mail.

This article publishes the Stamps by Mail® print run cut-off schedule for the ’09 fiscal year. Each date has a desig-nation whether it is for the year-round (YR) brochure or the holiday (HOL) brochure. The remaining FY ‘09 print cycle date is the following:

The cost per unit of 500 is $12.51. This cost includes overprinting the address of the fulfillment office placing the order. You may pay for orders (under $10,000) with local IMPAC credit cards, checks, or money orders. However, Cyril-Scott Company cannot process the order until it receives payment. Local eBuy procedures may also apply (refer to local procurement procedures). Cyril-Scott Company must receive orders placed by mail by close of business the day of the print run cut-off date listed here. Orders received after the cut-off date will be processed the next print run date.

All local Post Offices™ and centralized sites should fol-low the ordering instructions contained within this article and utilize local funds.

For Orders Exceeding 10,000Use eBuy to process both centralized and decentralized

brochure orders that exceed $10,000.00. In the Purchasing Method field, select “Route Req to Supply Mgmt”, then in the After Approval Route field, select “Eastern Services CMC (Memphis, TN)”. Include completed PS Form 3227-O with imprint information with the eBuy order.

Note: These approved eBuy orders must be received by Supply Management at least 10 days prior to a published run cut-off date to be included in that run.

Cyril-Scott Company will deliver orders within 35 calendar days after printing. Printing begins 1 week after the deadline date, and actual receipt of the order will depend on the ultimate destination and the corresponding delivery service standard. SafetySafety Talk: Recognizing the Signs and Symptoms of Heat Illness

Summertime is upon us and so are the opportunities for employees and family members alike to experience heat ill-nesses. High temperature and humidity, direct sun or heat, limited air movement, physical exertion, poor physical con-dition, and some medicines are contributing factors to heat illnesses.

When the body is unable to cool itself by sweating, sev-eral heat-induced illnesses, such as heat stress, heat cramps, or heat exhaustion, and the more severe heat stroke, can occur and can result in death. There are three degrees of heat illness: heat cramps, heat exhaustion, and heat stroke. They range in symptoms from mild and easily correctable to severe and life threatening, if not recognized and taken care of immediately.

Many heat-related deaths are preventable when the signs and symptoms are recognized and respected.

Signs and Symptoms of Heat Exhaustion or Heat Stroke (Not in any specific order)

Fatigue.

Excessive thirst.

Drenching sweats, often accompanied by cold, clammy skin.

Muscle aches and cramps.

Weakness.

Confusion or anxiety.

Fainting.

Nausea or vomiting.

Headaches.

Dizziness or vertigo.

Loss of consciousness.

Hot, flushed, dry skin.

Rapid heart rate.

Decreased sweating.

Shortness of breath.

Convulsions.

Decreased urination.

Blood in urine or stool.

Increased body temperature (104 to 106 degrees Fahrenheit).

Heat stroke can occur suddenly, without any symptoms of heat exhaustion. If a person is experiencing symptoms of heat exhaustion or heat stroke, OBTAIN MEDICAL CARE IMMEDIATELY. Any delay could be fatal.

Supply ManagementInterest Rate on Contract Claims

The Postal Service™ periodically publishes in the Postal Bulletin the interest rate payable on a claim decided in a sup-plier’s favor, under the Contract Disputes Act of 1978. This rate also applies for late payments to suppliers under the Prompt Payment Act, as amended.

The interest rate effective for the 6-month period beginning July 2009 and ending December 2009 is 5 5/8 percent.
