3 Introduction

ThisdocumentshouldbereadinconjunctionwiththeJointCouncilforQualifications(JCQ) Post-Results Services Information and Guidance for Centres booklet relating to: Enquiries About Results — Post-results review of marking services Access to Scripts — copied script service and original script service.

Amendments to requests received after the deadline will not be accepted. Incorrect or incompleteinformationdivertssignificantresourcesfromotherenquiries.Thispolicyhas been introduced to ensure that Post-Results Services are effective for all centres.

A full list of services available for individual components with notes, where appropriate, is available in part 10 of this section of the manual.

CorrespondencewithQualificationDeliveryandAwardManagers(subjectofficers)cannotbe entered into as this would delay Post-Results Services for all centres. The services outlined here must be used.

It is our policy to keep Post-Results Services independent from the Assessment teams, as far as is practical, in order to maintain the integrity of these services. A standard letter responding to such queries will be sent to any centres which circumvent the agreed procedures.

Please refer to part 4.6 of this section of the manual for detailed information regarding extensions to Post-results reviews of marking.

Allapplicationssubmittedonlinewillbeautomaticallyacknowledgedonline.Aconfirmation email acknowledging receipt of the application will be sent to the user’s email address registeredonEdexcelOnline.

Itisessentialthatexaminationofficersretainandchecktheiracknowledgementsregarding any enquiry service. If acknowledgement is not received within three working days, the centremustcontactEdexceltoconfirmthattheenquiryhasbeenopened.Ifthisprocedure is not followed, a late enquiry cannot be opened. A call log number will be given to the examinationsofficer.Thiswillprovidethecentrewithevidenceoftheirqueryifneededata later stage.

Submission deadlines must be met. The deadlines published are for receipt of the enquiry or request for ATS at Edexcel. No exceptions to the agreed submission deadlines can be granted.

4 Result enquiry services

4.1 EAR Service 1: Clerical re-checkThis service constitutes a re-check of all clerical procedures which lead to the issue of a result. This service might be considered when anomalous results have been issued for one candidate, compared to the rest of the cohort.

This service includes the following checks:

all parts of the script have been marked the totalling of marks the recording of marks the application of any adjustments the application of grade thresholds the application, where applicable, of any special consideration — please indicate on your application if special consideration was requested at the time of the examination.

Candidates’ grades or uniform mark score (UMS) can go up or down.

We aim to complete the enquiry within 20 days of acknowledging the request.

Please refer to part 10 in this section of the manual for details of Service 1 Clerical re-check availability for this series’ subjects/components.

4.2 EAR Service 2: Post-results review of marking of externally assessed components

This service will include:

the Clerical re-check (EAR Service 1) the review of marking of units/components by a senior examiner if requested, a copy of the reviewed script(s) for those components included

in ATS. A fee is levied for this additional service.

Note: This service is not available for internally assessed and externally moderated coursework. Please see Service 3 notes ( part 4.4) for this type of component. Please refer to the JCQ Post-Results Service booklet for detailed information regarding the regulations with respect to this service.

Please refer to part 10 of this section of the manual for details of Service 2 availability for units/components.Ensurethatyouhavespecifiedthepaper code as well as the unit code for any Service 2 application.

Candidates’ grades or uniform mark score (UMS) can go up or down.

Please note that Service 2 is available to individual candidates. Results for each candidate will be reported separately. Where more than one component is listed for a unit, the centre should

specify the component for which a Service 2 application is being made.

If a centre has particular concerns regarding the marking of a component in general, refer to part 4.6 of this section of the manual for information regarding extensions to Enquiries About Results.

Please note that additional component EAR requests, subsequent to an initial request, will delay communication of the outcome of the original request as the new additional component(s) will be added to the previously started ongoing request.

We aim to complete the enquiry within 30 days of acknowledging the request.

4.3 EAR Service 2 Priority (2P): Post-results review of marking of externally assessed components

This Post-results review of marking service offers the same services as outlined above but we aim to complete the enquiry within 18 days of acknowledging the request. This service is only available if the following criteria are met:

the enquiry is about a GCE or AEA a candidate’s place in further/higher education depends on the outcome applications must be submitted before the deadline to receivePriority Service 2

applications.

All applications not meeting the above criteria will be treated as normal Service 2 requests.

4.4 EAR Service 3: Post-results review of moderation of internally assessed/externally moderated coursework components

This service constitutes a review of moderation of a centre’s coursework by a senior moderator. Theserviceisnotavailabletoindividualcandidates.PleaserefertotheJCQPost-ResultsService booklet for detailed information regarding the regulations with respect to this service.

The review of moderation will:

be undertaken on the original sample of candidates’ work and will replicate the original moderation procedure

not be undertaken for the work of an individual candidate or for the work of candidates not in the original sample

include feedback similar to that provided following the original moderation not be undertaken when the centre’s coursework marks were accepted at the

original moderation.

Coursework submitted for review of moderation must:

be despatched to Edexcel within three working days of the Service 3 review of moderation request — failure to meet this undertaking will delay the outcome of the enquiry. If any work is not received within 10 days of the Service 3 review of moderation request, the enquiry will be closed be the original work submitted for moderation have been kept under secure conditions and not returned to the candidates.

Note: Address details will be confirmed upon receipt of your application. Where the centre does not provide the original sample of work, the enquiry will be closed without review of moderation taking place.

We aim to complete the enquiry within 40 days of the receipt of the enquiry. (The target time starts when the moderator receives the coursework sample from the centre or, in the case of Art & Design, 40 days of either the receipt of the work from the centre or 40 days of the centre visit.)

Please refer to part 10 of this section of the manual for details of Service 3 availability for units/components. The centre must specify the component to be reviewed.

This service cannot be undertaken on ephemeral units unless suitable evidence (such as video evidence)canbeprovided.Pleaseseethespecification/componentlistingsinpart10ofthissection of the manual for details.

Centres are advised to retain a copy of each candidate’s work before despatch. If work is lost in the post and a second copy of the original sample is not available, the enquiry will be closed.

4.5 Access to Scripts (ATS)Where possible, the ATS service is available for all GCE, AEA and GCSE externally assessed components. Components may be excluded due to their ephemeral nature or due to other special characteristics.

Please check part 10 of this section of the manual for component availability before completing anATSrequest.ForallGCErequests,pleaseensurethatthecomponentisspecified.

OncescriptsorthePDFfilehavebeendespatched,theycannotbereturnedtoEdexcelwitharequest for a refund.

Copied scriptsCopied scripts are only available if the following criteria are met:

for centres which have GCE/AEA requests for EAR purposes to allow them to make a decision on whether to go ahead with an Enquiry About Results the application must be submitted before the deadline.

Please note that these advance copy services ARE NOT available if requesting Priority Service 2 Enquiries About Results

Original scriptsAn original script service is available for all components with an ATS facility.

Please note that Edexcel cannot provide original copies of scripts that were marked online. Instead,acopyoftheonlinemarkedscriptwillbesent,asaPDFfile,totheuser’sEdexcelOnlinemailbox.

Please note that once an original script has been returned to a centre, an EAR request cannot be carried out. Please also note that once an EAR Service 1 or 2 has been completed, original scripts are no longer available.

OriginalscriptswillnotbemadeavailabletocentresbeforethedeadlineforreceiptofEnquiries About Results. Centres may however request copies of reviewed scripts at the same time as requesting an Enquiry About Results.

4.6 Extensions to Enquiries About ResultsWhereEdexcelissatisfiedthatanEARhasrevealedademonstrabletrendofsignificantunder-marking of a centre cohort, it will seek to address the issue via an ‘extended review of marking’. Such an extended review of marking may take one of the following courses of action as appropriate:

a partial extended review of marking of candidates’ entire scripts, or of selected questions or sections of a paper a total extended review of marking of all candidates in the centre cohort a statistical adjustment to the raw marks of the remaining candidates.

Edexcel monitors the outcome of all EARs. However, if a centre feels there is a demonstrable trendofsignificantunder-markingonapaper,itmustraisethematterwithEdexcelwithin14daysofthereceiptofthelastrelevantreviewofmarkingresultconfirmation.

Edexcel will authorise an extended review of marking only if it accepts that a demonstrable trendofsignificantunder-markinghasbeenrevealed.‘Significantunder-marking’isgenerallydefinedasachangeofmorethat5percentoftherawmarktotalofthepaper.Theevidenceof one EAR will not be accepted as a ‘trend’.

We hold the following criteria in mind when deciding upon an extended review of marking:

review of marking evidence is required from paid requests from a representative sample of 10 per cent of the centre’s cohort

the sample should be a minimum of eight candidates. In the case of very large centre entries where 10 per cent would be more than 30, centres need not submit more than 30 requests for review of marking

at least 50 per cent of the reviewed sample must have experienced under- marking

subject grade changes will not be used as a criterion to determine whether an Enquiry About Results should be extended.

Where Edexcel initiates an extended review of marking, candidates’ marks and subject gradesmayonlybeconfirmedorraised;marksandsubjectgradeswillnotbelowered.WhereEdexcel initiates an extended review of marking, centres will not be charged a fee.

5 Appeals

Following receipt of the outcome of an EAR, the centre may wish to appeal against the decision iftheyremaindissatisfied.Theheadofcentre(ordesignatedmemberofthecentre’sseniormanagement team or examinations manager) will be allowed 14 calendar days from the receipt of the outcome of the EAR during which an appeal may be lodged by writing to the following address:

Appeals cannot be accepted directly from candidates, their parents or other third parties acting ontheir behalf. However, private candidates may appeal directly without the support of the enteringcentre.

Appeals may only be lodged on the basis of whether the awarding body used procedures which wereconsistent with the regulatory authorities’ Code of Practice, and applied its procedures properlyand fairly in arriving at judgements.

The procedures which are open to investigation include the full range of processes involved in and leading to the award of grades: the setting of papers; marking and moderation; the grade award and EARs and administrative arrangements.

Note: The appeals process is not directly concerned with making judgements about the quality ofcandidates’ work, as this is the responsibility of senior examiners and moderators. Appeals do notnormally involve the further review of marking or moderation of work, unless the initial appealsinvestigation suggests that procedures were not followed during the EAR.

Centres may also appeal against decisions taken by Edexcel concerning special consideration cases, including cases where an aegrotat award has been made, and access arrangements. In these cases, thecentremaycontacttheappealsofficedirectly,withoutfirstrequestinganEAR.

When an appeal is lodged, Edexcel will carry out a preliminary appeals investigation. This will taketheformofafreshexaminationofallavailableevidenceandmayinvolveresearchofficers,subject-relatedassessmentstaffandseniorexaminingpersonnel.TheEARfilesandotherrelevantrecords will also be inspected for accuracy.

Each letter of appeal will be acknowledged within two working days of receipt, at which timefurther written guidance on the Edexcel appeals process will be provided. A letter, summarising theresults of the initial appeals investigation, will normally be sent within 21 calendar days of receiptoftheletterofappeal.Intheeventthattheappealsofficeisunabletocompleteitsenquirieswithin 21 days, the centre will be advised of the likely extent of any delay.

If,followingtheinitialinvestigation,thecentreremainsdissatisfiedwithEdexcel’sresponse,thehead of centre may request the opportunity to present the case in person at a hearing of theEdexcelappealspanel.If,followinganappealhearing,thecentreremainsdissatisfied,itmaysubmit an appeal to the independent Examinations Appeals Board (EAB).

Centres will normally be expected to contribute towards the costs of appeal investigations andhearings. The maximum amounts that will be charged are £120 per examination component for theinitial appeal investigation, and £100 for any subsequent appeal hearing. There is no requirementfor any fee to be submitted with the initial letter of appeal.

Centres will not be charged for special consideration appeals, and will not be charged for other appeals if the appeal is upheld.

6 Missing and incomplete results

Edexcel will provide an explanation on any of the following result reports without charge, once a centre has made a Missing and Incomplete Results (MIR) enquiry. We accept MIRs for all candidates over the telephone (see the Contact Information section of this manual for details). The following MIRs are shown on results documentation:

no result (shown as an ‘X’ on the results report) a result awarded on incomplete examination evidence (shown as a ‘#’ sign on the results report) resultpending(shownasa‘Q’ontheresultsreport) no result possible (shown as a ‘Y’ on the results report).

Please make sure you note your call reference number when making a MIR enquiry. This number should be quoted in all subsequent telephone calls relating to the MIR.

Waiving of EAR feesCentres will not be invoiced for EARs in the following circumstances:

for candidates who have cashed-in (i.e. have been awarded an overall subject grade in the subject concerned), fees will not be incurred where the EAR leads to a change in the overall subject grade for that candidate for candidates who have not cashed-in (i.e. have not yet been awarded an overall subject grade in the subject concerned), fees will not be incurred where the EAR leads to a change in the notional unit grade for that candidate.

Fees for Service 3 review of moderation will be calculated pro rata on the basis of the number of candidates who meet the above criteria.

8 Late requests for subject awards

When a candidate has received their unit results, they can decide whether or not they would like to claim an award. Late cash-in requests can be submitted for GCSEs in modular subjects, all GCE subjects, DiDA Awards, Functional Skills and Projects Levels 1 & 2 and the Extended Project. Please note that a late request to claim an award will incur a fee.

The closing date for Late Requests for Subject Awards for the January 2009 examination series is14 April 2009.

The closing date for Late Requests for Subject Awards for the June 2009 examination series is20 September 2009.

Requests for Late Subject Awards received after this date will not be processed and should be entered in a future examination session.

The original sample of candidates will be listed in this letter, and their work must be available for review of moderation for the request to be valid. Edexcel will make arrangements for a senior moderator to visit the centre.

Should the centre prefer to send the work for review of moderation to Edexcel, send the work to:

Centres must notify Edexcel upon receipt of the list of sampled candidates.

Centres will be liable for all associated costs, which will be calculated pro rata on the basis of the number of candidates who meet the criteria (listed in part 7 of this section of the manual). In cases where a senior moderator visits the centre, this includes the senior moderator’s fees, travelling expenses, subsistence costs and, if necessary, accommodation costs and teacher-release payments. The centre will not, however, be required to pay the standard Service 3 fees in addition.

In cases where the review of moderation of work is at Edexcel, standard Service 3 fees will apply, in addition to all postage and packaging costs.

The original sample per unit/paper across endorsements must be available for the request to be valid. It is possible to request an EAR on one unit or paper only, but review of moderation will not be undertaken on the work of one endorsement only in centres entered for multiple endorsements.

Centres will be informed of the outcome of their EAR request within 40 days of either the receipt of the work at the coursework centre or within 40 days of the centre visit. Centres will also receive a report giving feedback similar to that provided following the original moderation. Centres are reminded that work must not be returned to candidates until after the EAR deadline has passed.

9.2 GCE Drama GCSE Drama

For GCE Drama and Theatre Studies unit 2 (6342) and unit 5 (6345), GCE2008 Drama unit 2 (6DR02) and GCSE Drama 1699/02, an application for an Enquiry About Results (EAR) will only be accepted if a recording of the performance was supplied to the examiner within seven working days of the performance.

Note: The application for an Enquiry About Results request will be cancelled and closed, if a recording of the performance was not supplied to the original examiner within seven working days of the performance.

The standard fee for this Service 2 Post-results review of marking is £50 per candidate. Note: Centres can also request a copy of the examiner’s notes for GCE Drama and Theatre studies unit 2 (6342) and unit 5 (6345), and GCE 2008 Drama unit 2 (6DR02), which is available via the ATS service. A fee is levied for this ATS service.

9.3 GCE Modern Foreign Languages GCSE Modern Foreign Languages

For GCE Modern Foreign Language oral units, tapes are held at our processing centre and will be returned to centres after the EAR deadline. It is of great help in getting EARs closed promptly if centres submit all EAR requests pertaining to a language at the same time.

For externally assessed GCSE Modern Foreign Language oral components, the centre must despatch the oral tape(s) to the address below within three days of the submission of an EAR request.

If the oral tape(s) is/are not received within five days of the Service 2 Post-results review of marking request, the enquiry will be cancelled and closed.

If a centre is not in possession of the oral tape(s), please contact the Post-Results team immediately.

A list of the candidate(s) for whom an EAR has been requested should be included with the tapes. However, this does not apply to the following GCSE languages – Arabic, Chinese, Japanese, Modern Greek and Russian - as tapes will already be held at our processing centre.
