Kitchen garbage from other than EU countriesmustbeputinayel lowplasticsackdeliveredonthevesselbytheportquards.Thesackmustbe deliveredfurtherontothelockedyellowplasticcontainer,CATEGORYI.The sacksarebroughtontotheshiponrequest.
Mixed Waste
Mixedwasteissuchwaste,thatisproducedbythepersonnelofthevesselas aresultofnormalactivities.Mixedwastecanbecomparedtohousehold wastessuchasgarbage,domesticwasteandotherwastecomparabletosuch toitscharacterandconsistencyconsideringtransportationandtreatment.

Special instructions when using the All Weather Terminal Don´tdriveintheshipbefore:- thetrafficlightshowsgreen- thelinesmengivetheallowancetodrivein- theheightoftheforemastislowerthan23,5meterfromthewaterlevel(the dooris24meterfromMW+/-0),theforemastmustneverexceedtheheight of23,5meterwhilebeinginsidetheterminal- an extralineisreadytogivetothelinesmenforfasteningtothefirewire ashore.Thelineshouldnotbethenormalmooringline,whichisfastenedon thebollard,butanextraline,whichcanbeusediftheshiphastobetowed outfromtheterminalbecauseoffire.
Toavoidsmokefromthechimney,leavethebridgeoutsidetheterminalabout 1–2metersfromthecurtaindoor.Thisdoorandthesidecurtainswillbe closedaftertheshipismoored.

Suchaninformationmustincludeatleastthe:• Correcttechnicalnameofthegoods• IMDG-Class• UN-number• Amountofcargo• Typeofpackages UnitpackingmustbemarkedwithstickersinaccordancewiththeIMDG-code. Inaddition,advanceenquiry7daysbeforeisrequiredforIMDG-goodsofclass 1,4,6.2and7andwhenlargequantitiesofanydangerousgoodshastobe transported.

4. Theship´smasterwillreceiveacodenumberforthecrewmemberstouse at the gate. Thecodeisworkingduringthestayofthevessel.Anybody,whoispassing throughtheharbourareahastobepreparedtoprovehisidentitythroughthe presentationofavaliddocumentofhiscountryonrequest. Therefusalofaproofwillresultinrefusaloftheadmissionandconsequently thepossiblebanishmentfromtheportarea. It´s pointed out explicitly that entry and exit are allowed only via the main gate from the general port and via the gate for pedestrians/ve hicles from the deep port.
5. Whensecuritylevelrisestolevel2allpersonsleavingtheshiporenteringthe portareaaretobeguidedtheshortestwayfromgatetoshipandviceversa. Identitycardshastobeshownandinspectionofluggageistobeallowedwhen requested.
6. Whensecuritylevelrisestolevel3nobodyisallowedtoleavetheshipand entertheportwithoutpermissionfromthePFSO.Theshipshouldbe preparedtoleavetheportwithin½anhourandithastofollowtheinstruc tionsfromthePortAuthorities. Safety instructions while opening or closing hatches Beforeopeningorclosingthehatchcoverstheloading,dischargingorsecur ingoperationshavetobeinterrupted.Theofficerinchargeofloading/discharg ingisresponsibleforthatpersonsinthevicinityofhatchcoversarewarned whentheyareabouttobeopenedorclosed.Nopersonshouldbepermitted tobeintheholdoronthehatchcover,whenitisabouttobeopenedorclosed.

TherulesandinstructionsofthesePortRegulationsshallbefollowedontheport areaadministeredbyPortofKokkola. ThePortCompanywillinformthepolice,whowillinvestigateanybreachoflaws andregulationsaswellasanysuspectedcrime. TheMasteroragentofthevesselandotheroperatorsoftransportmustsubmitall informationnecessarytothePortAdministrationforchargingtheportduesand promotingofsafetyofthePortandthevesseltraffic.
Fishinginanaccesschannelorfromabridge,intheharbourbasin,onthequayor othersimilarlocationswhichcausesanobstruction,isprohibited.Swimminginthe harbourbasinandintheaccesschannelsisprohibited.Openingachanneloutside thepublicnavigationchannelispermittedonlyifauthorizedbythePortCompany.

Anypersonwishingtogainaccesstotherestrictedportareamustuponre questpresentanidentificationcardoraccesspermitapprovedbythePort Companyorintheabsenceofthis,providethenecessaryinformationforgranting themaccess,.Anyunauthorizedpersonsfoundinsidetheportareamayberemoved, ifnecessarywiththeassistanceofPolice,CustomsandBorderGuardAuthorities. EverybodyisobligedtoprovidetothePortCompanyanyinformationthatmaybe significantforthesafetyofthePortandforthesafetyoftheportandtheshipping, assetoutintheISPSCode.

WhilethevesselisinPort,itshallnotifythePortCompanyforaccesscontrolpur posesofanyinboundandoutboundmovementsofpersonsandservicestotheves- sel.
DeclarationsofcargoclassifiedashazardousshallbemadeinaccordancewithItem 8. Othersafetyinstructions,suchaspassagepermits,canbefoundinthePortSafety Guide.
3. Operator in the port area
TheoperatorintheportareashallagreeinwritingwiththePortCompanyonthe executionaswellasthesafetyoftheiroperations.
4. Managing environmental issues Operatorsintheportshallintheiractivitiesabidebythevalidenvironmentpermits andadjusttheiractivitiestothestipulationstherein.Inaddition,thecompaniesshall followtheseparateinstructionsissuedbasedonthesepermits.
Operatorsintheportareashalldesignateacontactpersonforthemanagementof theenvironmentalissues.
TheoperatorsshallallowthePortCompanytocarryoutanyinspectionsthatare necessaryfortheexecutionandmonitoringofthegrantedenvironmentpermits forportoperationsinpremises,machinesandequipmentusedintheareacovered bytheenvironmentpermit.
TheoperatorsshallfreeofchargeprovidethePortCompanywithallinformation necessaryforcomplianceoftheprovisionsofthepermit,aswellasparticipate ininvestigationsrequiredintheprovisionsofthepermitwhenthesearedirectedat theoperationsintheportareaofthecompanyinquestion. 5. Use of machines, equipment, etc. owned by the Port Company.
ThePortCompanyshall,whenrequestedplaceitsownedcranes,withdrivers,and terminals,warehouses,fieldareasandotherportinfrastructureatthedisposalofa contractualoperator,atchargesaccordingtothevalidtariff,orasagreed.

Theoperatorisresponsiblefortheplanningandsupervisionoftheworkperformed withtheabovementionedequipmentofthePortCompanyandisobligedtoreport anydetectedfaultordefect.
Anoperator,towhosedisposalthePortCompanyhasplaced,asdescribedabove, craneswithdrivers,terminals,warehouses,fieldareasandotherportinfrastructure, mustincludetheseelementsintheirplanning,executionandmonitoringofthework performanceofsaidoperator.Alsoanysafetyissuerelatedtotheperformanceof theworkinquestionmustbeconsidered.
6. Vessel’s waste management
Thewastemanagementstipulations,collectionpointsandcontactpersonsofthe Portarepresentedinthevalidguidelinesforships’wastemanagementofthePort. TheMastershallensurethattheships’wastemanagementguidelinesofthePortare compliedwithinthehandlingandsortingofwastes.
7. Cleaning instructions for ships and cargo handling
TheMasterofthevesselshallensurethatnosubstancesorwastecontaminatingthe environmentaredischargedfromthevessel,andthattheoperationsoftheship doesnotcauseanydisadvantagetootherusersofthePort.Beforeandwhile thevesselismoored,itsdrains,ballastwaterandotheroutletsshallbecoveredto preventwaterorsewagefromrunningontothequay.
ItisthedutyoftheMasterofthevesselorthedeclarantofthegoodstoimmedi- atelynotifythePortCompanyofanygoodsthathavefallenintothewateroranyoil oranyotherpollutantthathasleakedintothewaterandtotakeappropriate measuresfortheirremoval.
TheOperatorsandthosehandlingcargoontheirbehalfinthePortshalltakeneces- sarystepstopreventunduedirtandnoiseduringhandling.Thecargohandlerand thoseworkingontheirbehalfshallensurethatanywaste,cargopalletsandcovers arecarriedtotheappropriatelocationsandthatanysoiledareasarecleaned. Theoperatorisresponsibleforanywasteresultingfromtheiractivityintheport area,andimmediatelyaftertheterminationoftheactivitytheyareresponsiblefor thecleanupoftheresultingwasteandthedisposalofitintheappropriatemanner.If theoperatorneglectstheirobligationtocleanthePortCompanyisentitled todisposeofthewasteattheexpenseoftheoperatorandtochargeacleaningfee inaccordancewiththevalidtariff. Incasethehandlingofgoodscausesdustornoisethatisharmfultotheenviron- ment,thePortCompanymayinterruptthehandlingofsuchgoods.6.3.2019

8. Notifications to the Port Company
Thetrafficoperator,agentormasterofavesselarrivinginthePortmustenterthe advancenoticesrequiredbytheVesselTrafficServiceActandthewastenoticesinto thePortNetSystem.Thenoticemustbegivenatleast24hoursbeforethearrivalor atthelatestwhenthevesselleavesaportinthedirectionofaFinnishport.If thedestinationwillbeknownonlyduringthevoyage,thenoticeshallbegivenatthe latestwhenthedestinationisknown.Inaddition,afinalarrivalnoticemustbegiven bythevesselwhenithasarrivedatitsdestination.
Thetrafficoperator,agentormasterofaseagoingvesseldepartingfromaFinnish portoranchorageshallpriortothedepartureofthevesselgiveadeparture noticeusingthePortNetSystem.Inaddition,anoticestatingitsfinaldeparturetime mustbegivenbythevesselwhenithasdeparted.
LeisureboatsthathavebeenauthorizedinwritingbythePortCompanytomoorin theportneednotenterintothePortNetSystemanoticeofarrivalatthePort,but shallinaccordancewiththeISPSCode,submitanotificationofthecrewandpas- sengersoftheboattothePortCompany.
VesselsownedbytheFinnishStatearealsoexemptedfromenteringanoticesinto thePortNetSystem.Aberthshall,however,alwaysbereserved.
Regularschedulesofpassengerandcargovessels,andchangestherein,shallbedis- cussedwiththePortCompanywellinadvance.
Notificationofanytug,water-bus,fishingtrawler,bunkerbargeorothersimilarves selengagedinacommercialactivityandoperatinginoroutofthePortshallbe giventothePortCompanybeforetheinitiationofanyactivity.
AdvancenotificationofgoodsclassifiedasdangerousshallbegiventothePort Company24hoursbeforesuchaconsignmentisbroughtintotheportarea,unless otherwiseagreed. GoodsclassifiedasdangerousaresubstanceslistedintheInternationalMaritime DangerousGoods(IMDG)Code,theEuropeanAgreementontheInternational CarriageofDangerousGoodsbyRoad(ADR)andtheRegulationsconcerning theInternationalCarriageofDangerousGoodsbyRail(RID). Inaddition,whentransportingparticularlydangerousgoodsorlargequantities ofdangerousgoods,itisnecessarytoensureinadvancethattheconsignmentmay bebroughtintotheportarea(advanceenquiry).

Ifthevesselisarrivingfromanareacontaminatedbyagenerallydangerousdisease orifapersononboardthevesselhasduringthecrossingfallenillwithadisease, thatisgenerallydangerous,suspectedtobecontagiousorisunknown,notification ofthisshallingoodtimebegiventothePortCompanyandadvicebythePort CompanyshallbeawaitedbeforearrivingatPort.
Ifananimalhasdiedorbecomeseriouslyillonboardduringthecrossing,notification ofthisshallbegiventothePortCompany,inordertoreceiveinstructionsfromthe veterinaryauthorities. 9. Arrival of the vessel and berthing in the Port
Themaximumspeedpermittedisindicatedbymeansofwatertrafficsigns.The speedshallbeadjustedsothatitdoesnotcausedamage,inconvenienceordanger.
Pilotageisnotcompulsoryintheportarea.Theseapilotsarepermittedtopilotin theharbourareaattherequestoftheship’smaster.
ThevesselshallbemooredoranchoredatthelocationindicatedbythePortCom- pany,anditmaynotbemovedtoanotherlocationwithoutpermissionfromthe PortCompany.TheberthsaremainlyallocatedintheorderofarrivalinPort.The PortCompanycanmakeanexceptionfromthisonacasebycasebasis.
TheMasterofthevesselshallbeawareofthecurrentwaterdepthattheberth.
Whilemooringandcastingoffthevesselaswellaswhilethevesselismooredat berth,necessarycareshallbetakentoavoiddamagingthequayandcranesonit,as wellasanyfixedequipmentandconstructionslocatedonit.ThePortCompanycan alsoorderthevesseltousetowingassistancewhenmooringandcastingoff.
Useofanchorsonthequaysideisforbidden.Whenmooredtothequay,thevessel shalluseasufficientnumberoffenders.
Gangwaysandaccommodationladdersshallbefittedwithhandrailsandprotective nettingandshallbeilluminatedduringthehoursofdarkness.
Davits,derricks,cranes,accommodationladdersandotherequipmentreachingover thevessel’ssidesshallbepositionedsothattheydonothamperthemovementsof thecranesonthequaynorvesseltrafficontheseawardside.
Propellersofaberthedvesselmayonlyberunatdeadslowspeedfortestingwhile standingbyfordeparture,exceptwhenotherwiseagreedwiththePortCompany.

ThevesselshallbemovedtoanotherberthifthePortCompanysodecides. Anyvesselintheportarea,unlesslaidup,shallbeadequatelymannedtoen- ableshiftingmanoeuvresatanytime.
Tankerstransportingdangerousgoodsand,whenorderedtodosobythePort Company,anyothervesselshallaftermooringpayouttwotowinglinesfor emergencytowing,oneforeandtheotheraftatthevessel’sseawardsidewith theeyeletsclosetothewatersurface.
Mooringalaid-upvesselinthePortrequiresthepermissionofthePortCompany. Thevesselshallbemooredintheplaceandmannerasinstructedandapprovedby thePortCompany.Theownerorthepartyinpossessionofthevesselshallensure thegoodqualityandconditionsofthemooringsatalltimes,sothatthevesselcan notshiftduetochangesintheseawaterlevel.
Theownerortheagentofalaid-upvesselshallentrustthemaintenanceoftheves seltoareliableperson,whosenameandaddressshallbegiventothePortCom- pany.
Boatsusedforrecreationalpurposesshallavoidunnecessarymovementsinthehar- bourareaandalwaysgivetherightofwaytocommercialvessels.
Boatsreferredtoabovemustnotwithoutpermissionbemooredonberthsde- signedforloadingorunloadingofvessels,onbeaconsorothernavigationmarksor elsewherewheretheymayobstructtraffic. 10. Unloading, loading and storage of goods
Whileunloadingandloadinggoods,careshallbetakennottodamagestructural partsofthequayorportequipmentusedintheloadingorunloadingoperations. Whenplacingheavycranesonthedock,thecraneownershallcheckthebearing capacityofthequaywiththePortCompanyandobtaintheirapprovalforthe location of the crane. Goodsorcargounitsmaynotduringtheloadingorunloadingoperationsbeplaced inthewayofquaycranes,onthequay,streets,passages,infrontofwarehousedoors, ontopoffirehydrants,infrontoflife-savingequipmentoranywhere,wherethey maypreventtheuseoftheseorinterferewithtraffic.
Anyprivatelyownedstevedoringgearandworkmachineryusedintheportarea shallbemarkedwiththenameorlogooftheirowner,andincaseofmachineryalso withanIDnumber.Stevedoringgearandworkmachinerymaynotbeleftonthe quayareaaftertheworkhasended.

Dangerousgoodsshallbeunloadedandloadedontheconditionthatthey,with theexceptionofbulkgoods,havebeenmarkedwithappropriatelabels,forexample withIMDGCodemarkings,orthattheyarepackagedinconformitywiththeafore- mentionedCodeorinanotherappropriatemanner. Ifsuchdangerousgoodsarenotlabelledorpackagedasdescribedabove,thePort Companymayforbidtheirunloadingfromthevesselandtheirtransportbylandto thePortareaforloading,orundertakeothersafetymeasures.
Whenunloadingandloadingdangerousgoodsinbulk,themasterofthevesselor thedeclarantofthegoodsshall,ontherequestofthePortCompany,arrange forefficientsurveillanceandtakeothersafetymeasuresattheircost.Theaccess ofunauthorizedpersonstotheunloadingandloadingareashallbeprevented bywarningnoticesandappropriatebarriers.
Whenliquidfuelsareunloadedandloadedintheoilport,theownsafetyguidelines oftheport/terminalshallalsobeadheredto.
Ifverminsarefoundinthecargoofavessel,unloadingshallceaseimmediately.The masterofthevesselisobligedtoreportthistothePortCompanyandtoawait theiradvicebeforecontinuingtheunloading.
Whenstoringgoodsintheportarea,storageinstructionsmustbeadheredto. Goodsthatcauseinconvenienceordamagebecauseofaleakage,smelloranyother reasonshallbeimmediatelyremovedfromtheportareabytheirowner.
ExplosivesandradioactivesubstancesmayonlybestoredinthePortareaifpermit tedbylaworstatutoryactorifpermissiontodosohasbeengrantedbasedonlaw orstatutoryact. 11. Road and rail traffic
ThetrafficintheportareaisgovernedbytheprinciplesoftheRoadTrafficAct.The highestpermissiblespeedofvehicles,theparkingareasandothertrafficarrange- mentsareindicatedbytrafficsigns.
Allvehiclesshallgivewaytotrains,passengerpassagewaysandcranesmovingon rails,andotherequipmentonrails.Parkingonthetracksofcranesortrainsis prohibited
Vehicles,whichexceptionallyaremovinginworkandquayareas,shalluseflashing lights.CEmarked,visible,protectiveclothingshallbewornwhensteppingout ofavehicleinworkorquayareas. Theuseofmotorvehiclesonicecoveredwaterareasisseparatelyregulated.

12. Life-saving rules
Thecompaniesworkingintheportareamustdesignateacontactperson,whois responsibleforthemanagementofsafetymattersandparticipateinthepreparation ofthelife-savingplans,theacquisitionofnecessaryequipmentanddrills,withashare thatisproportionatetotherisksoftheiractivities.
Anymarkedfirepassageinthewarehousesandstorageareasintheportareaas wellasroutestothefirehydrants,firewellsandfireextinguishingpipesshallbe keptclearatalltimes.Thefire-fightingandlife-savingequipment,automatic firedetectionandlife-savingappliances,aswellasautomaticfiredetectionand extinguishingdevicesshallcontinuouslybekeptinworkingorderatalltimes andportablefireextinguishersshallbeeasilyaccessible.
AllfireworkrequirespermissionbythePortCompany. Ifthecargoofavesselincludesinflammablegoods,themakingofopenfires,repair workproducingsparksandsmokingareprohibitedontheopendecksofthevessel aswellasinthevicinityofthevesselbothonthequayandonthewater.
Atankershallimmediatelyaftermooringbeearthedbymeansofanearthcable. Thisearthcablemayonlybedisconnectedwhenthevesseldepartsfromtheport. Theventilationofsuchtanksonboardthevesselwhereinflammablesubstanceshave beencarriedisprohibitedwithoutthepermissionofthePortCompany.
Openfireandsmokingoutdoorsisprohibitedonquaysandinstorageareasfor inflammableliquids.Thisprohibitionalsoappliestothewaterareawithina50meter radiusofthestorageareas,quaysandvessels.
ThecrewofvesselsinthePortshalltakepartaccordingtotheircapabilityinthe rescueoperationsandtheremovingofvesselsfromlocationsunderriskaccording totheinstructionsoftheauthorities.
13. Measures in the event of damages and violations
Ifavesseloraboathasrunaground,submergedorsunk,itsownerorthepartyin possessionofitshallremoveitassoonaspossible.
Ifthesunkenvesselorotherobjectinthewatercausesdangerorobstructionto thetraffic,itsownerorthepartyinpossessionofitshallmarkitwithwarning signs.Ifthisisnotdone,thePortCompanyshalltakecareofthemarkingatthecost oftheownerorthepossessor.

Ifthequayorotherportequipmentisdamagedbyaportuser,thedamageshallim- mediatelybereportedtothePortCompany.ThePortCompanywillaftersuch anincidentarrangeforasurveytoestimatethecostsofthedamage.Theparty,who hascausedthedamage,willbeinvitedtoattendthesurvey.
Ifavessel,aboatorgoodshasbeenplacedintheportareawithoutpermissionor otherwiseinamannerthatisinviolationwiththePortRegulationsorobstructs trafficandthemaster,haulier,ownerordeclarantdoesnotarrangeforhavingthem removed,theycanberemovedbythePortCompanyatthecostoftherelevant party.
Ifanygoods,machineryorvehicleisplacedinthelandareaoftheportagainstthe stipulationsofthePortCompanyandthemaster,haulier,ownerorpossessordoes notarrangeforhavingthemremoved,theycanberemovedbythePortCompanyat thecostoftherelevantparty. ThePortCompanymayrefuseanypersonthatbreachesanyofthestipulationsof thesePortRegulationsentrytotheportarea.Inadditiontheviolatorisobligedto payforalldamagesandexpensesthattheyhavecaused.Anybreachoflawsand regulationswillbepunishedaccordingtorelevantlegislationinforce. 14. Demands for compensation and limitation of responsibility ClaimsordemandsforcompensationsfromthePortCompanyshallbesubmitted withoutunduedelay.Iftheclaimismadelaterthan30daysaftertheeventor fromthedatethesufferernotedtheevent,theclaimantwilllosetheirrightof appealiftheclaimantisanentrepreneur.
AcomplaintagainstthePortCompanymustbelodgedwithinoneyearfromthe dateofthedamageorthesuffererwasinformedofthedamage.Theclaimshallbe broughtbeforethecourtinthedomicileofthePortCompany,unlessotherwise agreed.ThecourtshallbegovernedbyFinnishlaw.
