12,000 districts nationwide (92%) believe they will operate at a deficit *

Declining participation experienced across the 49 states, cuts revenues for school districts already grappling with higher food and labor costs, the USDA estimates the regulations will force schools to

absorb $1.2 billion in new food and labor costs this fiscal year. *
