Ensure fulfillment of provisions of the law No (7) of 2015 concerning airspace security and safety in Dubai Emirate.
Develop and implement policies pertaining to obstacle control, height zoning and urbanplanning in the Emirate of Dubai.
Ensure that obstacles control and flight procedures design processes meet ICAO and Federal Standards.
Approve structure heights within Emirate of Dubai as per established limits.
Ensures new constructions endorsed by DCAA do not reduce capacity of airspace.
Remove obstacles that may pose hazards to air navigation, impact regularity or cost- efficiency of flights.
The hazard of standalone cranes or cranes over approved structures
Rising of new structures and the utilization of all types of cranes, potentially impose the hazards and/ or constraints for air navigation of commercial and general aviation. The hazard in the context of this brochure meant violation of the vertical or lateral separation between aircraft and obstacle or likelihood of a collision.
Even relatively low structures and cranes to be raised in the vicinity of aerodromes may pose a hazard for departing and landing aircraft those are on the most critical phases of flights. While, taller structures outside of aerodrome environ may jeopardize the safety of air navigation of general aviation, like recreational flights, flights of military or police aircraft.
In certain cases, even utilization of crane above existing building, jeopardize the safety orcost-efficiency of flights.
DCAA is vested with authority to ensure that new structures do not impact the safety of airnavigation in the Emirate of Dubai or reduce required airspace capacity.
DCAA, to meet demands of aviation and other economy sectors, implemented complex obstacle control processes, enabling seamlessly meet goals by all players. Those obstacle control processes include assessment of impacts, monitoring of critical areas, eradication of violations, developing of mitigations measures, if applicable.

Obtaining DCAA NOC for crane height via DCAA E-Services
How to apply for the Crane operator NOC Process
Information to be submitted
Visit the DCAA website for getting familiar with approval process or contact directly AirspaceSafeguarding Section if you seek clarification of any particular subjects.
For obtaining DCAA's approval for crane operations, category of "Issuing No Objection Certificate For Crane Operation" shall be sought. This service enables customers to obtain a No Objection Certificate for use of tower crane, mobile crane or other construction equipment.
DCAA normally makes NOC available for applicant within 5 working days.
Cover letter;
Plot number;
Location (geographical coordinates);
Height of crane above ground level and sea level (DMD level also acceptable);
Proposed schedule of work.

Make sure that crane height does not exceed established limits or obtain DCAA NOC for crane height. Safe limits to be applied in the context of crane use are depicted in the enclosed height zoning map that can be used for reference.
Make sure you have a valid NOC or apply for new one;
Make sure that actual height of crane does not exceed vertical limits being endorsed by DCAA;
Check with DCAA whether additional vertical limits required for mounting or dismantlingequipment are available;
Make sure that crane is marked during day time and lit with aircraft warning (medium intensity) lights 7 days per week in accordance with ICAO Annex 14 and DCAA NOC;
Inform DCAA when equipment is longer being used.
Regulation and Penalties
For extreme heights or cranes to be used in very critical locations, DCAA may request to provide aeronautical study to expedite approval process.
