4. Project Description

The Plantation Road streetscape improvement project encompasses the length of Plantation Road (Route 115) from Interstate 81 to Williamson Road (Route 11) a distance of nine-tenths of one mile. Proposed streetscape and multimodal improvements include sidewalks, striped bicycle lanes and two shared use trails extending 1) along Walrond and Enon Drives to Walrond Park; and 2) along Friendship Lane to the proposed Hollins University segment of the Tinker Creek Greenway. Additional improvements include a pedestrian refuge islands with a crosswalk, pedestrian signals at the existing Gander Way/Friendship Lane and Williamson Road signalized intersections, street trees, historic pedestrian-scaled lighting, landscaped medians, a Hollins community gateway sign, improved landscaping at Interstate 81 and at Williamson Road, drainage improvements, retaining walls where needed and possible right-of-way acquisition. This project is currently split into three phases: 1) Gander Way/Friendship Lane to Hitech Road; 2) Hitech Road to Williamson Road; and 3) Gander Way/Friendship Lane to Interstate 81.

CENTER, ON TUESDAY, NOVEMBER 17, 2009

RESOLUTION 111709-10 REQUESTING THE COMMONWEALTH

TRANSPORTATION BOARD ESTABLISH AN ENHANCEMENT

PROJECT FOR PLANTATION ROAD IN ROANOKE COUNTY, VIRGINIA

WHEREAS, in accordance with the Commonwealth Transportation Board

construction allocation procedures, it is necessary that a request by resolution be

received from the local government or state agency in order that the Virginia

Department of Transportation program an enhancement project in Roanoke County.

NOW, THEREFORE, BE IT RESOLVED, that the Roanoke County Board of

Supervisors requests the Commonwealth Transportation Board to establish a project for

the improvement of Plantation Road in the form of pedestrian and bicycle

accommodations as well as streetscape improvements.

BE IT FURTHER RESOLVED, that the Roanoke County Board of Supervisors

hereby agrees to pay a minimum 20 percent of the total cost for planning and design,

right-of-way, and construction of this project, and that, if the Roanoke County Board of

Supervisors subsequently elects to cancel this project the Roanoke County Board of

Supervisors hereby agrees to reimburse the Virginia Department of Transportation for

the total amount of costs expended by the Department through the date the Department

is notified of such cancellation.

following recorded vote:

PROJECT DESCRIPTION

The Plantation Road Bicycle, Pedestrian and Streetscape Improvement project relates directly to and substantially improves upon Plantation Road, a portion of Roanoke Countys surface transportation infrastructure. The project encompasses the length of Plantation Road (Route 115) from Interstate 81 to Williamson Road (Route 11) a distance of about nine-tenths of one mile. The Plantation Road project is split into three phases: 1) Gander Way/Friendship Lane to Hitech Road; 2) Hitech Road to Williamson Road; and 3) Gander Way/Friendship Lane to Interstate 81.

The Plantation Road project qualifies for the Transportation Enhancement Program under Bicycle and Pedestrian Facilities as well as under Landscaping and Scenic Beautification. Proposed streetscape and multimodal improvements include sidewalks, striped bicycle lanes and two shared use trails extending 1) along Walrond and Enon Drives to Walrond Park; and 2) along Friendship Lane to the proposed Hollins University segment of the Tinker Creek Greenway. Additional improvements include landscaped pedestrian crossings, pedestrian signals at the existing Gander Way/Friendship Lane and Williamson Road signalized intersections, street trees, historic pedestrian-scaled lighting, landscaped medians, a Hollins gateway sign, improved landscaping at Interstate 81 and at Williamson Road, drainage improvements, retaining walls where needed and possible right-of-way acquisition. Other pedestrian amenities considered include benches and waste receptacles.

CURRENT REQUEST

Roanoke County requests $676,695.62 dollars for the 2010-2011 Fiscal Year Transportation Enhancement Program. The features to be constructed with this funding include sidewalk on the western side of Phase 1 with an associated six-foot-wide grass strip, curb, gutter, and storm drain. Two pedestrian crossings with landscaped medians would also be constructed with this funding. Please refer to the Portion of Phase 1 Project Budget in Section 3 for further detail.

B. Project Title: Plantation Road Bicycle, Pedestrian and Streetscape Improvements

C.1. Demonstrated Need

Safety

Plantation Road between Interstate 81 and Williamson Road (US Route 11) was widened in the late 1980s to a mostly undivided, five-lane-wide, shoulder and ditch section measuring nine-tenths of one mile long with straight and slightly rolling characteristics. Plantation Road is classified as an Urban Minor Arterial by the Virginia Department of Transportation (VDOT). In some locations along the eastern side of Plantation Road, a wide, paved shoulder is provided. With only one signalized intersection at Gander Way and Friendship Lane between Interstate 81 and Williamson Road, these combined characteristics easily enable vehicle speeds that exceed the posted 45 mile-per-hour speed limit.

The 2008 Annual Average Daily Traffic Estimates for the segment of Plantation Road between Williamson Road and Indian Road totaled 15,000 trips and the segment between Indian Road and Interstate 81 measured 13,000 trips. Heavy truck traffic is common in this area due to the proximity of the interstate as well as the need for business deliveries along Plantation and Williamson Roads. The volume and speed of traffic traveling on Plantation Road often causes difficulties for area drivers turning left onto Plantation Road from side streets.

Because of these challenges, executives at ITT have expressed a desire for a pedestrian-safe environment along Plantation Road. With appropriate pedestrian crossings as planned for in Phase 1 between ITT and BSC Ventures/Double Envelope and between Wachovia and Sunnybrook Garage, they anticipate that employees will leave their cars in the parking lot and walk to lunch instead. In addition, ITT owns and utilizes buildings on both sides of Plantation Road and improved pedestrian crossings would enable ITT employees to easily walk between buildings.

Despite these challenges, pedestrians currently walk along the paved, gravel or grass shoulders along Plantation Road. As described by an employee of Sunnybrook Garage located at Plantation Road and Walrond Drive, many employees from Wachovia and ITT situated across Plantation Road drop their cars off for service and dash back across the road on foot. The reverse dash is also common when employees retrieve their cars. A bicyclist was also witnessed recently riding along Plantation Road and turning onto Lila Drive, most likely destined for work at either Wachovia or ITT.

In May, 2008, a Pedestrian Study was completed by VDOT to assess the need for pedestrian signalization at the existing signalized intersection at Williamson Road and Plantation Road. The

study was undertaken as part of the Hollins Area Plan that was adopted by the Board of Supervisors on November 11, 2008, as a component of the 2005 Roanoke County Community Plan. The study concluded that enough pedestrian traffic was present at this intersection to warrant a single-leg, count-down-style pedestrian signal to cross Williamson Road. Many of these pedestrians are residents of Hollins Manor, a home for mentally-challenged adults. Other frequent pedestrians include Hollins University students walking from Campus to area businesses. While there was not funding for the pedestrian signalization to be completed at the time, the estimate for upgrading all four approaches to enable all pedestrians to safely cross Williamson and Plantation Roads is included in the scope of this project as part of Phase 2. Additional pedestrian signalization is proposed for all four legs of the Gander Way/Friendship Lane intersection as part of Phase 3.

To better control access to properties and businesses along Plantation Road, landscaped medians and coordinating left turn lanes are proposed for portions of the center lane. Right turn approaches to businesses will also be analyzed to determine opportunities for entrance narrowing and coordination. The proposed improvements are anticipated to slow vehicle speeds and to assist pedestrians at entrance crossings.

Where no such accommodations currently exist, the proposed pedestrian and bicycle facilities will greatly increase safety along Plantation Road. Sidewalks for pedestrians, bicycle lanes for bicyclists and shared-use trails for both types of users are proposed to be located separate and apart from the existing Plantation Road travel lanes. The proposed pedestrian signalization improvements to the two existing signalized intersections at Gander Way/Friendship Lane and at Williamson Road as well as the planned pedestrian crossings between ITT and BSC Ventures and between Wachovia and Sunnybrook Garage will enable safe pedestrian crossings at four locations along Plantation Road where none currently exist. Access management changes for existing properties and businesses will also increase safety for all users.

Non-motorized Transportation

Bicyclists and pedestrians currently utilize Plantation Road without any kind of bicycle or pedestrian accommodations. By adding bicycle lanes, sidewalks, shared-use trails, pedestrian crossings and pedestrian signalization, not only will the use of Plantation Road by non-motorized modes of transportation increase, but these movements will also be made much more safely. Area employees, residents, students, customers and visitors will utilize the bicycle and pedestrian improvements once they are constructed.

Economic

Plantation Road is unique to Roanoke County as it is developed by industrial uses, several different types of commercial businesses and private residences. Most of this development occurred in the 1950s and 1960s before and during the construction of Interstate 81. This segment of Plantation

Road contains the largest employment base in Roanoke County with 4,000 employees between ITT, Wachovia/Wells Fargo and BSC Ventures/Double Envelope. The Plantation Road exit off of Interstate 81, Exit 146, is the most heavily developed of any of the five County exits on Interstate 81. There are 400 guest rooms between four hotels located here and two new hotels are planned. A new retail complex visible from the interstate anchored by Gander Mountain and Camping World is poised for additional commercial development with two to three development-ready outparcels. Single-family neighborhoods such as Carvins Meadow and individual homes are located directly adjacent to Plantation Road. Many of the homes fronting on Plantation Road are either for sale or have been purchased by businesses. Roanoke County staff anticipates redevelopment of these homes and parcels in the near future for commercial and industrial uses. In the immediate Hollins area, Walrond Park, one of the Countys nicest and busiest parks, is just off of Plantation Road to the west surrounded by the Waldron Court and North Burlington Heights residential neighborhoods. Two light industrial parks, New Century Industrial Center and an industrial park on Milk-A-Way Drive, are situated just off of Plantation Road to the east. Hollins University, Roanoke Countys only four-year university, is nearby on Williamson Road with 900 students enrolled. Also located on Williamson Road close to the intersection of Williamson Road and Plantation Road is Hollins Manor, a residential facility for mentally-challenged adults. Williamson Road (US Route 11) preceded Interstate 81 as one of several major thoroughfares through the Roanoke Valley and through the Commonwealth of Virginia. The current retail, restaurant and lodging development along Williamson Road reflect this history.

Executives at nearby Camping World on Gander Way eagerly anticipate the completion of these improvements. Pedestrian and bicycle connectivity to the Tinker Creek Greenway and Walrond Park, in particular, would allow their customers to tour the area and exercise while waiting for their recreational vehicles to be serviced.

Plantation Road hotel owners are frequently asked by their guests for jogging routes. The sidewalks, shared use paths and greenway connectivity will provide desirable routes for hotel guests to exercise while staying in Hollins. Additionally, youth sports teams often stay at these hotels for tournaments held at Walrond Park. The new pedestrian infrastructure proposed will enable athletes to easily walk to the fields as well as to nearby restaurants for meals.

Regional retailers Gander Mountain and Camping World are major destinations not only for Roanoke Valley shoppers, but also for motorists traveling Interstate 81. The combination of sidewalks, street trees, pedestrian-scaled lighting and enhanced landscaping will encourage these travelers to look beyond these retailers to see what Hollins has to offer.

This project is fully expected to encourage new commercial and industrial development in the Plantation Road area, thus providing new tax revenue and new jobs for Roanoke County. Streetscape improvements have also been shown to stimulate investment in adjacent properties.

Conformance with Adopted Plans and Regulations

The proposed Plantation Road Bicycle, Pedestrian and Streetscape Improvements are specifically intended to implement several strategies identified in many regional planning documents.

Hollins Area Plan

This project begins to satisfy several implementation strategies identified in the Hollins Area Plan adopted by the Board of Supervisors in November, 2008:

1. Construct and install streetscape improvements (sidewalks, lighting, landscaping, signage, street furniture, etc.) throughout the study area.

2. Incorporate bicycle lanes along Williamson Road and Plantation Road where feasible. 3. Expand transit opportunities to the study area when and where feasible. 4. Improve the pedestrian crosswalks at Plantation Road and Williamson Road.

As identified in the above implementation strategies, the proposed improvements planned for Plantation Road are also anticipated for Williamson Road between the Botetourt County Line and Peters Creek Road (Route 117).

2005 Roanoke County Community (Comprehensive) Plan

The Hollins Area Plan is a component of the 2005 Roanoke County Community (Comprehensive) Plan, a document required by the Commonwealth of Virginia and adopted by the Roanoke County Board of Supervisors. The Comprehensive Plan is a blueprint for the future growth and development of Roanoke County and encourages a wide variety of commercial and industrial businesses along Plantation Road.

Roanoke County Zoning Ordinance

The zoning designations for parcels located on and adjacent to Plantation Road are primarily C-2, General Commercial District, and I-1, Low-Intensity Industrial District. Per the Roanoke County Zoning Ordinance, the C-2 district allows for a wide variety of retail and service-related uses and the I-1 district permits less intensive industrial activities in areas unsuitable for more intensive or potentially hazardous industrial uses.

2005 Bikeway Plan

This project also completes portions of two bikeway routes identified in the 2005 Bikeway Plan for the Roanoke Valley Area Metropolitan Planning Organization. The Bikeway Plan shows the Plantation Road bicycle lanes as Priority alignments and the shared use trails along Walrond Drive and Enon Drive as Vision alignments. A connection will also be made to the unconstructed Vision alignment along Williamson Road.

The pedestrian and bicycle lane improvements planned are also supported by the Virginia Department of Transportation Policy for Integrating Bicycle and Pedestrian Accommodations that endorses bicycling and walking as fundamental travel modes and integral components of en efficient transportation network.

2007 Update to the Roanoke Valley Greenway Plan

The shared-use trail proposed along the length of Friendship Lane will connect to a planned segment of the Tinker Creek Greenway to be located on Hollins Universitys campus. The Tinker Creek Greenway is identified as a Priority #2 greenway in the 2007 Update to the Roanoke Valley Greenway Plan, a joint effort between the Roanoke Valley Greenway Commission and the Roanoke Valley Alleghany Regional Commission. The Tinker Creek Greenway will ultimately connect the Roanoke River Greenway to the extensive network of established trails at Carvins Cove Natural Reserve by way of Roanoke City, the Town of Vinton, Roanoke County and Botetourt County.

2004 Hollins University Master Plan

The 2004 Hollins University Master Plan also references and endorses the proposed regional greenway connection through Hollins University property.

C.2. Project Usefulness and/or Benefit

Provides new bicycle/pedestrian facilities where none exist

The existing Plantation Road transportation infrastructure is comprised of a five-lane-wide road section. New proposed infrastructure includes bicycle lanes along both sides of Plantation Road and sidewalks along most of the west side and portions of the east side of Plantation Road. New shared use trails proposed for the northern side of Walrond Drive and the western side of Enon Drive both to connect to Roanoke Countys Walrond Park. Another new shared use trail is planned for the northern side of Friendship Lane to connect with the proposed Hollins University segment of the Tinker Creek Greenway which will ultimately extend from the Roanoke River Greenway to an existing and extensive network of trails at Carvins Cove Natural Reserve.

Provides connectivity within the existing transportation network

The combination of proposed bicycle lanes, sidewalks, shared-use trails and pedestrian crossings will locally connect bicyclists and pedestrians to Walrond Park, to surrounding residential neighborhoods, to Plantation Road businesses and to the Hollins University segment of the Tinker Creek Greenway. The proposed pedestrian signalization at the Williamson Road intersection will also provide a connection to existing sidewalks located along portions of Williamson Road.

Regionally, once the Tinker Creek Greenway is completed, this proposed transportation network will connect to the Roanoke River Greenway. The first route priority for implementation in the 2007 Update to the Roanoke Valley Conceptual Greenway Plan, the Roanoke River Greenway will ultimately extend along the Roanoke River from the western side of Roanoke County through the City of Salem, the City of Roanoke, the Town of Vinton and back through the eastern side of Roanoke County.

Outside the scope of this application, staff has considered bus service via either Valley Metro (the regional bus system) or through the Smart Way bus which is a shuttle service that connects Blacksburg and Virginia Tech to key locations in the New River and Roanoke Valleys. Hollins University, Wachovia and area hotels have expressed interest in extending bus service to the Hollins area for students, employees and tourists to utilize. If Valley Metro bus service is extended to the area, bus stops and shelters will be situated at strategic locations along Plantation Road.

Additionally, the project area is ideal for a new Park and Ride lot. Wachovia has been asked to consider designating a portion of their parking lot accessed off of Friendship Lane for a future Park and Ride lot. If a Park and Ride lot is established in this location, the planned shared-use trail along Friendship Lane will provide a multimodal connection to the Park and Ride lot.

Several aesthetic features are proposed for the Plantation Road corridor. Street trees will be planted on the western side of Plantation Road spaced 50 feet apart and located between the new curb and sidewalk in a six-foot-wide grass strip. Historic, acorn-style, pedestrian-scaled lighting will also be spaced 50 feet apart, staggered with the street trees, and will be placed two feet behind the sidewalk. A three-foot-wide grass strip will be provided on the eastern side of Plantation Road where sidewalk will be installed. A Welcome to Hollins gateway sign with associated large evergreen shrubs, small flowering shrubs, a small tree and groundcover will be located ahead of the southbound curve in Plantation Road at the end of McConnell Road. Landscaped medians including small deciduous trees and small shrubs will replace selected sections of the center lane. Landscaping will also supplement and draw attention to the two planned pedestrian crossings. The existing landscaping on the northern side of the Williamson Road intersection will be supplemented with small shrubs and small trees. The existing landscaping located where the Interstate 81 on- and off-ramps meet Plantation Road will also be enhanced with small trees and small shrubs. The stormwater ditch located along portions of both sides of Plantation Road will be piped and replaced with curb and gutter to direct stormwater runoff.

The aesthetic additions including street trees, landscaping, pedestrian-scaled lighting and a Hollins gateway sign will contribute to an overall sense of place as Hollins and not just Exit 146.

Health Benefits

These proposed improvements will promote healthy habits by permitting employees to walk and bike for their health, to walk and bike to restaurants for lunch and to walk and bike to and from work. Hotel guests and residents will also be able to walk and bike to nearby businesses and to walk and bike for recreation.

Primary Users

The primary users of the proposed bicycle, pedestrian and streetscape improvements will be the Hollins Community. This community includes Plantation Road employees, area residents, hotel guests and tourists, Walrond Park patrons, greenway patrons (once the Hollins University segment of the greenway is constructed), the Hollins University community and Hollins Manor residents.

C.3. Amenities/Support Facilities

Support Facilities

Recent amendments to the Roanoke County Zoning Ordinance promote bicycle accommodations on private property. For example, in parking lots with more than 50 parking spaces, one bicycle parking space must be provided for every 20 automobile parking spaces. Additionally, if extra bicycle parking spaces are provided over the requirement, automobile parking spaces may be reduced. Bicycle racks must also be provided for all bicycle parking areas.

Other Zoning Ordinance regulations pertaining to private parking lots involve mass transit. The required number of parking spaces may be reduced with the approval of a mass transportation or alternative transportation plan; if the property is located in close proximity to an existing or planned mass transit station; or if the property is located along a corridor served by mass transit.

Both the bicycle and mass transit regulations will affect all new commercial and industrial development as well as some building and site modifications. As several properties on Plantation Road are ready to be developed or redeveloped, these bicycle accommodations will soon be visible on private property in the project area.

ADA Access

The pedestrian network of sidewalks, shared-use trails and pedestrian crossings is proposed to be ADA accessible with handicapped ramps where the sidewalks and trails cross side streets and business entrances. Two at-grade pedestrian crossings are also planned. The proposed sidewalks and shared use trails will meet ADA standards of 8.33 percent or less grade. The sidewalk width is proposed at 5-feet-wide and the shared use trail width is planned at 10-feet-wide.

Multiple Modes of Access

The existing Plantation Road transportation infrastructure is comprised of a five-lane-wide road section. New proposed infrastructure includes bicycle lanes along both sides of Plantation Road and sidewalks along most of the west side and portions of the east side of Plantation Road. New shared use trails proposed for the northern side of Walrond Drive and the western side of Enon Drive both to connect to Walrond Park. Another new shared use trail is planned for the northern side of Friendship Lane to connect with the proposed Hollins University segment of the Tinker Creek Greenway which will ultimately extend from the Roanoke River Greenway to an existing and extensive network of trails at Carvins Cove Natural Reserve.

Outside the scope of this application, staff has considered bus service via either Valley Metro (the regional bus system) or through the Smart Way bus which is a shuttle service that connects Blacksburg and Virginia Tech to key locations in the New River and Roanoke Valleys. Hollins

University, Wachovia and area hotels have expressed interest in extending bus service to the Hollins area for students, employees and visitors to utilize. Additionally, the project area is ideal for a new Park and Ride lot. Wachovia has been asked to consider designating a portion of their parking lot accessed off of Friendship Drive for a future Park and Ride lot.

When implemented as proposed the area will provide pedestrian, bicycle and bus accommodations.

Safety Considerations

Safety features proposed as part of this project include four opportunities for new pedestrian crossings. Two existing signalized intersections at Gander Way/Friendship Lane and at Williamson Road are planned for pedestrian signalization upgrades. Two at-grade pedestrian crossings are also planned to span Plantation Road between ITT and Double Envelope/BSC Ventures, as well as between Wachovia and Sunnybrook Garage. These four crossings will enable pedestrians of varying abilities to safely cross Plantation Road at convenient locations.

Historic, acorn-style, pedestrian-scaled lights are proposed to parallel the sidewalk on the western side of Plantation Road. Pedestrian safety will be enhanced by lighting the sidewalk.

Planned grass strips and associated curbing will also increase safety by further separating pedestrians from vehicle traffic. The grass strip on the western side of Plantation Road paralleling the sidewalk will measure six feet wide with street trees included. The eastern grass strip next to the sidewalk will measure three feet wide and will not include street trees.

C.4. Educational/Historical

Historic Significance

The Green Ridge Baptist Church was located on Plantation Road many years ago. The Green Ridge Cemetery remains on Plantation Road to the south of Milk-A-Way Drive with 113 interments. Several headstones can still be identified in the 105-year-old cemetery. It is not anticipated that this proposed project will directly impact the cemetery.

Hollins University, a nearby four-year, female university located on Williamson Road, is located on the site of the former Botetourt Springs Resort. Established in 1820 and closed in 1839, the resort included a hotel and cottages. Documented guests included Andrew Jackson, Henry Clay and John H.B. Latrobe of Baltimore. The property was sold and the Roanoke Female Seminary opened and subsequently closed in 1842. The property was sold again in 1842 and the Valley Union Education Society of Virginia was established. In 1846 under the direction of Dr. Charles Lewis Cocke the school began to prosper and in 1852 the school was opened only to girls. The name of the school changed to Hollins Institute in 1855, to Hollins College in 1910 and to Hollins University in 1998.

One of only seven Roanoke County listings on the National Register of Historic Places (NRHP), the Hollins College Quadrangle District was added to the NRHP and to the Virginia Landmarks Register (VLR) in 1974. The Quadrangle District includes six structures on the main campus: Botetourt Hall (1890), Bradley Hall (1890), Charles Cocke Memorial Library (1908), East Building (1856-1858), Main Building (1861) and West Building (1890 and 1900).

Historic District Influence

In addition to the Hollins College Quadrangle District, 18 other structures on the Hollins University campus were identified in a 1991 Virginia Department of Historic Resources (DHR) architectural survey of Roanoke County structures. Most of these 18 structures were constructed between 1900 and 1920 and were noted in the survey as being in good or excellent condition. One of these structures and the oldest structure on campus, the Springhouse (1830 to 1850), was originally constructed to serve the Botetourt Springs Resort. As a collection these structures have great importance. The Hollins Area Plan recommends as an implementation strategy expanding the established NRHP and VLR Hollins College Quadrangle District to include as many of the 18 structures identified by the DHR architectural survey as possible.

To protect these historic structures, the Hollins Area Plan encourages as an implementation strategy establishing a Hollins University Historic District to encompass the main Hollins University campus and the frontage parcels of Williamson Road spanning from Botetourt County to Plantation Road. This proposed Historic District would have an Architectural Review Board that would encourage the use of characteristics from existing historic development in renovations, rehabilitations and new development on the Hollins University campus and along Williamson Road.

The Plantation Road Bicycle, Pedestrian and Streetscape Improvement Project will directly abut the planned Hollins University Historic District. The proposed Plantation Road amenities will enhance the appearance of and will improve the overall proposed Historic District and, when similar bicycle, pedestrian and streetscape amenities are completed along Williamson Road, will tie seamlessly together to create a continuous bicycle and pedestrian network with accompanying street trees, landscaping and pedestrian lighting.

C.5. Project Resources

Financial Support

The 20 percent match required for the Transportation Enhancement Program will come from a combination of sources. Roanoke County is extremely fortunate to have several talented staff members capable of engineering and designing all phases of this project. Roanoke County does not anticipate having to hire any outside expertise for engineering or design work. The staff hours spent working on this project will count towards the required Roanoke County match and the intention is that any awarded funds will go solely towards construction costs. Roanoke County is also capable of performing grant administration, deed preparation, title work and plat creation for right-of-way acquisition. Other in-kind services Roanoke County can contribute include construction management and construction inspections.

The balance of the match funding will come from the Roanoke County Economic Development Authority and from Roanoke County Department of Economic Development Public Private Partnership funds.

In addition to the Transportation Enhancement Funding requested, construction funding may be provided through the Roanoke County Capital Improvement Program and possibly through the Virginia Department of Transportation Revenue Sharing Funds (if the program continues.) Private monetary and right-of-way contributions from area businesses are also anticipated.

Preliminary Engineering

Several of the included project components were first identified as implementation strategies in the Hollins Area Plan, an area study completed by Roanoke County staff and adopted by the Board of Supervisors in November, 2008.

A detailed Concept Plan for all three phases is included in this application to show the location of and extent of the improvements proposed in the context of the existing businesses and neighborhood. The Concept Plan was also used as the foundation for the Project Budget.

Property Acquisition

As all of the proposed improvements must be located within public right-of-way, acquisition of 1.28 acres of right-of-way involving 17 parcels is necessary for completion of this project. The estimated value of the acreage using 2009 Real Estate Valuation Department land values is $28,863.45 dollars. Twelve of these parcels are located in Phase 1 and five parcels are located in Phase 2. No right-of-way is needed for Phase 3.

Roanoke County anticipates that property owners will donate the necessary right-of-way for this project which will also count towards the required Roanoke County match.

Project Completion

The $676,695.62 dollar 2010-2011 funding request will satisfy part of Phase 1. The entire project is comprised of three phases; therefore, this funding request will not complete the proposed project.

Local Support

Roanoke County staff met with 13 businesses along the Plantation Road corridor to present the proposed project and to solicit input. Most of these businesses were enthusiastic about the plans and several businesses wrote letters of support for the application (see Section 5.) County staff also met with and received letters of support from the Hollins University President, Nancy Gray, and the Williamson Road Area Business Association, a local group of Williamson Road business owners. The Roanoke County Economic Development Authority and the Roanoke County Planning Commission, both advisory boards to the Roanoke County Board of Supervisors, were also briefed on the proposed project. Both boards strongly support the Plantation Road Bicycle, Pedestrian and Streetscape Improvement plans and submitted letters of support to this effect. The Economic Development Authority has also pledged a significant portion of the Roanoke County match funds.

Three surveys were conducted in Spring, 2008, as part of the Hollins Area Plan. One survey was distributed to 799 Hollins University students, another was directed to 377 Hollins University faculty, staff and administration employees and the third was mailed to 507 property owners within and around the Hollins Study Area (Plantation Road from Interstate 81 to Williamson Road, Williamson Road from Botetourt County to about Peters Creek Road, and Peters Creek Road from Williamson Road to Deer Branch Road.)

The Hollins University student survey (with a 31 percent response rate) provided information about bicyclists. Of the bicyclists who completed the survey, 47 percent responded that they do ride their bicycles on area roads. When asked if these bicyclists would ride to their destinations on area roads if bicycle lanes were provided, most of the respondents answered yes (87 percent.) Also with a survey response rate of 31 percent, Hollins University faculty, staff and administration employees were asked the same questions. Of the bicyclists who took the survey, 61percent answered that they ride their bicycles on area roads and 93 percent responded that they would ride their bicycles to their destinations if bicycle lanes were provided on area roads.

With a response rate of 13 percent, the Hollins Community Survey asked specific questions related to desired infrastructure improvements. The following chart summarizes the number of responses by feature to the question, What kinds of improvements would you like to see along Plantation Road (from I-81 to Williamson Road)? Check all that apply.



Hollins Community Survey

The proposed Plantation Road improvements incorporate seven of the top eight responses with street trees, landscaped medians, sidewalks, a community sign, improved crosswalks with pedestrian signals, improved pedestrian lighting and bicycle lanes.

Roanoke County staff created a Transportation Survey for Plantation Road employees to complete to determine the potential usability of proposed bicycle and pedestrian improvements. Questions about bus service were also asked. Of the 224 Plantation Road Transportation Surveys received, 98 percent were completed by ITT employees. Other represented employers include McDonalds, Honeytree Learning Center and Shell.

When asked Would you ride your bicycle to work if bicycle lanes were provided along Plantation Road? nearly 27 percent of bicycle owners responded yes with an additional 15 percent responding maybe. Of these respondents, slightly less than 10 percent would ride their bicycle to work daily and nearly 35 percent indicated that they would ride their bicycle to work several times a week.

Slightly more than 10 percent of respondents that live within walking distance of their work indicated that they would walk to work at least one day per week if pedestrian accommodations like sidewalks, crosswalks, trails and greenways were provided. An additional 9 percent responded that they might walk to work if pedestrian accommodations were provided.

When asked If sidewalks and crossings are provided along Plantation Road, would you walk to lunch and/or walk for exercise during your lunch break? over half of the respondents indicated that they would use these features if provided. An additional 27 percent of respondents selected maybe and only 20 percent indicated that they would not use these features during their lunch breaks.

Relating to mass transportation opportunities, when asked the question, Would you consider using the Smart Way Bus or other bus service such as Valley Metro if frequent and convenient service was provided within a block of your workplace? 23 percent indicated that they would ride the Smart Way bus and almost 20 percent indicated they would consider using another bus service if it was provided frequently and conveniently within a block of their workplace. 60 percent of respondents indicated that they would not ride the bus. Respondents were able to select more than one choice.

The enthusiasm for the proposed improvements is evident through letters of support from area businesses, Hollins University, the Williamson Road Area Business Association, the Roanoke County Economic Development Authority and the Roanoke County Planning Commission. Supporting survey results from Hollins University students, faculty, staff and administration employees, Hollins area residents as well as Plantation Road employees show that proposed bicycle and pedestrian improvements will be utilized by the Hollins University community as well as by area residents and employees.

We feel that by improving the non-motorized transportation, it will bring more locals and visitors to the area for recreational health activities. This will make the Plantation Road Area a Key Target spot for new businesses to expand in this area.

By creating crosswalks, bike trails, and sidewalks for the local area businesses, this will help improve the environment by cutting back on the vehicle emissions in the air. Many employees enjoy being outside and getting exercise on their lunch break rather then going to a gym, or just driving up the road to a fast food place. 5. How long does it typically take you to get to work from home?

A major factor that influences commuting patterns is the time it takes to travel from home to work. The largest number of survey respondents, 20.9 percent, reported that the commute takes approximately 20 minutes. The second largest number of respondents answered that their commute takes about 15 minutes.

When asked the question, Would you consider using the Smart Way Bus or other bus service such as Valley Metro if frequent and convenient service was provided within a block of your workplace? 59.6 percent of respondents indicated that they would not ride the bus. Twenty-three percent indicated that they would ride the Smart Way bus and almost 20 percent indicated they would consider using another bus service if it was provided frequently and conveniently within a block of their workplace. 7. If you answered No to the question above, why would you not ride the bus?

For respondents answering that they would not ride the bus, the most common reason is that they do not live near a Smart Way or Valley Metro bus stop (74.7 percent and 63.3 percent, respectively). Other reasons indicate a need for flexibility that would not be met by riding the bus; for example, the need to pick children up from school or an activity or work hours are not compatible with bus schedules.
