1. INTRODUCTION
This planning statement has been prepared in relation to an application by the Peregrine Corporation, for the
development of a motor sport facility together with a range of ancillary and additional activities, on land
located adjacent to the intersection of the Dukes Highway and Mallee Highway, south of Tailem Bend.
The majority of the subject land accommodated the former testing facility for Mitsubishi Motors Australia
Limited and formerly the original Tailem Bend Drag Strip.
The subject land is located in the Motorsport Park Zone, as identified by Map CooD/5 of The Coorong District
Council Development Plan.
The proposed development (including various components comprising the overall development) is not
identified as being either a complying or a non‐complying form of development in the Motorsport Park Zone,
and therefore must be assessed on merit.
Having regard to the public notification categories listed in the Motorsport Park Zone, the proposal is a
Category 2 form of development, noting that development is proposed within 60 metres of the boundary of
the zone.
The following sections of this planning statement:
Describe the subject land and locality;
Provide an overview of the Motorsport Park and Industry Development Plan Amendment, which
resulted in the rezoning of the subject land in 2014;
A detailed description of the proposed development; and
Identification of the relevant provisions of the Development Plan.
Numerous technical reports have been commissioned by the applicant and should be considered in
conjunction with this planning statement. These reports include:

The purpose of this planning statement is to inform the relevant parties of the nature of the proposed
development.

2. THE SUBJECT LAND AND LOCALITY
2.1 The Subject Land
The subject land is located on the south‐eastern corner of the intersection of the Dukes Highway and the
Mallee Highway in the Coorong District Council, approximately 6.5km south of Tailem Bend and
approximately 100 km to the south‐east of Adelaide. The general location of the subject land is identified by
Figure 1.

The subject land comprises 9 certificates of title, together with portion of road which is intended to be closed
ahead of transfer to the Peregrine Corporation. The current titles which form the subject land include:

In relation to the road reserve which forms part of the subject land, The Coorong District Council has initiated
a Road Process Order to close a triangular portion of the unmade Public Road adjacent to the Dukes Highway
and merge with the adjoining Allotment 16 in Filed Plan 6160 (Council owned land). Council has an
agreement to transfer Allotment 16 in Filed Plan 6160 to Peregrine Corporation Pty Ltd at the conclusion of
the road closure process.
The subject land is located approximately 3km from the River Murray, and is not located in wetlands, or
within the 1956 Flood boundary.
2.2 The Locality
Allotments in the locality are of different sizes and configurations and essentially consist of primary
production in the form of both cropping and grazing, together with scattered vegetation.
As shown in Figure 2, several isolated dwellings/farms are located within 3 kilometres of the subject land.
More specifically, it is noted:
Two dwellings and/or farms are located between the Mallee Highway and Adelaide Road, approximately
50m north of the subject land;
One dwelling or farm is located across the Dukes Highway, approximately 590m west of the subject
land;
One dwelling or farm is located approximately 600m north of the subject land; and
One dwelling or farm is located approximately 3km of the south.
The areas adjoining the subject land to the east and to the north comprise multiple dwellings and/or farms
and are therefore best described as rural living.
About a dozen dwellings are located west of the subject land, south‐west of the Dukes Highway and east of
the Murray River.
The Poontie Ruwe Conservation Park is located west to the site across the Dukes Highway. The Park’s area is
of some 239 hectares and is home to the Scented Irongrass tussock grassland, and to native fauna.

3. BACKGROUND
3.1 Existing Use
The current track is licensed by CAMS as a “Category C Venue Track” motorsport facility with limited facilities
shown on Figure 3 below.

The facilities include:
A bituminised 1,400m strip;
A bituminised 80mx80x skid pan and tributary road network;
A fenced workshop;
A storage shed/office;
An officials tower;
A fenced compound area;

A network of endurance tracks, rally tracks; and
Internal roadways and a security fenced boundary.
3.2 Native Vegetation
In 2002, Mitsubishi was granted partial and conditional consent to clear native vegetation subject to the
condition that an area of a minimum of 2 hectares was permanently reserved for native vegetation growth
and protection. A Significant Environmental Benefit (SEB) was therefore created.
Subsequent to the above, the Coorong District Council carried a Resolution (Tuesday 15 April 2014) to
authorize the creation of an SEB on Stony Road, Tailem Bend, as a substitute for the existing SEB located
inside the motorsport park, therefore enabling the removal of the current SEB.
The Native Vegetation Council has issued an Amended Decision Notification which endorses the substitution
of the current SEB by an alternative SEB of 3.86 hectares on Stony Road.
3.3 Industry and Motorsport Development Plan Amendment
On 13 February 2014, the Minister authorised the Industry and Motorsport Development Plan Amendment
(DPA), thereby amending the Coorong District Council Development Plan.
A key focus of the DPA was the Tailem Bend Motorsport Park. The DPA resulted in the rezoning of the
subject land from Motor Vehicle Track Zone to Motorsport Park Zone.
The need for the amendment was rationalised as follows:
The motorsport industry bodies have identified significant demand in relation to the provision of facilities for
motorsport at all levels, driver education programs, vehicle testing, etc. well in excess of what can be provided for in
existing locations within South Australia. This site has been identified as having strong attributes which lends itself to
the development of this location for these activities and facilities beyond the already frequent use of the site (based on
infrastructure previously developed by Mitsubishi as a vehicle testing and development site).
Current provisions for the Motor Vehicle Track Zone are focussed primarily for use as a testing facility rather than for
motorsport. There is a need, therefore, to introduce planning policies that will support and guide the development of
this land for wider motorsport activities, including potential for associated industrial and commercial development
that would benefit from being in this key locality.

4. DESCRIPTION OF THE PROPOSAL
4.1 Overall
The overall development proposal is based around the continuance and expansion of motor vehicle related
activities on the subject land, including a motor racing circuit, drag strip, facilities for a range of on‐road and
off road events and training. The expansion will result in the creation of a motorsport park, comprising a
range of racing and training facilities. Ancillary to the motorsport park will be service and retail activities
(including a petrol filling station, cafes, restaurants and services) and tourist/visitor accommodation. An
airstrip and an industrial estate are also proposed.
4.2 Land Use Activities
The proposed land use activities are identified on the proposed master plan which accompanies the
application. For ease of reference, the proposed land use activities have been categorised. The proposed
activities are described in further detail below.
4.2.1 Motor Racing Circuit
The Circuit
The circuit will be a permanent race track of an international standard. It will predominantly be used for cars
and motorcycles participating in racing competition, test days, driver training, corporate days and private
track hire.
The circuit can be operated in 4 configurations, ranging in length from 3.3kms to 7.2kms. The race circuits will
be of a high international standard and will be licensed by the Federation Internationale de l’Automobile
(FIA), the international peak body for motorsport.
It will also meet all requirements of the Australian authority for motorsport Confederation of Australian
Motorsport (CAMS).
For motorcycle events, the licence will be issued by Federation Internationale de Motocyclisme (FIM) and its
Australian controlling body, Motorcyling Australia.
Pit Building
The facility will feature a world class pit building that will include race control facilities as well as race garages
for competitors. A function centre and multiple corporate suite configurations are also provided.
The pit building is situated on the main straight and will be constructed over 3 levels with a footprint of
approximately 230m x 12m. It will provide for:
Approximately 32 double bay pit garages (the number is expected to grow when demand increases),
each measuring 6m wide and 12m deep;

race control, offices for officials, media centre, race day administration, briefing rooms, medical/first aid
facilities and other functions required for the operation of a race meeting;
individual corporate facilities, a separate function room, kitchen, viewing platforms; and
‘non‐motorsport’ events such as corporate days, team building, corporate exercises, product launches,
special events etc.
A second smaller pit building of approximately 100m in length will be located to the east of the circuit and
will provide for:
pit garages and paddock;
race control, offices for officials, media centre, race day administration, briefing rooms, medical/first aid
facilities and other functions required for the operation of a race meeting;
smaller individual corporate facilities, a separate function room, kitchen, viewing platforms; and
‘non‐motorsport’ events such as corporate days, team building, corporate exercises, product launches,
special events etc.
Paddock
The paddock area is located behind (west of) the pit building and is approximately 2ha in area.
It will be mostly tarmac sealed and will feature:
o large scrutineering shed (car inspections);
o allocated space for general services (i.e. tyre supply);
o garages and carports for competitors on race day; and
o permanent garages for long term race car storage.
Spectator Viewing
There will be designated viewing areas around the circuit. The viewing areas at this stage will mostly be on
the outside of the circuit, but there may also be restricted internal track spectator areas. Viewing around the
circuit includes:
built up viewing mounds (will need to be created);
natural elevated areas;
small elevated grandstands;
corporate facilities within the pit building complex; and
a viewing platform on top of the pit building.

There will also be an access road around the circuit to allow spectators to select their preferred viewing
position.
4.2.2 Drag‐way
The drag strip is being designed for up to international standard racing.
Events will include:
Group 1 national events;
State and club based events; and
weekly/fortnightly street machine events.
The facility will also be used for test days, driver training, car and motorcycle clubs and corporate events.
It will feature a main race control building, administration services corporate facilities, food/beverage and
merchandise outlets.
The drag strip is located within an amphitheatre styled facility. It will be of world class standard with
grandstand seating, terracing and natural grass mounds for viewing.
Drag Strip Certification
The drag strip is being designed and built in consultation with the Australian National Drag Racing Association
(ANDRA), to meet Group 1 drag racing standards. This will allow for all forms of drag racing in the country
including the Top Fuel machines, capable of completing the quarter mile distance in under 5 seconds. No
current quarter mile Group 1 events are held in South Australia.
Burnout Pad
The facility will also feature a 60m x 15m burnout pad. This will be located in front of the main grandstand
seating area. This is almost a standalone function but will be contained within the dragway.
Race Control Building
The race control building is situated before the start line. It will be a two storey building, dimensions being
30m x 7m. It will feature:
pedestrian access over the top of the building to cross from one side of the track to the other;
‘drive‐through’ lanes allowing drag cars to drive ‘through’ the building onto the track;
approximately 100sqm of corporate space including small kitchen and bathroom facilities;
race day administration, race control facilities, commentary room, meeting director offices, media room
and a medical room; and

selected rooms can also be used for driver training briefings, corporate days, team building, product
launches, special event bookings etc.
The race control building will be of concrete construction and will have brick or blockwork infill external walls
or similar over two levels. Externally the building will be painted blockwork or painted render with aluminium
framed laminated windows on both the race track and paddock sides of the building. The face of the building
will have opportunities for major branding/sponsorship.
Paddock
The staging lanes (where drag cars line up) and Group 1 pit/paddock area are located behind the race control
building. It is approximately 2ha. This paddock can also be used for driver training (particularly heavy vehicle
driver training).
This area will be completely bituminised and will feature:
a large pit area for competitors;
large scrutineering shed (car inspections); and
allocated space for general services.
Behind the Group 1 paddock will be a second paddock area for Sportsman categories. It will be of a similar
size and will be grassed with bitumen roadways. This will be used as a public car park for the majority of
smaller race meetings.
Spectator Viewing
There will be a range of viewing options for the drag strip. Spectator viewing will include:
terraced grassed seating (approx 15 rows) at and around the start line, each terrace being 1.2m wide
and 40cm high;
premium fixed seating for 1000 spectators (approx. 15 rows) on the western side of the start line (this
area will have a sail‐shade structure overhead);
grass mounding along both sides of the drag strip; and
corporate facilities in the race control building and behind the fixed seating area.
4.2.3 Drift Circuit
Track
The drift track is a purpose designed circuit with large skid pan and ring roads allowing multiple
configurations.

The drift will be used predominantly for:
drift competition (local/state/national);
drift practice/testing/”come and try”;
drift private hire; and
driver training.
The drift track in total will feature approximately 1.6kms of competition track, generally 6m wide. It will
provide for alternative configurations.
This design also allows for the possibility of running 2 drift tracks simultaneously. It was designed in
consultation with various local drift competitors and several overseas competitors.
Paddock
The paddock area will feature garages and open carports to cater for approximately 60 cars, with
opportunities to expand. This will consist of:
a building for briefings, training, storage and will incorporate a drive through scrutineering carport;
garages each measuring 4m x 6m; and
carports each measuring 4m x 6m.
The briefing/scrutineering building will be a simple steel framed structure with colourbond wall cladding and
roof. It will feature a painted concrete floor, suspended lighting and power. A small kitchenette and toilets
will be included.
Spectator Viewing
Viewing will be available in front of the garage paddock, viewing mound and a small grandstand.
4.2.4 Rally Tracks
The rally track is a series of short dirt/gravel tracks that will provide for multiple configurations and will be
used predominantly for:
Rally School;
Rally Training;
Rally Sprint;
Off‐road testing;
Khanacross; and
Private Hire.

The existing rally track will be expanded into a 2‐3km circuit. It will be purpose built for rally school, rally
sprints and other off‐road events.
It will feature a small building that can be used for briefing, training and storage. It will also feature a drive
through carport for scrutineering. This building will be a simple steel framed structure with colorbond wall
and roof cladding, concrete floor, lighting and power. The carport will accommodate up to 10 cars,
measuring 35m x 6m.
A small paddock area will be adjacent to the rally school and cars can be parked/stored in the main
building/shed.
4.2.5 Rally Cross
Rallycross events will be held in a ‘stadium’ style arena located adjacent to the drift track facility. The
rallycross track will consist of 50% bitumen and 50% dirt.
This will be used predominantly for:
Rallycross racing;
practice and test days; and
Motard.
Rallycross will share pit and paddock facilities with the adjacent drift circuit.
The track will be a purpose built circuit with a length of approximately 1km with bitumen and dirt sections.
The track will also feature jumps, water features and a joker lane (specific to Rallycross racing).
The Rallycross competitors will utilise the facilities of the adjacent drift circuit, including the garages, carports
and briefing/scrutineering building.
Spectators will view from the same viewing mounds as used by the drift facility.
4.2.6 Go Kart Hire Facility
This will be a “fun” go kart track facility which will feature go‐kart racing for all ages and general facilities and
amenities such as a café and viewing areas.
The users will be families attending motorsport events, as well as local residents and other visitors to the
motorsport park.
The track will be an indoor/outdoor layout of approximately 600m. It can be changed into multiple
configurations and there will be a separate “junior track” for smaller children.
The building will accommodate the internal section of the go‐kart circuit. It will also accommodate reception
and administration office area, visitor lounge, café/kiosk, toilets, karting pits/workshop.

The building will be of steel frame construction with colorbond walls and roofing incorporating a glazed
shopfront area. The building will have concrete floors, lighting and power.
4.2.7 4WD Adventure Park
The proposed 4x4 Adventure Park will make use of the existing quarry, and surrounding off road tracks.
The users of the site will be:
4x4 enthusiasts;
4x4 and off road training;
corporate events & vehicle launches; and
“come and try” 4x4 users.
The 4x4 course will run through the existing quarry and utilise surrounding tracks, over an area of
approximately 35‐40ha. It will feature:
rock challenge obstacles;
steep incline, descents and off camber sections;
water features and obstacles;
sand traps; and
off‐road trails.
Spectators will be able to view the adventure course from a range of locations including adjacent to the
quarry or the surrounding off road tracks.
4.2.8 Airstrip and Vmax Zone
The airstrip will be located on the existing drag strip in the northern portion of the site and will be upgraded
to become a runway with a length of approximately 2 kms.
The runway will cater for small chartered type aircraft up to a weight of 5.7 tonnes, which will cater for the
typical 12‐seat charter market.
This same roadway will be used for VMax events. VMax is essentially a straight road allowing drivers to push
their cars to the limit with regards to power and speed.
Airstrip
Envisaged users of the runway will be in relation to motorsport activities, and possibly local rural activities.
A pilot school is also envisaged.

VMAX
This is a new concept to Australia, which is available in Europe and the US. VMAX will attract motorsport
enthusiasts, exotic car owners and anyone who wants to test their car’s top speed in a safe environment.
The airstrip will also have a large hangar located on site and will cater for up to 6 small aircrafts such as the
commonly used King‐Air 200.
Staff Dwellings
The masterplan proposes the construction of 7 dwellings to cater solely for staff working on the site.
All units will be single‐storey and two‐bedroom and will be built to the north of the subject land, adjacent the
proposed Adventure Park (refer part 4.2.7). Roofing and walls will be of colorbond cladding with aluminium‐
framed glass windows.
4.2.9 Other Sport and Leisure activities
A watersport park is proposed to be established in the permanent water body located to the south‐east of
the motor racing circuit.
The watersport park will be supported by public amenities and ancillary infrastructure.
A network of cycling/BMX trails will traverse the site from its north‐western corner to the motor racing
circuit.
4.2.10 On the Run Complex
The On the Run Complex will be located at the corner of the Dukes Highway and the Mallee Highway. It will
incorporate a main control building, comprising of a retail area, kitchen, office, storage area, outdoor dining
area. A drive‐thru will follow the eastern and northern edges of the main building.
Two canopies will be provided for fuel (one for motorists, one diesel for heavy vehicles).
Land located to the south of the proposed OTR complex is proposed to support the future development of a
truck parking area, whilst the land that exists north of the proposed OTR complex is proposed to support the
future development of a car park expansion and a car wash facility. However these future developments are
not part of the subject application.
4.2.11 Tourist Accommodation
The hotel building facility will provide 100 hotel‐style accommodation rooms and will include the SAMSP
administration office. The hotel complex will house a restaurant and bar facility as well as function rooms for
a range of events.

The caravan and camping grounds will be administered from the hotel complex. The caravan and camping
grounds may feature a swimming pool, tennis court and other facilities seen in some of the large tourist parks
around the country.
All accommodation options will be used predominantly for:
motorsport competitors;
motorsport guests/clients;
corporate events;
administration/operation of SAMSP; and
general tourism.
The hotel building will be on one level and will be a combination of concrete and steel construction.
The hotel rooms will be designed to suit a 3/4 star rating.
The hotel facility will be heavily landscaped.
The site may feature a swimming pool, tennis court, jumping pillow, BMX track, barbeque and other similar
facilities.
Stage 1 will include approximately 6 permanent cabin structures (4 two‐bedroom and 2 three‐bedroom
units), in the caravan park, with the ability to increase that number to 20 as demand requires.
The hotel building will be built in modules with the opportunity to expand:
Stage 1 will feature approximately 30 rooms; and
Further stages could see the hotel expand up to approximately 100 rooms.
The camping and caravan grounds have a large land allocation allowing for flexibility dependent on future
needs.
Further expansion of the hotel and camping/caravan park facilities is possible.
4.2.12 Expo Facilities
The expo building will be a 5000sqm building that will provide a facility for a range of displays, conventions
expos and will serve as a large function centre. It is envisaged that this facility may also be home to a
rejuvenated historic car auctions facility.
The expo building could be used for:
motorsport clubs;
car and bike manufacturers;

corporate events;
agricultural farm displays;
food/wine festivals; and
expos/conventions.
The expo building will feature:
a large open plan floor for displays and events with multiple configurations;
hospitality options will be available and/or the opportunity for caterers to operate from within the
building; and
a frontage to the large reserve area, providing opportunities for events to be based inside the expo
building whilst utilising the outside grassed areas. The external areas will be used for “show and shine”
events and general club runs and club weekend activities.
The expo building will be a simple steel framed structure with a combination of masonry, colorbond and
feature wall cladding and colorbond roofing. A small café will also be included.
4.2.13 Industrial Estate
The proposal seeks the development of an Industrial Estate which will require a land division to occur on the
subject land. This land division will form part of a separate future development application.
4.3 Access and Roads
The applicant has commissioned GHD Consultants to prepare a Traffic Impact Assessment.
In order to evaluate the traffic implications of the proposal on the existing road infrastructure, GHD have had
regard to the proposed land uses, activities and expected visitation levels. GHD expect that traffic and
transport will be mostly impacted “during the major event phase with the facilitation of the large crowds at
the Racing Circuit, Drag Strip and Drift Circuit. [...] Traffic generated during the non‐event periods or general
operations phase will be nominal compared with existing traffic flows.”
An Event Traffic Management Plan is recommended in order to “coordinate the short term traffic control
measures required for event management when anticipated crowd numbers of 3000 or greater are
expected”.
Operational traffic levels are expected to be low a majority of the time. Notwithstanding, a number of road
works are outlined as part of GHD’s recommendations and are as follows:
A network of new public and private roads capable of providing access for B‐doubles and potentially
larger vehicles will include “sealed and kerbed section of public roads together with sealed and
unkerbed sections of private roads”. This network “can be progressively developed to coincide with the

development of the various motor sporting areas and other land uses”. GHD’s report provides plans and
detailed proposed characteristics for all the public and private roads;
Extension of and works on Callitris Road;
A total of four new access points:
‐ Two primary access points (A &B) located at the corner of the Dukes Highway and the Mallee
Highway to service the On the Run site, Hotel and Caravan accommodation, Drag Strip and small
scale event areas;
‐ Two secondary access points (C & D) off the Dukes Highway and the Mallee Highway to service the
Business and Industry area and Motor Racing Circuit.
Access points A, C and D will each require the creation of right‐in lane and left‐in lanes to access the proposed
development.
Access point B will be a left‐in left‐out only and will only require the creation of a left‐in lane. The existing
acceleration/overtaking lane will be removed.
An existing approved access is proposed to be closed on the Mallee Highway (between access points A and D).
Formal car parking areas will be provided to cater for the On the Run complex, Hotel and Caravan Park
complex, Expo Building. There will also be some formal car parks located at the Drag Strip and Pit building.
Informal or overflow car parks will be provided to support the significant crows that are expected during
events.
4.4 Services and Infrastructure
The applicant has commissioned Lucid to evaluate the impact of the proposal on the SA Power Networks and
has suggested the following scope of work:
Installation of an approx 5.6km of overhead 33kV powerline;
Installation of an approx 2,500m of underground 33kV cables as radial sections to padmount
transformers;
Installation of an approx 600m of underground 33kV cables to cross transmission line easements;
Installation of 6 padmount transformers and 1 pole mounted transformer to supply load centres;
A total site electrical load of 2,000kVA; and
All other works to enable the connecting and energizing of the assets detailed above.
Lucid were also engaged to evaluate the implications of the proposal on existing services and infrastructure
and the requirement for potential new infrastructure to be established.
Lucid’s advice, dated 18 December 2014, recommends the following solutions:

A new potable water connection;
Waste water would be treated at the Tailem Bend WWTP. However, Lucid acknowledge that peak flows
will occur during event times which could not be accommodated by the plant. It is therefore proposed
to create holding tanks and pump chambers for on‐site storage, for final discharge to TBWWTP
delivered by a pumping station; and
Recycled water will mainly be used for irrigation across the site. It is to be provided from the TBWWTP
and will be stored on‐site in a blended format along with stormwater.
4.5 Stormwater Management
The applicant has commissioned Fyfe to prepare a stormwater management strategy in order to minimise the
impact of runoff from the development on the surrounding roads and environment.
The Stormwater Management Plan recommends the below solutions, which are also shown on Figure 4:
The construction of a detention/retention basin (Basin A) to receive the stormwater runoff generated by Catchment A (western side catchment). The basin is proposed to be part retention and part detention to provide a permanent water body as well as provide adequate flood protection;
The construction of a large retention basin (Basin B) on the eastern side of the proposed motor racing circuit. This will receive some but not all of the runoff from the motor racing circuit;
The construction of an open swale from Basin A to Basin B. The swale will be sized to cater for 100 year ARI post development condition. The preliminary size of the swale is based on estimated post development flows and the natural surface contours;
Surface runoff generated from low risk areas such as car park areas, racing tracks and road surfaces need not be treated before it discharges into any open water body or bio‐swale;
All stormwater from hard paved areas INCLUDING ROOFS will be directed via a Trash Trap before being retained into the proposed swale and basin network;
Harvesting of stormwater wherever practicable to reuse within the site for various non‐potable purposes.
Where the peak 100 ARI stormwater discharge from the site (post‐development to pre‐development) is
unchanged then no extra detention or retention shall be required on the site.
Where the peak 100 ARI stormwater discharge from the site (post‐development to pre‐development)
increases, that increased volume shall be retained, detained on site only to the extent required to reduce the
excess 100 ARI flows to 5 year ARI flows for runoff into the proposed on site swale and basins.
In relation to the proposed ‘On the Run’, all stormwater runoff from hard paved areas in the refuelling and
fuel delivery area will be captured by grated drains and directed to a BLIND TANK (with an alarm). This is a
well developed approach that has the approval of the EPA.

4.6 Advertising Displays
The Masterplan proposes the installation of five signage pylons, one at each of the four access points and one
at the corner of the Mallee and Dukes Highways. The latter pylon will be 15m‐high and will act as the primary
signage, whilst the other pylons will be 12m‐high.
Four of the signage pylons will be installed within the road reserve and will be submitted as part of a separate
application. Another three billboards will be installed in between pylon signs, within the council road reserve,
and will also be submitted as part of a separate application.
This application proposes the installation of one 12m‐high pylon, located at the entrance to the On the Run
complex, off the Mallee Highway. This will be a On the Run sign.
Advertising graphics that have been supplied as part of this application are indicative only and updated
graphics will be provided at a later date.

An entrance wall is proposed between the southern portion of the OTR car parking area and the Expo
Building.
Another sign will be installed at the Circuit main entrance. It will consist of a planter box with stone cladding,
on top of which will be installed a white alucobond cladding signage panel, where three smaller signage
panels will be fixed.
Lastly, a sign will be installed to the east of the main pit building.
Signage will also be installed over the ticketing box located at the circuit and drag strip main entrances.
General advertising, including sponsor and third party advertising, will be established within and adjacent to
the motor racing circuit, commensurate with similar typical racing facilities.
4.7 Land Division
Separate land division application(s) will be prepared to consolidate/create allotments in order to support the
proposed use of land and to facilitate Stage 1 of the industrial estate.
4.8 Timeframe
Given the extent of the works which will be required to complete the development, the applicant requests a
period of 5 years to complete the works (following a 12‐month period to commence).

5. PROCEDURAL MATTERS
5.1 Public Notification
The subject land is located within the Motorsport Park Zone.
The zone identifies the following activities which are Category 1 for the purposes of Public Notification:
Advertisement and/or advertising hoarding;
All forms of development that are envisaged in the zone where they are located 60 metres or more from the zone boundary (except where the use is specifically assigned Category 1 or Category 2);
Petrol filling station and associated uses within the retail service precinct;
Shop where any of the following applies:
(a) in the retail service precinct
(b) ancillary to and in association with circuits, strips and track and spectator facilities
(c) ancillary to and in association with development in the industry precinct up to a floor area of 250
square metres.
The zone identifies the following activities which are Category 2 for the purposes of Public Notification:
Airstrip;
All forms of development that are envisaged in the zone where located less than 60 metres from the zone boundary (except where the use is specifically assigned Category 1 or Category 2);
Helicopter landing facility;
Industry;
Renewable energy facilities;
Road transport terminal;
Shop other than where assigned Category 1;
Store;
Warehouse.
The proposal incorporates activities which are clearly anticipated within the zone. However it also
incorporates uses and activities which are listed as a Category 2 form of development, including envisaged
uses located less than 60 metres from the zone boundary. Accordingly, the application defaults to Category 2
for the public notification purposes.

6.2 Motorsport Park Zone
The proposal is located within the Motorsport Park Zone of the Coorong District Council (Consolidated 18
December 2014).
The zone policies acknowledge the existing use of the land as a motorsport facility (former testing facility for
Mitsubishi Motors Australia Limited) and the presence of existing basic motor racing infrastructure. The Zone
seeks to enhance and expand the existing infrastructure in order to become the State’s premier motor sport
facility.
Objectives 1‐4 of the zone provide clear guidance in respect to the land uses anticipated within the zone.
Objective 1: The development of the zone as South Australia’s pre‐eminent motorsport facility, catering for a wide
variety of motoring activity, together with a wide range of supporting development. Objective 2: A zone primarily accommodating a multi‐discipline motorsport facility catering for events such as
motorcycle racing, car racing, drag racing, off road motorcycling, speedway and supercross. Objective 3: A zone accommodating an industry precinct catering for motorsport support industries, regional level
industries, logistics industries and local industries.
Objective 4: A zone accommodating a retail service precinct containing a petrol filling station, car wash facility,
convenience store and restaurants.
The following extracts from the desired character for the zone provides the following additional policy
guidance in respect to land use:
The development of the motorsport facility will be designed to allow for multiple events occurring at the same time
together with a wide range of other activities including driver training, product testing, accommodation, tourism and
conference facilities. By creating the facility in this manner, future growth is achievable for all areas and components
of the facility. It is estimated that future usage growth will continue throughout the various stages of development
with the maximum capacity of the facility reached in 10‐15 years.
Tourist accommodation and tourism facilities of various forms are envisaged to support motorsport park events,
provided the location does not compromise the operation of the industry precinct. A manager’s residence and a
caretaker’s residence may be established in association with the motorsport park or tourism accommodation, and up
to five dwellings for workers within the motorsport park development area. Other dwellings are not envisaged, nor is
land division resulting in a dwelling or dwellings on a separate allotment in the zone.

A retail service precinct is envisaged adjacent the intersection of the Dukes and Mallee Highways. The retail precinct will not accommodate bulky goods retailing, comparison retailing, or other forms of higher order retail activities that are more appropriately located in the Tailem Bend Town Centre. Envisaged forms of development include (but are not limited to):
petrol filling station
car wash
convenience store up to 1000 square metres floor area
dine in and fast food restaurants.
Key elements of future motorsport development could include (but are not limited to):
new sealed racing circuits (long and short course) for cars and motorbikes;
new drag strip;
four wheel drive adventure course;
drift, skid pan, go‐cart and motard courses;
support infrastructure (pits, workshops, control tower, etc);
car parking and amenities, which may include informal parking areas for temporary parking for major events;
development of a central service core area;
upgrade of the existing sealed test track and skid;
development of motor cross, enduro, off road, quad bike and rally circuits;
development of high level facilities (including grand stand capacity, permanent pits and service centres, management centre, function facilities and media centre); and
shop ancillary to and in association with the circuits, strips, track and or spectator facilities.
The proposal is clearly consistent with the land use expectations of the zone, with the development centred
around a major motorsport facility, which will incorporate a diverse range of events and activities.
In addition, the proposal provides for the development of an ‘On the Run Complex’ which includes facilities
anticipated by Objective 4, and the description of the retail service precinct above.
It is noted that the proposal incorporates tourist accommodation and expo facilities as anticipated by the
above. The proposed tourist accommodation will be established on a staged basis.
The overall Masterplan for the site provides for the establishment of a future industrial estate, with a
separate land division application to facilitate the creation of this development area. This land use again is
consistent with the expectations of the zone.
Principle of Development Control 4 refers to a Concept Plan (Figure CooD/15), that identifies two precincts,
these being:
Northern Motorsport and other Activities; and
Southern Motorsport and other Activities.
The Concept Plan (reproduced as Figure 5) also indicates the approximate location of the retail and industrial
precincts.

7. SUMMARY
This planning statement has been prepared in relation to an application by the Peregrine Corporation, for the
development of a motor sport facility together with a range of ancillary and additional activities, on land
located adjacent to the intersection of the Dukes Highway and Mallee Highway, south of Tailem Bend.
More specifically, it is the intention of Peregrine Corporation to continue and expand the motor vehicle
related activities of the subject land with the creation of a motorsport park which will comprise a racing
circuit, drag strip, airstrip, facilities for a range of on‐road and off road events and training, petrol filling
station, cafes, restaurants and services, tourist/visitor accommodation, together with an industrial/business
park.
The proposal is clearly consistent with the land use expectations of the Motorsport Park Zone and the
guidelines indicated on Concept Plan CooD/15.
In addition to land use considerations, numerous other zone and Council‐Wide policies (as identified in Section 6.1) are relevant to the proposed development. The technical reports submitted with the development application provide information that will enable assessment of the proposal in the context of the relevant policies of the Development Plan.

Executive summary
Peregrine Corporation is investigating the potential development of an integrated Motor Sports Park
east of Tailem Bend, to upgrade and supplement an existing vehicle test track at this site.
The property is located at the Dukes Highway and Mallee Highway intersection, encompassing a site
of approximately 700 hectares zoned for Motor Sport Park by the Coorong District Council. Full detail
of the site location is provided in Figure 2.
This Traffic Impact Assessment is one of a number of key technical studies that have been carried out
in conjunction with the Development Application, to outline the principal impacts of the transport
related activities associated with this proposed development. The purpose of the report is to provide
traffic management advice on the internal access roads, car parking designs, on site traffic control
measures and access arrangements to integrate the various land uses and manage the traffic
generated by events of various scale.
The report will also identify potential issues and considers impacts on traffic, parking, pedestrian and
cyclist safety and site accessibility, in particular from the perspective of adjacent arterial roads and
local roads.
Recommendations provided in this report are based on current traffic engineering “best practice”,
Australian Standards, Austroads Guidelines and recent experience with the requirements of
Department of Planning, Transport and Infrastructure /Council.
The key issue with regard to traffic and transport relates to the impacts that are likely to occur from the
transfer of plant and equipment and the additional vehicles accessing the property during the
construction process and when the site is in different “event mode” phases.
Based upon the analysis and discussions presented in this report, the following conclusions and
recommendations are provided:
General operational traffic flows for the vast majority of time can be sustained and do not
compromise the operation or safety of the road network and users.
The development of a detailed Event Traffic Management Plan inclusive of temporary traffic
controls, speed zoning, signage and lane configuration is required when anticipated crowd
numbers of 3000 or greater are expected.
Major events for Drift, Drag or Motor Racing Circuit anticipate spectators and participants in
excess of 10,000 people and as such, the post event traffic management will require dual
egress lanes at Access A and C and support by South Australian Police to manage the
dispersal.
A road network has been established which is capable of providing access for B-Doubles to
various components of the site. It includes sealed and kerbed sections of public roads together
with sealed and unkerbed sections of private roads as detailed in Table 5 and Table 6. The road
network can be progressively developed to coincide with the development of the various motor
sporting areas and other land uses.
Formal and informal car parks are included within the master plan and have been located to
optimise the potential shared use opportunities by different land uses. This includes an
appropriate level of overflow parking provision to cater for major events. The planned parking
demand was determined through consultation with other motor sporting venues and authorities
and is comparative to other venues.
The projected major event crowds can be adequately catered for in the pre-event mode and
parking supply. However post event conditions will generate congestion within the site and at

the junction of Dukes Highway and Mallee Highway which is projected to take approximately
one hour to clear under Police Supervision.
Subject to development approval, it is recommended that the following steps be considered:
1. Finalise Department of Planning, Transport and Infrastructure approval for connections to
Dukes and Mallee Highways;
2. Finalise the cadastral boundaries within the site of the public road corridors;
3. Prepare concept road design plans and indicative budget estimates;
4. Development of detailed Traffic Management Plans in conjunction with Council, South
Australian Police and Department of Planning, Transport and Infrastructure after final
road design details are approved; and
5. Obtain any statutory approvals in accordance with the Road Traffic Act.

1. Introduction
1.1 Background
Peregrine Corporation is investigating the potential development of an integrated Motor Sports
Park east of Tailem Bend, to upgrade and supplement an existing vehicle test track at this site.
The property is located at the Dukes Highway and Mallee Highway intersection, encompassing
a site of 813 hectares zoned for rural and light industry uses. Full detail of the site location is
provided on Figure 1 Locality Plan.
The proposed development is to include;
A permanent Race Track of an international standard predominantly used for cars and
motorcycles participating in racing competition, test days, driver training, corporate days
and private track hire. The circuit can be operated in 4 configurations, ranging in length
from 3.3kms to 7.2kms and will feature a world class pit building that will include race
control facilities as well as race garages for competitors.
A function centre and multiple corporate suite configurations are also to be provided.
A permanent Drag Strip to cater for events up to international standard racing located
within an amphitheatre styled facility. It will be of world class standard with grandstand
seating, terracing and natural grass mounds for viewing. The Events will include Group 1
national events, state and club based events; and weekly/fortnightly street machine
events.
The facility will also be used for test days, driver training, car and motorcycle clubs and
corporate events. It will feature a main race control building, administration services
corporate facilities, food /beverage, merchandise outlets and a 60m x 15m burnout pad
located in front of the main grandstand seating area.
A permanent Drift Circuit of approximately 1.6 km which has been designed in
cooperation with local and international drift competitors. The track will be able to be used
in multiple configurations, where two tracks can run simultaneously for drift competition
on local, state & national levels, drift practice, testing & ‘come and try’, driver training and
also private hire.
The rally track is a series of short dirt/gravel tracks that will provide for multiple
configurations and will be used predominantly for Rally School; Rally Training; Rally
Sprint; Off road testing; Khanacross and Private Hire.
The existing rally track will be expanded into a 2-3km circuit, purpose built for rally school,
rally sprints and other off-road events.
Rallycross events will be held in a ‘stadium’ style arena located adjacent to the drift track
facility. The rallycross track will consist of 50% bitumen and 50% dirt, used predominantly
for Rallycross racing; practice, test days and Motard.
A “fun” Go kart track facility which will feature go-kart racing for all ages and general
facilities and amenities such as a café and viewing areas. The track will be an
indoor/outdoor layout of approximately 600m which can be changed into multiple
configurations and there will be a separate “junior track” for smaller children.
The 4x4 Adventure Park will make use of the existing quarry and surrounding off road
tracks covering an area of approximately 35-40ha. It will feature rock challenge obstacles,
steep incline descents and off camber sections, water features and obstacles, sand traps
and off road trails.

An airstrip located on the existing drag strip in the northern portion of the site, which will
be upgraded to become a runway with a length of approximately 2 kms to cater for small
chartered type aircraft up to a weight of 5.7 tonnes, which will cater for the typical 12-seat
charter market
This same roadway will be used for VMax events. VMax is essentially a straight road
allowing drivers to push their cars to the limit with regards to power and speed.
A Hotel facility to provide up to 100 rooms, the SAMSP administration office, a restaurant
and bar facility as well as function rooms for a range of events. The caravan and camping
grounds will be administered from the hotel complex.
An Expo building of 5000m2 that will provide a facility for a range of displays, conventions
expos and will serve as a large function centre. It is envisaged that this facility will also
be home to a rejuvenated historic car auctions locality.
A proposed Industrial and Business Park subdivision will be progressively developed on
approximately 42 ha of land in the southern area of the site with each allotment
potentially configured as a hectare. Initially stage one will consist of approximately 14
allotments
This Traffic Impact Assessment (TIA) is one of a number of key technical studies that have been
carried out in conjunction with the Development Application, to outline the principal impacts of
the transport related activities associated with this proposed development.
The key issue with regard to traffic and transport relates to the impacts that are likely to occur
from the transfer of plant and equipment and the additional vehicles accessing the property
during the construction process and when the site is in different “event mode” phases.
1.2 Purpose of this Report
To provide traffic management advice on the internal access roads, car parking designs, on site
traffic control measures and access arrangements to integrate the various land uses and
manage the traffic generated by events of various scale.
The report will also identify potential issues and considers impacts on traffic, parking, pedestrian
and cyclist safety and site accessibility, in particular from the perspective of adjacent arterial
roads and local roads.
Recommendations provided in this report are based on current traffic engineering “best
practice”, Australian Standards, Austroads Guidelines and recent experience with the
requirements of DPTI/Council.
1.3 Scope and limitations

relied on by Peregrine Corporation for the purpose agreed between GHD and Peregrine
Corporation, including the tabling of this information with relevant Government Agencies.

Comparative assessment of traffic and transport related information from other similar Motor
Sports Parks detailed in this Report, is reliant on the accuracy and currency from other sources
and GHD assumes these details are accurate.

3. Existing Conditions
3.1 Location and Land Use
The proposed development site is located 102 kilometres or approximately 1 hour and 15
minutes from Adelaide. Positioned on the southern side of the Mallee Highway, commencing at
the Dukes Highway intersection the site extends some four kilometres along the Dukes
Highway. It encompasses approximately a 700 hectare site of vacant rural property and a partly
developed motor vehicle test track with associated amenity buildings and storage areas.

3.2 Surrounding Road Network
3.2.1 Major Transport Routes
Patrons to the various events held at the SA Motor Sports Park will be well served by the
existing major transport routes of the M1 and A1 section of the South Eastern Freeway from
Adelaide to the east, carrying the National Highway to Tailem Bend and onto the Dukes
Highway (A8). A journey serviced by almost entirely freeway conditions with only the single
carriageway at the Swanport Bridge breaking the dual carriageway arrangement.
The Dukes Highway (A8) provides the main east-west route to south –western Victoria,
providing a strategic link between Melbourne and the South Australian border. It is primarily a
single lane carriageway in each direction, but with frequent overtaking lanes along the route.
Mallee Highway (B12) provides a strategic link to the north-east, with a potential connection via
the Calder Highway (A79) to the Sturt Highway (A20) another strategic link into Victoria and
New South Wales in particular Sydney. Each of these Highways are single lane carriageways in
each direction with frequent overtaking lanes. Sturt Highway also includes sections of town
centre bypass routes.

3.2.2 Local Roads
Callitris Road delineates part of the north-eastern boundary of the site; a nominally unsealed
road of approximately 8 m in width; its primary function is presently to enable access to a small
number of rural residential allotments.
Lomandra Road is similarly a nominally unsealed two way road of approximately 8 metres in
width, with a primary function of rural residential access for a limited number of sites.
Kowald Road is an unsealed road of a low level of service, approximately 8 metres wide,
forming a connection with the Mallee Highway, it also services rural residential properties.
3.3 Recorded Traffic Characteristics
Estimated two way traffic volume data has been received from both Council and DPTI which
has been included in Table 1.

4. Proposed Master Plan Land Use
GHD has been provided with the following information regarding the attributes of the master
plan:
4.1 On The Run (OTR) Development
The proposed 850m2 OTR Development will be situated on the corner of Dukes Highway and
Mallee Highway. The service station will provide 24 filling stations, where 8 will be separate
dedicated diesel filling stations. The control building will provide space for retail display, store
room, cool rooms & preparation areas and will also house a co-brand; Hungry Jacks, Subway or
Oporto. Initially 93 formal car parks will be catered for within the development plus 15 formal up
to B-Double sized vehicle parking spaces plus additional overflow B-Double vehicle parking as
required. New access points on both Dukes Highway and Mallee Highway will allow for easy
access into the facility. Future developments at the site will include an expansion of formal car
and truck parking areas as well as a car wash facility adjacent the proposed service station.
4.2 Accommodation (Hotel & Caravan Park / Camping Grounds)
4.2.1 Hotel
The proposed hotel facility will initially feature approximately 30 rooms with the possibility to
expand up to 100 rooms depending on future needs. Each hotel room within the facility will be
fitted with services to suit a 3/4 star accommodation rating. The hotel facility will also feature
restaurant & bar facilities, function rooms for a range of events and will also house the SAMSP
administration office.
4.2.2 Caravan Park / Camping Grounds
Administered from the Hotel facility, the proposed Caravan Park and Camping Grounds will be
generally used for motorsport competitors, motorsport guests & clients, corporate events, and
general tourism. Initial stages of the Caravan Park will accommodate six permanent cabin
structures, with the possibility to increase to 20 as demand requires.
4.3 Rally Tracks
The existing rally track on site will be extended 2 km to 3 km to provide for the proposed Rally
facility that will consist of several short dirt and gravel tracks to be configured in multiple layouts.
The track will primarily be used for events such as Rally School, Rally Training, Rally Sprint, Off-
road Testing, Khana-cross and will also be available for private hire. A small building will be
located within the facility that will provide for briefing, training and storage as well as open
carport spaces for up to 10 vehicles.
4.4 Rallycross
The proposed Rallycross facility will be located adjacent to the drift track in a ‘stadium’ styled
arena. The rallycross track will be approximately 1 km length where 50% of the track will be
gravel and the remaining 50% bitumen, incorporating jumps, water features and joker lane. The
tracks main purpose will be for events such as Rallycross racing, practice & test days and
“Motard” racing (motorcycle racing).

4.5 Airstrip / VMax
The existing Drag Strip will be utilised as a runway catered for aircraft not exceeding 5.7 tonnes
where a hangar able to accommodate six small aircraft will be located on site. The runway will
be a length of 2km and used for VMax events, where high performance vehicles are driven in a
straight line to determine power and speed limits.
4.6 Drag-way
The proposed Drag Strip facility will be a state of the art track able to cater for International
Standard Drag Racing. Housed within an amphitheatre styled facility, similar to Western Sydney
International Dragway shown in Figure 6, the track will be used for national and club events as
well as street machine events, including motorbikes. A 60m x 15m standalone burnout pad will
also be confined within the facility. The Drag Strip facility will also be home to a main race
control building, administration, services corporate facilities and food, beverage & merchandise
outlets.

4.7 Motor Racing Circuit
The proposed Motor Racing Circuit will be a race track predominately used for cars and
motorbikes and will be constructed to high International Standards. The track will be used for
racing events such as V8 Supercars, test days, driver training days, and corporate days and will
be available for private hire. The track shown, in Figure 7, has four different configurations
ranging in lengths between 3.3 km to 7.2 km. The Motor Racing Circuit facility will have a four
level pit building and provide car parking for approximately 2000 vehicles, 32 double bay
garages, race control & offices for officials, race day administration & briefing rooms, a media
centre & medical/first aid facilities, individual corporate facilities, kitchen & viewing platforms and
function room for any event.

4.8 4 x 4 Adventure Park
The existing quarry and surrounding off road tracks will be the location for the proposed 4 x 4
Adventure Park facility. The 35-40 ha area will feature rock challenge obstacles, steep incline,
descents & off camber sections, water features & obstacles, sand traps and off-road trails. The
facility will be used by 4 x 4 enthusiasts, 4 x 4 and off road training, corporate events & vehicle
launches and ‘come and try’ 4 x 4 vehicle owners.

4.9 Drift Circuit
The proposed 1.6 km Drift Track facility has been designed in cooperation with local and
international drift competitors. The track will be able to be used in multiple configurations, where
two tracks can run simultaneously for drift competition on local, state & national levels, drift
practice, testing & ‘come and try’, driver training and also private hire.
4.10 Go Kart Hire
The proposed Go Karting facility will house a 600 m indoor / outdoor track as well as a separate
45 m ‘junior’ track and building for general facilities and services. The track can be configured
into multiple layouts accommodating for all levels of driving experience. The building houses the
indoor section of track as well as accommodating for workshop & pit area, lockers & briefing
area, leisure & dining area, toilets, reception & office area and grandstand overlooking the track.
4.11 Industrial and Business Park Subdivision
The proposed Industrial and Business Park subdivision will be progressively developed on
approximately 42 ha of land in the southern area of the site and will consist of approximately 14
allotments in the first stage
The target industry for these allotments is motor vehicle repair, tyre repair, minor machining for
motor vehicles, mechanical repairs, storage facilities, support services for motor sport etc. Some
light manufacturing and fabrication activities – e.g. associated with rural and agricultural
equipment and warehousing. No heavy manufacturing is anticipated. Eventually it is envisaged
that 30 -40 Ha of land should yield some 30 – 40 industrial allotments. Some buildings could be
as small as 2,500m2 in area with others up to 4,000 to 5,000m2. It is understood that the
allotment size will be 1 hectare in area each.
It is also assumed that 50% to be developed for warehousing and 50% for small / light
manufacturing and fabrication

5. Comparative Assessment Outcomes
A number of motor sport venues across Australia specialise in particular components of the
planned development, but for a variety of reasons are not in a position to offer the full range of
experiences being planned for the Tailem Bend site.
GHD attempted to make contact with the following motorsport venues which were considered to
be the most similar to the proposed site whereby they provide integrated facilities with multiple
offerings with a mix of metropolitan and rural locations:
Sydney Motorsport Park in Eastern Creek, NSW;
Winton Motor Raceway in Winton, Victoria; and
Calder Park in Calder Park, Victoria.
Of these venues, Sydney Motorsport Park openly provided information relating to major circuit
events at the venue while the other two venues did not disclose any information.
Benalla Rural City Council was able to provide some traffic counts around the Winton Motor
raceway; however they did not coincide with any of the major event timeframes.
Based on the conversation, Sydney Motorsport Park provides major event parking at a rate of
2.5 visitors per space for events up to 25,000 people per day (namely the Top Gear Festival). It
should be noted that the Sydney Motorsport Park is located in the Sydney Metropolitan Area
with nearby access via public transport and taxis.
On this basis, a parking rate of 2.5 visitors per space is considered to be practical and
accordingly has been adopted in this traffic assessment for major events. Whilst public transport
is not a realistic option for the proposed location, a number of vehicles will arrive prior to the
event and stay on site. The proposed parking rate is considered to account for these vehicles
which would arrive and depart pre and post event periods.

6. Traffic Impact Assessment
6.1 Introduction
The Traffic Impact Assessment is one of several key technical studies that will be required in the
preparation of the development application which details the principal impacts of the transport
related activities associated with the development during construction and operational phases of
the project.
The key issue with regard to traffic and transport relate to the impacts likely to arise from the
additional vehicles accessing the development site during its construction and thereafter as part
of normal operation. Particular consideration has been given to the transportation of the
additional equipment and plant to be installed at the site
The proposed development will generate extra traffic during the construction and operational
phases. The traffic generated during the construction phases, however would vary greatly with
that generated during the operational phase.
The construction phase is expected to take up to 17 months and thereafter the site will be
capable of operating for at least 30 years.
6.2 Existing Conditions
It is understood that equipment will be transferred to the site either directly through Adelaide and
Tailem Bend via the SE Freeway and Mallee Highway or Dukes Highway, or alternatively via
Melbourne or Sydney along the routes described in Section 3.2.1. Sealed and well delineated
highways provide the shortest route to the site but local road capabilities will require upgrading.

6.2.1 Dukes Highway
Dukes Highway is classified as a primary arterial road and is a primary interstate transport route
between South Australia and Victoria. The road is under the care and control of DPTI and is
generally configured with two (3.5 m) traffic lanes divided by a painted centreline (in some
locations a wide centre line treatment) with approximately 1.5m wide sealed shoulders. Dukes
Highway is currently gazetted for Level 2A access under the PBS classification system and
carries approximately 4200 vehicles per day in the vicinity of development site with a speed limit
of 110 km/h. It also includes overtaking lanes south east of the Mallee Highway junction.
6.2.2 Mallee Highway
Mallee Highway is classified as an arterial road form part of a strategic link between the SE
Freeway and Dukes Highway through to the Sturt Highway. This road is similarly under the care
and control of DPTI and is generally configured with two (3.5 m) traffic lanes divided by a
painted centreline and supported by. Mallee Highway is currently gazetted for Level 2A access
under the PBS classification system and carries approximately 950 vehicles per day in the
vicinity of development site with a speed limit of 110 km/h.
6.2.3 Callitris Road
Callitris Road is a local road and under the care and control of Coorong District Council. The
road is unsealed but configured for two-way traffic. This road is currently not gazetted under the
PBS classification system and is estimated to carry less than 50 vehicles per day which are
primarily generated by the rural residential activities in the area.
6.3 Transport Requirements
6.3.1 Construction Phase
The transport requirements of the construction phase will generate a significant proportion of
heavy vehicles, in order to deliver the main race track infrastructure and Building equipment and
materials associated with the proposed On the Run development and Hotel site.
Semi-trailer vehicles and heavy rigid trucks would be able to transport the construction materials
and equipment to the site. It is understood that some local construction capability is available for
supply of equipment, materials and any shortfalls in earthworks plant and crane capabilities are
also available in Adelaide.
Where Council owned roads are to be utilised for transportation of plant, labour and materials,
an agreement may need to be reached between Council and Peregrine Corporation to establish
the maintenance responsibilities of the road during the construction period.
The construction period is projected to take up to seventeen months; however the worst case
scenario in terms of construction traffic loading occurs during a core eight month period.
6.3.2 General Operational Traffic
The operational phase will primarily consist of employee movements associated with the day-to-
day operation of the various activity areas within the site, and visitor numbers occurring during
motor sport events and other occasions.
The projected use of the motor sport circuits could see attendance of small corporate groups
(approximately 40) as an example, on a weekly basis during the working week. Similarly on a
monthly basis, large corporate groups catering for up to 350 people could also be expected.
Supplementing these trips it could also be anticipated that a small number of maintenance
inspection trips would be generated prior to these bookings and catering / cleaning staff on the
day of the Corporate hire of the site. Notwithstanding, these attendances would be nominal
(Ranging between 50 and 500 per day) and therefore it is not considered that specific
temporary event traffic management measures are required for these day-to-day activities.

6.3.3 Event Schedules
The principle issues associated with traffic and transport will be during the major event phase
with the facilitation of the large crowds at the Racing Circuit, Drag Strip and Drift Circuit (which
is not planned to occur concurrently), together with the movement of equipment associated with
these events. Traffic generated during the non- event periods or general operations phase will
be nominal compared with existing traffic flows on the surrounding road network.
Details of the estimated type and frequency of the proposed events are outlined in Table 4.

6.3.4 Event Traffic Management Scope
The development of a specific Event Traffic Management Plan (ETMP) to coordinate the short
term traffic control measures required for event management when anticipated crowd numbers
of 3000 or greater (it is unknown whether some of the minor events will be occurring
concurrently) are expected, ensures that equipment is delivered to the required locations and
patrons can access and egress the property with minimal impact on the surrounding road
network, adjacent town centre and adjacent property owners. The ETMP will include:
Designated delivery periods, delivery routes and access points to the site for all materials
and equipment supplied for different locations around the site;
Designated community event speed limits on the Dukes and Mallee Highways;
Directional and warning signage on the designated access routes to the site;
Designated reserved areas on the site for parking, turning, loading and unloading;
Appropriate traffic controls, barriers and management marshals on site to ensure that
vehicles use the designated site access tracks and do not travel off these tracks;
SAPOL and other emergency services support during the extraordinary events;
An inspection and maintenance program for the selected access routes and site tracks, to
ensure these are kept in an adequate and safe condition;
Controls and management measures to ensure safety and confinement of farm stock on
adjacent property are not able to access the site;
Designing and constructing the on-site access tracks (new and upgraded) to ensure that
they are safe and suitable for the selected transportation vehicles; and
Developing and implementing a suitable community information and awareness program
to ensure that residents are fully aware of the proposed transportation plans, timings and
activities.
6.3.5 Major Event Congestion
The new site will have the capability to cater for major events for Circuit, Drag or Drift Motor
Sports. Based upon interstate and local experience, it has been estimated spectators exceeding
10,000 could attend up to four of these events and supplementary to these events are proposed
state or local Drag and Drift events that can be expected to draw a crowd of some 2,000 to
3,000 people.
During the “Post-event” phase when up to an estimated 5,000 vehicles will attempt to leave the
site via any means available. Access point A off Mallee Highway in particular is likely to be
congested and will become the most significant queuing location for the post event traffic
leaving the site after the completion of the major Drag, Drift or Rally events, with a projected
3300 vehicles attempting to leave the site at the same time.
If gateway B off Dukes Highway remains open during the post event phase it will require
considerable Police and other Marshal support to control, illegal right turn movements to
Adelaide and U turn manoeuvres just south east of this site for the same reason.
As such it is recommended that this particular egress be closed at the end of major events in
the interest of road safety.
“Post-event” temporary traffic management schemes for the Drag Strip and Drift Programs have
been discussed with SAPOL and DPTI and will require further details for statutory approval.

Similarly, major events at the Racing Circuit such as the V8 Supercars can also attract an
estimated 10,000 spectators. As such gateway C off Dukes Highway will be the primary
connection for return trips to Adelaide and the most significant queuing location. Callitris Road
access to Mallee Highway offers a secondary choice to egress the area in the post event phase.
“Post-event” temporary traffic management schemes for the Racing Circuit Program have been
discussed with SAPOL, Council and DPTI and will require further details for statutory approval.
6.3.6 Maintenance and Decommissioning
The proposed South Australian Motorsport Park is designed for stand-alone remote operation
the majority of the time. Generally it will operate unattended for most of its operational life, and
therefore the traffic associated with the long-term operation of the Raceway Circuits will be
nominal. There are two phases of operation post the construction phase. These include:
1. Commissioning and Testing;
2. Operations and Maintenance, and
3. Decommissioning and Rehabilitation.
It is expected that the routine maintenance activities will require the site to be accessed
approximately every 3 months by up to 2 to 3 staff for a period of a week. These people will be
in addition to the regular maintenance staff. Any unscheduled maintenance or repairs may
require attendance at site by additional specialist personnel and equipment.
Based on the above activities the operational traffic level will be low and primarily consist of light
commercial vehicles such as light vehicles and four wheel drives. Larger equipment may be
required for major unscheduled maintenance events such as the replacement of a raceway
circuit or drag strip pavements. These would likely be sourced from Adelaide.
At the end of the operations phase (usually 30 years) of the proposed Motor Sports Park
decisions will be made whether to refurbish the formal race circuit assets or buildings or to
formally decommission the property assets and remove the existing plant and equipment and
rehabilitate the site.
Whether new facilities are erected or the site decommissioned and rehabilitated both options
will likely require the removal of the proposed Raceway infrastructure. The traffic impacts would
likely be similar or slightly less to the construction phase, as the need to construct the
concrete/pavement foundations and access tracks will not be required. The traffic generation
and associated impacts will need to be assessed at the time of decommissioning, as the traffic
conditions on the surrounding road network would likely be altered over a 30 year period.
6.3.7 Highway Access & Egress
Access Road connections to Mallee Highway and Dukes Highway have been considered and
resolved ‘in principle’ with DPTI to those locations shown in Figure 9 with further details
provided in Appendix A.
Primary access points marked A & B, on Figure 10 service the primary development area of the
proposed “On the Run” site, Hotel and Caravan accommodation, drag strip and small scale
event areas. Whereas the points marked C & D provide access opportunities to the Business
and Industry area and the Motor Racing Circuit.
The access/egress points have been designed in accordance with relevant Austroads
Guidelines and Australian Standard requirements to accommodate the turning manoeuvres of A
Double and B Double Truck combinations.

As of the 17 December 2014, DPTI has approved ‘in principle’ changes to enable a new access
to Dukes Highway by means of a separate right turn lane of 3.5 m and one through lane in each
direction of 3.5 m and 3.6 m to be developed as part of the local widening for the Access Road
marked as C on Figure 10.
The planned new access to Mallee Highway also includes a separate right turn lane of 3.5 m
and one through lane in each direction of 3.5 m and 3.8 m, in accordance with DPTI’s approval
‘in principle’.

6.3.8 Callitris Road
The implications for Callitris Road has two variations, namely that of the initial and then gradual
development of an industrial area commencing with 14 allotments, but with the potential of a
further 26 allotments. Secondly the implications of major event traffic seeking to access and
egress the Motor Racing Circuit and its proposed 2,000 space car park and 5,000 overflow
capacity area.
The southern end of Callitris Road (Dukes Hwy to just north of Lomandra Road) will require
development of a 10 metre wide kerbed roadway, with drainage and lighting consistent with
Council’s specifications for an Industrial subdivision with workshops / light industry factories
directly abutting this road.
The proposed extension of Caillitris Road will service stage 1 of the industrial sub-division and
function as the primary access to the Motor Racing Circuit via Dukes Highway carrying an
estimated 400 vehicles per day and 5800 vehicles per day during major events.
The northern section of Callitris Road (Lomandra Road to Mallee Highway) is to remain a rural
residential zoned area and as such it is recommended that in the long term this road should be
configured as an 8.0 metre wide sealed road with target lighting, sealed shoulders and swale
drainage. The timing of the development of this section of Callitris Road should be linked to the
second stage of the industrial subdivision and/or the Racing Circuit development as projected

traffic flows for the completion of the overall land division are expected to be 5300/day based on
the NSW Roads and Maritime Service (Updated 2013) “Guide to Traffic Generating
Developments” guidelines (the only guidelines available to assess these type of developments).
6.4 Proposed Road Network
Of particular note is that the development includes the proposed primary link (Road D as
identified in Figure 12) to the Motor Sports Park. It is intended to cater for direct access to
workshop / warehouse style properties with a requirement of B Double vehicle access/egress,
the roadway will be required to be constructed as a 10 metre wide kerbed roadway at the
Callitris Road end, with drainage and lighting consistent with Council’s Specifications as a
minimum. Initially, Road D is proposed to be a 10 metre width with sealed road shoulders,
which would be transitioned to a fully kerbed area upon development of the adjacent future
industrial estate.
This particular road may also be linked for event purposes with an extension to the Airfield
runway to enable other occasional major motoring events to be held across Road C1. Under
normal day to day operations the airport runway will terminate just north of Road C1.
Accordingly the road specification may be above Council’s predetermined standards and a
separate agreement on management and maintenance will be required between Peregrine
Corporation and Council for the option to cater for the occasional motoring event under a
“temporary road closure” approved in accordance with the Road Traffic Act 1961.
In a future stage of this Industrial Estate Road E (Refer Figure 12) is required to service the
southern allotments, which will also include an access to Callitris Road near Lomandra Road. At
that point in time, junction rearrangements are recommended to better define the priority of
Callitris Road. In the interim period this road is proposed to remain an unsealed private road of
8 metres in width, however ultimately would be configured as a 10 metre sealed pavement with
kerbing on the western side.
The final stage of subdivisional activity is proposed for the northern section of the site near the
Callitris Road and Mallee Highway junction. A future public road is also proposed to be a 10
metre sealed carriageway.
The road link between the Drift Circuit area and Callitris Road (labelled A1 in Figure 11) is
proposed to ensure access between the venues so that visitors are not forced to return to the
Dukes or Mallee Highways to access other motor sport areas. In view of the B double Truck
movements expected along this route it is proposed this road be constructed as an 8 metre wide
sealed road with sealed shoulders that transitions to a kerbed 10 metre wide roadway adjacent
the Expo building section.
Figure 11 and Figure 12 provide further detail on the planned road network.

Access by B Double vehicles is a significant parameter as there are a number of vehicle combinations and supporting equipment requiring access and egress
to particular event areas throughout the site. The private roads will also be designed to accommodate these vehicles in particular Roads B1 and B2 providing
access to the OTR and Drag areas.
Although the Racing Circuit will primarily be accessed via the first stage of the industrial subdivision, during major events it will require a secondary
egress/access point which is intended to be via a link to Callitris Road just north of the Industrial estate as shown on Figure 11.
Other unsealed access tracks are intended to have a quarry rubble base material of a nominal width of 6 metres.
A summary of the proposed characteristics of the private roads are as detailed in Table 6.

6.5 Traffic Assessment
The following process was undertaken for the traffic assessment of the SAMP:
Compute the traffic generated by each component of the site;
Establish trip distributions and assignment within the site for the various major event
modes;
Undertake SIDRA analysis of the proposed intersections with Access A and C as well as
the existing Dukes and Mallee Highways Intersection (Access B is left-in only during
major events and therefore was not assessed); and
Determine any capacity enhancements required to meet the event traffic demand.
6.5.1 Traffic Generation
Given the unique and integrated nature of this development, traffic generation rates were not
available in The Coorong District Council Development Plan. On this basis, traffic generation
rates were extracted from a number of sources as follows:
Rates for the OTR component were based on assessments of other OTR sites in South
Australia by GHD with particular focus on those in regional areas.
Rates for the industrial estate were extracted from the RMS Guide to Traffic Generating
Developments – Updated Traffic Surveys (2013) which indicated a peak and daily rates of
13.2 and 127.5 trips per hectare respectively for similar rural locations.
Rates for the major events were sourced through phone conversations with the Australian
National Drag Racing Association (as detailed in Section 7.3) and Sydney Motorsport
Park as previously detailed in Section 5).
6.5.2 Trip Distribution and Assignment
The vehicle trips associated with the site, via the key transport routes as discussed in Section
3.2.1 are projected to match the proportional distributions shown and highlighted in Figure 13.

These include:
Dukes Highway. It is currently assumed that 10% of trips would access the site from
areas in the south east via this route, such as Melbourne. A further 5% of trips are
expected to gain access via Mallee Highway and Sturt Highway to New South Wales.
South Eastern Freeway. It is considered that all remaining vehicles (85%) will utilise the
South Eastern Freeway route connecting to Adelaide. It is also assumed that 80% of
truck trips and 85% of employee trips will also utilise this route or gain access via Tailem
Bend and further to Adelaide.
A traffic analysis was undertaken to establish the distribution of traffic between access points
and traffic assignment across the internal road network within the site. The analysis adopts the
following assumptions:
Major Circuit Events generate the majority of traffic through Access C;
Major Drag and Drift Event generate the majority of traffic through Access A;
Trip distribution assumptions are assumed as per Figure 13;
Access Point D via Callitris Road is not operational until development of the racing circuit
and/or industrial estate
Pre and post major event traffic movements include the arrival and dispersal of the hotel,
camping and caravan park components;
Each staff/participant drives a vehicles to/from the site, i.e. no carpooling or ‘shuttle’
service from Adelaide, in order to adopt the worst-case-scenario
Assume SAPOL control of 4 intersections at Dukes/Mallee, Mallee/Access A,
Dukes/Access C and Road C1/D within the site;
Modelling scenarios were ran over a 90 minute period which is considered an appropriate
arrival/departure period to return to self-managing traffic conditions;
Existing traffic volumes were provided by DPTI for Dukes Highway and Mallee Highway;
Predicated traffic volumes for the Major Events and General Operational traffic are included in
Appendix B.
6.5.3 Traffic Analysis
Traffic analysis of the proposed development was undertaken using SIDRA computer software.
The following scenarios were assessed:
Mallee Highway and Access A – pre and post event periods for Major Drag and Circuit
Events (4 scenarios); and
Dukes Highway and Access C – pre and post event periods for Major Drag and Circuit
Events (4 scenarios);
Dukes Highway and Mallee Highway – existing operation and pre and post event periods
for Major Drag and Circuit Events (5 scenarios);
It should be noted that Access B is left in-left out only. During major events, Access B is open
during the pre-event period but closed during the post-event period. On this basis, the access
point does not warrant analysis.
Intersection of Dukes Highway and Mallee Highway
The intersection is a rural give-way controlled intersection presently configured with three
approaches and providing channelised right turn provision on Dukes Highway. Auxiliary Lanes

are provided on Dukes Highway for turns to/from Mallee Highway with an acceleration lane also
provided on Mallee Highway. Dukes Highway is separated by a painted median with painted
median islands provided on the Mallee Highway approach.
The analysis indicates that temporary dual egress lanes on Dukes Highway and Mallee
Highway for Adelaide-bound traffic flows will be required.
Figure 14 below illustrates the current intersection configuration and the proposed event
management configuration.

Intersection of Dukes Highway and Access C
The proposed intersection is designed to be much the same as the Dukes Highway and Mallee
Highway intersection. The intersection will provide a channelised right turn provision and
auxiliary lanes on Dukes Highway. In addition, the proposed intersection will extend the existing
northbound overtaking lane to the north to provide two northbound through lanes through the
intersection. A no right turn out ban is proposed for B-Double vehicles or greater.
The analysis indicates that temporary dual egress lanes on Access C approach for Adelaide-
bound traffic flows will be required.
Figure 15 illustrates the current intersection configuration and the proposed event management
configuration.

Intersection of Mallee Highway and Access A
The proposed intersection is designed to be much the same as the Dukes Highway and Mallee
Highway intersection. The intersection will provide a channelised right turn provision and
auxiliary lanes on Mallee Highway to/from the site.
The analysis indicates that temporary dual egress lanes on Access A approach for traffic
approaching Dukes Highway.
Figure 16 illustrates the current intersection configuration and the proposed event management
configuration.

Based on the provision of the above event traffic management, the dispersion time for vehicles
to disperse from the site after a major event is estimated, as shown in Table 7. The dispersion
time is the ratio between the effective departure flow (which accounts for the green time
available to the intersection approach) and the difference post-major event flow and general
operational flow.

The table indicates that up to 69 minutes of SAPOL control would be required at Access C and
Road C/D after a Major Circuit Event and up to 67 minutes at Access A after a Major Drag
Event.
It should be noted that the dispersion time equates to the time it takes major event traffic
demand egressing the site to subside and return to general operational levels.
6.6 Parking
Parking generation rate guidelines are available for some of the planned land uses however, a
comparative assessment was necessary to establish guidelines for the motor sport attributes of
the site.
A summary of the parking requirements is provided in Table 8.

6.6.1 Car Park Designs
Formal car parks will be designed to comply with the provisions of Australian Standards 1742,
2890, 1158 and 1428 specifically enabling B double or Heavy Rigid design and test vehicles
that require access to these areas. Supplementing these areas are strategically positioned
informal or overflow car parks all of which are detailed in the following Figure 17 and Figure 18.
The overflow areas located at the northern end of the site (B1 / B2 / D1) are positioned to
support events on either side of the Airstrip and are connected by a significant pedestrian
walkway on the northern side of the Karting Building.
Car park access has been selected to support safe turning profiles at junctions and entry
gateways, together with connection to the Mallee and Dukes Highways.

6.7 Summary
A number of the Major Motor Sporting activities require delivery of the entrant vehicles via
transport on semi-trailers and B Doubles. The requirement to cater for the efficient movement of
these vehicles dictates the road geometry, specification and traffic management.
Equally, the position and design of the Dukes and Mallee Highway access /egress points has
also impacted the internal road designs. Although wherever feasible the master plan has been
based upon the principle of sharing ‘informal’ parking resources and designing to suit the
nominal everyday use and local event modes as this will account for excess of 90% of the
activity at the site.
During the specific Major Event mode, temporary traffic management is to include turning bans,
community event speed zones and SAPOL support to supervise the post event dispersal. The
projected crowd numbers of 10,000 for the high profile events can be adequately catered for in
the pre-event mode and parking supply, however post event conditions on six occasions a year
will generate congestion within the site and at the Dukes Highway and Mallee Highway junction
that is projected to take approximately one hour to clear under Police Supervision.

7. Consultation with Key Stakeholders
7.1 Council
The proposed road alignments and characteristics have been discussed with the Director of
Infrastructure and Assets at the Coorong District Council. In-principle, the designation of public
and private roads as detailed in Table 5 and Table 6 are supported with the exception of Road
E which the Council administration believe should be a sealed road pavement. However, a
formal Council resolution will be required when further details are available.
7.2 V8 Supercars
Email contact has been sent the V8 Supercars Administration Centre however to date no
response has been received.
7.3 Australian National Drag Racing Association
A telephone discussion with Mr. Brett Stevens President, ANDRA on the 9 December 2014,
resulted in support for the new Venue and considerable insight to the various combinations of
vehicles used by participants during the major events including approximately 80 -100 or 33% of
the participants using Semi-trailers and B doubles.
Validation of the number of major events, origins of the participants, logistical information about
site access and use of the “pit space” areas was also obtained.
7.4 South Australia Police
Telephone and email contact has been made with SAPOL related to the management of traffic
especially in the post event timeframe. A formal traffic management plan will be required at a
later date which will include SAPOL resource commitment. However, at this stage there is a
willingness to collaborate to manager these events.
7.5 Country Fire Service
Email contact has been sent the CFS however to date no response has been received.
7.6 State Emergency Service
Email contact has been sent the State Emergency Services however to date no response has
been received.
7.7 DPTI
Telephone and email contact has been made with DPTI related to the management of traffic
especially in the post event timeframe. Support ‘in-principle’ to introduce post event traffic
management controls has been received, subject to receipt of a detailed plan inclusive of the
full signage and speed control measures planned for the area during these times.

8. Conclusions and Recommendations
Based upon the analysis and discussions presented in this report, the following conclusions and
recommendations are provided:
General operational traffic flows for the vast majority of time can be sustained and do not
compromise the operation or safety of the road network and users.
The development of a detailed Event Traffic Management Plan (ETMP) inclusive of
temporary traffic controls, speed zoning, signage and lane configuration is required when
anticipated crowd numbers of 3000 or greater are expected.
Major events for Drift, Drag or Motor Racing Circuit anticipate spectators and participants
in excess of 10,000 people and as such, the post event traffic management will require
dual egress lanes at Access A and C and support by SAPOL to manage to the dispersal.
A road network has been established which is capable of providing access for B-Doubles
to various components of the site. It includes sealed and kerbed section of public roads
together with sealed and unkerbed sections of roads as detailed in Table 5 and Table 6.
The road network can be progressively developed to coincide the development of the
various motor sporting areas and other land uses.
Formal and informal car parks are included within the master plan and have been located
to optimise the potential shared use opportunities by different land uses. This includes an
appropriate level of overflow parking provision to cater for major events. The planned
parking demand was determined through consultation with other motor sporting venues
and authorities and is comparative to other venues.
The projected major event crowds can be adequately catered for in the pre-event mode
and parking supply. However post event conditions will generate congestion within the
site and at the junction of Dukes Highway and Mallee Highway is projected to take
approximately one hour to clear under Police Supervision.
8.1 Next Steps
Subject to development approval, it is recommended that the following steps be considered:
Finalise DPTI approval for connections to Dukes and Mallee Highways;
1. Finalise the cadastral boundaries within the site of the public road corridors;
2. Prepare concept road design plans indicative budget estimates;
3. Development of detailed Traffic Management Plans in conjunction with Council, SAPOL
and DPTI after final road design details are approved; and
4. Obtain any statutory approvals in accordance with the Road Traffic Act.

BACKGROUND
The following information is supplied as a supplement to previous GHD findings detailed in the South
Australia Motor Sports Park Traffic Impact Assessment (dated 23 December 2014) (hence forth
referred to as SAMP TIA).
The information in this supplement provides an additional assessment based on revised plans and
feedback from key stakeholders for the proposed industrial subdivision.
This information is based upon instructions received from Peregrine Corporation regarding the
proposed plans in accordance with 64611_304 SK18 A0 Concept (dated 24/3/2015) attached to this
report. This report discusses the proposed changes to the Industrial and Business Park subdivision
and the changes proposed resulting from feedback from key stakeholders and the associated impact
on the revised industrial subdivision layout.
INDUSTRIAL & BUSINESS PARK SUBDIVISION
The proposed Industrial and Business Park subdivision will be progressively developed on
approximately 42 ha of land (occupied in 3 stages) in the southern area of the site and will consist of
approximately 11 allotments in the first stage. A location plan of the revised development is shown in
Figure 1 and a more detailed plan is provided in Appendix A.

The previous proposal had a target market for these allotments as motor vehicle repair, tyre repair,
minor machining for motor vehicles, mechanical repairs, storage facilities, support services for motor
sport etc. Some light manufacturing and fabrication activities – e.g. associated with rural and
agricultural equipment and warehousing. No heavy manufacturing is anticipated. Some buildings could
be as small as 2,500m2 in area with others up to 4,000 to 5,000m
2 within the larger hectare sites.
As a result of recent considerations, the Peregrine Corporation has resolved to amend its previous
proposal for a portion of Stage 2 (north-east of Road D) and Stage 3 of the Industrial and Business
Park subdivision. It is now proposed to configure 106 smaller allotments of between 500m2– 1000m
2
that will be used for car storage, workshops, service centres and service hubs, research development
centres, facility centres for car enthusiasts, base facilities for car clubs and non-permanent
accommodation for car enthusiasts. This revised proposal was based on research undertaken by the
proponent about the type of development that would be most appealing for the proposed adjacent land
use of the development and access to the proposed circuit located immediately east of the proposed
industrial development.
Construction Phase
As mentioned in the previous report, the transport requirements of the construction phase of this
amended sector of the planned Industrial and Business Subdivision will generate a proportion of
heavy vehicles. In order to deliver the additional road infrastructure and building equipment and
materials associated with the proposed Industrial and Business Park development, the vehicle
movements will be slightly higher for the revised development layout due to the number of allotments
increasing and additional services required.
Semi-trailer vehicles and heavy rigid trucks would be able to transport the construction materials and
equipment to the site. It is understood that some local construction capability is available for the supply
of equipment, materials and any shortfalls in earthworks plant and crane capabilities are also available
in Adelaide.
During construction of the internal access roads, arrangements are proposed to enable access and
egress to this proposed land division via existing crossover points to 603 Dukes Highway and Mallee
Highway (located approx. 400m east of Dukes Highway) thereby avoiding transportation of plant,
labour and materials on the unsealed Council Roads and damage to the proposed access points.
However, appropriate temporary traffic management plans would need to be in place during the
construction period (AS 1742 compliant) to ensure safe and effective travel along those affected
roads.
General Operational
The general operational phase will primarily consist of movements associated with the day-to-day use
of the site including:
Employee and associated traffic generated by Stage 1 and Stage 2 of industrial estate;
Owner and visitor traffic associated with the workshops/allotments in Stage 2;
Customers and employee traffic associated with the daily activities offered on-site.
It is envisaged that the 106 allotments in Stage 2 would primarily be used after-hours including at night
and on weekends whereas Stage 1 and the other part of Stage 2 of the industrial estate would
primarily be used during business hours. On this basis, it is considered the traffic generation of these

two components of the industrial estate will be complimentary to each other and would likely not
coincide.
Event Traffic Management
It is envisaged that the proposed allotments detailed as the second stage of the Industrial and
Business Park will become premium workshop and storage sites.
Major Event (Circuit) Congestion
Major events at the Racing Circuit such as the V8 Supercars could attract an estimated 10,000
spectators (5000 vehicles). As such, Access C off Dukes Highway is anticipated to be the primary
connection for return trips to Adelaide and the most significant queuing location. The variation in the
form of the land division offers the potential for respite (ablutions, storage collection, secured parking)
in the post event period to avoid the short term exodus.
The Callitris Road access to Mallee Highway offers a secondary choice to egress the area in the post
event phase. This could offer access to destinations east and north east of the site. However, in order
to manage the impacts upon the local rural residential properties on Callitris Road and minimise the
infrastructure implications, it is proposed by Peregrine Corporation that this connection be suspended
to occur prior to Stage 3 of the proposed industrial development.
As flagged in the SAMP TIA “Post-event” temporary traffic management schemes for the Racing
Circuit Program have been discussed with SAPOL, Council and DPTI and will require further details
for statutory approval.
Callitris Road
Callittris Road is a public road managed and maintained by the Coorong District Council.
As detailed in the SAMP TIA, the implications for Callitris Road has two variations, namely that of the
initial and then gradual development of an industrial area and secondly the implications of major event
traffic seeking to access and egress the Motor Racing Circuit.
The northern section of Callitris Road (Lomandra Road to Mallee Highway) is to remain a rural
residential zoned area and as such it has been recommended that in the long term, this road should
be configured as an 8.0 metre wide sealed road with target lighting, sealed shoulders and swale
drainage.
The staging of the planned work for the northern segment of Callitris Road has previously been linked
to the “second stage of the industrial subdivision and/or the Racing Circuit development”. This has
been based upon projected traffic flows for the completion of the overall land division and source
reference guidelines from the NSW Roads and Maritime Service (Updated 2013) “Guide to Traffic
Generating Developments” (the only guidelines available to assess these type of developments).
Peregrine Corporation has now advised it plans this redevelopment to occur as part of initial Stage 3
Industrial and Business Park works and until this time, it is proposed that this road continue to operate
as it presently does an unsealed road.
The southern section of Callitris Road (labelled E) has a primary function of enabling access to the
individual allotments and minor streets along its southern boundary. Its supplementary function will be

for traffic circulation from both the Industrial and Business Park subdivision and for the Motor Racing
Circuit Area.
A key objective of the amended Stage 2 of the Industrial and Business Park is the provision of
development lots for Motor Sport enthusiasts to maintain, modify and trial technical variations within
the Motor Sport Circuit environs. Peregrine Corporation considers it would be desirable to potentially
enable these enthusiasts to transfer their vehicles directly to the track under managed terms and
conditions.
In order to achieve this outcome, the amended schedule of Roads retains the new minor roads in
private ownership to enable their connection to Road D and then the Motor Racing Circuit, without
using public roads. However, a portion of Road E (Callitris Road Southern end) will remain public
roads thereby new property owners requiring vehicles to be registered to enter this Road.
Road C1 /C3
Road C1 (Dukes Hwy to Lomandra Road) will eventually form part of a continuing road when it is
integrated with the northern segment of Callitris Road. It is proposed to be ultimately developed with a
10 metre wide kerbed roadway, with drainage and lighting consistent with Council’s specifications for
an Industrial subdivision as part of Stage 1 development works. This road segment is the first priority
in order to access the proposed first stage of the Industrial and Business Park.
In order to achieve a similar opportunity to enable Motor Sport enthusiasts to transfer their vehicles
directly from the newly created “workshop” areas within the Industry and Business Park to the Drag
Strip or Drift Areas, Peregrine Corporation wishes to provide a “Private Road link” across Road C3.
As such the current proposal is to retain a portion defined as the Road junctions A1/ C3; D/C3 and
road segment between these locations as shown on Appendix B
Amendments to the Proposed Road Network
Of particular note is that the amended Industrial and Business Park development includes a new Road
X connection being the proposed primary link (identified in Appendix A) to the new Allotments. It is
intended to control direct access to these workshops / warehouse style properties to Road Y due to
the future potential use of Road D as an event area as described in the SAMP TIA.
The function of the amended sector of the Industrial and Business Park means a change to the design
vehicle accessibility from the previous B- Double to Heavy Rigid Trucks (with occasional semi-truck
movements). The new local roads are recommended to be 8 metre wide kerbed roadways with
drainage and street lighting consistent with Council’s Specifications.
The southern segment of Callitris Road (Public Road E - refer Appendix B) is required to service the
allotments adjacent to the Motor Racing Circuit, which will also include an access to Road C1. It is
proposed by Peregrine Corporation that this road be developed as a 10 metre road pavement with
lighting and kerbing on the western side of the proposed circuit as part of Stage 2 of the industrial
development.
Appendix B provides further detail on the proposed amended road network.
In summary the proposed characteristics of the amended public roads are as detailed in Table 1.

Traffic Assessment Overview
The SAMP TIA Traffic Assessment was based on the assumption that only Stage 1 of the industrial
estate was occupied and Access D was not accessible to event traffic and by extension, the northern
section of Callitris (Road C2) was closed (local resident traffic only) and remained unsealed. It was
recommended that upgrade (including sealing) and opening of Road C2 to development traffic be
undertaken in line with the development and occupation of up to Stage 2 of the industrial estate.
This assessment now assumes full development and occupation of the industrial estate in addition to
the circuit. It also assumes Road E is upgraded and operational as part of the Stage 2 Industrial and
Business Park development.
Revised Modelling of Traffic Generation
Given the unique and integrated nature of this development, traffic generation rates were not available
in The Coorong District Council Development Plan. On this basis, traffic generation rates were
extracted from the RMS Guide to Traffic Generating Developments – Updated Traffic Surveys (2013)
which indicated a peak and daily rates of 13.2 and 127.5 trips per hectare respectively for industrial
estates in similar rural locations.
The industrial estate of 42 hectares is broken down as follows:
Stage 1 – 14 Hectares with 11 allotments;
Stage 2 – 10 Hectares with 106 allotments;
Stage 3 – 18 Hectares with 18 allotments;
Application of these rates indicates the overall industrial estate could generate up to 555 and 5,355
vehicles during the peak hour and daily periods respectively. This includes the breakdown of volumes
as identified in Table 2

General Operational Period
As indicated previously for the general operational period, it is envisaged that the 106 new allotments
in Stage 2 would primarily be used after-hours including at night and on weekends whereas, Stage 1
and Stage 3 of the industrial estate would primarily be used during business hours. On this basis, it is
considered the traffic generation of these two components of the industrial estate to be complimentary
to each other and would likely not coincide. Thus, the net impact on peak hour volumes is reduced.
Major Circuit Event Period
For the major circuit event, the previous SAMP TIA assumed that Access D and Road C2 were not
accessible to development traffic in order to adopt the worst case scenario. It has been assumed that
Access D would be used by egressing traffic after major circuit events periods. The traffic distribution
for egressing traffic during major circuit events has been assumed as 70% using Access C, 20% using
Access D and 10% using Access A, associated with the OTR development (Refer Figure 1 for locality
details). No changes to that advised in the previous report are envisaged for drag and drift events.
Given the previous assessment did not consider Access D, Access C was the primary access and
egress point during major circuit events. The SIDRA assessment indicated that with dual egress lanes,
the intersection of Access C and Dukes Highway could accommodate the egressing traffic post-event.
With the assumption that Access D is now accessible to traffic, the impact on Access C and Dukes
Highway is offset by traffic using Access D and Mallee Highway. It is not considered that the additional
traffic generated by the industrial estate Stage 2 and 3 will compromise the safety or operation of
development site road network or external road network.
Appendix B provides the revised daily traffic volume diagrams and turning movement diagrams.
Conclusion
A supplementary traffic report has been prepared as a result of changes to the proposed industrial and
business park development and feedback from the DAC process associated with the Tailem Bend
Motorsport Park. As a result the following amendments are suggested to the previous report:
1. Public roads and private roads schedules be amended as shown in Appendix B of this report.
2. Callitris Road (Southern End) labelled as Road E be constructed as part of Stage 2 of the
Industrial and Business Park.
3. Callitris Road (Northern End) labelled as Road C2 be constructed as part of Stage 3 of the
Industrial and Business Park.
