Regulations and operator’s programs to improve pipeline safety continue to dictate the necessity for effective integrity data management. While the development and utilization of an enterprise GIS has enabled compliance, there oftentimes can remain a gap in the sharing of the resulting

knowledge between those persons executing different elements of an IMP.

Equilon Joint Venture – Learnings

• Two large pipeline companies needed to join together as one operator• Both Shell and Texaco had large regional offices that were primary record

keepers• Records were not necessarily in consistent format across either parent

company• Each company had a single pilot GIS project underway• Growth through acquisitions and construction was planned


Risk Management Demonstration Project –Learnings

• Liquid pipeline operator participant in DOT’s Risk Management Demonstration Program

• Conducted Risk Assessment (RA) meetings for both the TX/LA ethylene and Cortez carbon dioxide pipelines in 1997

• Facility data was in original formats (alignment sheets, records, studies, etc.)

• Unable to execute efficient information analysis during RA meetings• Demonstration Project included requirement to expand Risk Management

Program (RMP) to all operated systems• Determined prerequisites to conducting future risk assessments:

– GIS and tools for integrity data management, integration, and display– Consequence modeling to better understand possible impact adjacent to ROW

• GIS identified as component of Luminon project to improve operating efficiency

• Need to develop and build pipeline information system to:

– Platform for growth– Support concurrent RMP execution– Meet requirements of NPMS

Luminon (Enterprise GISDevelopment) - Learnings

• Framework initially –centerline digitized from best available mapping (alignment sheets, quad maps, etc.)


• Minimal data capture – NPMS attributes (naming, EFRD’s, pipe specifications)

• Prioritize and coordinate with on-going RMP for immediate utilization of the GIS

• Introduction to company (power-user’s involvement, sandbox opportunities)

• GIS “go live” in May 2001• Key role in supporting Integrity Management rule• Support of industry initiatives (NPMS, PPTS)

• GIS awareness and communication opportunity company-wide

• RMP to be executed over four years (10,000+ pipeline miles / 100+ terminals / 200+ meetings)

• Developed Risk Assessment Data Sheets (RADS) with GeoFields to geographically integrate and display pipeline integrity data

– Wallpaper-sized sheets for meeting setting– View entire pipeline at once– Participants write on sheets to add, change, and

validate data

• Identified “all available” integrity data from various sources (alignment sheets, records, reports, and databases)

• Prepare and process data to common (geographic) reference• Risk database created (beyond Luminon scope)• Data quality issues:

– Multiple sources – need to determine primary – GIS the source for modeling baseline data (hydraulics, spill, etc.)

• Beginning of data/information cycle (needed for Integrity Assessment data integration)

• Integrity Management (IM) rule added HCA data for impact evaluation and “could affect” segment identification

Shift in Corporate Strategy (Downsizing) –Learnings

• Continue to develop GIS as company operations resource:– Enterprise data/information repository– Support Integrity Management Plan (IMP) – Integrity Assessment (IA)

• Growth plan shifts to active downsizing through divestitures• Initially more workload in support of sales activity• Ultimately smaller GIS to maintain• Real-time support of changes to IMP (Baseline Assessment Plan – 50%

mileage inspected) and other regulatory/industry reporting requirements


Integrity Assessment Process - Learnings

• Consolidate Risk and Enterprise databases• Support data integration and information analysis requirements of IA (ILI,

hydrotest)• Revisit original Luminon GIS development (centerline QC, additional data capture

and QC)• Utilize data and information from RA process (update and complete data, and add

“meeting notes” into GIS)• Educate IA engineers on use of risk data• Align and integrate the IA results within the enterprise GIS

Globalization - Direction

• Continue to develop and refine GIS:– Enterprise data/information repository– Support IMP - Continual Assessment (CA)

• Increased support of regulatory and industry reporting (TRRC, DOT, API)• Support of other Shell entities globally• Make integrity data available for emergency response (ER) efforts• Ongoing data maintenance


Continual Evaluation & Assessment – Direction

• Support periodic RA meetings utilizing RADS

• Update and complete data in GIS from RA/IA elements of IMP for CA

• Utilize index modeling for alternative view of risk


Conclusion• GIS is flexible and effective at bringing together, utilizing, and managing

diverse data sets in a dynamic corporate environment• GIS allows efficient development and sharing of data, information, and

knowledge• GIS is essential to compliance with Integrity Management rule• GIS data content and development is not automatically understood by the

next user

• We’re not there yet. . . .an enterprise GIS implementation is an exercise in continual improvement

• There are more opportunities available to utilize the GIS for pipeline integrity management

• There is no simple enterprise GIS solution, but implementation can be attained by hard work and learning from past lessons
