Regulations and operator’s programs to improve pipeline safety continue to dictate the necessity for effective integrity data management. While the development and utilization of an enterprise GIS has enabled compliance, there oftentimes can remain a gap in the sharing of the resulting

knowledge between those persons executing different elements of an IMP.

• Liquid pipeline operator participant in DOT’s Risk Management Demonstration Program

• Conducted Risk Assessment (RA) meetings for both the TX/LA ethylene and Cortez carbon dioxide pipelines in 1997

• Facility data was in original formats (alignment sheets, records, studies, etc.)

• Unable to execute efficient information analysis during RA meetings• Demonstration Project included requirement to expand Risk Management

Program (RMP) to all operated systems• Determined prerequisites to conducting future risk assessments:

diverse data sets in a dynamic corporate environment• GIS allows efficient development and sharing of data, information, and

knowledge• GIS is essential to compliance with Integrity Management rule• GIS data content and development is not automatically understood by the

next user

• We’re not there yet. . . .an enterprise GIS implementation is an exercise in continual improvement

• There are more opportunities available to utilize the GIS for pipeline integrity management

• There is no simple enterprise GIS solution, but implementation can be attained by hard work and learning from past lessons
