1.4 million new people are moving into cities every
week.
People are drawn to cities as centres of
economic activity, social connection, opportunity,
and innovation.

Abandoned Steel Mill in Pittsburgh, USA
A city’s ability to maintain essential functions is threatened by both acute shocks and chronic
stresses.
Flooding in Mandalay, Myanmar
5Austerity riots in Athens, Greece
Sudden shocks or accumulating stresses can lead to social breakdown, physical collapse, or
economic decline.

What are chronic stresses?

Shocks and stresses can bring opportunities for cities to evolve, and in some circumstances, transform.
Shock or Stress

URBAN RESILIENCEIs the capacity of individuals, communities, institutions, businesses, and systems within a city to survive, adapt, and grow no matter what kinds of chronic stresses and acute shocks they experience.

Inequity And Social Cohesion Will Define The
Resilience Agenda
City resilience strategies must focus on ways to fully
include vulnerable populations

100RC partners with cities around the world to help them become more
resilient to the social, economic and physical challenges that are a growing part
of the 21st century.
17
100RC AIMS TO SOLVE TWO PROBLEMS:
1. Cities are complex, siloed ecosystems
2. Existing solutions do not scale or reach cities efficiently
18
1. Funding to hire a
Chief Resilience Officer (CRO)
2. Support to Develop a City
Resilience Strategy
4. Membership in the 100RC
Network
3. A Platform of Services to
support strategy implementation
100RC provides cities 4 types of support to address these problems
TO HELP COMPLEX URBAN SYSTEMS ORGANIZE AND INTEGRATE AROUND
RESILIENCE
TO SCALE SOLUTIONS EFFICIENTLY

Our Member CitiesFollowing a highly competitive application process (1,000+ applications), 100RC selected a first group of
cities in December 2013, announced the second in December 2014, and the third in May 2016

Helping Surat to Understand & Address its Water Issues
• 9 Member cities,+28 Resilience practitioners & 30 water experts convened in Rotterdam to share innovation, planning & implementation efforts.
• CRO’s used Rotterdam as a living laboratory to experience how the Dutch live with water & key innovation such as Floating structures, Sponge zones, etc.

Innovative Stakeholder Engagement Process
ASSET & RISKS TOOLS Resilient Surat/TARU
• The objective of asset and risk analysis is to capture the challenges and scenarios of Surat city
• Strategy partner TARU developed a mobile application for conducting the assets and risks scanning exercise. Questions for these exercises were adapted from Assets and Risks Tool developed by 100RC.

Understanding Urban Flood Management
SUMMIT ON URBAN FLOODING, Chennai
• 100RC & the Greater Chennai Corporationpartnered to host “Summit on Urban Flooding.”
• The Event brought together a diversity of stakeholders, including water & flooding experts, ecologists, engineers, hydrologists, urban planners, experts & local authorities to provide evidence-based resilience solutions & learnings from international/local best practices on urban flood management.
25
• This innovative partnership will allow cities to know what is at risk, how it needs to improve, who will fix it, and where the funds will come from, all which allows them to rebound more quickly.
The Market is Better Understanding and Responding to City Resilience Needs
• Cities need financial plans in place to protect critical assets against shocks before they occur.
• Partners Swiss Re and Veolia are piloting their work together in New Orleans

MEDELLIN – BUILD CHANGE
• The 100RC Strategy Process highlighted the need for solutions to the vulnerability of informal housing units on the slopes in Comuna.
• Medellin partnered with Build Change to design an initiative to train informal builders on safety codes and affordable choices to help prevent .
• Building on the CRO’s expertise, Build Change partnered to co-write an application to access global funding for this initiative, featured in the Resilience Strategy.

BERKELEY – RMS/MWH• The city wanted to better understand how to ensure
buildings that will be used as shelters will still be useful after an earthquake.
• An analysis by RMS demonstrated that it is significantly more cost-effective to invest in seismic upgrades than it is to rebuild or repair structures after an earthquake.
• The CRO was able to take the results of the study, which provided a quantitative analysis of costs of upgrades of the structures, to council and argue forfunding to make these upgrades and push the project forward.
• MWH helped the city better model and understand its stormwater management challenges and prioritize multi-benefit interventions, such as green infrastructure.
