The Airport South Community Improvement District (CID) is the first CID in Clayton County and the second within the Aerotropolis area. The Airport South CID is jointly administered with the Airport West CID through a dynamic partnership called the Aerotropolis CIDs. The two CIDs work together to create an economically strong, safe, attractive and vibrant community surrounding the Hartsfield-Jackson Atlanta International Airport.

Tier 1 Counties offer the most business-friendly tax credit programs in the state.

• Each year the Department of Community Affairs ranks all 159 counties in Georgia based on certain economic factors

• The Georgia Tax Credit Law (§ 48-7-40(b)) allows for a statewide job tax credit of $3,500 against income taxes for a business of any nature in Tier 1 counties that hires 2 or more employees. All tier 1 counties in Georgia except Webster County partner with the Joint Development Authority (JDA) to provide a $500 tax credit bonus for each created job. Therefore, the total tax credit benefit is $4,000 per created job per year in Tier 1 counties.

• Tax credits in tier 1 counties may be carried forward for up to 10 years

• In Tier 1 Counties, the excess over 100 percent is credited to Georgia withholding tax, with a limitation of $3,500 per job

• These tax credits do not overlap with Georgia’ Opportunity Zones Investment Tax Credit Program - Companies are allowed to claim either the job tax credit or the investment tax credit, but not both.

* Includes $500 bonus for Joint Development Authority (JDA). Georgia counties can form partnerships that benefit companies with this $500 Job Tax Credit bonus. There is currently only one county in Georgia that does not participate in JDA. therefore, the Job Tax Credit in Webster County, a Tier 1 county is $3,500.

Example: Taxpayer creates 50 jobs in Tier 1 county offering a $4,000 credit receives $1 million in tax credits over fives years to reduce or eliminate Georgia income tax [50 jobs x $4,000 x 5 years = $1 million]
