September 2014 marked a significant event for the Philippine Statistical System (PSS): the first anniversary of the Philippine Statistics Authority (PSA). As the first National Statistician appointed in April 2014, I strive to instill the vision of a solid and responsive PSA. Solid means a strong, reliable, independent, and robust organization founded on the best practices and accomplishments of the four (4) statistical agencies - Bureau of Agricultural Statistics (BAS), Bureau of Labor and Employment Statistics (BLES), National Statistical Coordination Board (NSCB) and the National Statistics Office (NSO) that merged into the PSA. Responsive refers to a relevant, consultative, accessible, and dynamic organization that provides appropriate information to its stakeholders such as policy and decision makers who aim for better lives for the Filipino people.

Since the PSA’s inception, I am proud to say that we are beginning to take strides towards an effective and efficient professional WORKFORCE that optimizes resources to deliver relevant statistical products and services;

To our valued stakeholders, we appreciate your active participation in our undertakings and your assistance in helping us provide relevant, accurate, accessible, and timely statistics for evidence-based decision-making and to facilitate citizens’ access to statistical and civil registration services. Since this is the very first PSA Annual Report, we are pleased to share with you our accomplishments for 2014 in two (2) forms: an abridged version that highlights our accomplishments for the year and the other is a full and more detailed version.

To the PSA management and staff, we know that as the organization is transitioning towards working together as one, there have been and will continue to be challenges along the road. However, these are being surmounted by establishing an organizational culture that gives

value to people, enhances business processes using best practices from the four (4) merged agencies and from outside, practices good stewardship of its resources, and of course promotes teamwork, integrity, and professionalism. To take a line aptly put by Mohandas Gandhi, let us be the change we wish to see in the PSA. Thank you for all your efforts in honoring our commitment to continue the delivery of expected output to our stakeholders. The PSA shall primarily be responsible for the implementation of the objectives and provisions of R.A. 10625.

MandateIt shall plan, develop, prescribe, disseminate and enforce policies, rules and regulations and coordinate government-wide programs governing the production of official statistics, general-purpose statistics, and civil registration services.

It shall primarily be responsible for all national censuses and surveys, sectoral statistics, consolidation of selected administrative recording systems and compilation of national accounts.

FunctionsThe PSA shall:

a. Serve as the central statistical authority of the Philippine government on primary data collection;

b. Prepare and conduct periodic censuses on population, housing, agriculture, fisheries, business, industry, and other sectors of the economy;

c. Collect, compile, analyze, abstract and publish statistical information relating to the country’s economic, social, demographic and general activities and condition of the people;

d. Prepare and conduct statistical sample surveys on all aspects of socioeconomic life including agriculture, industry, trade, finance, prices and marketing information, income and expenditure, education, health, culture, and social situations for the use of the government and the public;

e. Carry out, enforce and administer civil registration functions in the country as provided for in Act 3753, the Law on Registry of Civil Status;

f. Collaborate with departments of the national government including GOCCs and their subsidiaries in the collection, compilation, maintenance and publication of statistical information, including special statistical data derived from the activities of those departments, corporations and their subsidiaries;

g. Promote and develop integrated social and economic statistics and coordinate plans for the integration of those statistics, including the national accounts;

h. Develop and maintain appropriate frameworks and standards for the collection, processing, analysis and dissemination of data;

i. Coordinate with government departments and local government units (LGUs) on the promotion and adoption of statistical standards involving techniques, methodologies, concepts, definitions and classifications, and on the avoidance of duplication in the collection of statistical information;

j. Conduct continuing methodological, analytical and development activities, in coordination with the Philippine Statistical Research and Training Institute (PSRTI ), to improve the conduct of censuses, surveys and other data collection activities;

k. Recommend executive and legislative measures to enhance the development of the statistical activities and programs of the government;

l. Prepare, in consultation with the PSA Board, a Philippine Statistical Development Program (PSDP);

m. Implement policies on statistical matters and coordination, as directed by the PSA Board; and

n. Perform other functions as may be assigned by the PSA Board and as may be necessary to carry out the purposes of this Act.

The PSA Board has the following powers and functions:

• Establish appropriate mechanisms to promote and maintain an efficient and effective statistical system in the government;

• Formulate policies on all matters relating to government statistical operations, standards and classifications;

• Review the statistical programs of the departments and agencies of the national government

and the local government units (LGUs) and rationalize responsibilities in these government organizations on matters relating to such statistical programs;

• Review budgetary proposals

Organizational Structure and Staffinginvolving statistical operations and submit an integrated budget for the PSS to the DBM;

• Prescribe appropriate frameworks for the improvement of statistical coordination and establish mechanisms for statistical

coordination at the regional and LGU levels;

• Provide technical assistance and exercise supervision over major government statistical activities;

• Recommend executive and legislative measures to enhance

the development and efficiency of the system, including the internal structure of statistical agencies; and,

• Approve the Philippine Statistical Development Program (PSDP).

The PSA Board shall act on and decide matters before it through a Board Resolution by a majority vote of all its members. A majority of the members of the PSA Board shall constitute a quorum in the conduct of its day to day affairs and business.

All agencies of government are hereby mandated to comply with any and all directives requested by the PSA Board, either motuproprio or through the PSA. Failure, without justifiable reason, by any agency to comply with this mandate shall result in the filing of administrative and criminal cases against the erring government personnel and the immediate superior concerned without prejudice to violation of any other law or regulation.

Milestones (Since September 2013)

In accordance with Philippine Statistical Act of 2013 (RA 10625), and its Implementing Rules and Regulations (IRR), the transition period of the mandated Philippine Statistics Authority (PSA) went underway in order to effect the changes and adjustments transparently in the most effective, objective, and seamless way possible.

12 September 2013 Republic Act 10625, otherwise known as Philippine Statistical Act of 2013, was signed into law by President Benigno S. Aquino III.

December 2013 The Implementing Rules and Regulation (IRR) of RA 10625 was approved by the PSA Executive Board and released for implementation.

9 January Designation of Ms. Carmelita N. Ericta as Interim National Statistician (INS), along with Ms. Lina V. Castro as Interim Deputy National Statistician (IDNS) for Censuses and Technical Coordination Office, Ms. Paula Monina G. Collado as Interim Deputy National Statistician (IDNS) for Civil Registration and Central Support, and Mr. Romeo S. Recide as Interim Deputy National Statistician (IDNS) for Sectoral Statistics.

17 February Retirement of Ms. Carmelita N. Ericta from the PSA.

February Consultations and change management capability-building were undertaken.

17 March Designation of Ms. Lina V. Castro as Interim National Statistician.

March A proposed organizational structure and staffing pattern for the PSA was presented by the end of March 2014. This process was conducted with utmost consideration for the balance between the effective implementation of the PSA mandate as well as the welfare of all concerns.

2 April Designation of a PSA Change Management Team. 11 April Dr. Lisa Grace S. Bersales was appointed by President Benigno S. Aquino III as the first National Statistician of PSA. She assumed office on April 22, 2014. Socioeconomic Planning Secretary and NEDA Director General Arsenio M. Balisacan signed her assumption of duty at the National Economic and Development Authority office in Pasig City.

23 April The final draft of the Organizational Structure (OS) of the PSA has been approved in principle by National Statistician Dr. Lisa Grace S. Bersales and Secretary of Socioeconomic Planning and PSA Board Chairperson Dr. Arsenio M. Balisacan. The OS contains information on the various units under the Office of the National Statistician and the divisions under the Office of the Deputy National Statisticians for Sectoral Statistics Office, Censuses and Technical Coordination Office and the Civil Registration and Central Support Office

13 May The PSA Change Management Team (CMT) Intranet was put online to improve institutional communication and to facilitate the full merger of the four (4) affected

the beginnings of the psa agencies whereby all the staff are informed of the activities during the PSA transition period. Some of the contents that can be viewed on the Intranet were: 1) Bulletins, 2) Memorandum Orders, 3) Special Orders, 4) News/Updates on PSA activities, and, 5) Frequently Asked Questions.

16 May The Proposed Staffing Pattern for the PSA was presented by the World Bank Technical Assistance (WBTA) Team to the PSA Executive Committee. On its second iteration, the proposed staffing pattern contains the staff composition (number and salary grade) of the various offices, divisions and units at the Central Office and at the Field Office. It also shows a comparison of the number of staff as proposed and as per the approved Rationalization Plan (RAT Plan) and also the number of warm bodies/filled positions by office, division and unit.

26 May Issuance of PSA Memorandum 2014-25 “Survey of Preference in the PSA Structure” which seeks to gather inputs on the employee’s plans and assignment preference.

29 May NS Bersales issued her vision for the PSA to the PSA management and staff. She envisioned the PSA as a solid and responsive agency. She shared this vision to all who are currently with PSA as she begin her journey as National Statistician.

30 May First PSA Executive Meeting

9 June Issuance of PSA Bulletin No. 7- 2014 discussing the “Retirement Schemes and Incentives for PSA Employees Seeking Retirement”. This Bulletin aims to provide further information on the various retirement options available under RA 1616, RA 660 and RA 8291,and applicable incentives under Article 69 of the RA 10625 Implementing Rules and Regulations (IRR). This will also guide employees in making decisions on their future plans as early retirement/separation is an option identified in the survey.

10 June PSA OPIF and MFOs endorsed by NEDA to the DBM.

26 June Issuance of United Accounts Code Structure (UACS) by the Department of Budget and Management (DBM) for the PSA. The issuance of UACS organization code for an agency, created as a result of merger/consolidation of existing ones, is consistent with the business rules set forth in the UACS Manual.

11 August A Transition Workshop was conducted with PSA Directors to simulate the organizational structure from the current units and divisions. Officials under the three (3) offices (SSO, CTCO, CRCSO) and the Office of the National Statistician (ONS) came up with their transition work plans. The regional offices followed with their respective programs.

13-14 August PSA’s Interim Assistant National Statisticians (IANSs) participated in the Competency- Based or Behavioral Evidence Interviewing activity. The behavioral evidence interview process is based on the science of behaviorism and is said to be effective in predicting future performance. The CSC competencies were thoroughly discussed and officials had a stimulating time practicing this behavioral interview method.

18 August Issuance of Special Order designating eight (8) Interim Assistant National Statisticians and 17 Interim Regional Directors.

22 August Designation of the Interim Director for Management and Corporate Planning Unit.

September A Search Committee for Deputy National Statisticians comprised of Mr. Nicco de Jesus, Mr. Tomas Africa and Dr. Rosemarie Edillon interviewed nine (9) candidates for DNS positions. Their report has been submitted to the National Statistician for her consideration.

2 September The first Interim ManCom Meeting was held participated in by the NS, IDNSs, IANSs and the IRDs. The meeting was basically a get-to-know-each-other session since it was the first time that PSA officials met together. The NS gave her vision for the PSA and basic transition concerns such as lines of reporting and physical transfer in the regions.

23-26 September Interim Deputy National Statisticians (IDNSs) participated in a workshop on mediation with WB consultant Dr. Danny Mallonga. Other officials who have not yet attended the negotiation workshop went through the said activity.

1 October The PSA website (http://www.psa.gov.ph) was launched at the opening ceremonies of the 25th National Statistics Month (NSM).

statistical policies, programs, and standardsThe PSA Board formulates policy measures in the form of resolutions and memorandum orders designed to introduce new statistical frameworks and activities, enhance existing methodologies, and improve the quality and accessibility of government-produced statistics.

During the year, 12 PSA Board Resolutions were issued in the areas of budget for statistical activities of the PSS, establishment of committees on statistics, master sample, national census month, and road map for revolution.

In addition, two (2) methodologies were approved by the PSA Board which were as follows:• Generation of the 2010 Census

of Population and Housing-based national projection

• Generation of labor productivity

On Standards, six (6) official concepts definitions for statistical purposes for the education sector were approved. These were on:

• Highest educational attainment• Special education• Public educational institution/

school• Special public higher education

up with an updated PSDP in the light of recent domestic and global developments such as the updating of the Philippine Development Plan (PDP) 2010-2016; establishment of the Philippine Statistics Authority; recent natural events involving hazards of nature, threats to national security and emerging concerns such as the Post-2015 Development Agenda, data revolution, among others.

PhilippineStatisticalDevelopmentProgram psdpThe PSDP 2011-2017 is a strategic plan containing statistical development programs and activities currently being implemented in the PSS and those planned for 2011–2017. Based from the Philippine Development Plan, it envisions a responsive, effective and efficient PSS that provides quality statistics for evidence-based decisions towards the attainment of the country’s development goals. By end of 2017, it is expected that there will be a significant increase in the use of statistics in government decision at the national and local levels towards inclusive growth.

Key features of the latest PSDP include ensuring data quality especially of administrative data systems, improvement of local-level statistics and business processes with strong thrust for the generation of statistics on new and emerging concerns such as on hunger, children, social protection, innovation, information society, climate change, disaster risk reduction, and governance.

A project proposal entitled “Evaluating and Updating the 2011-2017 Philippine Statistical Development Program”, was proposed to monitor the implementation of the programs and activities contained in the PSDP 2011-2017 Strategic Plan and come

System ofDesignated Statistics The SDS mechanism identifies and generates the most critical and essential statistics for administrators, planners, policymakers in the government and private sectors. Through this mechanism covering 56 statistical activities and indicators compiled by 16 government agencies, critical statistics are given priority among other government data production activities in terms of resource allocation. Moreover, it is an important tool in addressing

problems such as delayed release and inaccessibility of critical statistics.

The PSA updated the System of Designated Statistics (SDS) to reflect the changes in the SDS with the establishment of the PSA.

Furthermore, the PSA prepared the 2014 Monitoring Report as well as the Advance Release Calendar (ARC) for 2014.

A total of 20 surveys passed through and were granted clearance under the Statistical Survey Review and Clearance System (SSRCS).This mechanism which ensures that statistics generated from government sponsored/conducted surveys are reliable, accurate, comparable, and conform to prescribed statistical concepts and standards. The SSRCS likewise ensures economy in the conduct of such statistical data collection activities.

Every year, the PSA sends out correspondences to government agencies and other relevant stakeholders enjoining and advocating the submission of new and regular censuses/surveys for review and clearance through the SSRCS. It likewise issued ten (10) press releases on the surveys that have been granted clearance to elicit

Statistical Budget ReviewTo prioritize budget allocation for statistical activities for critical data and indicators, the PSA undertakes statistical budget review. This mechanism involves evaluation of budgetary proposals by government agencies with statistical activities. The process examines primarily the relevance of the outputs and outcomes as well as appropriateness of statistical methodologies. After the review process, the budget proposals are endorsed by the Executive Board to the Department of Budget and Management.

The PSA prepared the revised budget review guidelines for 2015 Budget Review. It reviewed and recommended 11 agency statistical budgets for 2015 for endorsement of the PSA Executive Board to the Department of Budget and Management.

The Foreign Investments estimates show the amount of total approved foreign direct investments which is the amount of proposed contribution or share of foreigners to various projects in the country as approved and registered by the BOI, the PEZA, the SBMA and the CDC. Quarterly Economic Indices

The Consumer Price Index (CPI) is an indicator of the change in the average prices of a fixed basket of goods and services commonly purchased by an average Filipino household for their day-to-day consumption relative to a base year. It is most widely used in the calculation of the inflation rate and purchasing power of the peso (PPP). Relative to this, daily, weekly and bi-monthly price surveys were conducted nationwide at the provincial offices including the

District Offices of the National Capital Region (NCR) to be able to generate monthly CPI for All Income Households and CPI for the Bottom 30% Income Households. Indicators produced from price surveys are regarded as designated statistics.

Inflation rate is equivalent to a decline in the purchasing power of the peso (PPP). The PPP, on the other hand, gives an indication of how much the Philippine peso is worth in a given period relative to its value in a base period. The seasonally adjusted CPI provides comparisons after removing the seasonal variations that may affect the series.

The Retail Price Index (RPI) is an indicator used to monitor the eco-nomic situation of the retail trade sector while the Wholesale Price Index (WPI) measures the changes in the price levels of commodities that flow into the wholesale trade intermediaries.

Another price index generated was the Quarterly CPI for Foreign Nationals residing in NCR for the Fourth Quarter 2013 to Third Quarter 2014 survey rounds. Eight (8) statistical tables were produced for this indicator every 30 days after the reference quarter. Resulting CPI is used for adjusting compensation of foreign nationals residing in the Philippines.

The Producer Price Survey (PPS) is one of the designated statistical activities of PSA which gathers monthly producer prices of selected products of establishments included in the market basket. The Producer Price Index (PPI) is generated

through the results of the PPS. The PPI is used as a deflator of MISSI to derive indicators for the VoPI and VoNSI.

2013 updating of the list of establishmentsThe Updating of the List of Establishments (ULE) provides the input in constructing and updating the sampling frame for establishment surveys, which in turn, provides current inventory of establishments. The updating process is a continuing activity of the PSA.

The office came out with the 2013 Preliminary LE on April 2014, four (4) months after the reference year and completed the Final LE on July 7, 2014 comprising of 941,174 establishments. In line with this, a total of 11 statistical tables for 82 provinces were generated.

cpbiThe 2012 Census of Philippine Business and Industry (CPBI) is the forerunner of the 2006 CPBI. It aims to collect and generate information on the levels, structure and trends of economic activities in the entire country and to gather data on employment and compensation, revenue and expense, assets and capital expenditure of establishments, among others, and

produce variables on these data. This is a continuing activity of the PSA which started its operation in April 2013.

The data collection was intensified through the use of web-based or online accomplishment of questionnaire through the PSA website and downloading of e-questionnaire and submission

thru email. As of December 2014, questionnaires received from the field offices reached 94 percent of 59,458.

and Industry The 2012 Input-Output Survey of Philippine Business and Industry (IOSPBI) is another continuing activity of the PSA for 2014 which took its field operation in 2013. It aims to collect detailed data items on selected revenue, cost and inventory of businesses and

industries covered in the 2012 CPBI in order to produce an I-O structure. Of the 14,078 total sample establishments for IOSPBI, around 91 percent were received at the Central Office as of December 2014.

Meantime, all the questionnaires received were 100 percent encoded and validated. Similarly, all write-in entries based on the listings provided by the Auto I-O coding program were coded.

The survey aims to provide quarterly data on revenue or sales, employment and compensation for each of the identified key industries at the 3/5-digit level as classified

under the 2009 Philippine Standard Industrial Classification (PSIC) with Total Employment (TE) of 20 and over except in the Agriculture, Forestry and Fishing sectors.

clpsThis agricultural survey generates data on inventory of animals by farm type, by age and by classification; chicken by type; disposition of animals; and volume of egg produced.

The Commercial Livestock and Poultry Survey (CLPS) is being

undertaken in all provinces except Batanes. These cover four (4) major livestock commodities i.e. carabao, cattle, swine and goat; and seven (7) poultry commodities i.e. chicken by types (native, broiler, layer), native chicken eggs, commercial layer eggs, duck and duck eggs.

2013 Annual Survey of Philippine Business and Industry2013 Survey on Information and Communication Technology2014 Updating of List of EstablishmentsThe 2013 Annual Survey of Philippine Business and Industry (ASPBI) aims to collect and generate information on the levels, structure, performance and trends of economic activities of the formal sector in the entire country for the year 2013. It is being conducted in between census years.

The 2013 Survey on Information and Communication Technology (SICT) is a rider survey to the 2013 ASPBI which aims to collect and generate data on the availability, distribution and access or utilization of ICT among establishments in the country. The measurement of ICT access and use will enable the assessment and monitoring of the digital divide in the country. Furthermore, the survey will generate core ICT indicators important for measuring the progress in information and

communication technology. For this survey round, the 2014 Updating of List of Establishments (ULE) was integrated in the data collection for the 2013 ASPBI/SICT.

Beginning with the 2013 ASPBI and 2013 SICT, the data processing (manual and machine) of the accomplished questionnaires was undertaken on a decentralized set-up particularly by the Provincial Offices as the provinces are near the establishments which are the data source for these surveys. For the 2014 ULE, however, the activity of the Field Office was up to field editing of ULE forms only.

The 2013 ASPBI covered a total of 30,583 sample establishments comprising 19,631 establishments with Total Employment (TE) of 20 and over and 10,952 establishments with TE less than 20. For the 2013 SICT, Core ICT and BPM industries were completely covered (100%)

while the Non-Core ICT sectors were covered on a sampling basis of about 10 percent. For the 2014 ULE, around 8,000 establishments were field verified of which more than half were located in NCR and about five percent (5%) were IT-BPM establishments.

Seven (7) types of sectoral questionnaires were developed for the 2013 ASPBI, one (1) common questionnaire for 2013 SICT and another questionnaire for ULE. Manual and machine processing training were set in August and November, respectively, at the Regional Offices. Moreover, field operations started in September and ended in October. Receipt of ASPBI and SICT questionnaires at CO as of December 2014 reached to about four (4) and three (3) percent, respectively.

Dairy Production Survey This survey is conducted in 46 provinces where dairying activity exists. It covers carabao/buffalo, dairy cattle and dairy goat raised for dairy purpose by dairy cooperatives, dairy commercial farms and

institutional farms, privately and government owned institutions i.e. Philippine Carabao Center and State Universities. Animals raised in backyard farms for draft purposes but also produce milk for human/

household consumption (dual purpose or improved dairy breed animals) are also covered in the survey.

Survey of Slaughterhouses and Poultry Dressing PlantsThis aims to collect data from accredited abattoirs and dressing plants as well as LGU-supervised slaughter facilities.

It is being conducted in all provinces nationwide with data obtained from a complete enumeration of accredited slaughterhouses and poultry dressing plants as well as the Locally

Registered Meat Establishments (LRMEs) which is being undertaken in collaboration with the National Meat Inspestion Serivce (NMIS) and Office of Provincial and City Veterinary.

The Integrated Survey on Labor and Employment (ISLE), formerly the BLES Integrated Survey (BITS), is a nationwide survey of establishments employing at least 20 persons conducted every two (2) years since 2003. The main objective of this survey is to generate an integrated data on employment of specific groups of workers, occupational shortages and surpluses, training of

workers, productivity improvement and gainsharing practices, occupational safety and health practices, occupational injuries and diseases and labor cost of

employees.The conduct of this survey started in September 2014 and target date of completion is in May 2015. As of December 29, completion rate for this survey was 55 percent.

The Occupational Wages Survey (OWS), which started in 1989, is conducted simultaneously with the ISLE using the same sample establishments. The main objective of OWS is to monitor the wage rates of selected occupations, particularly in industries that are likely to be affected by the changing local and global economic structures. Completion rate as of December 29 was 55 percent.

2012 census of agriculture and fisheries

After the enumeration and manual processing of census questionnaires in 2013, concerned regional and provincial offices conducted the completeness checking and geographic ID validation of encoded census questionnaires (CAF Forms 2 to 5), consistency checking and corrections within form (CCK1), and consistency checking and corrections between forms (CCK2).Cleaned data files were submitted to the Central Office and subjected

to certification pass (completeness checking, geographic identification and consistency checking) before tabulation. There were 11 initial tables generated by province and city/municipality, of which, five (5) were agriculture tables, three (3) aquaculture tables and three (3) fishing tables. Concerned field offices validated and reviewed the initial tables by explaining the changes between the initial results from previous census results.

Validation of the number of households listed, number of households with agriculture, aquaculture and fishing operators, number of operators by type, that were consolidated by the provincial

offices based on CAF Form 1 was undertaken. The metadata version 1 that described the preparatory activities undertaken to data collection was also prepared.

2010 census of population and housingThere were 87 data files of sample variables of the 2010 Census of Population and Housing generated and evaluated. Based on these data files, there were 968 statistical tables on sample population characteristics and 1,496 statistical tables on sample housing characteristics generated. It cph

2010 Census-Based Population ProjectionThe 2010 Census-Based Population Projection is another activity undertaken by the Demographic and Health Statistics Division (DHSD) of the PSA. The preparation of population projections is in response to the

demands for the latest population estimates and projections for the preparation and implementation of development plans and policies, for market analysis, and research activities, among others. Population projection is used by

the government in order to manage its goods and services efficiently and allocate its available resources equitably.

2015 census of population

The mid-decade Census of Population is undertaken for years ending in “5” to provide more recent data on population and selected housing characteristics. In preparation for the 2015 Popcen, there were four (4) pretests conducted that piloted the set of questions on migration for individual persons, vacant housing units, and finalization of questionnaire for household migration due to calamity. The pretests provided the bases for the finalization of five (5) kinds of questionnaires and 23 administrative/processing forms used in the pilot census, Enumerator’s Manual for the set of instructions on data collection, Supervisor’s Manual and Field Operations Manual, Training Workbook , and Data Processing Manual.

The pilot census areas were classified as non-Yolanda and Yolanda. For the non-Yolanda pilot census areas , the municipalities of Sta. Ana in Cagayan; Cateel, Boston and Bagangga in Davao Oriental

and Barangay Manggahan in Pasig were selected. Selected cities/municipalities in Cebu, Leyte, Eastern and Western Samar were selected comprising the Yolanda pilot census areas. The pilot census areas covered 49 cities/municipalities and 786 barangays.

The 2013 and 2014 Annual Poverty Indicators Survey (APIS) were nationwide surveys conducted for years when the Family Income and Expenditures Survey (FIES) are not conducted. The APIS is primarily designed to provide

non-income indicators related to poverty at the national level. The survey is the source of data on family income that serves as inputs in the computation of first semester poverty incidence and poverty threshold at the national level.

The 2013 National Demographic and Health Survey (NDHS) collected demographic and health information from nationally representative sample of 14,804 households, which yielded completed interviews of 16,155 women aged 15-49 in all selected households. It mainly aims to

measure levels and trends in demographic family planning, and health indicators. The press release presenting the preliminary results was posted in the website in March and the press release for the final results was posted in August. Likewise, the microdata for the survey were

quarterly labor force surveyThe Labor Force Survey (LFS) is a nationwide quarterly survey of households conducted by the PSA to gather data on the demographic and socio-economic characteristics of the population. Starting January 2012 LFS round, query on graduates of technical or vocational courses of members 15 years old and over was included in the questionnaire.

The office successfully conducted the quarterly LFS: January 2014 LFS, April 2014 LFS, July 2014 LFS and October 2014 LFS. Posting of press releases of preliminary results 40 days after enumeration were achieved; the January 2014 LFS results were posted in the web in March 2014; the April 2014 LFS

results in June 2014, the July 2014 LFS results in September 2014, and the October 2014 LFS in December 2014.

There were 17 statistical tables released in May for the 2013 Annual LFS data on labor and employment. The Interagency Committee on Labor and Productivity Statistics (IACLPS) in its meeting on May 19, 2009, recommended the use of the average estimates of the

four (4) LFS rounds as the official methodology for generating annual labor and employment estimates. The recommendation was in response to the need for official annual labor and employment statistics which are deemed useful for targeting and planning purposes

such as monitoring of employment situation on an annual basis and regular submissions to international agencies like the International Labor Organization.

fies2012 family income and expenditure survey

The 2012 Family Income and Expenditure Survey (FIES) is a nationwide survey of households undertaken by the National Statistics Office (NSO). It is the main source of data on family income and expenditures. The 2012 FIES is the sixteenth survey on family income and expenditure

conducted since 1957.From 1957 to 1975, the FIES was conducted every five years. However, in 1985, a new series of FIES (in terms of content and methodology) had begun and the gap of conducting this survey was reduced to three (3) years using a “shuttle type” questionnaire, wherein the sample households are interviewed in two (2) separate operations with same set of questions. Starting 2003 up to the present, separate questionnaire (with same set of questions) for the

two (2) visits was adopted. The 2013 FIES first visit was conducted as a rider to the July 2013 LFS and the second visit was conducted as rider to the January 2014 LFS.

household survey on domestic visitorsThe Household Survey on Domestic Visitors (HSDV) is a nationwide undertaking designed to collect data on domestic tourism in the country. The 2010 HSDV and the 2012 HSDV were the third and fourth surveys conducted since 2005, respectively. Unlike the first and second surveys (conducted in 2009), the 2010 HSDV and the 2012 HSDV

included item on international travels of the Filipinos during the past six (6) months of the survey period. These surveys were a joint

hsdvundertaking of the then National Statistics Office, now part of PSA and the Department of Tourism (DOT).

In September, there were 39 statistical tables and 38 statistical tables generated and released based on the results 2010 HSDV and 2012 HSDV, respectively.

sofThe Survey on Overseas Filipinos (SOF) is a nationwide survey that seeks to gather information on Filipino citizens who left for abroad during the last five (5) years.

The 2014 SOF was conducted as a rider to the October 2014 LFS

2013 and 2014 survey on overseas filipinosround. The 2013 SOF preliminary results were presented through a press release in April 30, 2014. The final statistical tables and special release were posted in the website in May 30. The printed copy of 2013 SOF publication was released in July 7.

soc2011 survey on childrenThe 2011 Survey on Children (SOC) is a nationwide survey designed to collect data on the demographic and socio-economic characteristics of working children 5 to 17 years old. The third survey conducted since 1995, this was undertaken simultaneously with the October 2011 Labor Force Survey (LFS) as its rider.

Following the ILO methodology, the 2011 SOC questionnaire was modified to provide comprehensive data on the current economic activity status of the children 5 to 17 years old during the reference week and the usual employment status of these children during the past 12 months.

The 2011 SOC publication have been completed on August 5 of this year.

agricultural labor survey

This is a semi-annual survey for palay and corn and annual survey for coconut and sugarcane to generate data on the daily wage rates of palay, corn, coconut and

sugarcane farm workers in the country.

It is a national survey and covers all provinces except Batanes for palay, 53 provinces for corn, 48 provincesfor coconut and 19 provinces for sugarcane.

This survey employs quota

als sampling design. It utilizes the Palay and Corn Production Survey (PCPS) samples for palay and corn regardless of farm area as long as the operators hired workers. For palay and corn, sample sizes are set at 20 for major producing provinces and 15 for minor producing provinces. For coconut and sugarcane, sample sizes are set at 15 per province.

Palay and Corn Production Survey pcpsThis survey generates quarterly estimates and forecast data on production, area and yield for palay and corn. It consists of two (2) national quarterly surveys which are conducted simultaneously. It generates estimates and forecasts of palay/corn area, production and yield.

It covers all the 79 provinces of the country excluding Batanes, two (2) chartered cities (Davao City and Zamboanga City) and Metro Manila.

The results of the PCSS1 or the household stocks of rice and corn, plus the stocks in private commercial warehouses and in the depositories of the National Food Authority (NFA) which are reported by the NFA, comprise the total stock condition for the country. foreign trade statisticsForeign trade statistics are compiled by PSA from copies of import and export documents submitted to the Bureau of Customs (BOC) by importers and exporters or their authorized representatives as required by law. Preliminary monthly export and import statistics are released in the form of press releases 40 days and 55 days after the reference month, respectively.

During the year, the PSA came up with 70 statistical tables and 12 monthly press releases on export statistics from November 2013 to October 2014 reference periods. On the other hand, 118 statistical tables

were generated for import to be able to release the 12 import press releases.

The 2013 Foreign Trade Statistics final figure were generated and posted on the PSA website on April 30, 2014 consisting of three (3) statistical tables and a press release. This report consists of data on export, import and balance of trade in goods by month for the year 2013. Three (3) months later (June 30. 2014), the Annual FTS was released in the PSA website through a special release with 12 statistical tables. Similarly, the 2014 First Semester FTS Special Release was disseminated in October. The

Foreign Trade Statistics of the Philippines publication was also completed in 2014, Volume I for Imports and Volume II for Exports.

The 2004 Philippine Standard Commodity Classification (PSCC) is used in compiling foreign trade data starting with July 2006. This is in compliance with NSCB Resolution No. 03, series of 2005 entitled “Approving and Adopting the 2004 Philippine Standard Commodity Classification” by all concerned government agencies and instrumentalists.

DOMSTAT refers to air, rail and coastwise trade statistics compiled monthly by NSO based from airway bills; daily report of outgoing shipments (DROS); coasting and passenger manifests collected from Philippine Airlines (PAL) operated domestic airports; Philippine National Railway (PNR) stations; and major ports and active seaports listed

by Philippine Ports Authority (PPA) all over the country. The data are tabulated on a monthly, quarterly and annual basis by commodity and by geographic area.

The Office came out with four (4)quarterly issue of “Commodity

Flow in the Philippines” special release for Fourth Quarter 2012 to Third Quarter 2013 and 44 statistical tables. Moreover, 21 annual statistical tables were completed in August for the annual Domstat publication.

Construction Statistics from Approved Building PermitsPrivate construction statistics from approved building permits relate to data on new constructions and additions, alterations and repairs of existing residential and non-residential buildings and other structures undertaken in all cities/municipalities of the country in a specific period. Construction statistics are compiled by PSA from copies of original application forms of approved building permits, as well as from the demolition permits, collected every month by NSO field personnel from the Offices of Local Building

Officials (LBOs) nationwide. Data on private building construction refer to those proposed to be constructed during the reference period and not to construction work completed during that period.

Statistical tables of construction statistics were made available monthly and forwarded to PSA 60 calendar days after the reference month except for March, June, September, November and December, which is 40 calendar days. Revised tables for these months were then generated and forwarded to PSA 60 calendar

days after the reference month. In addition, 80 preliminary statistical tables for the period Fourth Quarter 2013 to Third Quarter 2014 were generated and disseminated in a form of special releases 60 days after each reference quarter to the PSA website.

Three-hundred forty (340) annual statistical tables were generated and forwarded to PSA on September. Consequently, an annual Special Release issue of Construction Statistics for 2013 was posted on the PSA website on September 29 this year.

The PSA provides various facilities in the dissemination and advocacy of official statistics. One major facility is the information center/library which is also the public service arm of the PSA where researchers can avail of a wide collection of local and international statistical publications and reference for free. It is open daily (Monday to Friday) from 8:00am to 5:00pm with no noon break. The information center/library also offers free access to wifi and online databases. In

2014, the PSA served 16, 820 clients of the information center/library.

As part of its public service, the PSA responds to data request thru emails and letters from students, government offices and the private sector both local and abroad. This year, there were 2,055 data request replied to by the PSA.

As the liaison for international statistics, the PSA accomplished 34 periodic questionnaires from

international organizations and foreign national statistical offices during the year.

As part of its international cooperation commitment, the PSA hosts various study tours for foreign delegation. The study tours are usually in the form of lectures/seminars and training on good practices and methodologies on various statistical fields in the Philippine Statistical System.

Decent work is defined as opportunities for women and men to obtain decent and productive work, in conditions of freedom, equity, security and human dignity.” DeWS-Philippines contains a 19-year (1993 – 2014) series of decent work indicators but fewer years for some indicators depending on the availability of basic data. This interactive database, which is updated yearly, allows tabulation, graphing, basic computation, saving and printing of outputs.

Reports and PublicationsDespite the popularity of the use of online services to access information on statistics, the PSA continues to prepare and package statistical reports and

publications for its clients and stakeholders. During the year, 91 various statistical publications were produced and disseminated by the PSA.

Statistical Advocacy ProgramsEven prior to the merging of the four (4) statistical offices in the Philippines, every year, various activities/programs are organized to highlight and advocate the use of statistics. During the year, the following activities/ celebrations were conducted:

25th National Statistics Month

The PSA, for the first time, hosted the National Statistics Month (NSM) which was on its 25th year of observance. The 25th NSM has the theme “NSM at 25 and Beyond: Solid and Responsive Philippine Statistical System in Support of Globalization and Regional Economic Integration” which highlights the vision of PSA National Statistician Lisa Grace S. Bersales and PSA’s important role in the establishment of the ASEAN

Economic Community. The NSM, which was originally conceptualized and organized by the former NSCB, was observed nationwide with the aim of increasing public appreciation and consciousness of the importance of statistics.

As part of the NSM celebration, the 6th NSM Media Awards were once again given. The NSM Media Awards recognize the important role of media in promoting and

popularizing statistics. In previous years, awards were given out to media practitioners who have been instrumental in communicating statistics to the general public. The winners for this year include the ABS-CBN 2, BusinessMirror, GMA 7, Manila Bulletin, Manila Standard Today, Manila Times, Philippine Center for Investigative Journalism, Philippine Daily Inquirer, Philippine Information Agency, Philippine Star and Rappler.com.

11th NSM Tree Planting Activity

As part of the annual observance of the NSM, an interagency tree planting activity was conducted to promote social relevance and environmental awareness among

government statisticians. The activity was held in Upper Marikina River Basin, Barangay Pintong Bukawe, San Mateo, Rizal on October 28.

23rd Philippine Statistics Quiz

Fifteen (15) statistics whizzes compete in the 23rd Philippine Statistics Quiz held at the GT-Toyota Asian Center Auditorium in Diliman, Quezon City on December 9. Due to the tropical storm Hagupit, regional champions from Regions IV-B and V were not able to make it to the national finals. The seventeen-year-old Andre Gilmore Arpa, a BS Accountancy freshman

from the Ateneo de Zamboanga University topped the National Finals. Being the 23rd PSQ National Champion, he was awarded a cash prize, a PSQ medal, and a trophy. His coach, Ms. Daisy M. Quisel, was also given special recognition and cash reward.

The PSQ is a joint undertaking of the PSA and the Philippine

Statistical Association, Inc. It aims to assess the competency and skills of college freshmen in statistics as acquired from high school. This has been a yearly undertaking since 1992 to promote public awareness and appreciation of statistics. This year’s PSQ was the first time it became under the helm of the Philippine Statistics Authority.

Statistical Dissemination and Advocacy23rd Civil Registration Month

Pursuant to Proclamation No. 682 entitled “Declaring the Month of February of Every Year as Civil Registration Month” issued by former President Corazon C. Aquino last January 28, 1991, the annual observance is spearheaded by the former National Statistics Office (NSO) which is now part of the Philippine Statistics Authority (PSA).

The 23rd anniversary of the Civil Registration Month was celebrated nationwide with the theme “Ikaw at Ako Tungo sa Wastong

Pagrerehistro”. At the Central Office, the celebration includes the conduct of thanksgiving mass, lecture on re-entry project entitled “Dagdag Tulong at Serbisyo Para Kay Juan sa Pagtatalang Sibil”, lecture on Teenage Pregnancy, film showing, and Lakbay- Aral at the Lucena Census Serbilis Center wherein verification process of civil registry documents was observed by selected Central Office personnel.PSA Field Offices and Local Civil Registry Offices (LCRO) also undertook various activities such as display of streamers, mobile

registrations, charitable activities, free issuance of certifications, civil registration quiz, and information dissemination among others.

The observance of CRM aims to remind all Filipinos of their duty to register all acts and events concerning the status of persons and increase nationwide awareness and appreciation of the legal, administrative and statistical values of civil registry documents such as birth, marriage and death certificates and all other events such as legal instruments and court decisions.

7th National Workshop on Civil Registration (NWCR)

The 7th National Workshop on Civil Registration (NWCR) with the theme “Ikaw at Ako Tungo sa Wastong Pagrerehistro” was held in Lahug, Cebu City from August 5 to 7, 2014. Dr. Lisa Grace S. Bersales, National Statistician and Civil Registrar General of the PSA together with the officials and employees of the PSA both from Central Office, Manila and PSA Region VII spearheaded the national workshop. It was attended by 1,379 participants consisted of city/municipal civil registrars, mayors, members of judiciary and other stakeholders. The workshop served as a venue for stakeholders to share their ideas and experiences and to get updates on civil registration laws and regulations. Relevant topics included the importance of civil registration to the development partners, role of civil registration on health,

experiences on the implementation of RA 9048 and RA 10172, and the value added service offered by the PSA.

• The PSA released 12,089,262 converted documents, or those produced from digitized copy in the PSA- Civil Registry System (CRS) database, of which 96.0 percent were issued within 2-hours.

• For CENOMAR, about 98.0 percent of the 1,375,090 transactions were released within the four-day target period.

• For unconverted documents or non-digitized documents, a total of 346,038 copies were issued, of which 95.0 percent were released within the 10-day target period.

• For requests of annotated documents on court decrees, legal instruments, RA 9048 and RA 10172 and supplemental report, a total of 435,207 requests were processed of which 85.0 percent were released within the 10-day target period.

Enhanced Electronic Annotation System

CRS-EASThe Electronic Annotation System (EAS) was implemented on November 5, 2013 in line with the Public Management Development Program (PMDP) Re-entry Project of the PSA, then National Statistics Office in 2012 to improve the quality of frontline services in the issuance of civil registry documents affected by court decrees, legal instruments, Republic Act No. 9048 and Republic Act No. 10172, and supplemental report.

In January 2014, an enhanced version of the EAS was implemented that allows the processed annotated civil registry records in the database to be automatically printed in the Special Request Unit (SRU) Outlet. The auto-printing feature of the EAS is

Maintenance of CRS Database1. Production-Vital Events

Maintenance (Prod-VE)

Production-Vital Events Maintenance (Prod-VE) is the correction of erroneous indices in the CRS database. The sources of corrections are from the reports submitted electronically by the CRS Outlets. A total of 62,030 indices of records in the CRS database were corrected during the year.

2. Birth Reference Number-Linking (BREN-Linking)

A total of 471,547 records were BREN-linked. BREN-linking is a process of linking two or more vital event records of a person. This consequently allows the issuance of the correct record of a person who has multiple registrations or whose record has been annotated or updated.

The PSA has replaced 2,751 annotated records in the CRS database.

5. Scanning of specimen signatures

A total of 7,806 specimen signatures of LCRO personnel were received and scanned and uploaded in the CRS database. These specimen signatures from the LCROs were used in verifying authenticity of civil registry documents forwarded to PSA for processing.

3. Replacement of blurred images in the CRS database

A total of 137,786 birth, marriage and death records with blurred images were replaced in the CRS database with clearer ones. The source documents were retrieved from the document archives, re-scanned, uploaded and linked to the original image. In case the document retrieved from the archives is blurred, the endorsed document from the LCRO is scanned.

4. Maintenance/replacement of annotated documents with errors in the annotation using the Error Correction Form (ECF)

Documents that undergo correction using ECF are those which are already loaded in the CRS database that contain erroneous annotation, blurred or unreadable, additional annotations required, or where the documents used for annotation are not the proper documents (i.e. timely

1. Receipt and Control of Civil Registry Documents

The PSA as the central repository of all registrations of vital events in the country received the documents from different sources as specified below:

A total of 4,524,436 documents were received from the LCROs, Shari’a Courts, and the Department of Foreign Affairs.

For the Decentralized Vital Statistics System (DVSS) manual processing of received civil registry documents,

a total of 4,316,622 or 95.4 percent of the total received documents are ready for scanning.

The Office used two (2) systems in the processing of vital statistics, the old DVSS2K and the enhanced version, the DVSS2011. A total

of 15,918,359 records were reported to be machine processed because of the transition period wherein there is need to convert the DVSS2K data files to DVSS2011 and vice versa.

2. Conversion of Civil Registry Documents to Digital Formats

As of December 31, a total of 153,326,091 records loaded into the PSA Civil Registry System database.

Civil registry documents are transformed into digital images by scanning and uploaded in the CRS database to manage safety of records and facilitate the easy retrieval for the issuance of certifications or

certified photocopies in CRS security papers. A total of 4,893,911 records were loaded in the database. The number of records loaded by type of document is shown below.

3. Electronic Endorsements

Electronic endorsement allows the Census Serbilis Outlets to accept applications for previously registered copy as well as

advance submission to the PSA Central Office. The civil registry documents for endorsement will be electronically forwarded to the central back-end processing for verification and approval. A total

of 617,527 electronic endorsements were processed wherein 88.6 percent were approved or disapproved within 3-day period.

policy issuancesThe PSA issued two (2) memoranda circular (MC) pertaining to policies, procedures or guidelines and rules and regulations on civil registration and vital statistics. The following MCs were issued this year:

1. Memorandum Circular 2014-3 entitled “Digitization of Local Civil Registry Documents”

The MC provides information to all Local Civil Registry Offices of an existing Memorandum of Agreement between the PSA with Family Search formerly known as the Genealogical Society of Utah (GSU) whereby the latter will microfilm or digitize the civil registry documents without cost to the local or national government of the Philippines. The microfilming or digitization of records will be those at the LCROs archives, thus the Family Search will request from the City/Municipal Mayors for the execution of the project. The Family Search also will provide microfilmed or digitized images to the LCROs for their use.

2. MC 2014-16 entitled “Request for Electronic Endorsements”

This MC provides the guidelines to Regional Directors (RDs), Provincial Statistics Officers (PSO), and Officers in Charge (OICs) regarding requests for electronic endorsements. There are some LCROs who do not comply with the monthly regular submission of civil registry documents and opt to use electronic endorsements in

submitting documents to the PSA-Central Office. This practice affects the completeness of submission which in turn has impact in the generated vital statistics and the integrity of systems used by the office. Effective March 1, 2014, the RDs, PSOs, and OICs shall determine who among the LCROs are allowed to submit documents through electronic endorsements.

Registration of Authority to Solemnize MarriageThe PSA through the Regional Offices issued a total of 8,628 Certificate of Registration of Authority to Solemnize Marriage or CRASM to solemnizing officers. This is according to the number of processed in the Decentralized Solemnizing Officer Information System (DSOIS).

At the Central Office, a total of 171 requests for certifications or verifications of issued CRASMs were processed.

Training on Court Decrees, Legal Instruments, R.A. 9048, RA 10172 and Supplemental ReportsThe PSA conducted training on the manual processing of civil registry documents affected by court decrees, legal instruments, RA 9048 and RA 10172 and supplemental reports at BSA Towers, Mandaluyong City from September 3 to 4.

The objectives of the training are (1) to standardize concepts, definitions, and procedures in the processing of requests for annotated civil registry documents; (2) to streamline the processing period in the issuance of annotated civil registry documents; and (3) for the Local Civil Registrars to learn the procedures and requirements for the issuance of annotated civil registry documents to minimize errors. The participants to the training are the Regional Directors and one (1) selected Provincial Statistics Officer per province.

Interim Assistant National Statistician (IANS) for Civil Registration Services, Lourdes J. Hufana and Ms. Editha R. Orcilla, Chief of Document Management Division (DMD) acted as lecturers. Selected supervisors of the DMD also acted as resource speakers.

Value Added Services and Out-of-town ProcessingThe Value Added Service (VAS) is a project which facilitates request for endorsement of civil registry documents such as birth, marriage, and death certificates from the Local Civil Registry Offices to the PSA. An endorsement is resorted to when a request of a client for a certificate at PSA is not available from the PSA CRS databases and/or archives, or when the document is either blurred of unreadable. This project caters to the customers who will have to undergo the process of endorsement.

The pilot areas for this project are clients who were issued negative results by PSA and whose place of birth is from the Caraga region, specifically, the cities/municipalities from the provinces of Agusan del Sur, Agusan del Norte, Surigao del Norte, and Surigao del Sur. The implementation of VAS was expanded to two (2) provinces, these are Laguna (April 2014) and Cavite (April 2014).

The soft-launching of VAS was held on January 16. Below is the number of clients. There were five (5) applicants who availed of VAS on the soft-launch. Clients who were verified “negative result” from the Local Civil Registry Office may likewise avail of the facilitation of out-of-town processing. The VAS Unit supervisor is also in-charge of the acceptance of application for out-of-town reporting. For the first year of implementation, the office received 103 applications

processed through VAS scheme. Table 1 shows the monthly volume of transactions received and processed. All of which were acted within 15 working days despite the delay of the implementation of the Endorsement Request System

Out-of-town reporting is a process wherein a Certificate of Live Birth, Certificate of Marriage, or a Certificate of Death is presented to the civil registrar of a city/municipality which is not the place of occurrence, not for registration but to be forwarded to civil registrar where the vital event occurred. A total of 120 applications for out-of-town were processed during the year.

Participation in Local Fairs and ExhibitsThe PSA continues to join in local fairs and exhibits by putting up a mobile application counter for requests of birth, death, marriage and CENOMAR documents. The requested vital documents were processed through BREQS and eventually released to the Census Serbilis Center nearest them after three (3) days for the converted documents and 10 working days for the unconverted and annotation requests. The 901-Mobile Team also conducted information campaign on civil registration, distributed and disseminated brochures and primers to the beneficiaries of the event. In addition, civil registration queries and other registry matters were also entertained and given emphasis by the PSA staff as they attended the caravans.

The Central Office attended 28 job fairs/caravans wherein a total of 2,878 transactions were processed through the 901-Mobile Outlet. In addition, a total of 598 clients received advise or instructions regarding their queries or concerns on civil registration.

Transfer of Servicing Areas for Court degrees, Legal Instruments and Travel Agency Outlet at CVEA Ground FloorTo have a more convenient servicing areas for the application and releasing of requests for annotated documents, application Area B and Releasing 2 (for the documents affected by court decrees, legal instruments, Republic Act 9048, Republic Act 10172, supplemental report and endorsement) were transferred to the ground floor of CVEA Building last December.

Area B was formerly housed at the Central Outlet main area. Travel Agency was first transferred in October. A portion of previous application Area B is utilized as waiting/staging area for CD/LI applicants as a means to control overcrowding at CVEA.

Launching of Application using BREN The Central Outlet launched the acceptance of application for copy issuance of birth using the Birth Reference Number (BREN) in October. Clients with previously issued converted requests were directed to the BREN servicing window.

Searching and releasing of the document is faster and easier by encoding the unique number to view the

images. However, the Request Service Officer (RSO) still performs thorough verification to ensure

the issuance of correct/appropriate document.

BREN is a unique alphanumeric number assigned to the primary birth certificate of an individual. Its primary purpose is to link a person’s birth record with his/her other civil registry document in the CRS database.

Implementation of Quick-Release Mini-OutletsWith an aim to facilitate outright release of request for civil registry documents, the quick-release mini-outlets were opened at the Central Outlet last December. This scheme was first introduced to cater applicants with previously issued documents from the CRS database using BREN and also to cater for senior citizens, PWD and pregnant women.

To avail of the system, applicant must have request covering the years 1980 – 2012, with not more than three (3) transactions and complied with the ID/authorization requirement. There are three (3) existing mini-outlets with approximate servicing time of 4 -5 minutes from payment to releasing.

Re-opening of Caloocan Census Serbilis CenterPSA delegation. The Memorandum of Agreement signing happened during the flag ceremony of the Local Government Unit.

The new address of the Census Serbilis Center is at Caloocan City Hall, Annex Building (across Metropolitan Trial Court) Mabini Street, Caloocan City.

The re-opening of new site for the Caloocan Outlet happened last September. This is to bring back the civil registration services closer to the people of Caloocan, Navotas, Malabon and Valenzuela.

The inauguration of the outlet was graced by Mayor Oscar Malapitan. IDNS Paula Monina Collado and IANS Lourdes J. Hufana led the

civil registration services2014 Customer Satisfaction Survey The results of the quarterly Customer Satisfaction Survey (CSS) during the year showed that on the average, 75.9 percent of the clients are either very satisfied or satisfied with the services provided to them by PSA. This year’s level of customer satisfaction had decreased to 0.7 percent from 76.6 percent in 2013.The lowest level of satisfaction occurred during the first quarter with only 71.4 percent.

The areas covered by the survey were the frontline areas of the six (6) Metro Manila Census Serbilis Centers (CenSCs): Central

Outlet (CO)-Releasing Area, CO-Endorsement Area, and CO-Party Waiting Area, Travel Agency CenSC, Pasig CenSC, Makati

CenSC, Muntinlupa CenSC, and Pasay CenSC (Please see table 1). Among the six (6) outlets in Metro Manila, the Central Outlet-Application Area has the highest average satisfaction rating with 89.0 percent followed by Muntinlupa CenSC with 85.8 percent. On the contrary, Pasig CenSC had the lowest satisfaction rating with 37.7 percent only. Table 1 shows the level of

satisfaction by quarter per service areas.

Management and administration• Anti-Red Tape Act (ARTA)

Pursuant to Republic Act No. 9485 or the Anti-Red Tape Act (ARTA), the Civil Service Commission, as the lead implementer of ARTA, conducts a regular Report Card Survey (RCS) to obtain feedback on how government agencies follow their Citizen’s Charter.

The PSA has earned the following ratings in the 2014 round of RCS: 17.74 percent of the total 62 offices with “Excellent” rating, 67.74 percent “Good”, 11.29 percent “Acceptable” and 3.23 percent of its offices failed the assessment.

• Incentive for Personnel

Selected employees for “Sariling Sikap” and “Ulirang Magulang” were recognized during the General Assembly of PSA-Sta.Mesa employees last August 19 at PSA East Avenue, Quezon City.

Career and Self-Development Incentive or “Sariling Sikap Award” is granted in recognition of an individual who has satisfactorily completed a course or degree within or outside the country at one’s own expense.  Two (2) employees who have completed their masters degree were given a certificate of recognition and cash gift (PhP 2,000).

Other award was given to “Ulirang Magulang” or parents whose child/children have completed a degree during the school year 2013-2014 and/or Summer of 2014.  A plaque of recognition and cash gift (PhP 2,000) were given to 41 individuals.
