Philippine Quality Award

HISTORY

• It was created through Executive Order 448 on October 3, 1997

• February 28, 2001 it was institutionalized through the signing of Republic Act 9013, also known as the Philippine Quality Award Act

• The PQA sets a standard of excellence to help Filipino organizations achieve world-class performance and serves as a “template” for competitiveness based on the principles of Total Quality Management (TQM).

• It is a national quality award comparable with the Malcolm Baldrige National Quality Award (MBNQA) of the US and those in Europe and Asia.

PQA --- Eligibility Guidelines

1. Private corporations and public sector agencies/organizations are eligible to apply for the PQA.

2. Private corporations applying for the Award must be registered, must have a major business operation located in the Philippines which can be assessed by a panel of quality professionals, and must have been in existence for three years or more at the time of application.

3.    Eligible public sector organizations include national line agencies, government-owned or controlled corporations and local government units; state universities, government hospitals and must have been in existence for three years or more at the time of application.

4.    An applicant must have a clear definition of its own organization and be recognized by its customers as a distinct operating entity.

5.     Applicants are eligible to reapply on the second year from its application.

6.    Must comply with relevant statutory and regulatory requirements.

7.    Must have employee(s) trained in the PQA application development.

8.    Must have conducted internal assessment based on the relevant PQA Criteria. Results of internal assessment should be presented to the Award Administrator when applying for eligibility.

9.        Show proof of compliance with relevant statutory and regulatory requirements from BIR, Bureau of Customs, GSIS/SSS, DENR, DOLE, SEC;

10.    Submit two (2) copies of the completed Eligibility Determination Form to the Award Administrators; and

11.    If eligible, submit 20 copies of the accomplished Application Form together with other requirements (e.g. Application Report and Fees)

• Feedback. The feedback reports and sessions provide the most cost-effective consulting advice.

• Accelerated Pace of Improvement. The PQA allows applicants to focus on key areas for improvement.

• Joint Sharing Networks. The PQA system allows the sharing of best practices and benchmarking so that outstanding practices may serve as a model for other companies.
