PROCEDURE FOR SELECTION AND ADMISSION TO POSTGRADUATE

COURSES in Physiotherapy [M.P.Th], Occupational Therapy [M.O.Th],

Audiology & Speech Language Pathology [M.A.S.L.P.] & Prosthetics andOrthotics [M.Sc (P&O)]. 

1. INTRODUCTION

The selection for the post graduate courses in Physiotherapy [M.P.Th], OccupationalTherapy [M.O.Th.], Audiology & Speech Language Pathology [M.A.S.L.P.] andProsthetics & Orthotics [M.Sc. (P & O)] is being carried out in accordance with the rulesand orders issued by Government from time to time and on the basis of directions / decisions given by Hon’ble Court in various court cases.

2. CLARIFICATION

The Hon’ble Supreme Court (Bench of Hon. 7 judges) has delivered a judgment on12/8/2005 in the case of P.A. Inamdar in respect of ‘rights and entitlement’ of

Government as against Private Professional Educational Institutions (including Private

Colleges conducting graduate & postgraduate courses). This judgment expects

enactment of legislation by Central Government and in its absence, by State

Government in this regard. This process has been initiated. However it is not certain, as

of this date, as to when such legislation will come into force, as also its provisions.

In the meanwhile, in terms of the observations of the Hon’ble Supreme Court from the

aforesaid judgment, at least at this stage, it appears that State Government cannot claim

any quota/seats in these colleges/institutions and consequently cannot effect admissions

in these Private Colleges/institutions except to the extent agreed by certain institutions, ifany.

It is therefore made clear that on the aforesaid interpretation and advice given to the

State Government, this Brochure will not apply to the admissions to be effected in the

academic year 2011-2012 at the Private Colleges/Institutions, in so far as postgraduate

courses are concerned with the above exception.

However, it is made expressly clear that if, after issuance of this Brochure, either on

account of any legislation or on account of any different interpretation/opinion/advice or

due to any judgment/order passed by any court of law or even otherwise, the State

Government is found entitled to any seat(s) in the Private Colleges/Institutions and

consequently entitled to effect the admission(s) to such seat(s), the rules and regulations

set out in this Brochure will be made applicable to such seat(s) and admission(s). In such

event, a separate intimation will be issued with appropriate details.

It is also made hereby clear in no uncertain terms that the same ‘Common Entrance

Test’ that is proposed to be conducted in terms of this Brochure will govern such

admission(s), if any.

1.2 This procedure will be called as “Procedure for selection and admission to postgraduate

courses at the State Government Colleges / Brihanmumbai Municipal Corporation

Colleges & Central Govt. Institutes situated in Maharashtra” & Maharashtra and all other

Private Institutes who opt. for admission to aforesaid PG Courses through CET 2011

1.3 This procedure is applicable for PGP-CET / PGO-CET / PGASLP-CET / M.Sc (P&O)-

CET for admissions for the year 2011-2012. No promise is implied therein for

subsequent years and no expectations should be based on this procedure for future.

2. Definitions of important terms are given in Annexure “A”.

3. COMPETENT AUTHORITY:

The Government of Maharashtra vide Government Resolution No.MED-1011/CR-118/11/Edu-2, dated 28th April 2011 has appointed Director, Medical Education andResearch, Mumbai as the Competent Authority for conduct of PGP-CET-2011 / PGO-CET-2011 / PGASLP-CET-2011 / M.Sc (P&O)-CET-2011 selection and admission toPostgraduate Courses. The Competent Authority will supervise and control the selectionprocess by implementing these procedures through the CET Cell /DesignatedAuthorities.

The Competent Authority will issue necessary executive instructions for implementationof these procedures and provide relevant information to be published or communicated.The Competent Authority will declare time-table, details of the dates of various processes

relating to selection procedure, e.g. sale / receipt of forms, date of entrance exam, dateof counseling etc.

4. AUTHORITY:

4.1 Designated Authority For the purpose of implementation of these procedures theauthorities mentioned in annexure "B" will act as Designated Authorities.

The Designated Authority will be responsible to carry out the instructions given by theCompetent Authority in respect of selection and admission process for postgraduatecourses. The Designated Authorities may appoint other officials to assist them in theselection and admission process.

4.2 Appellate Committee (Authority) will consist of following members:

I. Competent Authority & Director, Medical Education & Research (DMER),Mumbai - Chairperson.

II. Joint Director (Medical), DMER Office, Mumbai.

III. Dean, Grant Medical College, Mumbai.

The appeal in ordinary course shall lie against allegedly arbitrary decision orviolation of prescribed rules by PGP-CET/ PGO-CET/ PGASLP-CET/ M.Sc (P&O)-CETcell, Designated Authority or their representatives.

The appeal/representation should be submitted through Designated Authoritywith one advance copy to Competent Authority, within 48 hours of cause of action, byaggrieved party.

5. LIST OF INSTITUTIONS CONDUCTING POSTGRADUATE COURSES:

5.1 The list of institutions conducting postgraduate Degree courses is given in

Annexure “C”.

5.2 The seats available for admission to postgraduate courses through PGP-CET / 

PGO-CET / PGASLP-CET / M.Sc (P&O)-CET will be from Maharashtra State

Government, Brihanmumbai Municipal Corporation (BMC) Colleges and Central

Govt. Institutes situated in Maharashtra and all other Private Institutes who opt. for

admission to aforesaid PG Courses through CET 2011

5.3 The institute wise availability and distribution of seats will be given in the preference

form filling information brochure and will be displayed on the website of DMER(www.dmer.org).

5.4 Seats left unfilled in an academic year, shall not be carried forward to the next or

subsequent academic years. The last date of joining the PG courses is 31st October

2011.

5.5 The seats available will be filled in on the basis of State Level Merit in PGP-CET / 

PGO-CET / PGASLP-CET / M.Sc (P&O)-CET. There will be no regional

reservation. There will be reservation as per Government orders issued from time totime (Annexure “D” & “E”).

5.6 The candidates desirous of claiming the reservation must have claimed the same in

the original application form of PGP-CET 2011 / PGO-CET 2011 / PGASLP-CET

2011 / M.Sc (P&O)-CET-2011 failing which the claim will not be entertained

subsequently.

The Distribution of seats at the disposal of Competent Authority will be made by

taking into consideration the reservations as listed in Annexure "B" and Annexure

"E".

A candidate belonging to backward class from Maharashtra State only is eligible for

claiming seat under reserved category.

6. ELIGIBILITY CRITERIA FOR PGP-CET-2011 / PGO-CET-2011 / PGASLP-CET-2011 / 

M.Sc (P&O)-CET- 2011 FOR POSTGRADUATE COURSES:

6.1 Candidate must be an Indian National. Nationality Certificate issued by District

Magistrate or Additional District Magistrate or Chief Metropolitan Magistrate / valid

passport /School leaving Certificate of 12th Std. indicating the nationality of the

candidate at "INDIAN". Shall constitute the proof of nationality.

6.2 A candidate, who has passed final B.P.Th./ B.O.Th. examination (recognized As per

Maharashtra State Council for Occupational Therapy and Physiotherapy Act 2002):

Final BASLP/BPO examination (recognized As per The Rehabilitation Council of

India Act 1992); from an college/institution situated in the State of Maharashtra iseligible to appear for this examination provided he/she has completed prescribed

duration of compulsory rotating internship by 31st August 2011.

6.3 A candidate who is undergoing rotating internship and who is likely to complete the

same by 31st August 2011 can appear for PGP-CET / PGO-CET / PGASLP-CET / 

M.Sc (P&O)-CET. Such a candidate will have to submit the documentary proof,

from the Principal / Dean of the college regarding the likely date of completion of

internship along with the application form, failing which the application shall be

rejected.

6.4 A Candidate, who was admitted to the college/institute, which is now affiliated to the

Maharashtra University of the Health Sciences (MUHS) will be eligible till such timeas he/she is awarded the degree by the University established under Maharashtra

Universities Act, 1994.

6.5 The candidate belonging to Backward Class must have claimed so in his application

form, failing which such a claim will not be entertained subsequently. the Candidate

belonging to Backward Class Category should submit the certified copies of cast

Certificate, Case Validity Certificate and Non-Creamy Layer Certificate (wherever

applicable) at the time of Preference form filling process.

6.6 The candidates belonging to DT(VJ), NT-1(A), NT-2(B), NT-3(C) and OBC/SBC

categories should submit Non-Creamy layer certificate issued by appropriate

authority and should be valid upto 31st March 2012.

6.7 The candidate admitted for the graduate course on the basis of Court order for

Caste claim is required to submit Caste Validity Certificate given by the Caste

Scrutiny Committee or a fresh court order, failing which the claim will not be granted

and the candidate will be considered as an Open category candidate.

6.8 Cut off date for Eligibility: The eligibility of candidate shall be determined for all

purposes including the applicability of all these Rules & Regulations by consideringthe last date of submission of Preference Form as the cut off date. It is made

abundantly clear that if a candidate is found ineligible or has an invalid reservation

claim as on the last date of submission of preference form, in terms of these Rules

& Regulations, and if such an ineligible candidate/invalid reservation claim acquires

the requisite eligibility after the aforesaid cut off date (i.e. the last date of submission

of Preference Form), such subsequent acquisition of eligibility will not make an

ineligible candidate / invalid reservation claim eligible / valid for any purpose

whatsoever.

6.9 Non-eligibility of Candidates: The following candidates will not be eligible for

applying / appearing at PGP-CET / PGO-CET / PGASLP-CET / M.Sc (P&O)-CETadmission:

6.9.1 Candidates who have passed Final year B.P.Th./ B.O.Th./ B.A.S.L.P./BPO

exam from institute located outside Maharashtra.

6.9.2 Candidates who have passed Final year B.P.Th./ B.O.Th./ B.A.S.L.P./BPO

exam from institute not recognized by respective Council. (Ref Rule No. 6.2)

6.9.3 Candidates who are not completing internship on or before 31th August

2011.

6.9.4 Candidates who were admitted to and subsequently resigned/left a

postgraduate seat after the Prescribed date resulting in lapse of seat in the

admission process of 2010.

6.9.5 Candidates who were previously registered and are pursuing / have

completed the PG degree course or have obtained PG degree.

7. APPLICATION FORM AND FEES FOR EXAMINATION:

7.1 An applicant seeking admission to the PGP-CET / PGO-CET / PGASLP-CET/ M.Sc

(P&O)-CET will be required to submit single prescribed application form. The

Competent Authority shall issue prescribed application form along with the

information Brochure containing procedures for admission to postgraduate courses.

7.2 The information Brochure and Application Form will be available for sale at GMC

Mumbai, B.J.M.C. Pune, G.M.C. Nagpur, and GMC Aurangabad from 08/08/2011 to

16/08/2011 and will be accepted at these Centres from 08/08/2011 to 16/08/2011excluding Sundays and State Government Holidays.

7.3 The cost of application form along with the information Brochure of PGP-CET 2011 / 

PGO-CET 2011 / PGASLP-CET 2011/ M.Sc (P&O)-CET 2011 and the examination

fee is Rs.1500/- to be paid by a Demand Draft / Pay Order drawn on any scheduled

commercial bank in favour of the “Director, Medical Education & Research,

Mumbai” payable at Mumbai. This amount is not refundable.

7.4 PGP-CET-2011 / PGO-CET-2011 / PGASLP-CET-2011/ M.Sc (P&O)-CET 2011 will

be conducted at Mumbai.

7.5 Original documents / certificates should not be attached with the application form.

7.6 Following original certificates and their attested photocopies should be submitted forscrutiny at the time of preference form filling, as well as at the time of admission.

vii. Bonafide Certificate indicating likely date of completion of Internship from the

Dean/Principal (As per Annexure-J)

in the Government Resolution no.CBC-10/206/CR-15/MVK-5, dated 30th June 2006

xii. Physically Handicapped Certificate (Annexure-E)

7.7 The offices of the designated authorities will be responsible for sale, receipt of

application form, scrutiny and determining the eligibility.

Admit card:

7.8 The Admit Card will be issued at the same place where the candidate has

submitted his/her Application Form from 24/08/2011.

7.9 Issue of Admit Card is merely an enabling document for appearing at the PG

Entrance Examination and does not imply that the candidate satisfies all the

requirements of eligibility conditions of admission.

8. CONDUCT OF PGP-CET / PGO-CET / PGASLP-CET / M.Sc (P&O)-CET : 

8.1 All eligible candidates are required to take the PG entrance examination at their

own cost.

8.2 The PG entrance examination will be conducted on Sunday, 28th August 2011;

Time: 10.00 a.m. to 11.30 a.m.

8.3 The PG entrance examination will be conducted at Mumbai at the centre indicated

on the Admit Card.

8.4 The examination will be conducted in English Medium.

8.5 PGP-CET / PGO-CET / PGASLP-CET / M.Sc (P&O)-CET question paper will be of

one and half hours duration containing 100 Multiple Choice Questions (MCQs).

Questions will be of single best response objective type with four answer options.

Each correct response shall be awarded one mark. There shall be no negative

marking for wrong answers. Scratching, overwriting, tick mark, and multiple

answers will be considered as wrong answers and no marks will be awarded to

them.

8.6 Candidate should completely darken one and the only one best response (round)

e.g A B C D

Candidate should not use any other method for answering i.e, Half circle, dot, tick

mark, cross etc. This may not be read by the scanner. Answer sheet of each

candidate will be evaluated by computerized scanning method only (Optical Mark

Reader). There will not be any manual checking during evaluation and verification.

8.7 Grievance Redressal Committee: A Grievance Redressal Committee will be

constituted at each sub centre comprising following members.

I. Sub-centre in charge - Chairperson.

II. A Supervisor - Member Secretary

III. An Invigilator - Member

An invigilator and supervisor will be persons who are in the 10% additional staff.

The committee will function from 8.00 a.m. to the end of the examination on the day

of examination. if there is any grievance during this period (regarding loss of time

due to administrative error or any other examination related important matter), the

candidate will report it to the invigilator of his/her examination block. It will be

communicated to the sub centre in charge through supervisor. The committee will

examine the Grievance on the spot (by consulting with center in charge if

necessary) and take necessary decision regarding the Grievance/s.

8.8 The PG Entrance Test shall be of the standard of B.P.Th/B.O.Th/B.A.S.L.P./BPO

degree examination and shall cover all the subjects of the course. The tentative

9. DECLARATION OF RESULT AND PREPARATION OF STATE MERIT LIST (SML): 

9.1 The Competent Authority shall conduct the PG Entrance Examination, evaluate theanswer-sheets and prepare the State Merit List (SML).

9.2 The Competent Authority will prepare a State Merit List indicating number, name,category, category merit number and marks scored by the candidate. The same

will be made available on the Website of DMER (“www.dmer.org”).

9.3 The statement of marks of the candidate will be issued from 12/09/2011 at thesame place where the candidate has submitted his/her Application Form.

9.4 In case of any typographical error in Marksheet / Merit List, regarding name, age,sex and category etc., representation for correction should be submitted to theCompetent Authority within 3 days from the date of declaration of Result.

9.5 The candidate who wants duplicate Mark-sheet will have to apply to the CompetentAuthority with fee of Rs.200/- (Rupees Two Hundred only) which shall be paid byDemand Draft in favour of “Director, Medical Education & Research, Mumbai”payable at Mumbai drawn on any Scheduled Commercial bank.

9.6 There will be no rechecking / revaluation of the answer sheets. However the

candidate can apply for verification of marks to the Competent Authority by06/09/2011 in prescribed form (Annexure ‘F’) along with a fee of Rs.1,000/-(Rupees One Thousand only) to be paid by Demand Draft in favour of “Director,Medical Education & Research, Mumbai” payable at Mumbai and drawn on anyscheduled commercial bank. The candidate will be given photocopy of the answersheet and model answer key after verification.

10. STATE MERIT LIST (SML):

10.1 The Competent Authority will prepare separate State Merit Lists of eligiblecandidates in PGP-CET-2011/PGO-CET-2011/PGASLP-CET-2011/M.Sc (P & O)CET-2011 on the basis of the marks obtained by the candidates at the PG Entrance

Examination.10.2 The candidate will be selected on the basis of the merit in PGP-CET-2011/PGO-

CET-2011/PGASLP-CET-2011/M.Sc (P & O) CET-2011, entrance test to theconcerned course.

10.3 TIE-BREAKER for determination of the Inter-se-merit of candidates obtaining equalPGP-CET / PGO-CET / PGASLP-CET / M Sc. (P & O)-CET marks.

In case two or more candidates obtain equal marks in the PG entranceexamination, the inter-se-merit of such candidates will be determined in the order ofpreference as under:-

10.3.1 The candidate with more aggregate marks (converted into percentage) atB.P.Th / B.O.Th. / B.A.S.L.P / BPO examinations taken together shall be

preferred. If the tie still persists.10.3.2 The candidate with more aggregate marks (converted into percentage) at

fourth year B.P.Th / B.O.Th / BPO or third year B.A.S.L.P. examination willbe preferred. If the tie still persists.

10.3.3 The candidate with more aggregate marks (converted into percentage) atthird year B.P.Th / B.O.Th / BPO or second year B.A.S.L.P. examination willbe preferred. If the tie still persists.

10.3.4 An older candidate will be preferred over a younger candidate.

10.3.5 While considering aggregate marks for above purpose, grace marks &NSS marks will not be taken into account.

11. SELECTION PROCESS:

11.1 The selection to a course / college will be made considering his/her SML number

and preferences given by the candidate.

11.2 Preference form filling brochure will be published on website of DMER

(www.dmer.org).11.3 Candidates as per SML number will be called for counseling and asked to fill the

preference form. Counseling will be carried out at Mumbai on 17/09/2011.

Counseling sessions are not meant for instant seat allocation. During these

sessions, candidates are assisted in exercising their preferences for various

courses and the institutions. Seat allocation (declaration of list of selected

candidates) shall be made on 20/09/2011.

11.4 Selection Process shall be as follows:

11.4.1 The preference form shall be available at Counseling Centre in Mumbai.

11.4.2 The duly filled preference form should be submitted at the same office on

the same day. The candidate should submit only one preference form.Submission of more than one form may lead to disqualification. The

candidate should present personally to fill the preference form. Proxy will

not be permitted. 

11.4.3 The selection will be on the basis of merit and the preferences submitted by

the candidates in their preference form. For filling of vacant seats after first

round, same preference form will be considered and no separate preference

form will be required to be filled by the candidate.

11.4.4 The candidates who have filled in preference form, but are not selected in

the first round, are eligible for all available vacant seats in the subsequent

round.11.4.5 Based on preferences given, the seat will be allotted on merit and the

allotment will be displayed on website of DMER i.e. “www.dmer.org” and at

the office of Designated Authorities.

11.5 Documents: The candidates must produce original certificates at the time of filling

the Preference form / Counseling and one set of attested photocopy of each of the

documents, as per the list given in rule No.7.6.

11.5.1 At the time of filling the Preference Form the reserve category candidate

should bring all original documents and one set of attested copies of the

same in support of claim made in application form i.e. Caste Certificate,

Caste Validity Certificate issued by Caste Certificate Scrutiny Committee / Fresh Court Order for Caste claim, failing which claim will not be granted

and the candidate will be considered as an Open Category candidate.

11.5.2 The candidates belonging to DT(VJ), NT-1(A), NT-2(B), NT-3(C) and

OBC/SBC categories should submit Non-Creamy layer certificate issued by

appropriate authority and should be valid upto 31st March 2012.

11.6 Canvassing directly or indirectly for the allotment of seat would disqualify the

candidate for admission. Influencing the staff by unfair means, will lead to

cancellation of allotted seat and such candidate will also face disqualification for

appearance in the subsequent PGP-CET / PGO-CET / PGASLP-CET / M.Sc.

(P&O)-CET i.e in 2012.

11.7 The registration once granted is valid only if the teacher and the Dean are satisfied

about regularity, good conduct as well as diligent pursuance of studies by the

student.

11.8 Candidate selected and admitted is bound by disciplinary rules of University / 

Institution / State Government and local authority.

11.9 A candidate selected for M.P.Th./ M.O.Th./ M.A.S.L.P. / M Sc. (P & O) course will

not be allowed to change subject / college / institute / place; on mutual basis.

11.10 In case of dispute in the matter of allotment of seat / course / institution or any other

matter pertaining to the provisional selection or cancellation of admission, the

decision of the Competent Authority shall be final and binding.

11.11 Status Retention of Admission: After selection in first / subsequent rounds, if the

candidate desires to retain the same selection (subject & college) and does not

want to take any further betterment, then he/she can do so by filling ‘Status

Retention Form’ (Annexure 'G') in the prescribed proforma given in this brochure

within the specified time period after selection, this will be notified along with the

selection list. ‘Status Retention Form’ is to be submitted to the Competent Authoritythrough the college where he is admitted. However candidate should note that his

name will be deleted from the further selection process for the academic year

2011-2012.

11.12 Legal jurisdiction: All disputes pertaining to the conduct of examination and

selection shall fall within the jurisdiction of Courts at Mumbai only.

12. PROCESS FOR FILLING VACANT SEATS

12.1 After first round, the vacant seats will be filled. For these seats, the selected as well

as not selected candidates who have filled the preference form are eligible. For thisprocess PGP-CET-2011 / PGO-CET-2011 / PGASLP-CET-2011 / M.Sc. (P&O)-

CET 2011 merit list will be operated from SML No. 1 (State Merit List Number One)

onwards. The candidate selected in round one will be considered for betterment in

the subsequent selection process. ‘Betterment’ means the higher preference given

by the candidates. The shift in such betterment shall be compulsory and mandatory,

except as provided in rule no.11.11 above.

12.2 The Competent Authority will issue notification in the news papers, which will also

be displayed on notice boards of all Notified Centers/Designated Authority and on

DMER website indicating the dates of subsequent selection process.

12.3 The following candidates will not be held eligible for subsequent admission process.

12.3.1 Accepting PG seat but not reporting to the college and / or not paying the

fees.

12.3.2 Reporting to the college but not attending the course regularly.

12.3.3 Unauthorized absence during the course.

12.3.4 Paying the fees but not attending the course.

12.3.5 If the admission given by the Competent Authority is cancelled by the

Dean/Director as a disciplinary action/ defaulter.

12.3.6 If postgraduate course given by the Competent Authority is resigned by the

candidate after 15th October 2011.

12.4 Candidates may resign on / before 15th October 2011, to be eligible for next PG

entrance examination in 2011.

13. THE CONDITIONS TO BE SATISFIED BY CANDIDATE AFTER SELECTION: 

13.1 A candidate will have to pay the prescribed fees as decided by Govt./ BMC/ All

India Institutes / Private Institutes from time to time (i.e. tuition + deposit + others).

He/she should deposit all relevant original certificates / documents in the concerned

institution.

13.2 All selected candidates will have to submit DD/Pay order of Rs.650/- drawn on any

scheduled commercial bank in favour of “Competent Authority, MH-CET” payable

at Mumbai for Amartya Shikshan Yojana as per GR.MED /100/880 /CR-129/Edu-1,

dated 13/10/2003.

14. CANCELLATION AND REFUND: 

14.1 Candidate who has confirmed his/her admission may cancel it by submitting an

application to the concerned Dean.

14.2 Candidate cancelling his/her admission on or before 15/10/2011 will be held eligible

for subsequent PG entrance examination in 2012.

14.3 Candidate canceling his/her admission after 15/10/2011 will not be eligible forsubsequent PGP-CET / PGO-CET / PGASLP-CET/ M.Sc. (P&O)-CET 2012.

14.4 Refund of fees by the college after change of college / course or cancellation of

admission.

On or before 15/10/2011: Rs.1000/- to be deducted as administration charges 

and remaining tuition fee and deposit(s) to be 

refunded.

After 15/10/2011: No refund of fees & deposit(s).

14.5 If a candidate expires or becomes invalid within 3 months from the date ofadmission, full refund shall be made by the Dean after deducting Rupees One

Thousand as administrative charges. The refund will only be made by the Deanafter 3 months from the date of application for refund. No correspondence shall beentertained by Competent Authority/Dean in this matter during this period.

15. DISCIPLINE: 

15.1 If any candidate / authorized representative or person accompanying is found

obstructing the counseling and / or admission process, or trying to influence in

unlawful manner/ creating nuisance, the candidate shall be liable for disqualification

from the process of selection. The decision taken by the Competent Authority in this

respect shall be final and binding.

15.2 All candidates selected for admission shall be subject to the disciplinary rules of the

Institution, University and Government.

16. UNDERTAKING:

Candidate selected for postgraduate course will be required to submit an

undertaking for completion of course failing which he/she will be required to pay

Rs.1,00,000/- for the default (i.e. non completion of course). However, this is not

applicable to the candidates of PGP-CET-2011 / PGO-CET-2011 / PGASLP-CET-

2011 / M Sc. (P&O)-CET 2011 resigning the course before 15/10/2011.

17.  Any issue not dealt here-in above will be dealt with, when arising, fully and finally by

DEFINITIONS 

a)  ‘Competent Authority’ means the authority appointed by the Government of Maharashtra for the

purpose of conduct of common entrance test for selection and admission to postgraduate courses.

b)  ‘PG Course’ means postgraduate degree course leading to M.P.T.h. / M.O.Th. / M.A.S.L.P. / M.sc

(P&O) degree.

c)  ‘Government’ means the Government of Maharashtra.

d)  ‘Internship’ means the compulsory rotating internship to be completed as per rules of University.

e)  ‘Designated Authority / Notified Centers’ means Dean of the specified Government Medical

College.

f)  ‘CET Cell’ means undergraduate/postgraduate common entrance test cell constituted for the

purpose of conduct of CET and selection process for undergraduate/postgraduate courses at

DMER office.

g)  ‘Postgraduate Teacher’ means the teacher who is recognised as a postgraduate teacher under the

regulation of MUHS / Conventional non agricultural Universities in the state.

h)  ‘Recognised Qualification’ means the qualification recognised by the University in the State of 

Maharashtra.

i)  ‘Reservation’ means the reservation prescribed by the Government of Maharashtra for admission

to Postgraduate Courses which includes both Constitutional Reservation for the Backward

Classes & other reservations, if any.

 j)  ‘University’ means the non agricultural Universities constituted under the Maharashtra

University Act, 1994 and MUHS constituted under MUHS Act, 1998.

k)  'BMC' means Brihanmumbai Municipal Corporation, Mumbai

l)  'CVC' means Caste Validity Certificate.

m)  'NCL' means Non Creamy Layer Certificate.

n)  'MUHS' means Maharashtra University of Health Sciences

o)  'BPTh' means Bachelor of Physiotherapy

p)  'MPTh' means Master of Physiotherapy

q)  'BOTh' means Bachelor of Occupational therapy

r)  'MOTh' means Master of Occupational therapy 

s)  'BASLP' means Bachelor of Audiology & Speech Language Pathology

t)  'MASLP' means Master of Audiology & Speech Language Pathology

u)  'BPO' - means Bachelor of Prothotics & Orthotics.

v)  'SC' means Scheduled Caste

w)  'ST' means Scheduled Tribes

CONSTITUTIONAL RESERVATIONS (BC)1)   The candidates recognized by the State of Maharashtra as belonging to the following

Backward Classes, shall alone be eligible to claim admissions as against the seatsreserved for such backward class categories. These Backward Class categories are as

follows:-

i)Scheduled Castes and Scheduled Casteconverts to Buddhism (SC)

2)  Candidates belonging to aforesaid Backward Class categories will be required to

submit the Caste Certificate and the Caste/Tribe validity Certificate.

3)  Caste certificate issuing authority: - Caste certificate stating that the caste is

recognized under a particular backward class category in Maharashtra state is issued

by Sub-Divisional Magistrate / Executive Magistrate /Metropolitan Magistrate in

Maharashtra state.

4)   The Caste/Tribe validity Certificate Issuing Authorities are as follows:-

a.  For Candidates belonging to Scheduled Caste, Scheduled Caste converts to

Buddhism, Vimukta Jati, Nomadic Tribes1, 2 & 3 and Other Backward Class,

Caste Validity Certificate is issued by Divisional Caste Certificate Scrutiny

Committee of respective Divisional Social Welfare Office (Konkan, Pune,

Nashik, Aurangabad, Amravati and Nagpur).

b.  For Candidates belonging to Scheduled Tribe the Tribe Validity Certificate is

issued by Director/Deputy Director, Tribe Certificate Scrutiny Committee of 

respective Region (Konkan, Pune, Nashik, Aurangabad, Amravati and Nagpur).

5)    The candidates who have claimed the Constitutional Reservation in the original

Application Form must submit Caste Validity Certificate at the time of filling the

Preference Form, failing which the category claimed, will not be granted.

6)  NON-CREAMY LAYER: A candidate belonging to ‘Creamy Layer’ amongst the

categories (iii), (iv), (v), (vi) and (vii) must note that the provision of reservation is NOT 

applicable to him/her. A candidate claiming benefit of reservation under the

categories (iii), (iv), (v), (vi) and (vii) above will be required to produce Non-Creamy

layer certificate in the name of parent as per Annexure-A as specified in the

Government resolution No. CBC 10/2006/CR-15/MVK-5, dated 30th June 2006. The

certificate should be valid upto 31st March 2011. The Non-Creamy Layer Certificate

should be issued by Sub-Divisional Officer/ Deputy Collector/ Collector of the

district. However, such a Non-Creamy Layer Certificate shall be produced in any case

on or before the last date of filling up of Preference Form, failing which the category

claimed will not be granted.

7)  Inter-se amongst the categories of Backward Class will be operated at the end of each

admission process against the unfilled Backward Class seats as per merit and choice

of the backward class candidates.  The seats remaining vacant from various categories will be filled in during inter-se

admission process as follows:

a) From among the candidates of their respective group from the Inter-se State

Merit List of that particular group where the vacancies exist.

 The groups are as follows -

Special Backward Class (SBC) are to be considered as OBC candidates.

9) Ear-Marking: Reserved category candidate entitled to admission on the basis of merit

in an open category seat will have the option of taking admission either against his /

her respective category seat or on an open category seat. If he / she opts for the

reserved category he / she will be deemed to have been admitted as an open category

candidate and not as reserved category candidate. One seat in the college where he /

she was eligible for admission against open seat shall be earmarked for a candidate

PHYSICAL LY HA NDICAPPED (PH)

1) As per Graduate Medical Education Regulation 1997 and Amendment Notification No. MCI-34(41)/2008-

Med./ 54469 Dated 25th March 2009, and MCI guidelines letter No.MCI-34(1)/2003-Med/11773, dated

14/7/2003 following is the criteria for reservation under Physically Handicapped Category.

“3% seats of the annual sanctioned intake capacity shall be filled up by candidates with locomotory

disability of lower limbs between 50% to 70%.

Provided that in case any seat in this 3% quota remains unfilled on account of unavailability of candidates

with locomotory disability of lower limbs between 50% to 70% then any such unfilled seat in this 3% quota

shall be filled up by persons with locomotory disability of lower limbs between 40% to 50% - before they

are included in the annual sanctioned seats.

Provided further that this entire exercise shall be completed by each medical college/institution as per the

statutory time schedule for admissions and in no case any admission will be made in the Post graduate course

after Cut off date”

2) The Candidate with a disability more than 70% will not be eligible for admission to Health Sciences Courses.

No other disability shall be allowed as per the MCI regulations. However, such a candidate will be requiredto undergo medical examination by a Special Medical Board constituted for this purpose by the Competent

Authority. The Medical Board after ascertaining his/her disability must be satisfied that the candidate is

physically fit to undergo the course despite his/her disability.

3) Candidate is required to submit the proof of his/her disability by way of a certificate (issued in the year 2011)

in prescribed proforma from Civil Surgeon of a District Hospital/Medical Board/Medical Superintendent of a

Government Medical College/Hospital in Maharashtra; or from the Director of All India Institute of Physical

Medicine and Rehabilitation, Haji Ali, Mumbai; (as per Prescribed Proforma) at the time of verification of 

disability. Verification of the disability will be carried out by Special Medical Board constituted for this

purpose by Competent Authority. The date and place of Special Medical Board shall be communicated by

the way of notification.
