Practice includes strategic planning at both corporate and business levels, creating and

maintaining ethical environments in the work place, employee empowerment, management

development, organizational climate analysis, strategic human resource planning. Clients

have included major MNE’s, starts-up, governmental agencies, and professional service

organizations. PREVIOUS PROFESSIONAL EMPLOYMENT 1975-1979 Director of Research, Alaskan Criminal Code Revision Commission. I was responsible for

the design, implementation and management all legal and social science research

undertaken in connection with the revision of Alaska’s criminal code. I also drafted all

sentencing provisions.

1975 Deputy Director, Budget and Planning Task Force, Office of the Mayor, City of New York.

The Task Force was created in response to the City’s fiscal crisis and our objective was to

design plans for the reduction of expenditures for criminal justice agencies without

adversely impacting critical services.

1972-1975 Assistant Director of Police Personnel, New York City Police Department. I was appointed

in the aftermath of the police corruption scandals with the objective of assisting in a

complete over-haul of the human resources functions of the department. My initial

responsibilities included the successful design and implementation of a civilianization

program that returned over 5,000 sworn police officers to street duties. I also ran the

Employment Division during a period when the Department was recruiting and training

approximately 400 new patrolmen a month. During that time frame I also designed a

controlled experimental study of the performance of 700 matched pairs of male and female

recruits which conclusively demonstrated that women performed no differently (in

statistically significant ways) from their male counterparts.

1970-1972 Head Planner for Criminal Justice Agencies, Office of Management and Budget, City of

New York. I managed a staff of six program analysts who were responsible for program

budgeting for all the City’s criminal justice agencies (police, corrections, courts, district

attorney offices, public defender agencies), which collectively amounted to nearly $3

billion. I was responsible for the budget of the NYCPD.

1967-1969 Legal Advisor, San Jose, California Police Department. I handled all legal matters related

to the department in concert with the City Attorney’s office and as a sworn police officer

provided legal advise on scene, on street.
