  • PERU REMARKS IN PRESS CONFERENCE Good morning, distinguished members of the press. Let me start by transmitting the regrets of Minister Pulgar-Vidal, President of COP20, who cannot be here in Bonn. On behalf of the Peruvian Presidency of this process, I wish to convey to you five simple messages: - First, the world needs a universal, durable and legally-binding agreement in

    Paris with a long-term vision for mitigation and adaptation action; - Second, and consequently, this session of the ADP must produce a shorter,

    better, more understandable text for negotiation. As Presidency, Peru is asking all groups to work efficiently and in good faith to obtain that result.

    - Third, it is essential that all countries present this year their nationally determined contributions, to demonstrate our common commitment for action. We congratulate those countries that have already done so and we encourage all others to do so as soon as possible (Peru will do so in August).

    - Fourth, for Peru, it is essential that this year we also obtain substantive progress on climate finance. In order to provide confidence to developing countries, it is crucial to improve the transparency of past and future resources, clarity on pathways to reach the expected amounts committed by 2020, as well as indication about further mobilization of financial support in the long-term.

    - Finally, fifth, Peru wants to leave a special legacy in this process. Besides putting our experience in support of the efforts to reach a new agreement, Peru wants to help establish a permanent space for dialogue between state and non-state actors for climate action. This is the purpose of the Lima-Paris Action Agenda, a voluntary process of mobilization that we have launched together with France, the Secretary General of the UN and the UNFCCC Secretariat. Our common objective is to help prepare for Paris new and substantial announcements of climate action by cities, companies, international agencies and civil society organizations around the world.

    These are the messages of Peru for you today. Peru remains committed to contribute strongly to the success of the climate negotiations. We are also very determined to support the leadership of Minister Laurent Fabius, and France, in their role as President-Designate of COP21. Thank you.
