Perseverance Mill, Albion Street, Padiham Supplementary Stockpile Investigation Further to the completion of our recent Ground Investigation works and interpretive Geo-Environmental Report (October 2016), E3P has undertaken a supplementary intrusive investigation of stockpiles currently on-site. Exploratory fieldwork was completed on the 18th November 2016 comprising 15 No. mechanically excavated trial pits within four stockpiles of demolition materials on the subject site. Exploratory hole locations were advanced to collect samples to enable the completion of a Tier 1 assessment to determine chemical suitability of materials and appropriate placement on the site to ensure no risk to the identified receptors. A snapshot of the exploratory hole locations and stockpiles is shown below in Figure 1.1: Figure 1.1 Exploratory hole and stockpile locations

The sampling locations are illustrated in Drawing 11-360-005 attached to this letter. The ground conditions encountered are indicated on the logs attached to this letter. Summary of Ground Conditions Made Ground was encountered within all exploratory hole locations to depths of between 1.00m and 4.00m. Made Ground within Stockpile A and B generally consisted of brown very gravelly sand or sandy gravel, where gravel consisted of brick, wood, concrete, metal, plastic, insulation and asbestos sheeting. Stockpile C consisted of a brown slightly clayey gravelly sand with brick, wood, plastic, sandstone, polystyrene and cement bonded asbestos sheeting. Within Stockpile D the Made Ground consisted of slightly clayey sandy gravel with cobbles, gravel is brick, plastic, wood, concrete, metal and sandstone. Human Health Risk Assessment Samples retrieved from the stockpiled materials have been submitted to I2 Analytical Laboratory for analysis of speciated PAHs, heavy metals and asbestos identification and quantification. A Tier 1 Human Health Risk Assessment has been completed using the chemical analysis results and comparing to the Tier 1 screening values for the protection of human health in a residential setting. The results of this comparison are summarised within Table 1.2 overleaf.

Abbreviations: GAC = General Assessment Criteria, n = number of samples, MC = Maximum Concentration; Loc of Ex = Location of Exceedance; NFD = No Fibres Detected * The Tier 1 GAC for the hydrocarbon fraction is derived from the CIEH assessment for petroleum hydrocarbons Criteria Working Group (CWG) for both aliphatic and aromatic compounds. E3P has utilised the Tier 1 values for aliphatic compounds for the volatile and semi volatile fractions (C5-C12) and the Tier 1 values for aromatic compound for the non-volatile fractions (C12-C35). The comparison of a total (aliphatic/aromatic) compounds to an individual fraction is considered to be a conservative approach and satisfactory for the protection of human health.
Referring to Table 1.2, the results of this direct comparison indicate that the data exceeds the preliminary Tier 1 risk assessment screening criteria for a residential end use for the following contaminants:

Asbestos fibres, insulation lagging and cement type materials were identified within all samples sent for testing in the form of chrysotile, amosite and crocidolite. Quantification analysis was undertaken on all samples, identifying a maximum of 1.43% at SP201 within Stockpile A. Only one sample was identified to comprise trace fibres (<0.001%) with all other samples exceeding this. No elevated Naphthalene were identified within the stockpiles, however there were exceedances of Benzo(a)Anthracene, Benzo(b)Fluoranthene, Benzo(a)Pyrene, Dibenzo(a,h)Anthracene with SP205, SP206, SP212, SP213, SP214 and SP215, in addition to arsenic and lead. The elevated concentrations of heavy metals and PAHs have a primary exposure pathway of dermal contact, soil ingestion. As such, should this material be used on site it should be placed below a 600mm cover system comprising 150mm topsoil and 450mm subsoil. Upon installation, these elevated concentrations will pose no unacceptable risk to the future site users. Given the presence of asbestos (Chrysotile, Amosite, Crocidolite) within all samples, a suitably detailed remediation strategy will be required to document the safe handling, management and placement of all Made Ground to ensure that no unacceptable degree of risk is presented to construction workers or future site occupants. It is considered that the risks to construction workers during the development phase can be mitigated through the use of appropriate health and safety controls, PPE and good site hygiene. E3P has produced as asbestos specific CSM which identifies the locations that asbestos impacted soils may be placed in a residential setting to ensure there is no unacceptable level of risk to the future site users, included below as Figure 1.2 overleaf:

Asbestos Quantification has identified 11 out of the 12 samples tested to have asbestos levels above 0.001%. Therefore, should this impacted material be kept on-site, it should be placed beneath proposed plots which are intended for vibro ground improvement to a depth of >1.00mbgl (thus soils are not being further disturbed) and below gardens at >1.00m bgl. These asbestos impacted materials will require careful and regulatory approved handling using dust suppression and HSG248 asbestos in air monitoring by way of validation to confirm there have been no asbestos fibre release to the air. There are no materials present on site within stockpiles that are chemically suitable for use as the topsoil or subsoil element of the cover system, therefore any topsoil or subsoil will require importing with the appropriate quality checks. The analysis was carried out using our documented in-house method A006 based on HSE Contract Research Report No: 83/1996:
Development and Validation of an analytical method to determine the amount of asbestos in soils and loose aggregates (Davies et al, 1996)
and HSG 248. Our method includes initial examination of the entire representative sample, then fractionation and detailed analysis of each
fraction, with quantification by hand picking and weighing.
The limit of detection (reporting limit) of this method is 0.001 %.
The method has been validated using samples of at least 100 g, results for samples smaller than this should be interpreted with caution.
Both Qualitative and Quantitative Analyses are UKAS accredited.
Opinions and interpretations expressed herein are outside the scope of UKAS accreditation.
