PILLARS OF SUSTAINABLE DEVELOPMENT FOR PERNAMBUCO
Pernambuco is blazing a new administration model that will professionalize the
administration of the state and ensure greater efficiency in public services offered to
the population.
In 2007, the government held regional seminars throughout the state with the
participation of the population, civil society and organized associations to discuss the
subjects, projects and initiatives that can fulfill the principal needs of each locale.
Based on this material, strategic goals were established to serve as a basis for all
state actions. The different secretaries will work with pre-established annual
objectives, which will be made public and will clearly identify the intended
achievements in each field of action.
The results will be monitored on a daily basis with the aim of
building a new Pernambuco – a stronger, fairer, more
developed Pernambuco.

For the first time, a public policy for culture is being structured in the state on democratic, regionalized bases. Since the beginning of the Eduardo Campos administration, FUNDARPE (Historical and Artistic Heritage Foundation of Pernambuco) has been listening to the cultural community (artists, agents and producers), representatives from the government and civil society in Regional Forums for Cultural Languages in order to jointly define the priorities of each field and development region.
For the drafting of its administration plan, FUNDARPE was inspired by the 1st State Conference on Culture, the program of the Eduardo Campos administration and the Cultural Program for the Development of Brazil from the federal government.
From this process, FUNDARPE has structured an action plan, entitled Pernambuco Cultural Nation, focusing on:
Affirmation of ethical, fair values and raising of political, social and environmental awareness of the population;
Culture as a right for everyone, social inclusion, valuing of ethnic backgrounds and promotion of equity, recognition of local and regional identities;
Potencialization of the plurality of forms of expression, esthetics and languages;
Preservation of tangible and intangible historical heritage and its diffusion;
Structuring and co-management model, potentializing the participation of the cultural class and society in the development the Public Policy for Culture and its system;
Instate implementation of actions, interaction with regions and fostering the establishment of municipal systems;
Structuring actions on a regional scale wi th i ts network of equipment, implementing the state culture system and its inclusion in the national and municipal culture systems; ·Prioritize the symbolic dimension of civic culture and its production. Qualification of professionals on all levels and formation of audiences;
Products with economic potential, dynamization of tourism and national and international exchange that put the cultural production chain into motion and the exchange of symbolic goods; ·The process of education and interaction of public policies in the different regions, calling for social participation in relation to p u b l i c p o l i c i e s o f s u s t a i n a b l e development in the state.
CONSOLIDATING A PUBLIC POLICY FOR CULTURE

FUNDARPE is the foundation responsible for the formulation, implementation and execution of the Public Policy for Culture in the state of Pernambuco in its symbolic, civic and economic dimensions, in a democratic, regionalized fashion, with structuring and systemic actions. The focus is on socio-cultural inclusion, universal access, respect for identities and cultural diversity, regional integration and articulation with other public policies in the 12 development regions.
Potentialize cultural development in its symbolic, civic and economic dimensions and the diversity of cultural manifestations in different esthetic languages and forms of expression;
Preserve, publicize and study the tangible and intangible historical, artistic and culture heritage;
Develop professional training and qualification processes for cultural segments and form new audiences;
Disseminate content of civic education as structuring device for democratic, fair, ethical, identity values and of pertaining to a people and its society;
Foster cultural production in an interactive regionalized fashion through channels of social participation in the democratic process with the social fabric. Potentialize the economics of culture; Democratize cultural fruition and production and connect the singularities of the regions;
Ensure the participation of cultural segments in the formulation, control and evaluation of the Public Policy, its effectiveness in driving the establishment and structuring of municipal, regional and state systems of culture;
Ensure cultural exchanges between the 12 development regions and other states of Brazil with the international community;
Generate and make dynamic cultural venue and museums as the locus of development for the Public Policy on Culture.

The symbolic dimension of culture translates into the distinction of roles between society and the state. Cultural production is up to society, whereas the state ensures the execution of public policies and is the driving force in fostering and making cultural production dynamic, democratizing and ensuring the population universal access to the products of its own culture and processes of civic formation through culture.

The references that constitute the basic pillars for the development of the Public Policy for Culture - PERNAMBUCO CULTURAL NATION – are based on the ample understanding of the democratic model and regionalized inclusive development for the implementation of permanent, holistic, sustainable structuring actions in the permanent weaving of the cultural fabric and other organs of the state and federal government.
The current administration of Pernambuco intends to increase cultural actions through a public policy with a strategic role in the construction of a new sustainable development model the government intends of consolidate. The management of the Public Policy for Culture is coordinated by FUNDARPE in interaction with the state secretaries of
education and culture, inspired by and shared with the cultural network.

The administration of the Public Policy for Culture is structured on a democratic dialogue model between the state and the socio-cultural network, ensuring the place of society in the construction of public policies, which is a constitutionally proclaimed right.

Materialized through plans of the Public Policy for Culture by the lines of action translated into cultural fostering, preservation, training, fruition, diffusion and distribution of cultural products. Based on dimensions with 6 fronts of systemic action: 1) co-management models 2) action plans drafted in cultural stations. 3) fostering based on priorities defined by cultural network 4) strengthening of culture point networks 5) development of cultural circuits and festivals in the 12 regions 6) diffusion in means of communication and collaborative virtual portal; actions in the context of the economics of culture, with focus on social inclusion and participation, driving the consolidation of a new model of sustainable development in the state.
Making viable programs, plans and projects for spreading the culture of the state through all its technologies and communication in local, state, national and international media; Implementation of production studios of content and communication with cultural venues and cultural cells in the state school system; strengthening of alternative means of communication and culture points as agents for spreading culture and the interactive implementation of all channels of co-management and venue network with the Pernambuco Cultural Nation portal of public/private cooperation.

Cultural territories represent the recognition of the different identities and
diversity of the cultural geography of the state, identified, prized and consolidated by the
Public Policy for Culture, portraying the day-to-day living of the people in each region and
their historical values.
Rich in cultural symbols founded on the process of building beliefs, values, social
organization, artistic, economic and historical manifestations, with the presence of different
ethnic backgrounds and regional identities that make Pernambuco this immense cultural
nation. The cultural territories will take on the roles of communication, development,
connection, preservation and diffusion of the culture in the region by means of the co-
management model and plans mirrored in the Public Policy for Culture. Every municipality
will have the function of also contributing to interactivity between the 12 regions of the state.
CONCEPTUALIZATION OF CULTURAL TERRITORIES OF REGIONAL MANAGEMENT OF THE PUBLIC POLICY FOR CULTURE
Central Territory of the Public Policy for Culture: Articulation of the Public Policy for Culture and locus of the regional co-management model and cultural diffusion
Territory of Connection: Catalyst of cultural diversity; with the role of connecting the cultural languages and expressions of a given region to the other regions
Territory of Singularity: Locus of strengthening cultural singularities; diffusion and connection of this cultural active with other historical cultural territories
Territory of Cultural Valuation: Territories that need to have potentialized the survey of their cultural values for integrated cultural development; historical sites, cultural cities and territories of socio-cultural vulnerability (Pact for life…)

CHARACTERISTICS
The drafting of the administration plan based on territorialization creates modular planning units that connect the entire state, with the
aim of integrating efforts for the potentialization of cultural actions in their symbolic, civic and economic dimensions. Making the interaction cultural class and social fabric dynamic in the context of the 12 regions, the cultural territories take on functions in relation to the administration of the plan Pernambuco Cultural Nation, considered centers of articulation of the Public Policy for Culture, connections, potentialization of singularities and cultural valuation.
This territorial network architecture will drive the preservation of the cultural matrices and tangible and intangible heritage as well as foster the emergence of new scenes in a permanent, effective, structuring, democratic, regionalized fashion on the path toward the consolidation of sustainable development for the state.
TERRITORIALIZED PLANNED OF THE PUBLIC POLICY FOR CULTURE
Materialize an integrated, rational, dynamic management system from the standpoint of intra-governmental articulation and holistic development with regard to culture;
Adopt an integrated planning process for the Public Policy of Culture, structured in a permanent co-management model by means of connected territorial units with forums commission and councils, encompassing the entire state;
Drive the cultural production, diffusion and preservation of the regions, integrating actions and investments on all levels and establishing a potentialization platform for the economics of culture;
Make the structure of the cultural connections in the state dynamic, potentializing it in the regional realm and connecting its with inter-state and international networks;
Strengthen the set of cultural celebrations in the state, potentializing fruition on the regional scale and creating a permanent articulation with networks outside the state;
Draft culture plans integrated to the regional development plan, foreseen in the directives of the new development model for the state, focused on enhancing the quality of life of everyone.

Implementation of the Central Cultural Station as a catalyst for the actions of the Public Policy for Culture throughout the entire state of the lines of action of the training, diffusion, fostering, research, preservation, fruition and economics of culture executed in other regional cultural stations in order to connect the languages, points of culture and cultural cells in the schools, thereby potentializing integrated cultural development throughout the state.

TERRITORIALIZED CULTURAL NETWORK OF THE CULTURAL STATIONS
The Cultural Stations will be implanted in Territory Centers, based on the territorialized planning model of the public policy in the development regions of the state. The model presupposes a network of venues responsible for the development of the Public Policy for Culture and the territorial connections of the participative channels in the execution of the plans, along with ensuring different agencies in the network integration with the Pernambuco Cultural Nation portal.
With this objective, 13 buildings with historical, architectonic or artistic value were selected, which, based on their recognition and structuring, ensure a twofold victory. The first regards each station per cultural language and region that houses the actions of the Public Policy for Culture. The second is the integration of all these stations to the Central Cultural Station of Pernambuco (Central Train Station) through the virtual agency of knowledge, focusing on fostering, diffusion, training, preservation, cultural connection, fruition and dynamization of the economics of culture.

The cultural cells are installed in cultural venues, public schools, technical schools and universities and are a venue for the Public Policy for Culture, interacting with the environment in which it is rooted.
The actions of the cultural cells will be carried out in interaction with the Points of Culture, matrix groups of identity and cultural action in the region, guided by the co-management model and lines of action of the Public Policy for Culture.
The cell setting will have the minimum physical space, a multimedia studio in connection with the Pernambuco Cultural Nation portal and reading room for Pernambuco and universal literature, articulating the actions of the cultural policy of education in the school setting.
Performance classes, shows, experiences, discussions, production studios and encounters with the cultural network will ensure an environment of creation and renewed meaning of the cultural production of social values directed at youths
TERRITORIALIZED CULTURAL NETWORK
The perspective of the Points of Culture goes well beyond the renewal of traditions, articulation of public manifestations and the diffusion of culture. It represents a possibility of the implementation of a public policy that links the democratization of the public machine in the sense of the experiences and identification of the culture by the population, especially teenagers and young students.
In this context, the action of the Points of Culture is incorporated in the actions of the state in the dimension of the cultural empowerment of these groups and the effect on public policies. As a strategy in the field of civic formation, it makes viable the qualification of the young population in order to form new audiences characterized by a critical stance committed to the preservation and d i ffus ion of popular cu l ture and i ts contextualized re-creation of renewed meaning.

On July 19th, 2008, FUNDARPE announced the completion of the PernambucoCultural Nation portal, a collaborative network for the communication and
divulgation of Pernambuco culture on the Internet.
Conceived in partnership with the InterCitizenship Institute (a civil society
organization of public interest), the aim of the portal is to store and exhibit cultural
production in the state, including videos, photos, audio and texts by artists,
journalists, writers, actors, musicians, photographers, designers and any person
interested in publicizing the customs, traditions and cultural manifestations of
Pernambuco.

Regionalized cultural co-management operates in connected channels in the 12 regions, with the aim of integrating efforts and democratizing access in order to potentialize cultural actions throughout the state.
