Thumbsdown for dressedup wetlandsMELISSA LE ROUX
THE “shoddy” work done on a portionof land on the Zeekoevlei wetlands
has been criticised.
KelvinCochrane, projectmanagerof the re-habilitation project “Dressing the Princess”at Princess Vlei in Retreat, claims that ChandEnvironmental Consultants, the consultantsappointed for the Zeekoevlei project, pro-duced “low quality” work on the stormwateroutlet project on the eastern shoreline.
The project forms part of the StrandfonteinRoad upgrade, whereby a small portion ofland was to be rehabilitated.
Cochrane, who has been “dressing” (plant-ing various indigenous plants to beautify thewetland) for over six years, says work doneon the eastern shoreline section of the wet-lands in Zeekoevlei, is “below par”.
“The company made a mess of the wholejob.
“They haven’t got a clue about what needsto be done on a wetland,” he said.
“They placed the wrong species in the
wrong places – most of the plants don’t belongthere and are not indigenous to a wetland.”
Cochrane says that Chand EnvironmentalConsultants was appointed by the City ofCape Town as consultants on the “Dressingof the Princess Vlei” project.
When People’s Post visited the area of wet-land in Zeekoevlei, Cochrane pointed out the“problems”.
There were three visible ponds collectingmoss, and Cochrane says that whoever cleansit would have to physically remove thegrowths in the pond to clear it out.
There were many bushels of Typha – a typeof weed that grows naturally once the soil hasbeen tampered with. It grows prolifically andis generally considered as a “pest”, blockingwaterways and choking artificial marsh-lands.
Cochrane says that if the roots of the Typhaare not removed soon, they will take over theentire wetland.
“This construction of the wetland is a reci-pe for disaster.
“It is not up to par and it hasn’t been main-tained. I don’t understand how the City can
hire people who do a job like this. They arejust wasting taxpayers’ money,” Cochranesays.
Chand Environmental Consultants – an all-female Black Economic Enterprise (BEE)company, which offers a full range of envi-ronmental, sustainability and risk manage-ment services – was contracted by the Cityof Cape Town to rehabilitate the piece of wet-land in Zeekoevlei in 2009. However, the siteis still under construction, says environmen-tal consultant at Chand, Ingrid Eggert.
According to her, Chand fulfilled a “polic-ing role” in the management of the project atZeekoevlei.
The role of Chand Environmental Consult-ants includes monitoring all the require-ments that go with the construction in a wet-land, as well as the construction itself.
“The construction should be completed bythe end of May,” said Eggert.
Cochrane is “very upset” that the companyhas been appointed as consultants on thePrincess Vlei project as well. Work on thisproject began at the beginning of the year.
To date, 5 000 indigenous plants have been
planted to beautify and add biodiversity tothe area.
The completion date of the rehabilitationproject, which has been on the cards for over10 years, is dependent on the City’s decisionto have a shopping mall in the mid-section ofthe wetland area.
The proposed development by Insight Prop-erty Developers, is set to see a 9 000m² shop-ping mall – which includes a parking area forabout 900 cars – and a 100m² taxi rank builton the wetland, leaving a 30m buffer strip ofland for recreational purposes.
“We are trying to fight off the mall. Wewould want to build a Sunset Concert Park,a craft market and other facilities that won’thurt the environment, but will also be com-munity-orientated,” says Cochrane.
Hundreds of people objected to the pro-posed rezoning of the land for the develop-ments, which People’s Post previously report-ed on (“More than 400 say no to vlei rezoningextension”, 5 October 2010).
People’s Post sent an enquiry to the City ofCape Town, but had not obtained comment bythe time of going to print.
Santos fans on Saturdaytook part in the first everfan walk hosted by theirclub. The walk started atthe Indoor Centre in Langaand stretched 1,8km toAthlone Stadium and waspart of the buildup to Santos’ Absa Premiershipmatch against Orlando Pirates at the stadium. Those who took part in thefan walk were treated toperformances by Born toPerform, a group of localcheerleaders, and theSaints Brass Band fromMitchell’s Plain, and an appearance by former Springbok wing and Rugby WorldCup winner, Chester Williams.

Shack dwellers ‘tired of empty promises’LIAM MOSES
RESIDENTS of the tightly-packed informal settlement
of Hillview are not quiveringwith excitement over the chang-es that the municipal electionswill bring to their hard lives.
Since this squatter camp wasformed 13 years ago, its residentshave lived without flushing toiletsin increasingly dilapidated struc-tures made mostly of wood andrusty corrugated metal sheeting.
Two elections have come andgone without significant change, and have served only as a frustrat-ing reminder of unfulfilled promis-es made by politicians.
Sara Solomons (42); her six chil-dren, aged between four and 22; her72-year-old mother, Rose Solomons;and her grandchild all live in aneight by four-metre structure.
There will soon be another mouthto feed – Solomons’ oldest daughteris pregnant.
Solomons says she wants nothingmore than for politicians to makegood on the promises they made be-fore the previous election.
“Nothing has gotten better sincethe last election,” says Solomons.
“The politicians and governmentjust promise us things, but theydon’t deliver. I don’t even want tovote because the politicians justgive us empty promises. We wanthouses with toilets, that is all.”
According to the City of CapeTown, there are about 638 dwellingspacked into the 7,16 hectares of landthat makes up Hillview.
The shacks are built so close to
oneanother that thereareno spacesfor roads or paths and residentshave tonavigate throughnarrowal-leyways to get to their homes.
In Village Heights, which bordersHillview, residents complain ofpoverty and a lack of service deliv-ery.
According to Tougieda Baron(42), crime is the biggest problem inVillage Heights.
“The gang-related violence andcrime are the biggest problem inthis area,” said Baron.
“The street lights also don’t work. The cables were stolen years agoand they haven’t been replaced yet.
It contributes to the crime, be-cause you can’t see what’s happen-ing outside at night.”
Baron added that unemploymentand poverty were also major prob-lems in the area.
“People here have to go to thedump site to scrounge for food tofeed their families or look for scrapmetal to sell.”
Overcome Heights is another in-formal settlement in the area whichwas started around nine years ago, according to the City.
During the last survey in the ar-ea, in 2008, the City counted 1 498dwellings in the 11,5 hectares ofOvercome Heights.
There are currently around 100toilets in the area.
William Lewis (49) was one of thefirst settlers.
Lewis originally lived in the areafrom 1972 to 1980 – when people inthe area were moved to variousCape Flats suburbs such as Mitch-ell’s Plain, Manenberg, Heideveld,Lavender Hill and Valhalla Park.
Lewis says he returned in 2005and restarted the informal settle-ment, along with three other peo-ple.
Life in Overcome Heights thesedays is more difficult than it was inthe 1970s, according to Lewis.
“In that time it was a little diffi-cult, but it was better than it isnow,” says Williams.
“The people were working togeth-er, but now people are not workingtogether. They don’t listen whenyou ask them not to dump things.”
Williams says the biggest prob-lems in the area is the dumping ofdead dogs and faeces, the lack offlushing toilets, and flooding dur-ing winter.
Part of the settlement is locatedon land earmarked for the exten-sion of the R300 by the South Afri-can National Roads Agency Limit-ed (Sanral) – a fact which meantthat electricity was only providedin May last year, as governmentwas hesitant to spend money on thearea because residents could faceeviction from the site if Sanralchose to expand the road.
According to Fawzia Cassiem, anOvercome Heights resident of sixyears and chairperson of the Over-come Heights Forum, residents inthe area have also grown tired ofpoliticians making empty promis-es.
Cassiem says she feels that it doesnot matter which party she votesfor, and that voter apathy is a majorproblem in the area.
“Yes, I’m going to vote and I’mvoting for the same party that I didlast time,” says Cassiem.
“All the parties just promise us
things and nothing happens. Itmakes me not want to vote. And thesame goes for the community. Theydon’t want to vote – they’ve alreadytold me – because they feel that theparties do nothing.”
However, the political partiesmay finally be starting to deliver onthe promises they have made.
According to Jo Lennox, spokes-person for City of Cape Town MayorDan Plato, a major upgrade hasbeen planned for all the informalsettlements in the area.
Lennox says residents of the in-formal settlements were informedabout the planned upgrade in Feb-ruary this year.
“What has been communicated tothem is that an upgrade project has
been planned for the area,” saysLennox.
“What the City wants to do ischange the spatial configurations, build proper roads, build properstormwater run-off facilities andbuild flushing toilets in order to up-grade the standard of living.”
Lennox adds that the upgradeswill be carried out in Hillview 1 and2, Overcome Heights, MilitaryHeights and Chinatown.
The City intends to start the up-grades early next year.

Overcome by dirtTAURIQ HASSEN
RESIDENTS of Overcome Heights are in-furiated over the appearance of their liv-ing space, with domestic rubbish pilespolluting every street corner.
The informal settlement has just over3 000 shacks and five people assigned toensuring that the area stays clean, whowork for a private contractor.
Fawzia Cassiem, Overcome HeightsHousing Forum chairperson, explainsthat the problem has been building up,and the area now looks “just plain dis-gusting”.
According to Cassiem, the problem hasbeen building up for the past five years.
“We have dirt lying on our doorsteps,on street corners, in the road, outsidecrèches and it’s everywhere. You neversee a difference, because there are so fewpeople working on the problem,” saysCassiem.
According to Cassiem, the cleaners be-long to a private contractor hired by theCity of Cape Town to ensure that the arearemains clean.
People’s Post accompanied Cassiem ona tour of the area, which revealed shock-ing scenes of domestic waste, includingnappies, bottles and empty cans casuallylittered across the community. Childrenwere seen playing around in the dumpedpiles of rubbish, seemingly enjoying theexperience.
“Thepeople aroundhereare fedupwithall this dirt, and we have to live in thesesorts of conditions,” says Cassiem.
Louise Hartniek, another resident, saysthe toilets are even affected by the dirt, asmany of the toilet doors are blocked withdirt from the houses.
“The people just throw their dirt every-where and our toilets can’t be used be-cause of the dirt blocking the doors,” saysHartniek.
Hartniek adds that she is “sick of clean-ing up other people’s dirt”, and called oncouncil to send more hands to help cleanup the area.
Craig Thompson, another concernedresident, stressed that although the com-
munity is mostly to blame for the state ofthe area, there are not many drop-offpoints in the community.
“There is really only one drop-off point, but that container itself is a mess and itlooks ugly around that container, whichis supposed to solve theproblem,”Thomp-son added.
Cassiem confirms that communitymembers have already approached coun-cil for an increase in the number of con-tainers available for the storage of waste, and that more people be made availableby council to clean the area. Residents al-so want the number of drop-off sites to in-crease.
“We are still busy dealing with council, and we are waiting for a response, butwhat we do know is, this can’t go on likethis and people around here are gettingsick of it,” says Cassiem.
Ward Councillor, Demetri Qually, says:“I am not happy with the situation and thematter does need to be addressed, whichwe are currently working on.”
Qually says he regularly communicateswith residents of the informal settlement.
He says that residents from the area areto be blamed for not “following the Cityof Cape Town’s system”, by dumpingtheir refuse alongside containers andalong the roads.
Qually confirms that each shack re-ceives refuse bags for their waste, whichare to be dropped off at the containerswhen the dirt is collected once a week. There is currently one worker for every400 units, Qually adds.
He says much of the dirt found at thesettlement is due to the residents’ negli-gence and disregard for the containersplaced in the settlement.
“There are so many settlements strug-gling with the same problems, but we dotry and accommodate all of their con-cerns,” says Qually.
“We have received concerns from thecommunity regarding the amount of dirt, but these are problems that are foundwhen you are dealing with informal set-tlements, but we are looking into the mat-ter,” Qually concludes.

ANC names willmatch ballotLIAM MOSES
TO the unsuspecting passer-by, itwould appear that the ANC has mixedup the first and last names of theirward candidates on election posterserected acrossCape Town.
But according tothe party, the sur-names are meantto appear first.
Henry Moses,the ANC’s council-lor candidate forward 72 in Retreat,says he doesn’t be-lieve that this situ-ation will nega-tively affect hiscampaign.
“It doesn’t mat-ter by me becausemost of the peopleknow me,” saysMoses.
“So Moses Hen-ry or Henry Mo-ses, it doesn’t mat-ter. I don’t think itwill cause peoplenot to vote for mebecause I don’t seeanything wrongthat it’s MosesHenry.”
Moses says heknew that his post-ers would have hissurname first, since he filled in the formsbefore they were printed.
According to ANC MP, Freddy Adams, the posters could actually be beneficial
to candidates.“All the candidates of the ANC have
the surname first, and then the name onthe posters,” says Adams.
“We think it’s because the surname isgoing to appear first on the ballot paper,
but we don’t knowfor sure.
“We’re still findingthat out from theIEC. Sometimes peo-ple are known bytheir surname intheir area.”
Trevor Davids, spokesperson for theWestern Cape IEC,confirms that thesurnames of the can-didates would comebefore the firstnames on ballot pa-pers.
“If the ward candi-date is representa-tive of a political par-ty then their sur-name will be first, followed by theirname and secondname – if they haveone – and the partylogo,” says Davids.
“If the candidate isindependent, the or-der will be surname, first name, secondnameandahead-and-shoulders picture ofthe candidate.”
Davids adds that the names of candi-dates on the ballots will be arranged inalphabetical order, according to the sur-names of candidates
INTENTIONAL: The ANC says it intentionally printed the surnames of wardcandidates before their first names onelection posters – as happened in thisposter for Henry Moses, ANC councillor candidate for Ward 72 in Retreat.

Dancing their way to LondonMELISSA PAPIER
FINANCIAL difficulty is casting a cloudover the dreams of two children who hope
to compete in the United Kingdom champion-ships for ballroom and Latin dancing in Octo-ber.
Cameron Lombard (10) from Retreat andNatasha Jacobs (9) from Woodlands becamehousehold names after appearing on the“SA’s Got Talent” television show. The duo, both students at Kim’s Dance Studio in Ot-tery, were semi-finalists in the show in 2009.
They need to raise R15 000 each to partici-pate in the competition in London.
Chatting to People’s Post, Natasha says sheis “very excited” about attending the competi-tion. “This is a wonderful opportunity for usas dancers and this will be our second timerepresenting our studio in London.
“Last year we came third and fourth at thecompetition. This was a great achievementfor us as we were competing against 30 othercouples,” she said.
Natasha’s mother, Francis Jacobs, says shewas “very proud and excited about the oppor-tunity the children have been given”.
She added: “Currently Natasha’s father isthe only one working in the house and it’stough having to raise the money. In the pastthree years these children have achieved somuch and we want them to go, as it’s an oppor-tunity of a lifetime and should be grabbed withboth hands.”
The couple competes in monthly dance com-petitions and won the SA Championship titlein the Juvenile Championship in East Londonlast December.
They also took first position at the WesternProvince Championships in Cape Town lastNovember.
Cameron tells People’s Post that he is “so ex-cited and cannot wait to go to London”.
“I am excited to go to London again, to com-pete and do my best. The competition is toughbut I am just going to do my best,” he said.
His mother, Charlene Lombard, says: “Thisis a major event for both of them and as a fami-
ly we would love to see them participate in thecompetition.”
She added that the duo is available for cor-porate functionsand in“thisway theyareableto generate funds for the competition”.
Backing the pair is Liberty PromenadeShopping Centre. Michele Flear, marketingmanager, says the centre has “once again”shown its commitment to the community bysponsoring the dancers with R1 000 each.
“On Friday 8 April, Cameron and Natashatreated customers at Liberty Promenade to adance routine in the food court. They wereelectrifyingand showedeveryone exactlywhythey have been invited to compete in thechampionships.” Donations can be made atthe Promenade or by calling their parentsCharlene Lombard on (021) 701-6629 or073 350 8475. Alternatively call Francis Jacobson 074 785 3680 or (021) 372-3364.

Draft ECD policy out for commentTHE public can now comment on the Cityof Cape Town’s new Early Childhood De-velopment (ECD) policy.
The newly revised ECD draft policy aims toaddress all the aspects of establishing ECDcentres and is applicable to all ECD centres.
“The new draft policy states the same mini-mum standards and policy statements shouldapply city-wide and across different incomegroups,” says Brian Watkyns, chairperson oftheCity’s planningandenvironmentportfoliocommittee (Pepco).
The policy provides planning and land use
management guidelines for the establishingof ECD centres, health and safety standards, information on the operational managementof these facilities and guidance as to what as-sistance the Department of Social Develop-ment will give to these centres after they havebeen approved.
James Vos, councillor and chairperson ofthe City’s health portfolio committee, says thepolicy aims to ensure children’s needs are metat all ECD centres across the Cape metropole.
Although the application and registrationprocess for ECD centres is dealt with by theDepartment of Social Development, various
City departments give their input. These departments include health, fire and
rescue services, as well as the department ofplanning and building development manage-ment. Comments on the draft policy will be ac-cepted until 17 May.
The draft policy can be downloaded atwww.capetown.gov.za or can be forwarded byemail upon request to [email protected].

Hunger strikers head for cityTAMMY PETERSEN
ARMED with sleeping bagsand nothing to eat, con-
cerned residents and communityleaders will descend on the CapeTown Civic Centre from tonightat 19:00 until tomorrow as the“Eers Kos, Dan Rent” campaignintensifies.
Organised by Communities forSocial Change (CSC), which is madeup of organisations and representa-tives from Hanover Park, Athlone,Manenberg, Mitchell’s Plain, HoutBay, Heideveld, Lavender Hill, Lo-tus River, Ottery, Grassy Park, El-sies River and Leonsdale, the actionis the latest step in a series of pro-tests planned against the City.
Flyers inviting people to take
part in the protest are being distrib-uted in the respective areas by theirlocal coordinators.
MarioWanza, theorganiser of theCSC, saysbetween500 and1 000peo-ple are expected to attend the 24-hour hunger strike, under the slo-gan “Ons gaan kamp in die Kaap”.
While their demands –which in-clude a halt to all evictions, thescrapping of municipal arrears andthat ownership be transferred totenants who have been paying rentto the City for up to 40 years – arestill at the top of their priority list,Wanza says the date chosen alsofalls on the day which the City’sproposed 2011/2012 budget will betabled. We believe that the budget ispro-rich and does nothing for thepoor. The DA is sitting with therates and taxes of the people of the
Western Cape, but too little is beingdone for those who already don’thave. When the official tablingtakes place we will form a humanchain around the Civic Centre inprotest against this budget, whichdoes not benefit the impoverished.”
Rulleska Singh, the spokespersonfor Mayor Dan Plato, disputes Wan-za’s claim, saying there is a “com-plete balance” of benefits for boththe rich and the poor.
“The City has even gone so far asto increase the Indigent Grant(budget) to R800 million. Focus hasalways been placed on enrichingthe lives of previously disadvan-taged communities, and this is evenspecified within the budget.”
Meanwhile, Wanza says the “EersKos, Dan Rent” campaign has beengrowing, with various new organi-
sations contacting the CSC to join.“We will continue to mobilise the
communities. If we do not receivea response to our demands, the ac-tion will intensify,” he says.
Two weeks ago, more than 1 000people marched through the streetsof Cape Town to the Civic Centre, where a memorandum containingthe group’s demands was handedover to a City representative.
The document also stated thatshould the City not respond withintwo weeks, more action would en-sue. Wanza says protest has alreadybeen planned because “it seems theCity won’t be responding within thetime frame”.
Plato told People’s Post last weekthat the CSC “can’t expect feedbackimmediately”, and that the Citywould respond “in due time”.
In March, 3 000 residents fromManenberg took to the streetsarmed with posters asking the Cityto lower their rent and write offtheir rental backlog. Two monthsago, also under the banner of theCSC, more than 500 Hanover Parkresidents delivered a memorandumdemanding that their arrears bescrapped to the local rent office.
Last month, Mitchell’s Plain resi-dents expressed their concernsabout the scrapping of water ar-rears when they burnt a cardboardcoffin containing hundreds ofwarning letters issued by the City.
The coffin was loaded onto ahearse and taken from Mitchell’sPlain Town Centre to the BeaconValley Rent Office, where it wasburnt in front of cheering protes-ters.

To vote or not to vote?WITH the elections justaround the corner, Peo-ple’s Post took to thestreets to hear whetherRetreat residents will

Here’s what some of themhad to say.

JOSEPH SKEBOTHA: “I will be voting, but Idon't feel good because the parties promisethings but then they don't do what they say.Something is not right. Why are the partiesonly coming to the people now? They shouldcome other times as well.”
MAROURNEENHENEKE: “Idon't knowmuch aboutthe localelections.I’m definitelygoing to votebut I don'tknow who I'mgoing to votefor yet. Iknow whichparty I'm notgoing to votefor though.”
WARRENABRAHAMS: “Idon't have aproblemwith the local government elections, but itdefinitelydoesn't excite me either. As longas I can votefor my partyand theywin.”
SHUAIB PETERSEN: “I’not a politicalperson so Idon't reallyknow how Ifeel aboutthe elections. But Iam registered and Iknow who I'mvoting for.”
CHESSLINHENDRICKS: “Iam goingto vote. Ithink it’sgoing tobe positiveand theredefinitelywill bechange.”
How many voted?LESS than half of registered voters voted in the2000 and 2006 municipal elections, compared toover 70% of voters who participated in nation-al and provincial government elections.
The stats below give the participation per-centage among registered voters.

The Cinderella electionsVERNA VAN DIEMEN
Only about half of registeredvoters have voted in munici-
pal elections in the past, com-pared to 70%-plus of registeredvoters who vote in provincialand national elections.
The Independent Electoral Com-mission (IEC) and Institute for De-mocracy in Africa (Idasa) say thatthe lower participation rate in mu-nicipal elections is not unique toSouth Africa, but is a global phe-nomenon.
Courtney Sampson, ProvincialElectoral Officer for the (IEC), says:“There could be a number of rea-sons why fewer people vote duringthe local government elections. Itcould be voter fatigue because theelections come two years after thehyped-up national and provincialelections; it could be because peoplefeel they are not impacted by who
the councillor is; or maybe theyhave much more interest in the na-tional and provincial elections.”
The reason for separate rounds ofelections is historical, Sampsonsays.
“In 1994 we had our first demo-cratic elections, but at the time thecountry was not ready for local elec-tions. Two years later the local elec-tions were held, and it has workedthat way ever since.”
He believes this arrangementneeds to be revisited. “We need tothink about whether it is necessaryto bring all of the elections togeth-er,” he says.
The pros, says Sampson, is that
all efforts will be concentrated intoone day which might save moneyon the parties’ and the IEC’s cam-paigns, and increase voter partici-pation.
The cons are that people’s con-centration might dwindle becausethere are so many choices, he says.
In the event that all the electionsare held on one day, voters wouldhave to complete four ballots in ametro municipality and five in oth-er municipalities.
Justin Sylvester, a political ana-lyst with the Institute for Democra-cy in Africa (Idasa), says that morepeople vote during national andprovincial elections because of in-
creased enthusiasm and a biggerfan-fair around the event. “General-ly there is more enthusiasm by theparties created by mobilising theirelectoral campaigns.”
He speculates that fewer peoplemay vote in municipal elections be-cause of dissatisfaction with localgovernance issues.
The challenge, says Sylvester, isthat local governance has a greaterimpact on the day-to-day lives ofpeople.
“We would hope for the turnoutto be much better during the localelections because they have a fun-damental impact on people’s dailylives,” he says.
But the trend is not unique toSouth Africa. “Globally this is theway people vote and South Africahas a much higher voter turnoutgenerally.
“So we cannot say that South Af-ricans do not value the significanceof the elections,” he says.
The other trend being monitoredby political analysts is that aboutfive million people who are eligibleto vote simply do not register.
“It is difficult to give an exact fig-ure, as the last census was taken in2001, but this is an estimation of thenumber of people who can vote, butare not registered,” says Sylvester.
The results of the municipal elec-tions next week will indicate thelevel of dissatisfaction or happinesswith municipal services, says Syl-vester. “It will be interesting to seehow many people actually turn upto vote next week. This will be anindication of how people feel aboutservice delivery.”
Lower turnout belies importance of municipal elections

New local jobs selection policy for CityLIAM MOSES
THE City of Cape Town will un-veil a new employment policy toimprove the way in which it se-lects workers for temporary, un-skilled and low-skilled jobs.
The policy, which could be imple-mented as soon as July this year, will see temporary jobs filled by res-idents of the area in which the workis being done.
According to Charles Cooper, spokesperson for the City, the poli-cy on the recruitment and selectionof workers from the community by
council and its service providers, will ensure that all people stand achance of being selected for workdone in their communities.
“The main purpose of the policyis to ensure that members within acommunity all have a fair opportu-nity to access this temporary workas and when it becomes available,”says Cooper.
“This is done by registering mem-bers of the community on a data-base via the subcouncil offices. When temporary work opportuni-ties arise, the database is used togenerate random lists of candi-dates.”
Cooper adds that thepolicywouldalso stop unfair practices such asnepotism and corruption.
The project was originally pilotedlast year, and has now been submit-ted to the City for approval of thechanges made since the pilot stage.
Cooper says that changes madesought to improve the
logistics of managing the systemwithin the different subcouncil of-fices rather than the principles ap-proved in the original policy.
Neither the original policy northe amended version deal with theemployment of skilled workers.
According to Cooper, the City re-
cruits skilled workers in a separateway.
“It is not aimed at skilled work-ers, who generally do not have diffi-culty in obtaining employment,”says Cooper. “There are other proc-esses for the recruitment of skilledand professional workers. Howev-er, it is up to skilled individuals toregister on the database if they areunemployed and want to registerfor low-skilled work opportuni-ties.”
Before the pilot project was start-ed last year, low and semi-skilledworkers for temporary work wouldonly selected from the community
if the contractor hired to completethe work or the City line depart-ment involved approached theward councillor for the area, thecommunity liaison officer or a com-munity leader to submit a list ofcandidates.
These candidates were then eligi-ble for selection for City projects.
The City says that several prob-lems could arise during the imple-mentation of the policy.
The problems include a lack ofunderstanding about the policy and
Insufficient resources in the 23subcouncil offices to manage proc-esses.

POLITICIANSare goingall out towoo thevoter to their side, from flipping pan-cakes at an agricultural show in Bloem-fontein, to dancing in their best form to
get the crowds excited. Some politicalparties are mastering juggling acts, whilewe are all anticipating which politicianwill deliver the most endearing baby-
hugging moment for the lens. This massive popularity and talent
contest is all about getting your vote nextweek in the local government elections.
Fools rush inANC Youth League (ANCYL) leader, JuliusMalema, has once again put his foot in it, thistime calling whites “criminals” for “stealing”land from black people.
It is apparent that Malema does not knowthe value of “think before you speak”. He has, after all, been taken to court for singing the“Shoot the Boer” song.
His latest tirade was emitted at an ANC ral-ly in Kimberley on Saturday – in the presenceof President Jacob Zuma.
Malema reportedly said: “We have to takethe land without payment, because the whitestook our land without paying. We all agreethey stole the land. They are criminals, theyshould be treated like that.”
He added that “it took too long for land tobe handed over to black people” – to loud ap-plause, disturbingly so as barely two weeksago the country united in celebrating Free-dom Day.
And, in eight days’ time, South Africanswill be going to the polls to choose their localgovernment.
The right to vote has been fought for byblacks, whites, coloureds and Indians whohave all sacrificed for the democracy Malemaseems intent on destroying.
By his lack of response, it could be con-strued that Zuma is in agreement with Male-ma. The president, of all people, should knowthat the ANCYL’s poisonous words are an at-tack on people’s dignity and rights.
As one leader to another, Zuma should holdMalema accountable in the harshest way –and set an example to those who applaudedMalema, instead of leaving it to Deputy Presi-dent Kgalema Motlanthe, whose weak re-sponse of “one couldn’t generalise and say allwhite people were criminals” is as effectiveas sprinkling a cup of water over a raging fire.
Equally limp is the ANC’s defence of Male-ma, sayinghe couldhavebeenreferring to theNatives’ LandAct of 1913,which saw land“be-ing taken away from black people by force”.
There is too much hatred in the word andwe do not need the Malemas of this countryto destroy the unity which people of all cul-tures have fought for.
Just be yourselfA WOMEN’S magazine placed on the coffeetable in the waiting area of the doctor’s sur-gery shouts out to whoever takes a glimpsein that direction: “Thirty, the new definingage”, colourfully written in pink, in anenormous font size and type no woman canever resist reading.
The pregnant woman across the roomtilts her head for more manageable reading, her face in an expression of intrigue.
She leansover to grabas if someone is giv-ing out free copies. The receptionist, wholooks as if she has had multiple plastic sur-geries, walks over to her, requesting thatshe fills in a consultation form.
Another woman wearing a designer bag, along with what most probably could be de-signer shoes because of the sophisticatedlook she tries to pull off, sitting directlyaside from her, leans over to ask: “So howfar you?”
“I’m here for my six-month check-up,”she replies. “Oh wonderful, is this your sec-ond?” asks the women with a very inquisi-tive look on her face.
“No, it’s my first.”After a quick peek at the space where the
women fills in her current age of 33, she re-plies with a mumbled “oh” while lookingdown in avoidance.
The woman beside her retrieves herselffrom the conversation as if she has somerare disease.
She continues flipping through the maga-
zine, turning to the contents page. She slides her finger down the side to look
for the page number the article that caughther eye is on. Her curious expression rush-es her to flip to that page, her eyes movingfast across the page. Reading the first fewlines of the article, she is left filled with con-fusion.
Women and health magazines, newspa-per articles, human resource business re-ports, TV ads, documentaries, talk shows, websites, one can go on and on about thecountless availability of information in themedia about “how your life should be”.
We often turn on to watch Oprah or readan article in the Cosmopolitan and find thatsimple advice given in such way that wethink if we follow what it says we will auto-matically have a better life than we had be-fore. So, as women we pick up the maga-zines with the most relevant topic relatingto us at that specific time, as if the magazinewill solve the problem straight after read-ing it.
While reading it thoughts are flowingmadly through our mind about how we areactually not what and where we are sup-posed to be.
The article says: “Thirty is the age atwhere you have established your family, ca-reer and reached most of goals. It’s the agewhere you know who you are and are confi-dent about it.”
Instead of the reaction “who came upwith this nonsense?” we are now worried, anxious, depressed and begin to diagnoseourselves with having some sort of sick-ness.
We react: “Oh my goodness, I only haveone child, I am not where I want to be inmy career and haven’t achieved most ofgoals and I am 33 already. There is definite-ly something wrong with me!”
So the next thing we do, we seek help fromour 30-year-old best friend, who we now per-ceive as successful because she fits theabove criteria, and ask her advice on howto become the so-called “normal 30-year-old”. Well the friend makes it worse by ac-tually unconsciously agreeing with the arti-cle. Why is this? Simply because of the soci-ety in which we wake up in is governed bythe media and its Western amenities, caus-ing us to believe some wording written inpink which is indirectly telling us “this isthe road to ultimate happiness”.
So now the “abnormal” person feels pres-surised because the designer women yousat next to in the waiting room with whomyou had a slight conversation and probablyreads every issue of the magazine has al-ready judged you upon how many childrenyou have relating to your age.
You wait upon the “shame” and sympa-thy, usually from those who don’t reallyspeak a word to you about your abnormali-ties, but rather to other people about howweird you are.
Are we blinded by trends in society inknowing what is realistic or not, or are wejust in denial about being different but stillconform to the so-called norms which socie-ty creates?
Why would you want your life to be theexact same as your best friend and all therest of the 30-year-old women?
Why cannot your defining age be 40? Theanswer should be: “Yes, I define when I amsuccessful.”
Unfortunately, in the modern world, which lacks individual self-confidence andunique thoughts, we strive to be followersbecause we fear the concept of being “ab-normal”.KAMIELAH DALVIEFairways

Fine line betweenlaw and anarchy Your SMSesMANY, many years ago, the earliest humans hada nature that justified murder, rape, assault, rob-bery and theft, and many other crimes and man-nerisms that were the complete opposite of beingcivil and law-abiding.
It must have been a terrible life, because anyperson or persons could do just what was crimi-nal, and there was no-one at your beck and call.
You were alone, and, if lucky, had family andfriends to defend you and your family and yourmeagre possessions.
These family and friends and yourself could be-come barbaric towards others in your communi-ty because, once again, who is to take actionagainst you? The answer in both scenarios no-body. That period lapsed much later, and our fore-fathers became civilised, and in so doing realisedwe as communities have to live by rules, and ifwe lived by rules we can state that we are civi-lised. The big question now arises: How are wegoing to block the barbaric ways in order to becivilised?
There had to be a border, and this border hadto be clearly visible and had to or must be respect-ed. In my opinion, that blue line blocking barba-rism is the men and women of our police service.
These men and women in the blue line have tobe respected, as they are placing their lives on theline, with laws to hold back barbaric tendencies, and if this line falls or is not supported by the ci-
vilians of our country, barbarism, with all itsfears, comes to the front.
I read an article many years ago that in a cer-tain city the police went on strike for two weeks. In this period the barbaric nature came to thefore, and criminals did just what they wanted tothe citizenry and calls for help went unanswered.
During this period a plane crashed and the deadpassengers’ belongings were taken because therewas no blue line. When the strike ended, law andorder prevailed, because the blue line was inplace. A reporter stated that the thin blue line isthe border between barbarism and civilisation.
Recently the police came under fire and severecriticism because certain members of the blueline allegedly committed criminal acts.
But we cannot tarnish the police as a whole. Wehave to tarnish those members that make them-selves guilty of criminal acts.
The rest of the blue line we have to respect andsupport and yes, assist in the fight against crimeand criminal members. We must ask for the fullmight of the law to deal with them. Support andassist and respect the members of our blue line, because if they fall, we all fall.KEITH BLAKEOttery
Talking points. To the City of Cape Town and the
Liquor Board: why is it that some li-censed outlets that sell alcohol mustclose on Sundays, but others that havereceived the new operation times canoperate? Can’t the Liquor Board en-sure that all shebeens close on Sun-day? Irate owner, Retreat

. Regarding Telkom, I was discon-nected for not wanting to pay for aservice that I am not getting. My lineis off but I got three calls from peoplelooking for John whose numberseems to be connected to mine.
Smart shopping. Dear Lucille, Pick n Pay “gener-
ously rewards” you with R10 for everyR1 000 (not R100), spent in exchangefor detailed information of your shop-ping habits. Money for nothing? Ithink not.
. Watson, you need elementary. R1gets you a point, but the point is wortha cent, so 1 000 points gets you R10. Is-mail
. Regarding the Smart Card. So ifI shop with R5 000 Pick n Pay will giveme an entire R50? Thanks Pick n Pay,with R10 000 a cool R100, thanks again!
. If Pick n Pay’s Smart Card is both-ering you so much, don’t stress, justdon’t get one. It’s that simple. SC

IN response to your article, “Happybirthday, Cape Town” (29 March), inwhich it was stated that the Good HopeCastle is the oldest building in South Af-rica:
The Good Hope Castle is not South Af-rica’s oldest building.
The original building on that site wasa wooden fort. The Good Hope Castle wasoriginally wooden, and burned down. Itwas rebuilt in stone over a period whichextended from 1666 until 1679.
It was replaced with the five-pointedGood Hope Castle that stands today. Be-fore the wooden fort burnt down, otherwooden buildings had been erected, none surviving to this day.
However, one stone building built atthis time does survive. It is the Posthuysin Muizenberg. The Posthuys is there-fore the oldest building in South Africa.
The Posthuys was built by the DutchEast India Company in 1673, and servedprimarily as a look-out post for enemyships entering False Bay.
Records show Het Posthuys recordedon maps by 1673.
After the first British occupation in1795 it was used as an Officers’ Mess, then an “ale and eating house”, as wellas a private residence. It is the oldest Eu-ropean-built house in South Africa.CHRIS PAGESouthfield

Tough tusslesexpected on tourTASMIN CUPIDO
THE DHL Stormers will be looking to getback to winning ways when they travelto Australasia for the tour leg of theircampaign.
This follows a 20-14 loss to Todd Blackad-der and his Crusaders outfit at DHL New-lands on Saturday – the second loss of theseason for the men from the Cape.
But head coach, Allister Coetzee, althoughdisappointed by the loss, is not too worriedabout his side’s performance and future.
“Obviously we are disappointed, but itwas a great game of rugby – we can take outsome positives from the match, although wemade some unnecessary mistakes,” he said.
“We had a number of opportunities whichwe didn’t take and we will certainly look atwhat went wrong. This being said, the boysput in a great effort and I will take my hatoff to the players for this.”
Opportunities aplenty were not capital-ised on – the Crusaders lost key players, such as fullback Israel Dagg, early on, whileinjuries to Dagg’s replacement Adam White-lock and winger Sean Maitland saw flankerMatt Todd playing on the wing.
Captain Schalk Burger also admitted tomaking an incorrect decision by opting fora line-out instead of kicking to the posts fora penalty in the 67th minute. Three failedrolling mauls followed and the Stormers left
the Crusaders 22 without a point.Flashes of brilliance from much-talked
about inside centre, Sonny Bill Williams, al-so saw the Cape outfit committing severalplayers to the tackle situation when Wil-liams was in possession of the ball, leavingother Crusaders players with gaps.
In the end it was two tries by prop forward,Wyatt Crocket, to the one by the Stormers’Jacque Fourie which separated the twosides. For the Stormers, a stellar perform-ance by surprise inclusion, Johann Sadie, impressed in the 80 minutes.
Now the focus of the men in navy-blue-and-white shifts to their tour, which kicksoff with a match against the Chiefs in Hamil-ton, followed by a clash against current logleaders, The Blues, at Eden Park in Auck-land.
After that, they travel over the TasmanSea to take on a wounded Brumbies outfitin Canberra, ending off with a match againstthe Melbourne Rebels, the newbies in thecompetition, who have impressed and sur-prised thus far.
“We are still number one in the South Afri-can conference and third overall,” Coetzeesaid.
“Historically we have toured well – we arenow focusing on getting back to winningways.” The Stormers departed for New Zea-land on Sunday morning, with their matchagainst the Chiefs kicking off at 09:35 on Sat-urday morning.

Borman warms to Canadian climesBorman warms to Canadian climesBRIAN GAFFNEY
CAPE TOWN-born footballerDanleigh Borman has in a
surprise player exchange beentransferred to Toronto FC inCanada by the New York RedBulls FC.
Borman, as well as Cameroon na-tional Tony Tchani, were involvedin what was a hush-hush exchangefor Canadian international Dwainede Rosario – who joined the RedBulls – in April.
But Borman’s relocation to frosti-er climes should not be regarded asa backward step in his career, as To-ronto FC campaign in MajorLeague Soccer (MLS), the top pro-fessional league for American andCanadian clubs.
Toronto FC was in fact the firstCanadian club to affiliate to theMLS in 2007.
Borman said he and Tchani were
not aware that the Red Bulls and To-ronto FC were engaged in talks un-til after the exchange deal was con-cluded.
“I regard the move to Toronto FCas a new challenge in my career. Iam now assured of more game timeat Toronto FC, who insisted thatTchani and I should be included inthe exchange deal,” said Borman.
Former renowned professionalfootballer Daniel “Dot” Bor-man – who experienced successfulspells with Cape Town Spurs, CapeTown City, Glendene and Santosduring his heyday – is also upbeatabout his son Danleigh’s new ven-ture.
“I believe that Danleigh’s careerhas taken a positive turn and I amthankful to the Red Bulls for givinghim the opportunity to compete inMajor League Soccer,” said Bor-man senior, from Athlone.
Danleigh spent four years withthe Red Bulls and started 13 out of
18 matches last season. He can play both in midfield and
defence, but is used predominantlyas a left back. Tchani, a Red Bullsdefender for two seasons, played in27 matches, starting in 17 of themlast season.
Former Dutch international Ar-on Winter – the head coach andtechnical director at TorontoFC – said on the Toronto FC web-site: “This deal is part of our rebuildprocess. We have acquired two verystrong players that I believe willhave an immediate and long-termimpact at our club”.
Danleigh, a South Africanschools under-19 cap, showed hispotential while representing Ry-gersdal AFC in the LFA Cape TownTygerberg junior leagues.
He then moved on to Mitchell’sPlain United FC – an academy sidefor Santos FC – in the Vodacom Sec-ond Division – before heading toAmerica.
