The Spatial Planning, Environ- ment and Land Use Management committee (SPELUM) met with offi- cials last Wednesday to cast its votes on the controversial develop- ment, and the decision was unani- mously against the development of a mall on the banks of the vlei. However, those who are against development of the shopping centre will have to wait a while longer be- fore they can really start to cele- brate. The provincial Department of Lo- cal Government, Environmental Affairs and Development Planning (DEADP) will now take the recom- mendations on board to make a fi- nal decision. Role players are, however, confi- dent that the DEADP will reject the development’s application. People’s Post reported on 6 Sep- tember (“The Princess awaits her fate”) that the City’s Land Use Man- agement Department recommend- ed that SPELUM refuse the applica- tion, but councillors rejected the re- port, which lacked comprehensive information. Councillors ordered the officials to produce a supplementary report, in which they were asked to explain why the department made a U-turn from their 2007 recommendations to support the development. That report was submitted last Wednesday, and 10 minutes later the application was turned down. DEADP spokesperson Aziel Gangerdine says the final decision could be made within a few weeks, but he warns that it could conceiva- bly take up to three years. “Province might need additional information to make an informed decision,” he says, before explain- ing the matter by example. “Let’s say there is an application to build 50 houses, but the City rec- ommends that we build only 40 – then we would ask for the reasons. Some information we require might call for a consultant, so there is no time frame to make an in- formed decision.” Despite strong opposition, in 2004 it seemed almost inevitable that the 9 090m² shopping centre and 100m² taxi rank would be built on the banks of the vlei. Graham Noble from the Greater Cape Town Civic Alliance ex- plained this by saying, “At the City’s expense, a very poor scoping study” – which explores the suita- bility of the development – “was carried out in 2004. This failed, above all, to identify the cultural and recreational value of this pub- lic open space.” The report submitted to SPELUM last week explained that certain fac- tors had not been considered previ- ously, such as the significance of the vlei to the Khoisan, and its criti- cally endangered fynbos. Kelvin Cochrane, spokesperson for the Friends of Princess Vlei, says more than 80% of the vlei is in- digenous, and that “98% of the near- by residents oppose the develop- ment”. Another factor that swayed SPELUM’s decision was the poten- tial impact a shopping centre could have on local businesses. This fac- tor had not been properly discussed previously. Cochrane says he is “over the moon” with the latest develop- ments. “I was in that meeting last week, and the panel’s vote was unani- mous. Since the City applied on be- half of the developer [Insight Prop- erty Developers], it basically means that the City said ‘no’ to itself.” He says a key reason behind SPE- LUM’s decision was the “Dressing the Princess” environmental drive, in which 7 000 plants and 400 indige- nous trees were planted in the vlei over two and a half years. Tomorrow, Cochrane will hold a “Redefine the Princess” meeting with role players, with a view to cre- ating an organisation that will help give the vlei a “new look”. Ideas in- clude a Khoisan overnight village, a memorial hall, a craft market, toi- let facilities and an open-air venue that could host a concert for 30 000 people. Phillip Bam, deputy chairperson of the Greater Cape Town Civic Alli- ance and chairperson of the Lotus River, Ottery and Grassy Park Rate- payers’ and Residents’ Association, is also very happy with develop- ments. “In the future, council must listen to the community in similar applications. They did not take all the factors into consideration, and if they had, it would’ve saved a lot of taxpayers’ money.” One of Retreat’s community lead- ers, Kevin Southgate, says he is “ec- static” with the decision. The decision, he says, is “in the best interests of the community”, which will benefit from it in both the short and longer terms. Neville Thornton, a director at In- sight Property Developers, declines to comment until the Province has made its decision on the matter.

IT took City of Cape Town offi-cials just 10 minutes to con-

clude the fate of a 14-year devel-opment saga at the contentiousPrincess Vlei.

The Spatial Planning, Environ-ment and Land Use Managementcommittee (SPELUM) met with offi-cials last Wednesday to cast itsvotes on the controversial develop-ment, and the decision was unani-mously against the development ofa mall on the banks of the vlei.

However, those who are againstdevelopment of the shopping centrewill have to wait a while longer be-fore they can really start to cele-brate.

Set to be launched in 2013, it will comeinto alignment with government’s broad-er Industrial Policy Action Plan (IPAP2)to boost job creation locally. The APDPplan will replace the Motor Industry De-velopment Plan, which was initiated bygovernment in 1995.

The manufacturing of locally-builttrucks and buses was last regulated bygovernment’s Local Content Programme,which ended in 1994. This plan containedstringent requirements for local diesel en-gine and transmission fitting.

Some elements of the programme could in-clude:

•The assembly of chassis or cabs and buschassis units imported from semi-knockeddown and completely knocked down units,and the local erection of imported knockeddown integral vans and buses.

•The modification of standard importedunits tomeet local dimensional and specifica-tion preferences.

•Fabrication and fitment of bodywork(trucks, vans, buses, coaches, truck mixers,refuse compactors, tankers, bulk carriers).

•The manufacture, assembly and fitting ofload-handling equipment such as hydraulicplatforms, tailgate lifts, cranes, skips, androll-on units.

•The fitting and installation on locally as-

sembled chassis of more complex equipmentimported from overseas such as fire fighting,specialised refuse handling and drillingequipment. Leslie Sedibe, Proudly South Af-rican CEO, commends Trade and Industriesminister Rob Davies on the work he and histeam are doing.

Where there’s a will, there’s a wayStarting today, People’s Post will be pub-lishing a fortnightly legal column. To-day’s instalment focuses on wills.

•What is a will?A will is a legal document that describes

how one’s assets will be distributed afterdeath. It is of utmost importance to haveyour will drafted in a clear and concise man-ner, leaving no room for ambiguity. A loose-ly drafted will can cause many complica-tions.

•Why do you need to have a will?A will ensures that the people who are en-

titled to inherit your assets will receivetheir inheritance. Certain bequests can bemade. A will can direct that a testamentarytrust be registered in order to care for chil-dren or disabled people.

•Update your willIt is important to update your will when-

ever a new event or change occurs in yourlife – for example, marriage, having chil-dren, or divorce.

•The procedure in briefA person wanting to draft a will (known

as a testator) should consult his attorneys,who will help him do so. When the testatordies, the family will consult the attorneysand the relevant documents will be complet-ed with the attorneys’ assistance.

•Nomination of an executorAn executor carries out the terms of a a

will, and must be chosen carefully by the tes-tator. The executor must be a trustworthyand responsible person who will always actin the best interests of the heirs. There is noconcrete rule as to who can be an executor.

•Reporting the estateOnce all the relevant documentation has

been completed and the executor has beennominated and signed the acceptance oftrust as executor, the estate can be reportedto the Master of the High Court, who will

then issue letters of executorship or, in thecase where an estate’s assets are belowR125 000 in value, a letter of authority. Anestate late banking account has to be openedin the event that the testator has left cashin bank accounts or policies.

•Advertising the estateIn terms of Section 29 of the Administra-

tion of Estates Act 66 of 1965, after a testatordies a notice must be placed in the Govern-ment Gazette and one or more newspaperscirculating in the area in they lived, callingon all people with claims to lodge them. Aliquidation and distribution account mustbe drafted within six months of the receiptof the letters of executorship.

Once the Master of the High Court has ap-proved the account, the estate can then final-ly be wound up and heirs can be paid theirshares.

In terms of Section 35 of the Administra-tion of Estates Act 66 of 1965, the liquidationand distribution account must remain forinspection at the Master’s office and theMagistrate’s Court in the area the deceasedtestator lived.

•CostsThere are certain costs involved in wind-

ing up the estate, such as executor’s fees,Master’s fees, attorneys’ fees, bank charges,transfer costs of properties, bond cancella-tion fees and estate duty (depending on howlarge the estate is).

Police tackle gang problemTAURIQ HASSEN

METRO POLICE officers arrestednine suspects on various charg-

es during operations throughout thecity last week.

On Wednesday, the Metro Tactical Re-sponse Unit partnered with the police toexecute search warrants in Steenbergand Lavender Hill as part of a clampdownon gang-related crimes.

Officers arrested three suspects andconfiscated two illegal firearms – a Tau-rus and a Norinco – as well as six roundsof .38 Special ammunition and 18 roundsof 9mm ammunition.

On Tuesday last week, officers car-ried out drug raids and patrols inSteenberg, Lavender Hill, the CBDand Muizenberg.

One suspect was arrested in Hugo

Naude Street in Steenberg after officersconfiscated tik and dagga found.

The woman was charged with posses-sion of illegal drugs.

Later that day, during a raid at AshleyCourt in Lavender Hill, officers arresteda suspect wanted for attempted murder.Another suspect was arrested in Steen-berg on drug-related charges after offic-ers confiscated 101 packets of tik.

“We are committed to ensuring com-munity safety and will work hand inhand with the South African Police Serv-ices and other role players to stabilisegang-ravaged areas,” says Metro PoliceDeputy Chief Yolanda Faro in the wakeof the operations.

THE City of Cape Town launched its BlueFlag Marina Programme on Friday duringa special ceremony at the Royal Cape YachtClub – one of three pilot Blue Flag marinasin the metropolis.

The Blue Flag is awarded annually to over3 650 beaches and marinas in 44 countries allover the world – and only to those that meetthe Foundation for Environmental Educa-tion’s strict quality and environmentalstandards.

There are, as it stands, no Blue Flag mari-nas in South Africa, so Cape Town is the firstcity to take up the challenge of upping theante.

After approaching 15 yacht clubs and ma-rinas in Cape Town, three agreed to join theprogramme – False Bay Yacht Club, GrangerBay Water Club and Royal Cape Yacht Club;with the support of the City, they applied forpilot status in 2011.

With continued support from the City,they will work towards complying with all24 Blue Flag criteria, and apply for full statusby 15 June next year.

The outcome will be known by the end ofOctober 2012.

Prior to this programme, the City has seensuccess in the Blue Flag Beach Programmesince its inception in South Africa in 2001.

It was a joyous occasion for theGrade 12s at Lavender Hill Second-ary School on Friday, when theywere handed certificates of attend-ance for the year.

At the beginning of the year, eachof the 59 matriculants had to makea commitment to themselves in aceremony in front of the entireschool – they promised to workhard and to try their utmost to passat the end of the year. They thenput their handprints, along withtheir signatures, on a wall outsidethe school, and dubbed it the “Wallof Commitment”.

Principal Faseeg Manie says themain reason for the ceremony wasto motivate the matriculants, andinspire the rest of the school’s stu-dents to reach Grade 12. “We have

to look at all sorts of interventionsand strategies to encourage theseyoungsters,” he says.

Esme Witbooi, a confidencecoach living in the United King-dom, made a moving speech to theyoungsters at their valedictory.

“Don’t judge yourself by yourcurrent circumstances, but ratherjudge yourself by what you want tobecome,” she said.

Witbooi, who matriculated atthe school in 1996, went on to ex-plain how she had studied, workedas an events coordinator and trav-elled the world. “You can becomelike me – you can also travel to allthese exotic islands and foreignplaces – but you need to believe inyourself.”

Steenberg Community PolicingForum chairperson Kevin South-gate – who is also chairperson of theFriends Association, an alumni-based fundraising organisationstarted by Lavender Hill SecondarySchool and the Wynberg RotaryClub – says, “One couldnot sit thereand not feel emotionally connectedwith the class of 2011, who, despitethe many challenges, have risenabove their circumstances and re-fused to allow their destinies to beshape by their environment.

“They are an incredible group oflearners, who have committedthemselves to ensuring that the2011 exam results will be the bestyet for Lavender Hill High School.”

By way of motivating the mat-rics, he says, “It is now time foryou,as you begin the next leg of yourjourney in life, to take responsibili-ty for your lives.

“To be resolute, committed anddedicated as you pursue your goalsand dreams with the belief thatnothing is impossible. To endeav-our to always display a positive at-titude and determination that youcan succeed. “You must dispel thenotion that the world owes you, andembrace the reality that hard work,honesty and integrity are the mainingredients for success.”

WITH festive season fast approach-ing, Grassy Park Police are warningpeople to watch out for dodgy buildersor plumbers.

This comes after a Fairways residentwas conned out of nearly R3000, when shetrusted a plumber advertising locally tocomplete work on her bathroom.

Earlier this year, Mary Dyers, 66,learned of a plumbing company after fly-ers were dropped off at her home, and shecalled to enquire about their services.

A man visited the elderly couple’shome. “He said he would be able to com-plete the bathroom in no time, and woulddo a perfect job. I would have to go withhim to pick out some stuff for the bath-room.”

Dyers accompanied the plumber to ahardware store, where she pointed outtaps and basins, obtaining a quote ofaround R5 900.

A few days after their visit to the hard-ware store, the plumber arrived at thecouple’s home to tell them the items she’dchosen were ready to be collected, andthat he needed money to pay for them.

When the items arrived, however, theman said he’d forgotten the receipt, butgave Dyers the quote they’d been givenby the hardware store. The situationworsened when Dyers realised, as the

items were being unpacked, that they“were not the items chosen at the store”.

Forging on, Dyers asked the plumberto complete the work he’d been commis-sioned to do – but she’s still waiting.

“I tried to contact him, but it seemshe’schanged his number,” says Dyers, whoopened a case of fraud against the manat Grassy Park Police Station last week.

Warrant Officer Wynita Kleinsmit,spokesperson for the Grassy Park PoliceStation, requested that residents checkthe builders credentials before enquiringtheir services.

“You have to know what the person iscapable of doing and if they are able tocomplete the work before you trust themwith the job,” says Kleinsmit.

She also hoped that residents would bemore “street wise or alerted” to thesesorts of incidents, as she confirmed thereare many people wanting to take advan-tage of others this time of the year.

“You will have many people wantinglittle jobs to be done because of the festiveperiod, so residents should really be onthe lookout and aware of these prob-lems,” says Kleinsmit.

Kleinsmit confirmed that a case offraud had been opened with police in thecase of Dyers.

“Grassy Park Police are warning allresidents about fraudulent people mov-ing around the area, especially over thefestive period,” Kleinsmit confirmed.

Johanna Flatwell, better known as“Aunty Moola”, runs the WomenAgainst Poverty initiative from herhome in Southern Hills Drive. Sheand six othervolunteers feed 300 to 400adults, and 70 children from sevenschools in the area, every Thursday.

“We are here come rain or shine,”says Flatwell.

Flatwell and her fellow volunteersbuy most of the food themselves,though they get welcome donations ofbread from the New Covenant Chris-tian Church in Mitchell’s Plain andRichard Stemmet from Hanover Park.But the going is always tough.

“This week I didn’t know whetherwe were even going to make soup, be-

cause we didn’t have any gas to cookthe food,” Flatwell says. “We struggleto keep up with the high demand.”

The ladies behind Women AgainstPoverty thank everybody who do-nates to the cause every week, andthey

appealing to others to contributeand help cope with the growingnumber of hungry people.

“Some days there is not enoughsoup for everyone – then we have togive the children peanut butter andbread, so we really need all the helpwe can get,” says Malima Benjamin(80) from Heathfield, who gives up hertime every Thursday for the initia-tive.

WITHIN just 24 days Table Moun-tain could be named one of the new

Seven Natural Wonders of the world,and in just eight days Cape Town couldbe named World Design Capital 2014.But what does this all mean for the aver-age Capetonian?

An independent study from internationalaccounting firm Grant Thornton has pro-jected that each of the Seven Wonders Citiesis anticipated to receive an annual boost ofR1,4 billion in tourism revenue, along withthe creation of an estimated 11 000 perma-nent new jobs.

The study is based on the results of a simi-lar campaign in which 100 million voteswere cast worldwide for the new SevenManmade Wonders in 2007; the study fur-ther concluded that tourism to the moun-tain would increase by about 20%, with ap-proximately 70% of these visitors expectedto be international tourists.

Councillor Grant Pascoe, Mayoral Com-mittee member for Tourism, Events andMarketing, says: “Tourism has already in-creased by 300% at sites where the SevenManmade Wonders of the Modern Worldwere announced.”

The battle for the seven new top slotsstarted on 21 July 2009, when the list wascut from 77 to 28 finalists.

Last year this time Table Mountain wasin the bottom half of the 28 finalists, rankingat number 14. It is now ranked at betweeneight and nine – just a few votes short of thetitle – ahead of the announcement on 11 No-vember at 11:11 GMT.

Trends have shown an increase in thenumber of South Africans voting, says Fio-

na Furey, Table Mountain campaign man-ager – “more and more South Africans havebeen coming on board and making this hap-pen”.

Cape Town Tourism CEO Mariëtte duToit-Helmbold says inclusion on the listwould also mean that “children from every

corner of the globe will be learning aboutTable Mountain and South Africa as a desti-nation”; the new Natural Wonders will be-come part of school curricula across theglobe.

Meanwhile, Cape Town mayor PatriciaDe Lille is set to jet off to Taipei, where the

World Design Capital (WDC) 2014 an-nouncement will be made on 26 October –with the choice lying between Bilboa inSpain, Dublin in Ireland, and the MotherCity.

The accolade could also change the eco-nomic landscape of Cape Town, as Pascoeexplains: “Turin, Italy, experienced morevisitor numbers in 2008 than in any otheryear over the half-century, including 2006when it hosted the Winter Olympics,” afterit won the WDC.

“Pascoe further adds that Seoul – lastyear’s title holder – was ranked by the NewYork Times as third in a list of “The 31 Plac-es to go in 2010”, and was described by thenewspaper as “a city where design enthusi-asts are flocking” in 2009.

Du Toit-Helmbold says that no matter theoutcome, “Capetonians should be proud tobe seated under a mountain of such stature,and that we were voted into the final 28 nat-ural wonders of the world”.

Furey concludes by saying that TableMountain can make the list if everybodygets on board: “We need to move away fromthe ‘Oh, someone else will vote so I don’tneed to’ attitude – it’s time for all Capeto-nians to take ownership of their mountainand vote for it.

We all know Table Mountain is alreadya wonder of nature; let’s give her the globalrecognition she deserves... It is an opportu-nity that will never present itself again, ei-ther we are on the list forever or off it!”

Different, but equalTHE development of a disabled workforce isan important part of a thriving, modern econ-omy, and it seems only fitting in a countryin which diversity is a main draw card.

South Africa is said to have some of themost progressive laws and policies in theworld, safeguarding the disabled and ensur-ing employment equity.

It was disappointing last week to note me-dia reports revealing that South Africa wouldneed to double its efforts to reach its targetof having 2% of its workforce comprise peoplewith disabilities.

Speaking at the Disabled People’s Interna-tional eighth World Assembly in Durban lastweek, Lulu Xingwana, Minister for Women,Children and People with Disabilities, saidonly 0,9% of the country’s workforce wasmade up of disabled people.

While excellent policies exist on paper, thequestion remains: how successful is the im-plementation? Are the spin-offs of these poli-cies reaching those for whom the challengesof being disabled are very real?

Are government officials like Xingwana do-ing enough to drive policies? And is society’smindset changing rapidly enough to see a realintegration of disabled into the workplace?

Diversity in the workplace increases theodds of success for any business. A diverseworkforce leads to the development of betterideas, and the presence or lack of this innova-tion caneasily translate into sustainability orfailure in challenging financial times.

The disabled play a special role in makinga positive contribution to any working envi-ronment, and initiatives like the DisabilityWorkshop Development Enterprise’s CareerFair, launched last week, serves to breathenew life into the economy. This non-govern-mental organisation works toward sourcingrewarding work for the disabled, and show-cased many success stories at the launch.

Self reliance encourages confidence. Confi-dent people – including the disabled – makefor a healthy populace, and this, coupled withdiversity, is good for economic growth.

Police must do moreI FIND it very amazing, theviews expressed by theCommunity Policing Fo-rum chair and the Com-mander at SAPS Steenberg(“Gang violence flares upagain”, People’s Post, 26September).

The facts are that the po-lice never had the gang sit-uation under control, anddepend on reactionary po-licing solutions. It is sadthat people must first bekilled that there is high po-lice visibility. We have re-quested many times properhighly skilled police opera-tions to deal with the drugproblem. The trend wasvisible, as tension has builtup over the last threemonths. We are dealingwith highly organisedcrime, and I wish to knowwhy the specialised units atprovincial level are neverdrawn into Lavender Hill.

I am of the opinion thatwe have no faith in the po-lice monthly crime statis-tics. The percentages andcategories given alwaysshow the police are doingsterling work; why are theycaught by surprise of thecurrent events? There wasno sudden flare up, as situa-tion as expressed in yourarticle. The indicatorswere there all along theway. The lack of a proactivepolicing intervention strat-egy explains it all. We havepolice intelligence, policesector managers and thecommunity at large; how isit possible that the policemiscalculated theseevents? It is an insult on the

integrity of us that walkedthe mile to find an interven-tion to bring calming intoour community, there canmuch critique about peaceinitiatives. Does the CPFchair understand the gangoperations culture and the“underworld”? We are deal-ing with the symptoms ofthe root causes of a systemthat have left us this legacyof gangs and drugs in theWestern Cape. We need toaddress the root causes ofpoverty and redress the in-justice done. Lavender Hillshould never been here inthe first place.LLEWELYN JORDAANSocial workerColonel Noel Josephs, Steen-berg Police Station com-mander, responds: Steen-berg SAPS do have an inte-grated operational plan inplace to address the gangvi-olence issue in Steenberg.Since the end of April 2011,gang violence was down tosporadic incidents whereno one was injured or killedtill two and a half weeksago, were a man was shot inthe face, starting retalia-tion incidents, compared tofigures of last financialyear, proving that the con-tinuous disruptive opera-tion, high visibility of po-lice presence and informa-tion driven operationshave made a substantialdifference within the Lav-ender Hill area.

Gangsterism, like anyother crime, is of such a na-

ture that once the policestart the process of polic-ing, there will be a quiet pe-riod where the crimemoves out of the area tonext door precinct – Mui-zenburg SAPS – and to theback of Lavender Hill, StMontague Village.

The police are aware ofthe changing nature, andhave adapted operations toaccommodate this change.Integrated provincial inter-vention operations withspecialised units are con-ducted on a regular basis,with the last one on 30 Sep-tember 2011. In that weekeight illegal firearms werealso recovered, and numer-ous suspects arrested.More than ever police, areacting on information re-ceived from the communityon criminal activities, witha huge success rate, prov-ing that community confi-dence in the police has alsoshown a positive improve-ment. Also, SteenbergSAPS have always believedin a transparent relation-ship with the media so as toinform them of crime andcurrent crime trends with-in the Steenberg precinct.Yes, currently, there hasbeenan increase in gangac-tivity within the LavenderHill area, with two inci-dents were people werehurt. This amount is a hugereduction against theamount of victims com-pared to last year’s statis-tics.

Steenberg SAPS have onvarious occasions invitedinfluential leaders withinthe community to get in-volved in fighting this evil.There is no excuse forcrime and gang violence,and the operation of gangsis one that continues with-in the Lavender Hill com-munity. As to the variousreasons for gangsterism,one can look at the currentsocial economic environ-ment and speculate on theinfluences of the past, but Iand my team do not havethe luxury to speculate.Crime in all forms is unac-ceptable, and thus our pri-mary focus remains on cre-ating a safe and secure en-vironment within thecommunity. Addressinggangsterism remains achallenge that requires allrole players within our pre-cinct to share informationand not criticise one anoth-er, but to see how we can as-sist the police and our com-munity to bring about sus-tainable change for all toenjoy safety. SteenbergSAPS remain committed toaddressing the problemand warn the communitythat anyone associated orinvolved in gangsterismshould know that yourcrimes will not go unpun-ished. The process mightnot be an overnight solu-tion, but Steenberg SAPShave made huge headwayin addressing this ongoingcrime, and I believe this isone battle that the SAPS,with the help of the commu-nity, can win.

Where’s the privacy?DO residents realise what ourgovernment is doing to its cit-izens when it threatens andintimidates us with fines andimprisonment if we refuse toallow census takers to enterour premises?

Fair enough, they havebeen trained and declared tobe free of any criminalrecord. They are tasked to askus over 70 questions in 45minutes.

No government can forceme to give that kind of infor-mation to total strangers!

What I picked up on thenews smacks of the “bigbrother is watching you” sce-nario. We’re steering towardsa total control by governmentover all aspects of our person-al lives.

I don’t think we elected thegovernment to ride rough-shod over our rights to priva-cy of personal information,mail and protection againstidentity theft.

One government officialsaid that the South Africancensus is in line with other in-ternational countries, wheretaking a census is normal.Okay, but we do not have to

make that kind of comparisonfor obvious reasons – for ex-ample, the type of scams,frauds and crimes we findhere that are different tothose elsewhere.

It is said that all the censustakers have been vetted andhave no criminal record.Fine! But anything and every-thing can be faked in SouthAfrica, for example gangstersin SA police uniform hijack-ing an old lady.

In the same way, the censustakers’ bibs, IDs, permits, allcan be faked.

If Minister Fransmancomes to my home, I will glad-ly let him in and answer thosequestions that will not lead toidentity theft.

Elderly people in our com-munity are totallyhelpless, asthe number of recent home in-vasions show.

What happens to themwhen census impostors ac-cess them?

Fair chance for disabled youthTAURIQ HASSEN

FINDING WORK when you’restruggling with the challenges of adisability can be incredibly diffi-cult – which is why the DisabilityWorkshop Development Enter-prise (DWDE) has just launched aspecial career fair targeting the is-sue.

The DWDE Career Fair, aimedlinking people with disabilities withpotential employers, was warmed upat a pre-launch event at Black RiverPark in Observatory last week.

The fair proper kicks off at the Riv-er Club in Observatory today (Tues-day), and it will continue until tomor-row. Exhibitors will include privateand public sector employers, recruit-ment agencies, training institutions,bursary providers, youth organisa-tions and representatives from theCity of Cape Town.

A number of heartening successstories were shared amid the pre-launch event, including that ofWandile Basse. Now the communica-tions manager at the DWDE, Bassewas left visually impaired after a hi-jacking attempt went horribly wrong– he was shot, and “woke up blind”.

“I just knew I could not allow thatto slow me down, and it’s all thanksto the DWDE,” says Bassa.

The non-profit organisation hasbeen working toward the goal ofsourcing rewarding and sustainablework for people with disabilitiessince its establishment in April 2007,joining forces with both the govern-ment and the private sector to furtherits mission.

Karina Fischer, facilitator at theDWDE, couldn’t contain her excite-ment at the fair’s pre-launch session.

“This is an opportunity to showyouths with disabilities that there ismore to life, and their disabilityshould not slow them down,” shesays.

“Sometimes, when employers re-ceive an application, they notice thatthe candidate has a disability and putthat application at the bottom of thepile,” Fischer goes on.

“This is the perception that needsto be changed, because rather thanrecognising the disability, the candi-date’s skills should be taken into con-sideration.”

Nwabisa Ncinita, whose right eyeis blind, now works for Old Mutual af-ter passing through the DWDE sys-tem.

She says she was “shocked” whenshe received the first job-offer call

from Old Mutual.“I thought I must grab this opportu-

nity with both hands, and now every-body is so friendly and looks past mydisability. They’ve even promisedthat they will be sponsoring me witha prosthetic eye.”

The Career Fair will seek to gener-ate even more awareness among em-ployers about the viability of givingwork to youths with disabilities, andwill form an entry point for manywho seek employment and careerguidance. Everybody is welcome.

Santos, who lost to PlatinumStars 4-1 due to a lack of concentra-tion in defence, will now look to re-deem themselves come Friday.

Boebie Solomons, coach of San-tos, is adamant that his team is setfor the clash with Maritzburg Unit-ed.

“I know Maritzburg United verywell, as I have been a former coachat the club, and when you’re play-ing Telkom Knockout you onlyhave one chance.

“Preparations are different whenyou’re playing league, as there aremany games to be played. It is do ordie on Friday. There is no turningback – if you lose you’re out.’

Maritzburg United is also low onconfidence after they lost to Super-Sport United 7-0 on Friday.

Still, Ian Palmer, Maritzburg’scoach, was voted coach of the

HISTORY repeated itself thisweekend – and now we will seeFrance in the final with New Zea-land.

Perhaps the French will give theKiwis the upset of 24 years ago.

The weekend saw a tough matchwhen the Welsh gave their all withjust 14 men in a bid to defeat theFrench, after their captain SamWarburton was sent off for a dan-gerous tip tackle. The end resultwas 9-8 in France’s favour.

Over at the Wallabies camp,things were going horribly wrong,and some may say it’s a hidingwell deserved after last week’scontroversial refereeing. Evident-ly New Zealand were the betterteam, playing well under pressure– something Wallabies fly halfQuade Cooper struggled to do.

It seemed as if it was “Cooper

versus New Zealand”, as hardtackles were pounced on him withtwo men charging at him at a time,and the crowd booed whenever hekicked the ball. The end result tothat game was 20-6, and Australiacould just not get past the tight de-fence of their opponents.

Another historic moment willgo to Craig Joubert, who will bethe referee at the final match onSunday after a job well done thisSaturday past. It will be his firsttime in charge of World a Cup fi-nal.

On Friday, playoffs for third andfourth will take place betweenAustralia and Wales at 09:30 atAuckland, and on Sunday the finaltakes place at the same venue at10:00.

kick-offs and restart kicks.Kick-offsFor the kick-off from the centre

of the halfway line, you have anumber of options.

• A long kick-off is a boot deepinto the opposition half, leading togood gain in ground but littlechance of getting possession whenthe ball lands. Opposition can kickthe ball back or run it back beforeyou get there, so your initial gain

in ground may be reduced. Youmay even find the ball back deepin your own half.

• A short kick-off punts the ballthe minimum permitted distance– there’s not much gain in ground,and you risk the ball not going therequired 10m, but you have a realopportunity to regain control ofthe ball before the opposition cancatch it

• A kick to the opposition’s 22marea gives you reasonable gain inground, not much chance of re-gaining possession, but in a goodposition to start applying pressureby keeping the opposition pinnedin their own 22m area

• A kick to the side, where theforwards are massed, is the safestoption, but exactly what is expect-ed by the opposition.

• A kick to the less defended sideis done in the hopes of catching theopposition off guard and allow fast

teammates to scoop up the ball andtake advantage of a defensivelapse. It’s risky and used fairlyrarely – maybe when a quick scoreis needed

Restart kicksYourestart after each scorewith

a drop kick from the centre of theground. The ball must travel atleast 10m.

In some cases the game is re-started with a drop kick on the22m line. It’s called a “drop out”,and can be taken anywhere alongthe 22m line or behind it. The dropkick simply has to cross the linebefore it can be caught or pickedup.

When a kick-off or restart takesplace, other players must be be-hind the kicker when the kick ismade.

AN exciting and successful Coca-Cola series and Inter-LFA have

left the Safa Cape Town with highhopes for the future.

Abdullah Alexander, the Safa’s head ofcompetitions, says the“bumper season” saw no“major incidents” duringthe during the Coca-ColaCup, and he feels the Inter-LFA has improved tremen-dously.

“The Inter-LFA this yearwasmore structuredandor-ganised, and a good crowdwas attracted despite theweather conditions,” saysAlexander.

Last year, the Safa CapeTown hosted the under-20Four Nations, giving soccerfanatics a taste of good football played byyoung and upcoming stars – and approvalhas been given to host the under-20 EightNations next May.

Last year’s tourney saw teams such asBrazil, Nigeria, and Ghana vying for su-

premacy, with Ghana taking the trophy.Although the Safa Cape Town is heavily

dependent on registration fees to for of-fice, staff and maintenance costs, it is stillin a healthy financial state, Alexandersays. “We do receive a grant from Safa Na-tional, but not much, and in terms of soc-cer we are very much dependent on our

sponsors to keep us going.”Asked about the media’s

role in the Safa’s existence,Alexander says: “On Safalevels we believe that, with-out radio, we cannot sur-vive. We depend a lot on me-dia to give outside publici-ty, whether we like them ornot – we’re very dependenton them, and grateful fortheir efforts.”

Women’s soccer, mean-while, is also looking good.“We had a successful SasolNational Championships

last year, with Super Falcons from Gau-teng crowned champs,” says Lutfeyah Ab-rahams, chairperson of Women’s Footballwith the Safa Cape Town. “Last year’s Ab-sa winners were Portia from Cape Town,who were promoted to Sasol league,” she

adds.Abrahams says the Safa Cape Town

and Safa Winelands are two of the for-tunate regions to have borne a develop-ment league to Sasol League level.Paarl United were also promoted.
