Yvonne Paulsen (66) was found in a pool of blood in her Chrysler Street home in Beacon Valley last Monday. Her body was dis- covered by her neph- ew, Grant Titus, after he returned from work at 17:30. It is understood that Paulsen was found naked with her throat slit, lying in a pool of blood on her kitchen floor. The house had been ran- sacked, but police could not confirm if anything was stolen. Captain Mugelaine van der Vendt, Mitch- ell’s Plain Police spokesperson, says a 38-year-old man was arrested the next day (Tuesday 5 April) in connection with the murder. The man was arrested at a house in Cadillac Street, Beacon Valley, as a “result of good investigation”. He appeared in the Mitchell’s Plain Magistrate’s Court last Friday. The case was postponed and the man is appearing today for a formal bail application. The victim lived right next door to the Metro Police headquarters in Beacon Valley. People’s Post visited the house last week and again yesterday but found it locked with no- one at home. There was a sombre feeling among neighbours about what had transpired. Driving through Chrysler Street, one is met by a peaceful, calm and serene atmosphere. At the neat peach-col- oured house, a camping chair and blossoming flower pots greet visitors. People’s Post ap- proached some of the neighbours to ask them how this murder had af- fected them. Some were extra cautious and re- fused to open their gates to talk to the media. The ones who reluctantly ven- tured comments expressed shock at the killing. Speculation by residents in the neighbourhood is that Paulsen knew her attacker as “she would not allow strangers into her home”. Many remembered Paulsen as a “kind, loving person who was al- ways willing to help, with a smile”. We are awaiting the results of the post-mor- tem to establish the cause of death,” Van Der Vent says. The police could not comment or confirm whether or not Paulsen had been sexually assaulted, adding that the incident was not drug or gang-related. “There are no details of the inves- tigation indicating that the inci- dent was gang or drug related. The investigation is ongoing.” Reva Fortune, spokesperson for the Mitchell’s Plain Community Po- lice Forum (CPF), says she was “shocked” and “saddened” by Paulsen’s murder. “Families who have eld- erly loved ones living alone must pay more at- tention to their loved ones; as they are vulnerable and easily become targets for criminals. “The area where she lived is very quiet, with neighbours not being aware of what happened in the area. Residents need to be more neigh- bourly towards each other and look out for each other,” Fortune said. Paulsen was buried on Saturday from the New Apostolic Church in Eastridge. Fresh eyes solve murder case

A DETECTIVE who was assigned to aseven-year-old murder recently hascracked the case and arrested a 24-year-old man.

At 04:00 on Sunday 7 March 2004, a 14-year-old came home to hear her motherscreaming for help in their house in Manda-lay, Mitchell’s Plain.

She ran to her mother’s best friend near-by for help but was too late to assist hermother, a 46-year-old woman who was laterfound stabbed with several knives and agarden fork.

Captain Mugeliane van der Vendt,spokesperson for Mitchell’s Plain Policestation, said: “The police were called out tothe scene and a murder case was investigat-ed. For years the investigation went on butno leads were found to trace the suspect.

“At one stage a reward of R30 000 was of-

fered for information in an attempt to tracethe suspect – again without any results.”

On Friday 25 March the case was againbooked out and Detective Warrant OfficerPieter Joubert was assigned to it.

“The detective studied the docket and onSaturday 2 April, Detective Warrant OfficerJoubert found a source with information.

“A connection was made with the sourceand a meeting was scheduled for later thatday.At 11:00 the sameday, a 24-year-oldmanand a 53-year-old woman were inter-viewed.”

“The same day at 15:00 (Saturday) theman was detained and the woman ques-tioned in connection with the murder.”

On Sunday 3 April at 23:00, after furtherquestioning, the man made a formal confes-sion. He appeared in the Mitchell’s PlainMagistrate’s Court for his first appearance.The case was postponed until 11 April.

Van der Vent said despite all the negativepublicity that the police often face, officersat the Mitchell’s Plain police have gone be-yond the call of duty recently, resulting ina number of successful convictions.

“All these successful arrests and convic-tions are as a result of the hard work by theofficers investigating the cases. We ac-knowledge their work and commend them

for the effort that they put into the cases,”she said.

The case was postponed until 20 April forfurther investigation.

Van Der Vent highlighted other successesby the station:

. On Wednesday 15 September 2010 a caseof fraud was reported at the police station.

“In this case a 55-year-old woman repre-sented herself as a nursing trainer whowould provide training to students to be-come nurses. Her fees were stipulated.Eight clients signed up with her and paidtheir fees into a bank account.”

The case docket was booked out to Detec-tive Constable Donovan Samson, and in hisinvestigation it was discovered that thebank account was registered in the name ofthe woman.

Through a thorough investigation andpositive leads that were followed, she wasarrested inLangaonSunday3April at 14:10.

She appeared in court on Tuesday 5 Apriland the outcome of the first appearance isstill unknown.

. On Tuesday 15 February, Athule Poniwas sentenced to 10 years for robbery, fol-lowing an incident on 8 August last year.

. On Thursday 3 February, Malusi Shep-pard Simani was sentenced to 15 years for

murder, after an incident on 8 July 2007.. On Wednesday 2 March, Eslin Cupido

was sentenced to 20 years in prison for mur-der. The incident took place on 12 Novem-ber 2003.

. On Wednesday 9 March, Kashief Kafu-ka and Naziem Oostendorp were sentencedto five years’ imprisonment for robbery.The incident took place on 22 July last year.

. On Wednesday 16 March, ShaunArendse was sentenced to five years for rob-bery. The incident took place on 5 Decemberlast year.

. Friday 1 April, Carl Cloete was sen-tenced to three years’ community servicefor murder. Cloete was 17-years-old at thetime of the incident on 26 February lastyear. He stabbed Adenaan Hendricks (19).The successful conviction was made by De-tective Warrant Officer Trevor Nash.

Reva Fortune, spokesperson for theMitchell’s Plain Community Police Forum(CPF), says she was glad that some of thearrests have led to convictions.

“I am glad that the justice department isplaying their role. So many times cases arewithdrawn and court proceedings pro-longed, which leaves the victims of crimedespondent. I am glad that cases are being-dealt with speedily,” Fortune said.

THE Montrose Park Ratepayers’ Asso-ciation will hold a public meeting toaddress service delivery issues.

‘Massive’ arrears protest action plannedTAMMY PETERSEN

THOUSANDS of people are ex-pected to take part in a massiveprotest which will see residentsfrom 12 suburbs march to theCape Town Civic Centre underone banner on Tuesday 26 Aprilto demand the scrapping of allmunicipal arrears for people liv-ing in the city’s impoverished ar-eas.

The decision to protest was madeby Communities for Social Change(CSC), a coordinating structure ofcivic organisations representingHanover Park, Athlone, Manen-berg, Mitchell’s Plain, Hout Bay,Heideveld, Lavender Hill, LotusRiver, Ottery, Grassy Park, ElsiesRiver and Leonsdale.

The decision comes after meet-ings held with City of Cape Town of-ficials failed to resolve issues con-cerning the poor, says Mario Wan-za, the organiser of the CSC.

Representatives from the CSCmet Mayor Dan Plato and City offi-cials yesterday to discuss their de-mands.

These include the halting of evic-tions due to illegal occupations,

debt and anti-social behaviour, acall for the scrapping of municipalarrears and the handing over ofcouncil-owned units to people whohave been paying rent for years.

“What upset us is that there wasno investigation into the validity ofour requests and no committee setup to review our demands.

“The City just flat-out refusedwhat we were asking for, and wewill respond by doing what’s bestfor the people and protesting. Onsgaan Kaap toe.”

The action comes two months af-ter 3 000 residents from Manenbergtook to the streets armed with post-ers asking the City to lower theirrent and write off their rental back-log.

Wanza sayspeoplehavebeenpay-ing rent for over 30 years and theyshould be given ownership of thecouncil properties.

Also under the banner of the CSC,more than 500 Hanover Park resi-dents took to the streets last monthand delivered a memorandum tothe local rent office demanding thattheir arrears be scrapped.

One of the area coordinators forCSC, Errol Davids, says people arebecoming involved in the “move-

ment” because they are desperateand “over their heads in debt”.

Davids, who is the deputy chair-person of the Hanover Park CivicAssociation, says the organisationis in “total support” of the plannedprotest, adding that they will startdistributing pamphlets within theweek.

Two weeks ago, Mitchell’s Plainresidents expressed their concernsabout the scrapping of water ar-rears when they burnt a cardboardcoffin containing hundreds ofwarning letters issued by the City.

The coffin was loaded onto ahearse and taken from Mitchell’sPlain Town Centre to the BeaconValley Rent Office where it wasburnt in front of cheering protes-tors.

The CSC’s Mitchell’s Plain coor-dinator, Sulyman Stellenboom,says another march will take placein Mitchell’s Plain on 21 April whenthey will return to the subcounciloffice and request feedback on theirdemand for the removal of watermanagement devices behind the in-correct readings being taken fromwater meters, leading to high bills.

“This City has no respect for thepoor and is not taking this matter

seriously. We are representing thepeople and although we try to en-gage with the officials towards find-ing a solution, they are not comingto the party.”

Plato, who was handed a copy ofthe pamphlet which the CSC hasbeen distributing to invite people totake part, declined to comment onthe planned protest, saying onlythat “it’s their right to march”.

WEEKEND operations by the police andMetro Police in Mitchell’s Plainhave resulted in a firearm, drugsand counterfeit cigarettes beingconfiscated in the area.

On Friday evening, Metro Policesearched nine suspected drug hous-es as part of a search warrant opera-tion in the area – leading to the ar-rests of four people.

Metro Police’s deputy chief,Yolanda Faro, says three suspectswere arrested at a house in Tafelsig.

“Our members were executingsearch warrants at drug houses inthe area when a resident informedofficers of illegal activities takingplace at a house in 7th Avenue, inLost City, Tafelsig.

“The three suspects, including a42-year-old woman, were arrested when of-ficers found 60 Mandrax tablets, six car radi-os and six cartons of possible counterfeit cig-

arettes on the premises. Together with thesedrugs and items, the officers also found andconfiscated R30 400,” Faro said.

Earlier the same dayat 05:00, the police re-ceived a complaint of ashooting incident inKilimanjaro Street,Tafelsig.

Constable JeromeVoegt, spokespersonfor Mitchell’s Plain Po-lice station, says uponarrival at scene the po-lice noticed a suspi-cious-looking manwalking in the street.

“The man wasstopped and searchedand in his possessionpolice found a 9 mmNorinco pistol with

four live rounds of ammunition. The 28-year-old man was arrested and he appeared in theMitchell’s Plain Magistrate’s Court yester-

day on charges relating to possession of a un-licensed firearm and ammunition,” Voegtsaid.

In a separate incident the same day, at15:00, the police arrested two men for posses-sion of drugs.

Voegt said the arrest came after officersspotted the suspicious-looking men in a ve-hicle, while on vehicle patrol duties in Korf-bal Street, Beacon Valley.

“When the officers tried to stop the vehi-cle, one of the suspects jumped out and raninto a yard in the street. Police managed toarrest both suspects and confiscated 28 pack-ets of tik, eight units of heroin and nine-and-a-half Mandrax tablets in their possession,”he said.

The men, 19 and 21 years old, appeared incourt yesterday on charges relating to pos-session of drugs.

Later the same day at 23:00, while doingroutine patrols in Morgenster Street, Bea-con Valley, the police stopped and searcheda man, confiscating 20 packets of tik foundin his possession. The 28-year-old man wasarrested and appeared in court yesterday ona charge relating to possession of drugs.

Residents have mixedfeelings about City serviceMELISSA PAPIER

MITCHELL’S PLAIN, Khayelitsha andKlipfontein have given the City ofCape Town its lowest ratings in the lat-est customer satisfaction survey.

The results of the fourth annual surveywere released by the City last week.

The survey found that 53% of Mitchell’sPlain residents interviewed were satis-fied with the City’s performance, 52% ofthose in Khayelitsha felt the same andKlipfontein came in at 46%.

However, some Mitchell’s Plain resi-dents have expressed their satisfactionwith most of the City’s service delivery.

Jean Davids, from Westridge, says sheis happy with service delivery in her area.“There has been a good improvement inthe area. If I do lodge a complaint, it getsattended to immediately and if it can’t besolved, someone from the council willgive me feedback on the matter,” she said.

She added that lots of improvementshas been made in the area. However thelanes still remain a problem.

“The lanes are where criminals hangout and use as their escape route whenconducting criminal activities. If the dan-gerous lanes get closed these problemswill be addressed.”

Gairo Abbass, a Lentegeur resident,says she is pleased with how things weretaking shape in her area.

“The ward councillor in Lentegeur isvery active in her community and assiststhe community where she can. Parks inthe area have been beautified and streetshave been cleaned and if there are com-

plaints they are addressed immediately.”Subcouncil chairperson Councillor Na-

talie Bent, said she could not comment“on the issue at this time” and referredall queries to the City’s strategic informa-tion department.

Overall, 62% of Cape Town residents in-terviewed said the City’s performancewas good, very good or excellent com-pared to last year’s 50%.

The same percentage rated the City asgood, very good or excellent in fulfillingits role as a public service provider(which is up from 56% last year) and 66%rate their level of trust in the City as fairlystrong, very strong or extremely strong,which is the same as last year.

Marian Nieuwoudt, Mayoral Commit-tee member for Planning and Environ-ment, says the survey has become an es-sential means of understanding how citi-zensperceive the services renderedby theCity’s departments.

She says that in October and Novemberlast year, 3 000 face-to-face interviewswere conducted with residents of CapeTown and 700 interviews were conductedtelephonically with businesses in CapeTown.

The survey found that essential servic-es – refuse collection, sewerage and sani-tation, stormwater, electricity and streetlighting – continue to be a relative areaof strength for the City, except for percep-tions around affordable electricity,over which the City has limited con-trol.

“Water services, previously one ofthe highest-rated services and stillwith relatively high scores, are show-

ing some decreases.”Health is a key concern for the City and

scores remain average to low, especiallywaiting times at clinics, but these servic-es are important to residents.

Housing scores have shown some im-provement but are still low. Poor percep-tions of these services are impacting neg-atively on how the City is rated overall.Housing is complex and not solely the re-sponsibility of the City.

“Perceptions of the mayor and of seniorcity management in dealing with City is-sues have improved. This is viewed asvery important as these scores contributestrongly to overall ratings of service de-livery in the City,” she said.

Residents’ priorities remain job crea-tion, crime prevention and fighting cor-ruption.

Providing housing and having primaryhealth care are becoming increasinglyimportant.

“The City has noted this rating and ispositive that this perception will changeas municipal spending continues to in-crease.”

“It is good to note that the overall per-formance trends over the past four yearshave been positive,” she says.

The survey was commissioned by thestrategy and planning directorate andconducted by TNS Research Surveys.

COME this weekend, eighttop Malay choir groups willbe battling it out for the 2011Silver Fez competition.

The 72nd Silver Fez GrandFinale kicks off at the AthloneStadium on Saturday 16 April.

The 29 teams belonging tothe Cape Malay Choir Boardwill compete for the overalltrophy, the best dressed choir,the grand march-past, exhibi-tion march, mini float andhighest points award.

MOST of the people who are ragingagainst the idea of exploring for shalegas in the Karoo know very littleabout the technology and what Sasolhas called its “game changing” poten-tial.

In fact, most of the knowledge in cir-culationhas come fromthose stronglyopposed to “fracking”. Public rela-tions companies have even been re-tained to blacken the picture andwhip up emotions to a point approach-ing hysteria.

They have plenty of material towork with. In the early days of frack-ing there were disasters, most of themthe result of wild cat operations. Butthe technology has improved and inresponsible hands it might even be ac-ceptable in some circumstances. So itis easy to understand the fears in cir-culation.

I grew up in the Karoo and I knowthat water gives land its value. Takeaway the water or contaminate it andone is left with worthless desert. In adrought, a good borehole is the onlything that stands between a farmerand financial ruin. It is an emotional

relationship. You canmess with his wife butdon’t touch his borehole.The water of agriculturalimportance lies at depthsof no more than a fewhundred metres. Frack-ing, however, takes placesomething like 10 kilome-tres below the surface!That is five time deeperthan our deepest goldmine. The temperaturedown there will be about300°C and any water would become in-stant steam. If the hole is lined withsteel there should be no contamina-tionof agriculturalwater.But one canunderstand the fear. The biggest prob-lems will be logistical ones. Theequipment is massive and new roadswill be required. What does one dowith 10 kilometres of earth from bore-hole cores? The impact on the Karoowill be considerable. And where willthe water needed for fracking comefrom? On the other hand, holes 10 kilo-metres deep will give us access to aninexhaustible supply of geothermalheat. And that can be turned into elec-tricity. The US Department of Energy

says geothermal elec-tricity is cheaper thancoal or nuclear powerand the price does notgo up every year alongwith the cost of fuel andlabour. Even if there isno gas we could win. Sohere’s the question:would you rather haveShell fracking in the Ka-roo or Eskom trying torun half a dozen atomicpower stations? Nucle-

ar power requires consistent goodmanagement for at least 50 years.There is no place for CEOs who trimthe maintenance budgets to improvethe bottom line and their bonuses.And there is no place for cadre deploy-ment.

Imagine a future Minister of Miner-als, Energy and Nationalisation –someone like Julius Malema – havinga hand in the appointment of nuclearmangers. His matric woodwork stud-ies would be of little help. We may beable to survive an implosion in theLand Bank or a foul-up in the Karoo,but mismanagement of a Koebergcould be goodbye Cape Town.

THE long arm of the Mitchell’sPlain Community Police Fo-rum (CPF) has extended toLavender Hill, with strongsupport shown to the commu-nity as they take ownership oftheir streets after the recentspate of gang violence.

The Mitchell’s Plain TacticalResponse Unit (TRU), reservists,CPF members, neighbourhoodwatches and sector commandersfrom Mitchell’s Plain spent thepast two weeks assisting in thearea, establishing street andblock committees in the Steen-berg and Lavender Hill area.Some officers and reservistsfrom Mitchell’s Plain have beenassigned to work within the areadaily at various times.

The contingent, together withSteenberg police and the Steen-berg CPF, took to the streetsthree weeks ago making resi-dents aware that they need totake ownership of their streetsthrough forming street commit-tees.

Spokesperson for SteenbergCPF, Kevin Southgate, says:“Mitchell’s Plain has experi-enced gang violence before, andthey came in to assist our com-munity. Due to the infrastruc-ture we have established blockcommittees.” This arose out of awalkabout two weeks ago by thepolice and the CPF, when theymet and spoke to residents aboutthe various services offered bythe police and the CPF.

Southgate added: “Instead ofbeing reactionary we are now be-ing pro-active. What we have dis-covered is that parents know thattheir children are involved incrime, where guns are stored andwhere they are available.

“The residents were encour-aged to be accountable and to re-spect each other. The walk-aboutwas to enhance the partnershipbetween the police and the com-munity. People were very re-sponsive and we want to sustainthe relationship,” says South-gate. The Mitchell’s Plain teamwas sent to work with SteenbergPolice Station, and to assist inunderstanding the role of the sec-tor commander.

The sector commanders wereencouraged to work with the

street and block committees,which were established to betterunderstand and enhance and im-prove strategies to help with po-licing.

“We are hoping that after thewalk-about andmeetingwith res-idents more people will feel freeto contact the police and share in-formation about criminal activi-ties. People are scared to reportand tip-off the police as they arerisking their lives and the safetyof their family. We are buildingon the relationship with the po-lice to reassure the communitythat they will be protected. Therelationship should be built onmutual respect,” he says.

Southgate says there havebeen no major incidents in thepast three weeks.

“We have found that with allthe activity in the area now,shootings and stabbings seem tobe spilling over into nearby are-as. “Government must stamp outthe problem of drugs and alcohol,as they know the houses and it’stheir responsibility to removethe drug houses and the she-beens. All spheres of govern-ment need to work to rid the com-munity of these elements, whichare contributing to the decay ofthe area.”

Michael Jacobs, Mitchell’sPlain cluster CPF chairperson –who started the initiative – saysthe proper implementation ofsector policing in Lavender Hill,including the deployment of ded-icated sector commanders, is es-sential to improving the relation-ship between the police and thecommunity.

“Council’s failure to provideproper lighting and decent roadinfrastructure in informal settle-ments like Hillview and othersmakes proper policing almost animpossible task. Bylaw enforce-ment in the area is a joke. It doesnot exist.

“The gesture of acting Provin-cial Commissioner Sharon Jep-tha to walk hand-in-hand withthe community must be com-mended. The response of thecommunity was overwhelmingand residents had lots to sayabout the current policing strate-gies within the area. Residentsare now more keen on getting in-volved in their structures to im-prove and take back their com-munity,” he said.

Cool cats on show Gandhi’s grandson to visit AthloneTHE Big Cat Club Cat Show will be held at Cape TownHigh School on Saturday 16 April from 10:00 to15:00pm.

Over 100 felines, including many pedigreed cats andkittens, as well as domestic cats, have been enteredand will compete for various awards.

The Emma Animal Rescue Society (Tears) will havebeautiful rescued cats on exhibition available foradoption. There is an adoption fee of R450, which in-cludes vaccination, deworming, flea and tick control,sterilisation and micro-chipping.

A MITCHELL’S PLAIN resident has fi-nally got the break he deserves afterwinning a DJ competition.

After years of hard work and sacrifices,Jonathan Müller (32) from Portlands isdazzling the music industry with his mix-es on the turntables.

Müller won the Cash Crusaders: So youthink you can Mix? Competition on Heart104.9FM last year.

He is one of two DJs who won state-of-the-art DJ equipment.

As part of his prize he has also been giv-en the opportunity to work with and becoached by some of Cape Town’s mostprominent DJs, such as Diggy Bongz andPeter A, and having his musical mixesplayed on radio.

After a number of entries and an extensiveselection process, five finalists were selectedby a panel of judges made up of Heart104.9FM DJs and a Cash Crusaders repre-sentative.

The pair were then voted for by the publicof Cape Town.

Müller – who is responsible for the pro-curement of dental spares by day – is a veter-an DJ by night, with over 20 years’ experi-ence on the turntables.

Chatting to People’s Post, Müller explainsthat his interest in DJ work started when hewas 11.

“At that age I joined a rap group as a beat-boxer and started practising on the group’sturntables – a Technics SL1200.

“Since my first experience on the turnta-bles I simply loved the experience and havenever looked back. Ever since that momentI havebeenmixinganddoingDJworkacrossCape Town,” he said.

He added that the main struggle for a DJwas getting exposure. “A competition likethis can help you gain that exposure youneed. I am very thankful to Cash Crusadersand Heart 104.9FM for this opportunity,” he

says.Müller has been doing gigs at various

clubs in Cape Town such as Tiffany’s andNight Crawlers, and has done various corpo-rate promotions for Vodacom.

He cautioned aspiring DJs that it is hardwork getting into the industry, as it’s “notjust about playing”.

“You have to be dedicated in order to suc-ceed. Associate yourself with people who aremusically-orientated and try to learn asmuch as possible. You never know whatcurve balls your next gig will throw at you”.

Councillors begging for votesYES, it’s election time again and as usualMitchell’s Plain is flooded with politi-cians, who are skarreling for votes.

I’m not a politician, and as the readerscan recall I resigned publicly from the“mighty” DA.

For this reason I would like to take thisopportunity to remind the people of Tafel-sig and specifically Ward 99 about a cou-ple of things they might have forgotten:

. Firstly: “I wish Lackay well in all hisendeavours for the future, as he did wellin using the Democratic Alliance to ob-tain ownership of the house he now occu-pies.”

This is the first sentence of CouncillorMaria Weavers, who responded to my let-ter to the People’s Post on 24 August 2010.

Although the DA couldn’t or wouldn’tassist me in my plight to get legal tenancyof this said house, Councillor Weavers’ re-sponse does give the impression that theDA gives houses to their members.

In otherwords, youhave tobeamemberof the DA to get a house, because there area lot of people, including a lady who’s beenon the waiting list since 1974, who stilldoes not have houses.

She also said in her response that shenever made promises, which is a blatantlie, because in that same response she saidthat she would focus on service delivery.

In this paper last week (“To hell with ar-rears”, People’s Post, 29 April) the sub-council chairperson, Councillor NatalieBent, got agitated with a group of resi-dents who protested to call for the scrap-

ping of water arrears and told them to“shut up”.

This is just a week after she said in aninterview with another community paperthat she’s been assisting the communityon a daily basis with applications for theindigent grant and pensioners’ rebates.

I attended a meeting on substance abuseand was surprised to see … no, let me saynot to see, Helen Zille there, because if Iremember correctly, before she becamePremier, she was a staunch fighteragainst substance abuse, especially inMitchell’s Plain.

She attended marches, was even lockedup and sat at bonfires in front of mer-chants’ houses, but now she wasn’t any-where near Mitchell’s Plain.

Now people of Tafelsig and the broaderMitchell’s Plain, I want to ask you just twoquestions:

1. Is this the kind of treatment you de-serve from people you elected to representyou?

2. Are we really this ignorant that wewill vote for donkeys to represent us?

Make the smart choice, vote for peopleyou know or give the new kid on the blocka chance toprove thatwearenot ignorant.

By the way, I don’t have any ambitionto stand in any elections.

MINISTER of Cooperative Governanceand Traditional Affairs Sicelo Shicekahas come under fire for leading a lavishlifestyle at taxpayers’ expense, following

a Sunday Times report into the R2,5 mil-lion in state money he has allegedly spenton luxury hotels, limousines and over-seas trips since 2008. In a country whose

public representatives are often caughtout enjoying too much of the good life, hisparticular blend of lavishness has a bitof a Hollywood ring to it.

Cry, beloved countryWHILE most South Africans live in abject po-verty, public officials such as Minister of Co-operative Governance and Traditional AffairsSicelo Shiceka seem to have been living likea millionaire – if the findings of a SundayTimes report are true.

No expense was allegedly spared by Shicekawho – according to documents in the newspa-per’s possession – has spent more than R2.5million on first-class flights and accommoda-tion since 2008. The article states that Shicekaspent R640 000 in one year for him and staff tostay at the One & Only, of which R280 000 wasspent on Shiceka alone – by his own admission.

Furthermore, it is reported that Shiceka em-barked on a first-class flight for him and hispersonal assistant, rounded off with a stay ina five-star hotel to visit his girlfriend in prisonin Switzerland, at a cost of R335 000. The visitto the prison, in a chauffeur-driven limo, costR32 000.

If true, Shiceka’s lifestyle smacks of “blatantabuse of taxpayers’ money”. His alleged waste-ful expenditure has attracted widespread con-demnation.

Shiceka is not the only South African publicofficial whose lavish lifestyle is under scruti-ny.

In a country that can ill afford to blow mil-lions of rands, ANC youth league leader JuliusMalema cost taxpayers more than R886 000 forpolice bodyguards from October 2009 to Octo-ber 2010. Malema did not hold any public officeto justify having two bodyguards. He was justan ordinary citizen, like the millions of otherordinary South Africans who fork out millionsto keep themselves safe.

But the buck doesn’t stop there. Flying in theface of a country lacking housing, health andbasic services, is Defence Minister Lindiwe Si-sulu’s decision to lease two new aircraft fortransporting VIPs, at a staggering R800 mil-lion.

When South Africans voted a democraticgovernment into power 17 years ago, they vo-ted for democracy, and a better life for all. Abetter life is being had, but only by a privilegedminority.

Teen drug statistics are no surpriseTHE high addiction rate among teens inMitchell’s Plain, revealed by Dr Hamdul-lay’s research conducted in 2007, was re-ceived with outrage by community leadersin Mitchell’s Plain. But for anyone workingin the field of drug addiction the resultsshould be common knowledge.

The high rate of addiction is no reflectionof the community or parental upbringing.but a grim reminder of the decadent timeswe live in. As far back as a decade ago a studyamong high school children in England re-vealed that almost 50% of high school chil-dren had tried cannabis. If this was the casein England, a First World country, whyshould it be any different or less in a ThirdWorld country like South Africa?

This survey, however, does not reveal thetrue picture of what is happening in ourcountry because it only targeted a smallgroup of 400 children from Grade 8 to Grade11. In the youth centre for awaiting-trialprisoners, I have found the following find-ings, which will make Dr Hamdually’s find-ings pale into insignificance. Ninety-fivepercent of crimes committed by the youthare drug related; 80% are on tik, Mandrax,cannabis (dagga) and alcohol; 100% of themare on cigarettes; about 30% have been ondagga from age 9; 95% of the youth have leftschool between the ages of 13 and 16; the av-erage period of drugging has been about fouryears; the average grade is Grade 4.

The majority of these children were drug-ging from the age of 13, so they were drug-ging for about fouryearsbeforedroppingoutof school, which means that these childrenlearnt very little in their last four years ofschool before dropping out.

The most common crimes are housebreak-ing, theft, robbery and violence for drugs orunder the influence of drugs. Alcohol seemsto be associated with the worst crimes likemurder.

Children as young as 14 are in jail for mur-ders committed under the influence of alco-hol. They end up suffering from severePTSD, as they try come to terms with theircrime. They are wrecked for life because the

memory of their crimes will haunt them forthe rest of their lives.

What I find concerningaboutDrHamdual-ly’s findings is that 70% of the respondentssuffer from co-morbid affective disorders ormental illnesses. My own finding in theyouth centre is that the incidence of mentalillness is under 2%, so I would question thehigh percentage of 70% in his research.

Another worrying finding in my experi-ence is that children who end up with psy-chosis from tik or cannabis are not easilymanaged with anti-psychotic medication.Most end up on disability grants because thecondition is usually irreversible.

Invariably there are very few caregiversfor these children and if there caregivers,they tend to exploit these children and usetheir grant money for their own addictions.It’s a no-win situation.

It is fine to have a whole lot of statisticsbut doing nothing about them is a colossalwaste of time. A lot of the findings on drugaddiction are old hat by now. The problemlies with our apathetic society and our un-in-novative policy makers. Both seem to haveburied their heads in the sand like ostrichesin the hope that a solution will find itself.None of this is going to happen until we takeserious action.

A number of community organisationshave tried to engage the Department of So-cial Services, which is charged with the taskof setting up the policy on drug addiction,but it seems the department is not at all in-terested in hearing the views of the commu-nity other than to render lip service whenthey are on their publicity drives.

What we need is action because a nationthat neglects its youth is preparing itself fora headless future, where gangsters will runthe country and drug-addicted morons intheir millions will be ready to do their bid-ding. They too, will inherit the wind andeventually die, because there will be no oneto do the work of running the country in acivilised manner.DR EV RAPITIEastridge

THE reaction of the DHLStormers team, who suffered

their first defeat of the season atthe weekend, will dictate theteam’s run for the rest of the Su-per Rugby competition.

And head coach Allister Coetzeehopes his troops will take the lossin their stride, get up and learnfrom the mistakes made against theAustralian outfit at Newlands on

Saturday. “This is a long andtough competition, and it is cru-cial that the guys pitch withtheir A-game at each match,”Coetzee said.

Now the Stormers will divert theirattention to the MTN Lions, who theytake on at Coca-Cola Park in Johannes-burg on Saturday afternoon. The lasttime the two sides met the Stormerscame out 19-16 victors in their firstmatch of the competition.

John Mitchell’s side has had a spateof unfortunate, tightly-contested loss-es throughout the competition andwill be looking to raise themselvesfrom the bottom of the combined log.

With nothing to lose, playing forpride in front of their home crowd, themen in red will put up a brave fight inthe hope of turning the tables on thehigh-flying Stormers.

THE Safa Cape Town is forging aheadwith plans to stage an eight-nation inter-national showpiece for under-20s – believ-ing it will generate a huge financial spin-off for amateur soccer in 2012.

So much so that the Safa CT applicationto run the event – in partnership with theCity of Cape Town – has already been ap-provedby theSAFootballAssociation. Sa-fa CT president, Norman Arendse, dis-closed that the eight-nation champion-ship will comprise the respective winnersof the six Fifa Confederations Cup cham-pionships, the SA under-20s and an addi-tional African team.

“It is vital that we recognise under-20soccer as a milestone for the developmentof our players. It is our responsibility asan amateur association to showcase thistalent,” said Arendse.

The blueprint for the 2012 champion-ship comes on the back of the successfulinaugural Cape Town International Chal-lenge for under-20s that was hosted by theSafa CT and the city in 2010.

Ghana,Brazil, SouthAfricaandNigeriavied for honours on the eve of the 2010World Cup in South Africa. Ghana defeat-ed Brazil 3-2 in the challenge final,watched by a 50 000-strong crowd at CapeTown Stadium – with the overall gate-tak-ings from all matches allowing the city tocontribute R600 000 to the coffers of the Sa-fa CT.

Arendse also disclosed that the Safa CThas secured increased financial supportfrom other stakeholders to stage its seniorand junior competitions this year.

. Coca-Cola has agreed to increase itssponsorship for the Coke knockout Cupchampionships from R500 000 to R600 000.

. Freeworld Coatings has upped itssponsorship for the club championshipsfor under-11s and under-13s from R50 000to R75 000.

. Peace activist Mary Burton will pa-tron the new Unity Cup for under-16 highschool teams from various communitiesto the tune of R150 000 this year; and

. Build It will sponsor junior tourna-ments in areas close to its branches acrossthe Peninsula.

AT age 30, Brent Carelse re-sists thoughts about hang-

ing up his boots in the forseeablefuture – but rather focuses onwhat more he can aspire toachieve with Ajax Cape Town FCon the road ahead.

What is uppermost in Carelse’smind of course at the moment, is tohelp Ajax win the Premier SoccerLeague (PSL) champions title forthe first time in its 11-year history.

“I believe we can finish top if westay focused and avoid complacen-cy,” says Carelse, who has becomeno stranger on the champions’ ros-trum.

Carelse – eyeing a fourth win-ners’ medal – represented champi-ons Mamelodi Sundowns(2006/2007), whereafter he sharedin two of SuperSport United’s threeconsecutive league triumphs(2008/2009 and 2009/2010). NowAjax could enhance their champi-onship chances if they notch fullpoints against Golden Arrows atNewlands Stadium on Friday (start20:00).

Carelse, buoyed by Ajax CEOGeorge Comitis’ disclosure that hewill sign the midfield maestro nextseason – after he came on loan fromSuperSport in January – is expect-ed to continue his rich vein of formfor the Urban Warriors.

“I was not only looking for a newchallenge when I returned to Ajaxfrom SuperSport, where I felt mygame was stagnating because of myirregular appearances in matches.I also felt a need to settle in CapeTown with my family,” saidCarelse.

The presence of a versatile left-sided midfielder – who has thus farnetted four goals for Ajax – has alsobrought out the best in the free-scoring Thulani Serero and KhamaBilliat.

So often Carelse’s penchant for

engaging his pacey fellow playersin quick one-two plays has allowedAjax to prosper during their recentrun of successes.

The other motivation for Carelseis to be mentored by Dutch coachFoppe de Haan. “He is professionalin his approach and a very honestcoach. He constantly tells us thatwe are better players than what wethink we are.”

“DeHaan’s one-on-one chatswitheach player really makes us believein our abilities,” enthused Carelse.

The Johannesburg-born Carelseis also thankful to his father DougieCarelse – a former pro with CapeTown Spurs and Vereeniging OldBoys in the old Federation Profes-sional League – for inspiring himto pursue a soccer career.

“My dad insisted that I enrol atthe School of Excellence in Johan-nesburg during my teens.

“It was a tough experience but heencouraged me to persevere to en-sure my future in the game.

“He has always allowed me thefreedom to do things my way on thefield. But he will occasionally tellme what aspect of my game I needto improve on,” said Carelse junior,who first turned professional withHellenicFC (thencoachedbyGavinHunt) at age 17.

But back to the showdown withGolden Arrows. Remember that itwas Arrows that drew 2-2 with Ajaxin 2007/2008 to deny Ajax the titleon goal difference when the clubstied on points.

First choice custodian, HansVonk, is also ruled out by suspen-sion and will be replaced by AndrePetim on Friday night.

Good news for Ajax though, isthat Clayton Daniels returns fromsuspension and that SaamehgDoutie is fit to play.
