SAMBUTAN

Perencanaan pembangunan merupakan tahapan yang paling

penting dalam merumuskan pembangunan yang akan

dilaksanakan di suatu daerah. Dalam merencanakan

pembangunan di suatu daerah dibutuhkan beragam data dasar

untuk dijadikan pedoman dalam rangka penentuan strategi

dan kebijakan pembangunan.

Pada hakekatnya, pembangunan ekonomi suatu daerah

ditujukan untuk meningkatkan taraf hidup dan kesejahteraan masyarakat. Untuk

mengetahui seberapa berhasil pembangunan yang telah dilaksanakan diperlukan suatu

evaluasi mengenainya, sehingga dapat membantu proses perencanaan pembangunan

dimasa mendatang.

Saya sangat menyambut baik terbitnya publikasi ” Produk Domestik Regional Bruto

Menurut Lapangan Usaha Kabupaten Aceh Timur 2008-2011” , karena diharapkan

publikasi ini dapat memberikan gambaran mengenai seberapa berhasilnya

pembangunan di Kabupaten Aceh Timur ini.

GREETING

Development planning is a most important step in formulating

development to be executed in a region. Planning development in a region

required immeasurable of basic data to be made by guidance in order to

determination of strategy and development policy.

Intrinsically, economic development in a region addressed to increase the

level of live and the prosperity socialize. To know how succeed development

which have been executed to be needed an evaluation, so that can assist

development planning process in the future.

I’ m very glad that "Gross Regional Domestic Product by Industrial Origin of

East Aceh Regency 2008-2011" can be published, because expected this

publicizing can give picture how succeed the development in East Aceh

Regency.

KATA PENGANTAR

Keberhasilan pembangunan yang dilaksanakan oleh Pemerintah

Daerah dan Masyarakat DI Kabupaten Aceh Timur dapat dilihat dan

diukur dari seberapa besar pertumbuhan Produk Domestik Bruto

(PDRB), pertumbuhan ekonomi dan pendapatan perkapita

penduduk Aceh Timur.

Salah satu cara melihat dan meninjau seberapa besar

pertumbuhan Produk Domestik Regional Bruto, pertumbuhan

ekonomi dan pendapatan perkapita penduduk Aceh Timur adalah dengan mengkaji

hasil perhitungan Produk Domestik Regional Bruto (PDRB) yang disajikan dalam

publikasi ” Produk Domestik Regional Bruto Menurut Lapangan Usaha Kabupaten Aceh

Timur 2008-2011” yang merupakan hasil kerjasama Badan Perencanaan Pembangunan

Daerah Kabupaten Aceh Timur dengan Badan Pusat Statistik Kabupaten Aceh Timur.

Melalui informasi yang disajikan dalam publikasi ini semoga dapat membantu dalam

menganalisa hasil pembangunan khususnya dalam bidang perekonomian secara makro

dan dapat membantu penyususnan perencanaan pembangunan di Kabupaten Aceh

Timur dimasa mendatang. Sehingga perencanaan pembangunan yang akan

PREFACE

The success of development executed by local government and public in

East Aceh Regency can be measured from how big growth of Gross Regional

Domestic Product (GRDP), economic growth and resident’s income per capita

in East Aceh Regency.

One of way of seeing and evaluating how big growth of Gross Regional

Domestic Product, economic growth and income per capita of resident of East

Aceh Regency with studying result of calculation of Gross Regional Domestic

Product (GRDP) presented in a publication " Gross Regional Domestic Product

by Industrial Origin of East Aceh Regency 2008-2011" which is published by

East Aceh Timur Regional Development Planning Boards and East Aceh Central

Boards of Statistics.

I hope the information in this book can help in analizing the development

especially if we see from economis sides in macro and can help in order to

make a development planning in the future. So the planning can more

accurate, trust, up to date, and as good as the target, taht is to increasing the

social prosperity.

KATA PENGANTAR

Alhamdulillah, berkat rahmat Allah SWT akhirnya publikasi

“Produk Domestik Regional Bruto Menurut Lapangan Usaha

Kabupaten Aceh Timur 2008-2011” ini dapat diselesaikan.

Publikasi ini menyajikan hasil perhitungan produk domestik yang

dihasilkan oleh Kabupaten Aceh Timur selama tahun 2011.

Penghitungan didasarkan pada harga yang berlaku di tahun 2011

dan harga konstan tahun 2000. Publikasi ini menyajikan informasi

tentang nilai Produk Domestik Regional Bruto (PDRB), laju pertumbuhan, nilai

pendapatan regional dan nilai pendapatan per kapita dari tahun 2008-2011.

Penyajian perhitungan Produk Domestik Regional Bruto (PDRB) pada beberapa sektor

masih menggunakan angka sementara dikarenakan kurang lengkapnya data dasar yang

tersedia, perhitungan dan sektor-sektor tersebut akan disempurnakan pada publikasi

berikutnya.

Akhirnya kami ucapkan terima kasih kepada Badan Perencanaan Pembangunan Daerah

Kabupaten Aceh Timur dan seluruh pihak yang telah membantu dalam penyusunan

publikasi ini. Semoga publikasi ini dapat bermanfaat dalam rangka penyusunan

PREFACE

Alhamdulillah, thanks to Allah SWT, finally the publication “Gross Regional

Domestic Product by Industrial Origin of East Aceh Regency 2008-2011” can be

finished.

This publication showing the result of Domestic Product calculation in Aceh

Timur Regency during 2011 which calculated by use current market price 2011

and 2000 constant market price. This publication shows many information

about value of Gross Reginal Domestic Product (GRDP), rate of growth,

regional income value and income percapita from 2008 until 2011.

The publish of Gross Domestic Regional Product calculation in some sector

still use temporary value couse the base data is not complete, the calculation

from that’s sectors will completed at next publication.

Finally, thanks to Aceh Timur Regional Development Planning Board and all

who have give the contribution in publish this publication. I hope this

publication can usefull in way to making development planning in Aceh Timur

Regency and can use for other all information needed.

1.1 Latar Belakang

Perencanaan pembangunan

ekonomi suatu negara atau daerah,

memerlukan bermacam data sebagai

dasar penentuan strategi dan kebijakan

agar sasarannya dapat dicapai dengan

tepat. Strategi dan kebijakan

pembangunan ekonomi yang telah

diambil pada masa yang lalu perlu di

monitor dan dievaluasi hasil-hasilnya.

Berbagai data statistik yang merupakan

ukuran kuantitas, mutlak diperlukan

untuk memberikan gambaran tentang

keadaan pada masa yang lalu dan masa

kini, serta sasaran-sasaran yang akan

dicapai pada masa yang akan datang.

Salah satu upaya pembangunan

ekonomi sebagai suatu kebijaksanaan

pembangunan adalah untuk

meningkatkan taraf hidup masyarakat,

memperluas lapangan kerja,

memeratakan pembagian pendapatan

masyarakat, meningkatkan hubungan

ekonomi regional dan mengusahakan

pergeseran kegiatan ekonomi dari

sektor primer ke sektor sekunder

dan tersier. Dengan perkataan lain

arah dari pembangunan ekonomi

adalah mengusahakan agar

pendapatan masyarakat naik secara

mantap, dan dengan tingkat

pemerataan yang sebaik mungkin.

Berdasarkan Undang-Undang

Republik Indonesia Nomor 16 Tahun

1997 tentang Statistik dijelaskan

tentang Badan Pusat Statistik sebagai

penyelenggara statistik dasar, statistik

sektoral dan statistik khusus. Hasil

kompilasi produk administrasi dan

atau pengolahan statistik dasar,

statistik sektoral atau statistik khusus

tersebut dapat disajikan baik dalam

bentuk statistik lintas sektoral maupun

statistik regional, salah satunya

adalah angka Produk Domestik

Regional Bruto (PDRB).

Produk Domestik Regional Bruto

Kabupaten Aceh Timur yang

merupakan salah satu hasil pengolahan

kegiatan statistik dasar yang disajikan

secara berkala (time series)

memberikan gambaran kinerja

ekonomi regional makro dari waktu ke

waktu, sehingga arah perekonomian

regional akan lebih jelas.

Publikasi Produk Domestik Regional

Bruto Kabupaten Aceh Timur 2008-

2011 ini merupakan kelanjutan dari

penerbitan seri-seri sebelumnya, yang

1.1 Background

Economic development planning

of a country or region, requiring a

variety of data as a basis for

determining strategies and policies

so that the goal can be achieved

with the right. Economic

development strategies and policies

that have been taken in the past

need to be monitored and

evaluated the results. Various

statistical data which is a measure

of quantity, is absolutely necessary

to provide an overview of the

situation in the past and present, as

well as goals to be achieved in the

future.

One of the efforts of economic

development as a policy

development is to improve people's

lives, expanding employment

opportunities, equalize the

distribution of public revenues,

enhance regional economic

relations and seek a shift in

economic activity from the primary

sector to secondary and tertiary

sectors. In other words the direction

of economic development is to keep

people's income rises steadily, and

with the best possible level of

equity.

Based on the Law of the Republic

of Indonesia Number 16 Year 1997

concerning statistics on the Central

Statistics Agency described as the

organizer of basic statistics,

statistics of sectoral and special

statistics. Compilation of

administrative products and or

processing of basic statistics,

statistics sectoral or specific

statistics may be presented either in

the form of cross-sectoral statistics

and regional statistics, one of which

is the number of Gross Regional

Domestic Product (GRDP).

Gross Regional Domestic Product

of East Aceh Regency, which is one

result of processing activities of

basic statistics are presented on a

regular basis (time series) provide

an overview of regional macro-

economic performance over time,

so the direction of the regional

economy will be more obvious.

Publication of the Gross Regional

Domestic Product of East Aceh

Regency in 2008-2011 was a

continuation of the publication of

the previous series, which is served

either on the basis of current prices

and constant prices. Issuance of

Gross Regional Domestic Product of

East Aceh district is expected to

provide benefits to the users of the

data for various purposes, such as

for planning, evaluation and review

of the results of economic

development which has been

implemented by the central

government / local and private.


1.2 Pengertian PDRB

Produk Domestik Regional Bruto

didefinisikan sebagai total nilai tambah

(value added)1 yang dihasilkan oleh

seluruh unit produksi2 dalam satu

region3 selama satu periode tertentu4,

atau merupakan jumlah seluruh nilai

barang dan jasa akhir yang dihasilkan

oleh seluruh unit produksi di daerah

dalam satu periode tertentu.

Perhitungan PDRB disajikan dalam

dua versi penilaian harga pasar, yaitu

PDRB atas dasar harga berlaku (ADHB),

dan PDRB atas dasar harga konstan

(ADHK). PDRB ADHB menggambarkan

nilai tambah barang dan jasa yang

dihitung berdasarkan harga pasar pada

tahun yang bersangkutan. Data PDRB

ADHB digunakan untuk melihat struktur

ekonomi dan transformasi struktur

ekonomi (structural transformation),

serta untuk menghitung besaran

pendapatan perkapita dari

penduduknya. PDRB ADHK

menunjukkan nilai tambah barang dan

jasa yang dihitung menggunakan harga

pada tahun tertentu sebagai tahun

dasar. Pada periode sekarang ini

digunakan tahun 2000 sebagai tahun

dasar. Fungsi PDRB ADHK adalah untuk

mengukur laju pertumbuhan ekonomi. 1

Nilai tambah (value added) barang dan jasa yang

diproduksi dihitung dengan cara mencari selisih nilai produksi (output) dengan biaya antara (intermediate cost). Nilai tambah tersebut akan sama dengan balas jasa faktor-faktor produksi yang ikut serta dalam proses produksi 2

Unit produksi yang di maksud adalah badan usaha/

perusahaan yang beroperasi dalam suatu region/daerah tanpa mempermasalahkan kepemilikannya apakah milik penduduk daerah atau dari luar daerah,. 3

Region/daerah pada publikasi ini adalah dalam lingkup

wilayah administratif Kabupaten Aceh Timur 4 Periode yang digunakan pada umumnya adalah satu

tahun, dan bisa juga satu triwulan (untuk level PDB dan PDRB provinsi)

1.3 Metode Dasar Penghitungan

PDRB ADHB

PDRB ADHB dapat dihitung melalui 2

metode yaitu ; metode langsung dan

metode tidak langsung

a. Metode langsung

Metode langsung adalah metode

penghitungan dengan menggunakan

data yang bersumber dari

wilayah/daerah yang bersangkutan,

tidak termasuk data yang diperoleh

dari angka nasional atau

daerah/wilayah lain. Pada prinsipnya

metode langsung ini menggunakan 3

macam pendekatan yaitu :

1. produksi/sektoral

2. pengeluaran

3. pendapatan

Pendekatan produksi

PDRB berdasarkan pendekatan

produksi (atau disebut PDRB sektoral)

dihitung sebagai jumlah nilai tambah

bruto dari barang dan jasa yang

dihasilkan oleh seluruh unit produksi

yang berada di region dalam periode

tertentu.

Unit produksi yang dipergunakan

dalam sajian ini meliputi 3 sektor

utama (berdasarkan System of National

Account/SNA 1993), yaitu ; (i) sektor

primer, (ii) sektor sekunder, (iii) sektor

tersier. Lebih rinci lagi ketiga sektor

utama tersebut dibagi menjadi 9

sektor lapangan usaha yang tiap

sektornya terdiri dari beberapa sub

sektor. Hal ini mengacu kepada KLUI

1990 (Klasifikasi Lapangan Usaha

Indonesia) sebagaimana ditampilkan

tabel di bawah.


1.2 Definition of GRDP

Gross Regional Domestic Product is

defined as the sum of value added1

generated by all units of production2 in

one region3 during a specific period4, or

a total value of final goods and services

produced by all production units in the

area within a certain period.

GRDP calculations are presented in

two versions of the market price

assessments, namely GRDP at current

prices, and GRDP at constant prices.

GRDP at current prices illustrates the

value-added goods and services

calculated based on market prices

during the year. Data of GRDP at

current prices is used to look at the

economic structure and transformation

of economic structure, as well as to

calculate the amount of income per

capita of population. GRDP at constant

prices shows the value-added goods

and services that are calculated using

the price in a given year as the base

year. In the present period used 2000 as

base year. The function of GRDP at

constant prices is to measure the rate

of economic growth.

Production unit that the intention is a business entity /

company that operates in a region / area without possession whether owned by residents concerned about the area or from outside the region. 3

Period used in general is one year, and could also be

one quarter (for the country's GDP level and the provincial GRDP).

1.3 Basic Method of Calculating

GRDP At Current Prices

GRDP at current prices can be

calculated by 2 (two) methods namely

direct method and indirect method:

a. Direct method

The direct method is the method of

calculation using data sourced from

areas / regions concerned, excluding

the data obtained from national

numbers or areas / regions. In principle,

this direct method using the 3 (three)

kinds of approaches:

1.production/sectoral

2.expenditure

3.revenue

Production approach

GRDP by production approach (or so-

called sectoral GRDP) is calculated as

the sum of gross value added of goods

and services produced by all production

units are located in the region within a

certain period.

Production units used in this dish

includes three main sectors (based on

the System of National Accounts / SNA

1993), namely: (i) the primary sector,

(2) the secondary sector, (3) tertiary

sector. More detail the three main

sectors of the field is divided into 9

sectors of business that each sector

consists of sub-sub-sector. This refers to

the KLUI 1990 (Industrial Classification

of Indonesia) as shown table at below.

Penghitungan PDRB berdasarkan

PDRB konsumsi) adalah dengan cara

menghitung jumlah nilai akhir dari

barang-barang dan jasa yang

dikonsumsi oleh seluruh institusi

ekonomi. Secara makro, komponen

PDRB pengeluaran terdiri dari :

(i) Konsumsi Rumahtangga (ii) Konsumsi Lembaga Nirlaba (iii) Konsumsi Pemerintah. (iv) Pembentukan Modal Tetap Bruto

(PMTB) (v) Perubahan Stok ( ) (vi) Eksport Neto (ekspor – Impor)

cara menjumlahkan semua balas jasa

faktor-faktor produksi {upah&gaji[UG],

surplus usaha[SU] termasuk juga

penyusutan dan pajak tak langsung

neto [PTLN] (pajak tak langsung

dikurangi subsidi)}.

Surplus usaha termasuk bunga modal

neto (selisih bunga yang diterima

dengan bunga yang dibayarkan), sewa

tanah dan keuntungan (profit).

b. Metode tidak langsung

Metode tidak langsung merupakan

penghitungan dengan cara

menggunakan data alokator yang

cocok dengan masing-masing

instistusi/sektor ekonomi. Metode

tidak langsung ini sangat jarang

dilakukan, karena dalam praktek

penghitungan PDRB, metode ini

mengandung kelemahan sehingga tidak

lebih baik dibandingkan metode

langsung. Lazimnya metode ini

diterapkan untuk daerah-daerah yang

cakupan datanya kurang tersedia

dengan lengkap seperti PDRB

Kecamatan.

1.4 Metode Dasar Penghitungan

PDRB ADHK

Pada dasarnya dikenal tiga metode

penghitungan PDRB atas dasar harga

konstan, yang masing-masing dapat

diuraikan sebagai berikut :

a. Revaluasi

Metode ini dilakukan dengan cara

menilai produksi setiap tahun dengan

menggunakan harga pada tahun dasar

(harga konstan).

Expenditure approach

Calculations of GRDP by

expenditure approach (or called

GRDP consumption) is to calculate

the amount of the final value of

goods and services consumed by all

the economic institutions. At the

macro level, GRDP expenditure

components consist of:

(i) Household Consumption (ii) Non-Profit Institutions

Consump-tion (iii) Government Consumption (iv) Gross Fixed Capital Formation

(GFCF) (v) Inventory Changes ( (vi) Net Exports (exports - imports)

Empirically, the use of GRDP can be formulated as follows:

Revenue Approach

Calculations of GRDP by the

income approach is by way of

summing all remuneration of

production factors (wages &

salaries [WS], revenue surplus [RS]

including depreciation and Netto

indirect taxes [NIDT] (indirect taxes

minus subsidies). Surplus of

business, including interest net

capital (the difference between

interest received with interest paid),

land rent and profit (profit).

Empirically, GRDP by income can

be formulated as follows:

b Indirect method

Indirect method is the

calculation by using the data that

matches alokator each instistusi /

economic sectors. Indirect method

is very rarely done, because in

practice the calculation of GRDP,

this method contains a weakness

that is not better than the direct

method. Normally this method is

applied to areas that lack coverage

is available with complete data

such as District GRDP.

1.4 Basic Method of Calculating

GRDP at Constant Prices

Basically until now there are

three known methods of calculating

GRDP namely:

a. Revaluation

This method is done by assessing

the production of each year using

the prices in the base year

(constant prices).


b. Ekstrapolasi

Nilai tambah atas dasar harga

konstan pada suatu tahun diperoleh

dengan cara mengalikan nilai tambah

pada tahun berjalan dengan

ekstrapolatornya. Yang perlu

diperhatikan dalam cara ini ialah

penentuan ekstrapolatornya. Kuantitas

produksi dari masing-masing

sektor/sub sektor merupakan

ekstrapolator yang terbaik. Namun

apabila angka-angka tersebut tidak

dapat diperoleh, maka dapat pula

dipakai keterangan-keterangan lain

yang erat kaitannya dengan

produktivitasnya seperti tenaga kerja,

kapasitas produksi (mesin, kendaraan

dan sebagainya).

c. Deflasi

Metode ini dilakukan dengan

membagi nilai tambah atas dasar harga

berlaku dengan indeks harga dari

barang-barang yang bersangkutan.

Indeks harga disini dapat berupa indeks

harga perdagangan besar, indeks harga

produsen dan indeks harga konsumen.

Indeks harga yang dipakai sebagai

deflator harus disesuaikan tahun

dasarnya.

1.5 Cara Penyajian dan Angka Indeks

Dalam penyajian Produk Domestik

Regional Bruto ada dua penilaian harga

yaitu;

(i) Atas Dasar Harga Berlaku

Penyajian ADHB menunjukkan

agregat pendapatan dinilai menurut

harga yang terjadi di pasar pada tahun

yang bersangkutan, baik untuk menilai

produksi, biaya antara dan termasuk

juga komponen PDRB menurut

penggunaan (konsumsi rumah tangga,

konsumsi lembaga nirlaba, konsumsi

pemerintah, PMTB, perubahan stok dan

ekspor neto)

(ii) Atas Dasar Harga Konstan

Penyajian ADHK menunjukkan

agregat pendapatan yang dinilai

menurut harga tetap/konstan. Baik

produksi maupun biaya antara dinilai

menurut harga tahun dasar, sehingga

akan menunjukkan perkembangan

agregat pendapatan secara riil dari

tahun ke tahun.

Disamping itu, agregat pendapatan,

disajikan pula dalam bentuk angka

indeks, sebagai berikut :

a. Indeks Perkembangan

Indeks ini menunjukkan tingkat

perkembangan pendapatan /pereko-

nomian dari tahun ke tahun yang

dibandingkan dengan tahun dasar.

Indeks tersebut diperoleh dengan

membagi nilai agregat pendapatan

masing-masing tahun dengan nilai

tahun dasar dikalikan 100.

1.5 Way of Presentation and

Index Number

In presenting the Gross Regional

Domestic Product is the price of two

judgments;

(i) At Current Prices

Presentation at current prices

shows aggregate revenue assessed

according to market prices that

occurred in the year concerned,

either to assess the production,

costs between and including the

components of GRDP according to

usage (household consumption, the

consumption of non-profit

institutions, government

consumption, GFCF, stock changes

and net exports )

(ii) At Constant Prices

Presentation at constan prices

shows aggregate revenue assessed

according to the price fixed /

constant. Both production and costs

between the base year assessed

according to the price, so it will

show the development of

aggregate income in real terms

from year to year.

In addition, aggregate income,

also presented in the form of index

numbers, as follows:

a. Trend Index

This index shows the level of

development of the income /

economy from year to year as

compared to base year. The index is

obtained by dividing the aggregate

value of income each year with the

base year multiplied by 100.

1.6 Manfaat dan Kegunaan PDRB

Sektoral

Data PDRB merupakan salah satu

indikator makro yang dapat

menunjukkan kondisi perekonomian

regional (kabupaten) setiap tahun.

Manfaat yang dapat diperoleh dari data

ini antara lain adalah :

Sebagai bahan evaluasi

pembangunan dimasa lalu baik

pembangunan sektoral maupun

keseluruhan.

Sebagai bahan umpan balik

terhadap perencanaan

pembangunan yang telah

dilaksanakan.

Sebagai dasar pembuatan proyeksi

perkembangan perekonomian

dimasa yang akan datang.

Untuk memantau perkembangan

inflasi berdasarkan perubahan

Adapun kegunaan dari interpretasi

data PDRB adalah sebagai berikut :

(i) PDRB ADHB nominal menunjukkan

kemampuan sumber daya ekonomi

yang dihasilkan oleh suatu

daerah/wilayah. Nilai PDRB yang

besar menunjukkan kemampuan

sumber daya ekonomi yang besar.

(ii) PDRN ADHB menunjukkan

pendapatan yang memungkinkan

dapat dinikmati oleh penduduk

suatu daerah/wilayah.

(iii) PDRB ADHK (riil) dapat digunakan

untuk menunjukkan laju

pertumbuhan ekonomi secara

keseluruhan atau setiap sektor dari

tahun ke tahun.

macro-economic conditions that

could indicate a regional (district)

every year. Benefits to be gained

from this data include :

projections of economic

As for the usefulness of GRDP

data interpretation is as follows :

(i) Nominal GRDP at current prices

1.7 Perubahan Tahun Dasar

Penghitungan PDRB

Perhitungan PDB Indonesia telah

menggunakan 5 tahun dasar yaitu

tahun dasar 1960, 1973, 1983, 1993,

dan 2000. Perubahan struktur ekonomi

yang pesat selama tahun terakhir ini

telah mendorong untuk menggeser

penggunaan tahun dasar dari tahun

1993 menjadi 2000 dengan berbagai

alasan teknis yang mendasarinya.

Pada hakekatnya “perubahan tahun

dasar (re-bashing)” atau dalam istilah

lain disebut pula sebagai “re-

referrence” telah digunakan selama ini

dalam penghitungan PDB/PDRB dengan

suatu tahun yang dianggap

representatif. Hingga saat ini, tahun

dasar baru yang ditetapkan adalah

tahun 2000. Alasan teknis yang

melatarbelakangi penentuan tahun

tersebut adalah sebagai berikut:

(i) Karena cakupan terus

disempurnakan, dalam jangka

waktu tujuh tahun telah terjadi

perubahan struktur/bentuk

komoditas serta kombinasi harga

yang sangat signifikan. Perbaikan

cakupan terutama di sektor

pertanian (tabama dan

perkebunan). Perubahan komoditi

umumnya di sektor industri

pengolahan (elektronik/teknologi

informatika). Di sisi lain juga terjadi

perubahan dalam komposisi harga

antara sektor primer, sekunder dan

tersier.

(ii) Perkembangan ekonomi dunia

dalam kurun waktu 1993-2000

yang diwarnai oleh globalisasi

tentunya akan berpengaruh

kepada perekonomian domestik.

merampungkan penyusunan Tabel

Input Output Indonesia 2000. Tabel

I-O tersebut secara baku dipakai

sebagai basis bagi penyusunan

series baru penghitungan PDB baik

sektoral maupun penggunaan.

1.7 Changes in Base Year Calculating

GRDP

Calculation of Gross Domestic

Product (GDP) of Indonesia has been

using the 5 (five) year basis which is the

base year, 1960, 1973, 1983, 1993, and

2000. Rapid economic structural

changes during the last year has been

pushing to shift the use of the base year

from 1993 to 2000 with a variety of

technical reasons underlying it.

In effect the "change of base year

(re-bashing)" or in other terms also

referred to as "re-referrence" has been

used so far in the calculation of

GDP/GRDP with a year which is

considered representative. Until now,

the new base year was set in 2000.

Technical reasons underlying the

determination of the year are as

follows:

(i) Because the coverage continues to

be refined, in a period of seven

years has changed the structure /

form of commodities as well as

combinations of a very significant

price. Repair coverage especially in

the agricultural sector (food crops

and estate crops). Changes in

commodities generally in the

manufacturing (electronics /

information technology). On the

other hand there is a change in the

composition of price between the

primary sector, secondary and

tertiary.

(ii) )The development of world

economy in the period 1993-2000 is

certainly affect the domestic

economy. still in that period, in the

presence of mid-1997 economic

crisis also affected the changes in

the structure of the Indonesian

economy. In summary, it can be

stated that the economic structure

in 2000 was different from 1993. to

it, updating the base year

calculation of GDP from 1993 to

2000 to be needed so that the

estimation results GDP sectors as

well as its use is more realistic.

(iii) In 2000, the Central Bureau of

statistic has completed the

preparation of the Input Output

Tables Indonesia 2000. IO tables

are by default used as the basis for

the preparation of a new series of

GDP calculation by sectoral and

menggunakan tahun dasar yang

baru, yaitu tahun 2000.

Penyempurnaan metodologi

berikut perluasan cakupan

komoditinya akan menghasilkan

suatu series IHPB dan IHK baru

yang akan digunakan sebagai

deflator dalam penghitungan

estimasi PDB sektoral maupun

penggunaan. Sejalan dengan

pergeseran tahun dasar ke tahun

2000 diharapkan ke dua jenis

indeks harga tersebut dapat

mendukung langkah

penyempurnaan penghitungan

estimasi PDB ke depannya.

(viii) Ketersediaan data dasar (raw data)

baik harga maupun volume

(quantum) tahun 2000 secara rinci

pada masing-masing sektor

ekonomi relatif lebih lengkap dan

berkelanjutan dibandingkan

kondisi pada tahun 1993. Hal itu

dimungkinkan karena berbagai

Departemen/Kementrian maupun

Instansi Pemerintah lainnya juga

ikut membangun statistik bagi

keperluan perencanaan

sektoralnya masing-masing.

Dengan dukungan data-data yang

lebih lengkap dan terinci serta

berkesinambungan, diharapkan

estimasi PDB dengan tahun dasar

2000 dapat disusun lebih akurat

dan konsisten

Dengan alasan-alasan tersebut,

maka pertimbangan untuk mengganti

tahun dasar merupakan suatu

kebutuhan utama bagi penyempurnaan

penghitungan PDB maupun PDRB.

Tahap periode berikutnya, PDRB ADHK

akan menggunakan tahun dasar 2010.

1. Pertanian

Kegiatan sektor pertanian mencakup

segala pengusahaan dan pemanfaatan

benda/barang biologis (hidup) yang di

dapat dari alam untuk memenuhi

kebutuhan hidup atau usaha lainnya,

baik untuk kepentingan sendiri maupun

pihak lain. Kegiatan pertanian pada

umumnya meliputi usaha bercocok

tanam, pemeliharaan ternak,

penangkapan ikan dan pengambilan

hasil laut, penebangan kayu dan

pengambilan hasil hutan serta

perburuan binatang liar.

Sektor pertanian ini dirinci menjadi

beberapa sub sektor yaitu :

1.1 Tanaman Bahan Makanan

Sub sektor ini meliputi kegiatan

penyiapan dan pelaksanaan dan

pemanenan hasil-hasil pertanian

tanaman pangan seperti; padi, jagung,

ketela pohon, ketela rambat, kacang

tanah, kacang hijau, kacang kedelai,

buah-buahan dan sayur-sayuran.

1.2 Tanaman Perkebunan

Sub sektor Tanaman Perkebunan

meliputi tanaman perke-bunan rakyat

dan tanaman perkebunan besar.

Tanaman perkebunan rakyat adalah

suatu tanaman perkebunan yang

dilakukan oleh rakyat secara individu

dengan luas areal tanaman kurang dari

25 hektar. Tanaman perkebunan besar

adalah suatu usaha tanaman

perkebunan yang dilaksanakan oleh

perusa haan atau oleh rakyat yang luas

arealnya lebih besar atau sama dengan

25 hektar.

1.3 Kehutanan

Sub sektor ini meliputi usaha di areal

hutan berupa pene-bangan kayu,

pengambilan getah, daun, akar dan

kulit kayu, bambu, rotan, arang dan

perburuan binatang hutan, termasuk

juga kayu dan bambu yang berasal dari

areal non hutan seperti yang ditanam

petani di kebun atau di pekarangan

rumah.

1.4 Perternakan dan Hasil-hasilnya

Sub sektor ini meliputi usaha

pemeliharaan segala jenis ternak

(besar dan kecil) dan unggas baik

bertujuan untuk dikem-bangbiakkan,

dipotong dan diambil dagingnya

maupun untuk dimanfaatkan hasil-

hasilnya. Produksi ternak adalah;

jumlah ternak lahir ditambah dengan

pertambahan berat badan atau

penggemukan dan hasil-hasil ternak

lainnya seperti: telur, bulu. Akan tetapi

data pertambahan berat badan

memperkirakan produksi ternak

dilakukan dengan cara : (Jumlah

pemotongan + populasi akhir tahun –

populasi awal tahun + ekspor –

impor).

1.5 Perikanan

Sub sektor ini meliputi segala

pengusahaan perikanan yang

mencakup usaha penangkapan,

pengambilan maupun pemeliharaan

segala jenis ikan dan hasil-hasilnya baik

laut, di sungai maupun di air tawar.

Termasuk pengolahan sederhana

seperti pengasinan atau pengeringan

ikan yang dilakukan nelayan atau

rumah tangga.

Activities of the agricultural

sector includes all cultivation and

use of objects / items biological

1.4 Livestock and Its Product

Sektor ini meliputi usaha penggalian,

yang tersedia di dalam tanah, baik yang

berupa benda padat, benda cair

maupun gas. Sektor ini terdiri dari

kegiatan pertambangan minyak dan gas

bumi, pertambangan non migas dan

penggalian.

2.1 Minyak dan Gas Bumi

Kegiatan ini meliputi penambangan

minyak dan gas bumi baik yang

dilakukan di darat maupun di laut.

2.2 Non Migas

Kegiatan ini meliputi penambangan

non migas antara lain: emas, perak,

nikel, mangan, timah, tembaga, bauksit

dan mineral lainnya.

2.3 Penggalian

Kegiatan penggalian terdiri dari

penggalian sumber alam lainnya

antara lain; penggalian pasir, tanah liat,

kapur, kaolin, batu dan komoditi

lainnya.

3. Industri Pengolahan

Sektor ini meliputi usaha kegiatan

pengolahan bahan organik ataupun

anorganik menjadi produk baru yang

lebih tinggi mutunya, baik dilakukan

dengan tangan, mesin atau proses

kimiawi. Pembuatan atau

pengerjaannya dapat di proses melalui

mesin/pabrik ataupun rumah tangga.

Industri pengolahan dikelompokkan

menjadi migas yang terdiri dari industri

pengilangan minyak bumi dan gas alam

cair. Sedangkan industri tanpa migas

meliputi industri pengolahan di luar

migas, baik yang merupakan industri

besar/sedang, maupun industri kecil

dan rumah tangga. Industri ini dirinci

menjadi 2 digit ISIC (International

Standard Industry Classification).

3.1 Industri Migas

Kegiatan ini terdiri dari pengilangan

minyak bumi dan gas alam cair

sub sektor hotel dan restoran. Secara

rinci sub sektor tersebut adalah:

produksi yang dapat digunakan adalah

tidur, jumlah hotel atau tempat

penginapan, jumlah tenaga kerja, dan

jumlah tamu yang menginap.

seluler (ponsel).

8. Keuangan, persewaan dan Jasa

perusahaan

Sektor ini meliputi kegiatan

perbankan, lembaga keuangan bukan

bank, jasa penunjang keuangan, sewa

bangunan dan jasa perusahaan.

8.1 Bank

Sub sektor ini meliputi pemberian

jasa pelayanan di bidang keuangan

kepada pihak lain seperti; menerima

simpanan dalam bentuk giro dan

tabungan, pemberian pinjaman,

transfer/memindahkan rekening koran,

membeli dan menjual surat berharga,

memberi jaminan bank, menyewakan

tempat menyimpan barang-barang

berharga dan sebagainya.

8.2 Lembaga Keuangan Bukan Bank

Kegiatan lembaga keuangan bukan

bank, meliputi asuransi, koperasi,

pegadaian dan yayasan dana pensiun.

Kegiatan asuransi meliputi pelayanan

asuransi, baik asuransi jiwa seperti;

kebakaran, kecelakaan, kerusakan dan

sebagainya. Termasuk juga agen

perasuransian, jasa pelayanan

penanggung perasuransian, unit

pengatur dana pensiun yang berdiri

sendiri dan sebagainya.

8.3 Jasa Penunjang Keuangan

Meliputi jasa pelayanan bidang

keuangan seperti yang dilakukan

pada usaha pasar modal, bursa

Sub sektor ini meliputi pemberian

bangunan, arsitek dan teknik, jasa

periklanan, jasa persewaan mesin dan

peralatan. Yang termasuk dalam

penghitungan ini baru terbatas pada

kegiatan jasa hukum (advokat,

pengacara dan notaris) dan jasa

konsultan.

9. Jasa-jasa

9.1 Pemerintahan Umum

Sektor ini mencakup kegiatan

pemerintah umum dalam menyediakan

jasa pelayanan kepada masyarakat

yang tidak dapat dinilai secara ekonomi

misalnya dalam mengatur negara.

Kegiatan pemerintah sebagian besar

hasilnya digunakan oleh pemerintah

sendiri sebagai konsumen akhir.

Kegiatan pemerintah tersebut meliputi

baik pemerintah pusat (badan atau

lembaga tinggi negara, departemen,

lembaga non departemen dan unit-unit

lainnya yang berada di pusat, dinas

vertikal di daerah) maupun pemerintah

daerah (Tingkat I dan II) dan

pemerintah desa serta unit-unitnya.

Termasuk juga kegiatan pertahanan

dan keamanan negara/daerah.

9.2 Jasa Swasta

Kegiatan ini meliputi usaha

penyelenggaran pemberian jasa; antara

lain jasa pendidikan dan jasa

kesehatan, jasa hiburan dan

kebudayaan, jasa kemasyarakatan

lainnya dan jasa perorangan dan rumah

tangga.

9.2.1 Jasa Sosial Kemasyarakatan

Selama 2008-2011, PDRB Kabupaten

Aceh Timur ADHB dan ADHK

mengalami tren yang berfluktuasi

setiap tahun. Hal ini dapat dilihat pada

grafik 3.1 dan 3.2.

Tahun 2008, sembilan sektor

ekonomi di Kabupaten Aceh Timur

mampu menciptakan PDRB ADHK

sebesar 2,44 triliun rupiah dan

menurun hingga sebesar 2,37 triliun

rupiah di tahun 2009. Namun, terjadi

peningkatan nilai PDRB ADHK hingga di

tahun 2011 mencapai sebesar 2,48

triliun rupiah. Hal ini mengindikasikan

bahwa selama tahun 2011 telah terjadi

peningkatan produktivitas (output)

agregat sektor ekonomi di Kabupaten

Aceh Timur.

Atas dasar harga berlaku, fluktuasi

PDRB ADHB Kabupaten Aceh Timur

mencerminkan volatilitas pola

perkembangan nilai tambah dari 7,31

triliun rupiah di tahun 2008 hingga

terjadi peningkatan mencapai 7,09

triliun rupiah di tahun 2011. Hal ini

mengindikasikan bahwa selama tahun

2011 telah terjadi peningkatan

produktivitas yang diiringi juga

peningkatan harga komoditas agregat

sektor ekonomi.

3.1 Perkembangan PDRB

During 2008-2011, GRDP of East

Aceh Regency at current price and at

constant price experiencing a trend that

fluctuates every year. This is in

accordance with the conditions shown

in Figure 3.1 and 3.2

In 2008, nine sectors in East Aceh

regency was able to create GRDP at

constan prices amounting to 2.44

trillion rupiah and the decline of up to

2.37 trillion rupiah in 2009. However,

had been occurs an increase in the

value of GRDP at constan prices in 2011

to reach equal to 2.48 trillion rupiah.

This indicates that during the year 2011

has been an increase in productivity

(output) aggregate economic sector in

East Aceh Regency.

At current price, fluctuations of

experienced by the GRDP of East Aceh

Regency reflects the pattern volatility of

trend of value added from 7.31 trillion

rupiah in 2008 to an increase reached

7.09 trillion rupiah in 2011. This

indicates that during the year 2011 has

been accurs an increase in productivity

that also accompanied with increase in

commodity prices of economic sectors

aggregate.

Transformasi struktural atau

pergeseran struktur perekonomian

menarik untuk diamati, tujuannya

adalah sebagai ukuran kemajuan dan

keberhasilan pembangunan ekonomi

sektoral suatu daerah. Struktur

perekonomian dapat dilihat dari

distribusi kontribusi sektor-sektor

ekonomi terhadap total PDRB ADHB.

Grafik 3.2 menunjukkan kontribusi

sektor primer yang semakin menurun

dan diringi meningkatnya kontribusi

sektor sekunder dan tersier dari tahun

ke tahun yang mengindikasikan bahwa

terjadi transformasi struktural pada

perekonomian Kabupaten Aceh Timur.

Dengan kata lain, perekonomian

Kabupaten Aceh Timur semakin

“modern”.

Struktur perekonomian Kabupaten

Aceh Timur di tahun 2011 masih

dominan pada sektor primer (71,11

persen), yaitu sektor pertanian dan

sektor pertambangan dengan peranan

masing-masing sektor sebesar 33,27

persen dan 37,84 persen. Hal ini

menunjukkan bahwa basis

perekonomian (leading sector

penciptaan PDRB) di kabupaten Aceh

Timur ini adalah pada kedua sektor

tersebut (lihat grafik 3.3).

Structural transformation or moving

in economic structure is interesting to

be concerned, the goal is as a measure

of progress and success of sectoral

economic development of a region. The

structure of the economy can be seen

from the distribution (contribution /

share) of economic sectors to GRDP at

current price.

Graph 3.3 shows the contribution of

primary sector is declining and lacks the

increasing contribution of secondary

and tertiary sector from year to year

indicates that the structural

transformation occurs in the economy

of East Aceh district. In other words the

economy of East Aceh district more to

be "modern".

The economic structure of East Aceh

Regency in 2011 is still dominant in the

primary sector (71,11 percent) , ie

agriculture sector and mining sector

with the role of each sector by 33.27

percent and 37.84 percent. This

suggests that the economic base (the

creation of leading sector GDP) in East

Aceh district is on both of these sectors

(see graph 3.4).

Pertumbuhan ekonomi suatu

wilayah dari satu tahun ke tahun

dipantau menggunakan laju

pertumbuhan PDRB ADHK karena pada

ukuran tersebut faktor fluktuasi yang

disebabkan oleh perbedaan harga telah

dieliminasi. Pertumbuhan ekonomi

2008-2011 serta pertumbuhan riil

sektor ekonomi 2011 Kabupaten Aceh

Timur ditunjukkan pada grafik 3.5 dan

grafik 3.6.

Selama empat tahun terakhir,

pertumbuhan ekonomi Kabupaten

Aceh Timur melambat (bernilai negatif)

kecuali pada dua tahun terakhir. Di

tahun 2011, pertumbuhan ekonomi

tanpa migas sebesar 3,71 persen (lihat

grafik 3.5). Hal ini mengindikasikan

pada tahun tersebut terjadi

peningkatan produktivitas output

secara agregat. Kondisi ini juga dapat

dinilai sebagai salah satu ukuran

“keberhasilan” kinerja pembangunan

ekonomi di Kabupaten Aceh Timur di

tahun 2011.

Dilihat secara sektor, pertumbuhan

tertinggi terjadi pada sektor keuangan

yang tumbuh sebesar 14,85 persen

(lihat grafik 3.6). Pertumbuhan positif

terjadi pada seluruh sektor kecuali

sektor pertambangan dan penggalian

(minus 0,32 persen), sehingga

menjadikan perekonomian dengan

migas Kabupaten Aceh timur pada

tahun 2011 hanya mampu tumbuh

sebesar 2,33 persen.

Economic growth of a region from

one year to the GRDP growth rate is

monitored using at constant price

been eliminated. Economic growth in

2008-2011 and riil economic growth in

2011 of sectoral of economic of East

Aceh regency is shown in graph 3.5 and

graph 3.6.

Over the past four years, economic

growth slowed in East Aceh regency

(negative value) except in last of two

year. In 2011, economic growth without

oil and gas equal to 3,71 percent (see

graph 3.5). This indicates an increase in

the productivity of aggregate output.

This condition can be considered as one

measure of "success" of the

performance of economic development

in East Aceh Regency in 2011.

Seeing by sectoral, the highest

growth occur in the financial sector,

rental and business services which grew

by 14.85 percent (see graph 3.6).

Positive growth occurred in all sectors

except mining and quarrying sector

(minus 0,32 percent), so that making

economics with oil and gas of East Aceh

Regency in 2011 only could grew equal

to 2,33 percent.

Faktor harga termasuk salah satu

unsur penting dalam pembentukan

PDRB, tidak hanya untuk menghitung

PDRB atas dasar harga berlaku, lebih

dari itu ekspansifitas perubahan harga

juga memberikan implikasi tentang

situasi yang lebih dikenal dengan

“inflasi”. Laju implisit dikenal juga

sebagai “inflasi dari sisi produsen”.

Pada tahun 2011, inflasi yang terjadi

sebesar 4,42 persen. Hal ini dapat

diinterpretasikan bahwa secara agregat

harga produsen komoditas di tahun

2011 bernilai 1,0442 kali dari harga

tahun sebelumnya. Laju implisit tahun

2008 hingga 2011 dapat dilihat pada

grafik 3.7.

Di tahun 2011, pendapatan regional

per kapita dengan migas mencapai

18,02 juta rupiah setahun dan tanpa

migas hanya mencapai 11,35 juta

rupiah setahun. Laju pertumbuhan

pendapatan regional di tahun tersebut

sebesar 6,58 persen. Hal ini

mengindikasikan bahwa peningkatan

total nilai tambah secara signifikan

masih mampu sejalan dengan

The price factor is one important

element in the formation of GRDP, not

only for calculating the GRDP at current

prices, more than expansivity price

changes also have implications about

the situation knowns as “inflation” from

the producer side.

In 2011, the inflation of 4.42 percent.

This can be interpreted that in the

aggregate price of commodity

producers in the year 2011 1.0442

times the price of the previous year.

Implicit rate of 2008 to 2011 can be

seen in graph 3.7.

In 2011, per capita regional income

with oil and gas has reached 18.02

million rupiah a year and in condition

without oil and gas only reach equal to

11,35 million rupiah a year. The growth

rate of regional income in the year

amounted to 6.58 percent. This

indicates that the increase in total value

added is still able to significantly in line

with the increase in population can be

interpreted so that the economy of East

Aceh district residents getting "better"

(assuming gaps / disparities near zero

or in terms of equitable income

residents).

4.1. Pertanian

Sektor Pertanian merupakan leading

sektor (leading sektor kedua bila dikaji

dengan memasukkan migas; dan juga

leading sektor pertama bila tidak

memasukkan migas) yang secara

tradisionil memegang peranan strategis

dalam perekonomian Kabupaten Aceh

Timur. Patut dicermati bahwa kontribusi

sektor ini memiliki kecenderungan

meningkat dari 27,13 persen di tahun

2008 hingga sebesar 33,27 persen atau

sebesar 2,36 triliun rupiah di tahun 2011

(lihat grafik 4.1). Hal ini sejalan dengan

peranan Kabupaten Aceh Timur sebagai

salah satu sentral pertanian di Provinsi

Aceh terutama daerah pantai timur

Aceh.

Dilihat dari subsektor pendukungnya,

kontribusi subsektor tanaman bahan

makanan (tabama), subsektor

perikanan, subsektor perkebunan, dan

subsektor peternakan merupakan

empat subsektor yang memiliki

kontribusi yang besar (diatas lima

persen) dan menjadi mayoritas

pekerjaan penduduk kabupaten Aceh

Timur. Sedangkan subsektor kehutanan

berkontribusi relatif kecil sebesar 3,9

persen terhadap penciptaan PDRB

kabupaten Aceh Timur di tahun 2011.

Di tahun 2011, subsektor pendukung

sektor pertanian tumbuh positif kecuali

subsektor kehutanan. Perlambatan

ekonomi (pertumbuhan negatif) yang

terjadi pada subsektor kehutanan

menunjukkan penurunan produktifitas

output komoditi pada subsektor ini.

Namun, karena kontribusi subsektor ini

yang relatif kecil dibandingkan

subsektor pendukung lainnya pada

sektor pertanian menyebabkan sektor

pertanian tetap tumbuh positif sebesar

0,59 persen (lihat grafik 4.2).

Berdasarkan pertumbuhan riil, source

of growth (sumber pertumbuhan) pada

sektor pertanian adalah subsektor

tabama dengan pertumbuhan NTB

ADHK sebesar 0,76 persen. Namun

pertumbuhan produktifitas subsektor ini

belum bisa diartikan bahwa persediaan

(supply) komoditas pangan kabupaten

Aceh Timur sudah mencukupi

kebutuhan (demand) pangan

penduduknya, sehingga perlu dilakukan

kajian lebih komprehensif mengenai

ketahanan pangan domestik.

4.1 Agriculture

Agriculture sector is a leading sector

(the second sector leading when

assessed by including oil and gas, and

also the first leading sector when it is

not including oil and gas) which

traditionally play an strategic role in the

economy of East Aceh regency. Should

be observed that the contribution of this

sector has a tendency to increase from

27.13 percent in 2008 up by 33.27

percent or equal to 2.36 trillion rupiah in

2011 (see figure 4.1). This is consistent

with the role of East Aceh regency as

one of the centers of agriculture in the

province of Aceh, particularly the east

coast of Aceh.

Seen from the supporter subsectors,

the contribution of food crops subsector,

fishery subsector, estate crops

subsector, and livestocks subsector are

the four subsectors that have a large

contribution (higher than five percent)

and a majority of the work of East Aceh

regency population. While, the forestry

su-sector contributes is relatively small

equal to 3,9 percent of GRDP creation of

East Aceh regency in 2011.

In 2011, supporter subsectors of

agriculture sector has positive growth

except forestry subsector. Economic

slowdown (negative growth) that occurs

in the forestry subsector showed a

decline in productivity output of the

commodity this subsector. However, due

to the contribution of this subsector is

relatively small compared to other

subsectors in supporting the agriculture

sector led to the agriculture sector

remains has positive growth equal to

0.59 percent (see graph 4.2).

Based on real growth, source of

growth in the agricultural sector is food

crops subsector with growth rate of

gross value added (GVA) at 2000

constant price equal to 0.76 percent.

However, productivity growth in this

subsector can not be interpreted that

the inventory (supply) of food

commodities in East Aceh regency to be

sufficient need (demand) food people, so

it needs to be more comprehensive study

on domestic food endurance.


4.2 Pertambangan dan Penggalian

Pertambangan dan penggalian

merupakan salah satu sektor penting

bagi perekonomian Kabupaten Aceh

Timur, karena di dalamnya tergabung

beberapa produk bahan tambang

strategis, seperti; pertambangan

minyak, penggalian pasir, serta

penggalian bahan galian C lainnya.

Selain itu, sektor ini selalu

memberikan kontribusi yang relatif

besar (leading sektor pertama) dalam

pembentukan PDRB Kabupaten Aceh

Timur dengan migas. Pada tahun 2011,

kontribusi sektor ini sebesar 37,84

persen atau senilai 2,63 triliun rupiah

dengan kontribusi cenderung

mengalami penurunan bila

dibandingkan tahun sebelumnya yang

sebesar 38,99 persen (lihat grafik 4.3).

Kontribusi yang semakin menurun

di sektor ini mengindikasikan terjadi

transformasi struktural di Kabupaten

Aceh Timur. Atau dalam artian sektor-

sektor ekonomi lainnya semakin

memberikan peranan dalam agregat

perekonomian Kabupaten Aceh Timur.

Bila dikaji dari subsektor

pendukungnya, tahun 2011 kontribusi

subsektor pertambangan migas juga

mengalami trend kontribusi menurun

dibandingkan tahun-tahun sebelumnya,

dengan kontribusi di tahun terakhir

sebesar 37,05 persen. Sedangkan

subsektor penggalian berkontribusi

hanya sebesar 0,79 persen.

Pada tahun yang sama, sektor

pertambangan & penggalian di

Kabupaten Aceh Timur mengalami

pertumbuhan negatif sebesar minus

0,32 persen dimana subsektor

pertambangan migas tumbuh sebesar

minus 0,54 persen dan subsektor

penggalian tumbuh sebesar 4,89 persen

(lihat grafik 4.4).

Perlu diwaspadai bahwa komoditi

sektor pertambangan & penggalian ini

termasuk sumber daya alam yang tidak

dapat diperbaharui. Berarti suatu saat,

kontribusi sektor ini akan terus menurun

dan bahkan dapat langka (bahkan

habis). Selain itu, keberadaan sektor ini

erat kaitannya dengan dampak

kerusakan lingkungan yang terjadi,

sehingga para pengusaha dan

pemerintah perlu mengkaji analisis

mengenai dampak lingkungan (“amdal”)

agar eksploitasi terhadap komoditi

sektor ini masih dapat dilakukan dalam

jangka panjang.

4.2 Mining and Quarrying

Mining and quarrying is one

important sector for the economy of

East Aceh regency, because it

incorporated some of the products of

strategic minerals, such as oil mining,

quarrying of sand, as well as other C

mineral excavation.

Beside that, this sector has always

contributed a relatively large (the first

leading sector) in GRDP creation of East

Aceh regency with oil and gas. In 2011,

this sector's contribution equal to 37.84

percent or 2.63 trillion rupiah worth of

the contributions trend to decrease

when compared to the previous year

which equal to 38,99 percent (see

graph 4.3). Diminishing contribution of

this sector indicates a structural

transformation occurred in East Aceh

regency. Or in terms of other economic

sectors increasingly provide a role in the

aggregate economy of East Aceh

regency.

When examined from the supporter

subsectors, in 2011 contributed oil and

gas mining subsector also experienced

a trend of declining contributions

compared to previous years, with

contributions in the last years equal to

37.05 percent. While quarrying

subsector contributed only equal to

0.79 percent.

In the same year, the mining &

quarrying sector in East Aceh Regency

had negative grew by minus o,32 per

cent where the oil and gas mining

subsector grew by minus 0,54 percent

and quarrying subsector grew by 4.89

percent (see graph 4.4).

Require to be aware that the

commodity of this mining & quarrying

sector including of natural resources

which can not be improved. Mean in a

moment, contribution of this sector will

continue to decline and can even be

rare (even rareness). Besides that, the

existence of this sector is closely related

to the impact of environmental damage

that occurs, so that the enterpreneurs

and the government needs to assess

the environmental about impact

assessment ("EAIA") so that the

exploitation of commodity of this sector

is still to be done in the long run time.

4.3. Industri Pengolahan

Sektor ini dibagi dalam dua kelompok

subsektor yaitu industri migas dan

industri tanpa migas. Sub sektor industri

migas terbagi lagi menjadi;

(i) pengilangan minyak bumi, dan (ii)

pengilangan gas alam cair. Kedua

kelompok subsektor ini belum ada di

Kabupaten Aceh Timur, sehingga NTB

subsektor ini adalah nol.

Subsektor industri tanpa migas

terbagi atas sembilan (lihat tabel 1.1).

Namun, di kabupaten Aceh Timur ada

lima subsektor yang tidak ada aktifitas

ekonominya sehingga kontribusi dan

laju pertumbuhannya adalah nol, yaitu

tekstil, barang dari kulit dan alas kaki;

semen & bahan galian bukan logam;

logam dasar besi dan baja; alat

angkutan, mesin & peralatannya; serta

barang industri lainnya.

Selama empat tahun terakhir,

subsektor industri makanan, minuman,

dan tembakau serta subsektor barang

dari kayu merupakan pendukung

terbesar dalam sektor ini dengan

kontribusi di tahun terakhir sebesar 2,22

persen dan 0,67 persen. Subsektor

pupuk kimia & barang dari karet serta

subsektor kertas & barang cetakan di

tahun 2011 berkontribusi sebesar 0,23

persen dan 0,04 persen (lihat grafik 4.5).

Di tahun 2011, subsektor industri

kertas dan barang cetakan tumbuh

paling tinggi yaitu sebesar 4,84 persen.

Sedangkan, pertumbuhan terendah

terjadi pada subsektor barang kayu &

hasil hutan lainnya yaitu sebesar 1,37

persen (lihat grafik 4.6).

Diantara sembilan sektor ekonomi,

kinerja sektor ini seringkali dikaitkan

dengan kemajuan perekonomian suatu

kawasan karena pengaruh sektor ini

terhadap perkembangan sektor

ekonomi lainnya. Dari sisi input, sektor

ini membutuhkan bahan baku dari

output sektor lain, sedangkan dari sisi

output, hasil produksi dari sektor ini

akan digunakan oleh sektor lainnya.

Ditinjau dari sisi tenaga kerja, maka

sektor ini menyerap tenaga kerja yang

relatif lebih banyak dibanding sektor

lainnya. Sejalan dengan hal-hal tersebut

maka upaya-upaya dalam

pengembangan sektor industri harus

didukung penuh (seperti; pemberian

bantuan modal, kemudahan prosedur

izin usaha, bantuan pemasaran , dan

sebagainya).

4.3. Manufacturing Industry

This sector is divided into two sub-

groups that is oil and gas industry and

without oil and gas industry. Oil and gas

industry subsector are subdivided into:

(i) petroleum refining, and (ii) liquefied

natural gas refining. Both groups of this

subsector does not exist in East Aceh

regency, therefore, the gross value

added in this subsector is zero.

Without oil and gas industry

subsector is divided into nine (see table

1.1). However, in East Aceh regency

there are five subsectors that do not

exist so that the contribution of

economic activity and the growth rate is

zero, that is textile, leather goods and

footwear; cement & non-metallic

minerals; base metals iron and steel;

transportation appliance, machinery &

equipment; and other industrial goods.

Over the past four years, the industry

subsectors of food, beverages, and

tobacco and also subsector of products

of wood is the biggest supporter in this

sector with contribution in the last years

amounting to 2.22 percent and 0.67

percent. Subsector of fertilizers, chemical

and rubber goods, and also paper &

printed matter subsector in 2011,

contribute for 0.23 percent and 0.04

percent (see graph 4.5).

In 2011, the industry subsectors of

paper & printed matter grew highest

that is equal to 4.84 percent. However,

the lowest growth occur at the subsector

of timber & other forest products that is

equal to 1.37 percent (see graph 4.6)

Among the nine economic, the

performance of this sector is often

associated with the advancement of the

economy of a region because of the

influence of this sector to the

development of other economic sectors.

From the input side, this sector requires

raw materials from the output of other

sectors, while from the output side, the

result of production of this sector will be

used by other sectors.

Viewed from the labor side, hence

this sector permeate labour which

relative more compared to other sector.

In line with the things hence efforts in

development of industrial sector have to

be supported by full (like; giving of

capital aid, amenity of permit

proceduret, marketing aid, etcetera).

4.4 Listrik, Gas dan Air Bersih

Subsektor listrik meliputi

pembangkitan tenaga listrik dan

pengoperasian jaringan distribusi guna

penyaluran listrik, untuk dijual kepada

konsumen, baik oleh PLN maupun

bukan PLN (genset pemda, genset desa,

dsb). Termasuk juga disini listrik yang

dibangkitkan oleh sektor lain seperti;

industri, jasa-jasa yang dijual kepada

pihak lain yang datanya dapat

dipisahkan.

Kegiatan sektor ini merupakan

penunjang seluruh kegiatan ekonomi.

Pada sektor ini hanya ada dua

subsektor yang ada kegiatan

ekonominya di Kabupaten Aceh Timur

yaitu subsektor listrik dan subsektor air

bersih. Sedangkan subsektor gas tidak

ada kegiatan ekonominya sehingga nilai

tambah, kontribusi, dan pertumbuhan

subsektor gas adalah nol.

Kontribusi sektor ini selama kurun

waktu empat tahun terakhir semakin

meningkat dari sebesar 0,19 persen di

tahun 2008 hingga sebesar 0,45 persen

di tahun 2011 atau dengan NTB sebesar

31,54 milyar rupiah (lihat grafik 4.7).

Kecilnya kontribusi sektor ini dapat

berdampak negatif terhadap iklim

usaha dan penanaman modal asing

(PMA) maupun penanaman modal

daerah (PMD).

Dilihat secara spesifik, kontribusi

sektor ini paling utama didukung oleh

subsektor listrik. Hal ini disebabkan

aktifitas ekonomi di subsektor air

bersih sangatlah kecil hingga di tahun

2011 hanya mencapai 0,0039 persen,

sehingga NTB, kontribusi, dan

pertumbuhan subsektor ini relatif

belum berpengaruh signifikan bagi

sektor listrik, gas, dan air bersih (LGA).

Laju pertumbuhan sektor LGA di

tahun 2011 tumbuh positif sebesar 9,24

persen, diikuti subsektor

pendukungnya yaitu subsektor listrik

tumbuh sebesar 9,28 persen dan sub

sektor air bersih tumbuh sebesar 2,93

persen (lihat grafik 4.8). Pertumbuhan

positif ini belum cukup untuk

mengindikasikan masalah kerawanan

krisis listrik sudah dapat diatasi,

faktanya penduduk di Kabupaten Aceh

Timur belum seluruhnya dapat

menikmati fasilitas listrik.

4.4 Electricity, Gas, and Water

Electricity subsectors include power

generation and operation of

distribution networks for electricity

distribution, to be sold to consumers,

either by company of state electrics

(CSE) or non-CSE (local government

power station, village power station,

etc.). Included here are also electricity

generated by other sectors such as

industry, services sold to other parties

which the data can be separated.

Activities of this sector is supporting

all economic activities. In this sector

only two existing subsectors which had

economic activity in East Aceh regency

of electricity subsectors and subsectors

of clean water. While the gas subsector

do not have its economic activities so

that the value added, contribution, and

growth of gas subsector is zero.

The contribution of this sector over

the past four years has been increasing

by 0.19 percent in 2008 to 0.45 percent

in 2011 or with gross value added equal

to 231,54 billion rupiah (see graph 4.7).

The so small contribution of this sector

can be negatively impact for the

business climate and investment, both

foreign and local investment.

Seen specifically, the most major

contribution of this sector is supported

by electricity subsector. This is due to

the economic activity in the water

subsector is very small until in 2011

only reached 0.0039 percent, so that

the Gross Value Added, contributions,

and the growth of this subsector

relatively not yet provide a significant

role for the sector of electricity, gas,

and water (EGW).

The rate of growth of this sector in

2011 is grew positively equal to 9.24

percent, followed by supporter

subsector that is the electricity

subsector grew by 9,28 percent and

water subsector grew by 2,93 percent

(see graph 4.8). grew positively is not

enough to indicate insecurity electricity

crisis have been overcome, the fact that

residents in East Aceh regency was not

fully able to enjoy the facility of

electricity.

4.5 Bangunan

Karakteristik sektor bangunan sedikit

berbeda dengan sektor lainnya, karena

output yang dihasilkan berupa nilai

pekerjaan konstruksi. Sebagian besar

output sektor ini digolongkan pada

komponen permintaan akhir yakni

pembentukan modal tetap sebagai

barang modal.

Sebagai sektor sekunder, sektor

bangunan juga tergabung ke dalam

infrastruktur pembangunan fisik. Dalam

empat tahun terakhir, pertumbuhan

sektor bangunan selalu tumbuh positif

berkisar diatas lima persen (lihat grafik

4.10). Di tahun 2011 sektor ini mampu

tumbuh sebesar 8,2 persen sehingga

menjadikan NTB ADHB sektor ini pada

tahun tersebut mencapai 364,63 milyar

rupiah.

Pola pertumbuhan sektor konstruksi

yang selalu tumbuh positif menjadikan

trend kontribusi sektor ini meningkat

tiap tahunnya seiring dengan pola

pertumbuhannya. Dari sembilan sektor

ekonomi di tahun 2011, sektor

bangunan menjadi kontributor terbesar

keenam dalam hal penciptaan PDRB

ADHB setelah sektor pertambangan

dan penggalian, sektor pertanian,

sektor perdagangan, hotel dan

restoran, sektor pengangkutan dan

komunikasi, dan sektor jasa-jasa.

Kontribusi yang mampu diberikan

oleh sektor bangunan pada tahun 2008

adalah sebesar 1,95 persen atau

sebesar 142,33 milyar rupiah dan

meningkat di tahun berikutnya hingga

sebesar 3,2 persen atau sebesar 195,38

milyar rupiah. Sedangkan di tahun

terakhir, sektor ini mampu memberikan

kontribusi sebesar 5,15 persen atau

sebesar 364,63 milyar rupiah (lihat

grafik 4.9).

Keadaan ini merupakan cerminan

ukuran keberhasilan dan juga indikator

pembangunan yang harus terus

digalakkan oleh pemerintah daerah

(pemda) kabupaten Aceh Timur. Target

utamanya yaitu pembangunan sarana

dan prasarana, baik itu sarana dan

prasarana perhubungan (jalan dan

jembatan) maupun pembangunan

gedung kantor pemerintah dan gedung

kantor swasta, tempat tinggal,

termasuk juga kegiatan sub konstruksi

seperti pemasangan instalasi listrik,

saluran telepon, alat pendingin,

pembuatan saluran air dan sebagainya.

4.5 Bangunan

Characteristics of the construction

sector with is slightly different than the

other sectors, since the resulting output

value of construction work. Most of the

output of this sector is classified in the

final demand components that is fixed

capital formation as capital goods.

As the secondary sector,

construction sector is also incorporated

into the physical development

infrastructure. In the past four years,

growth in construction sector is always

grew positively above five percent

range, (see graph 4.10). In 2011 this

sector grew by 8.2 percent capable of

making gross value added at current

prices of this sector for the year reached

364.63 billion rupiah.

The pattern of growth of

construction sector which is always

positively growth trend to make this

sector's contribution increased as

annually. From the nine economic

sectors in 2011, the construction sector

became the sixth largest contributor of

the creation of GRDP at current prices

after the mining and quarrying sector,

agricultural sector, trade, hotels and

restaurants sector, transport and

communications sector and services

sector.

Contribution that can be given by the

construction sector in 2008 is equal to

1,95 percent or equal to 142,33 billion

rupiah and increasing in the next year

until it reaches 3,2 percent or equal to

195,38 billion rupiah. While, in the last

year, this sector can give contribution

equal to 5,15 percent or equal to

364.63 billion rupiah (see graph 4.9).

This situation is a reflection of the

success measures and also indicators of

development that should continue to be

encouraged by local government of

East Aceh regency. Especially goals are

developing facilities and infrastructure,

both facilities and infrastructure of

transportation (roads and bridges) as

well as the construction of government

office buildings and private office

buildings, residence, including sub-

construction activities such as building

of electrical installation, telephone

lines, equipment cooling, making the

channel water etc.

4.6 Perdagangan, Hotel dan Restoran

Sektor Perdagangan, Hotel dan

Restoran merupakan salah satu sektor

pada sektor tersier dengan kontribusi

terbesar dibandingkan sektor tersier

lainnya. Kontribusi yang relatif besar ini

menjadikan sektor perdagangan, hotel,

dan restoran sebagai kontributor

terbesar ketiga terhadap pembentukan

PDRB ADHB kabupaten Aceh Timur

setelah sektor pertambangan dan sektor

pertanian (lihat tabel 5.3).

Trend kontribusi sektor ini selama

empat tahun terakhir berkisar diatas

empat persen (lihat grafik 4.11). Dilihat

dari subsektor pendukungnya,

subsektor perdagangan besar dan

eceran memberikan kontribusi terbesar.

Di tahun 2011, kontribusi subsektor

perdagangan besar dan eceran adalah

sebesar 5,73 persen atau sebesar

restoran berkontribusi sebesar 0,22

persen atau sebesar 15,32 milyar

rupiah. Sedangkan subsektor hotel

berkontribusi terkecil sebesar 0,0024

persen atau sebesar 171,34 juta rupiah.

Pada tahun 2011, sektor ini mampu

tumbuh sebesar 9,73 persen dengan

sumber pertumbuhan riil (riil source of

growth/”pencipta peningkatan NTB

ADHK terbesar”) berasal dari subsektor

perdagangan besar dan eceran dimana

pertumbuhannya mencapai 9,71

persen (lihat grafik 4.12). Kegiatan

perdagangan merupakan sektor

penunjang dari sektor ekonomi

penghasil barang, sehingga gerak

pertumbuhannya mengindikasikan

permintaan atas output sektor primer

dan sekunder meningkat.

Sementara itu, subsektor hotel dan

subsektor restoran juga tumbuh positif

sebesar 6,33 persen dan 10,19 persen.

Perlu diingat bahwa kedua sektor ini

merupakan sektor pendukung bagi

kegiatan pariwisata. Sehingga, untuk

mewujudkan rencana pembangunan

daerah dalam hal mengembangkan

kegiatan pariwisata harus dibenahi

terlebih dahulu kedua subsektor

tersebut secara komprehensif dan

berorientasi padat karya (pemanfaatan

local content yang optimal sehingga

dapat memberikan dampak positif

dalam hal penciptaan lapangan

pekerjaan serta retribusi daerah).

4.6 Trade, Hotel and Restaurant

Trade, Hotel and Restaurant sector is one of the sectors in the tertiary sector with the largest contribution compared to other tertiary sectors. This contribution which relative high making trade, hotels, and restaurants sector as the third largest contributor to the formation of GRDP at current prices in East Aceh regency after the mining sector and agricultural sectors (see table 5.3).

Trend of contribution of this sector

during the last four years ranged over

four percent (see graph 4.11). Judging

from its supporter subsectors,

wholesale and retail trade subsector

contributes the largest. In 2011, the

contribution of wholesale and retail

trade subsector amounted to 5.73

percent or 405.96 billion rupiah.

Restaurant subsector contributed by

0.22 percent or 15.32 billion rupiah.

While the hotel subsector contributes

the smallest equal to 0.0024 percent or

171,34 million rupiah.

In 2011, this sector was able to grow

by 9.73 percent with the real source of

growth ("the largest creator of the

increase in value added at constant

prices") comes from the wholesale and

retail trade subsectors where growth

reached 9.71 percent (see graph 4.12).

Trading activity is supporter sector from

the goods-producing economic sector,

so the motion of its growth indicates

demand for primary and secondary

sector output increased.

Meanwhile, the hotel subsector and

restaurant subsector also grew

positively equal to 6.33 percent and

10.19 percent. Important to remember.

that these two sectors are supporter

sectors for tourism activities. Thus, to

achieve regional development plans in

terms of developing tourism activities

should be corrected at first that two

subsectors as comprehensively and

oriented by labor intensive (the optimal

utilization of local content so that can

provide a positive impact in terms of job

creation and levies).

4.7 Pengangkutan dan Komunikasi

Sektor pengangkutan dan komunikasi

didukung oleh 2 subsektor utama yaitu

subsektor pengangkutan, dan subsektor

komunikasi. Subsektor pengangkutan

terdiri atas angkutan kereta api,

angkutan udara, angkutan jalan raya

(AJR), angkutan laut (AL), angkutan

sungai, danau dan penyeberangan

(ASDP), jasa penunjang angkutan (JPA).

Angkutan kereta api hanya dijumpai di

Jawa dan Sumatera yang secara

keseluruhan dikelola oleh Perusahaan

Umum Kereta Api (Perumka). Hal ini

berbeda dengan angkutan udara yang

dijalankan oleh beberapa

perusahaan/maskapai penerbangan.

Khusus untuk subsektor komunikasi,

kegiatan utama terdiri atas dua

subkegiatan yaitu pos, giro dan

telekomunikasi (POSTEL), dan jasa

penunjang telekomunikasi (JPT).

Kontribusi sektor pengangkutan &

komunikasi relatif kecil yakni hanya

sebesar 2,71 persen atau sebesar

197,77 milyar rupiah di tahun 2008 dan

semakin meningkat hingga sebesar 5,71

persen atau sebesar 404,31 milyar

rupiah di tahun 2011 (lihat grafik 4.13).

Selama setahun terakhir, subsektor

pengangkutan menyumbang kontribusi

sebesar 5,21 persen, sedangkan

subsektor komunikasi hanya

menyumbang sebesar 0,5 persen. Di

tahun tersebut, pada subsektor

pengangkutan ; angkutan jalan raya

merupakan kontributor terbesar

dengan kontribusi sebesar 5,07 persen.

Sedangkan, pada subsektor komunikasi ;

pos, giro dan telekomunikasi yang

menjadi kontributor terbesar dengan

kontribusi sebesar 0,43 persen (lihat

tabel 5.3).

Perlu dicermati, pertumbuhan

sektor ini cukup signifikan dalam

mendorong aktifitas ekonomi dalam hal

kelancaran arus barang dan jasa.. Laju

pertumbuhan sektor pengangkutan &

komunikasi pada tahun 2011 adalah

sebesar 9,33 persen dimana subsektor

pengangkutan tumbuh sebesar 9,42

persen dan subsektor komunikasi

tumbuh sebesar 8,7 persen. Angkutan

jalan raya; ASDP; jasa penunjang

angkutan,; pos, giro & telekomunikasi;

serta jasa penunjang komunikasi

tumbuh masing-masing sebesar 9,64

persen; 4,47 persen; 2,98 persen; 8,96

persen; serta 6,68 persen (lihat grafik

4.14).

4.7 Transport and Communication

Transport and communication sector

is supported by two main subsectors

that is transport subsector, and

communication subsector. Transport

subsector consist of rail transport, air

transport, road transport, sea

transport, river, lake and ferry

transport, services allied to transport.

Rail transport is only found in Java and

Sumatra as a whole is managed by the

Railway Company. This is different from

air transport which is run by some

companies / airlines. Especially for the

communication subsector, the main

activity consists of two sub-activity that

is post, giro and telecomunication, and

services allied to communication.

The Contribution of transport &

communication sector is relatively small

that is only equal to 2,71 percent or

197.77 billion rupiah in the year 2008

and increasing by up to 5.71 percent or

404,31 billion rupiah in the year 2011

(see graph 4.13). Over the one last year,

the transport subsector contributing

equal to 5,21 percent, while the

communication subsector only

contributing equal to 0.5 percent. In

that year, in the transport subsector:

road transport is the largest contributor

with a contribution equal to 5,07

percent. While, in the communication

subsector; post, giro and

telecommunication which became the

largest contributor with contributions

equal to 0.43 percent (see table 5.3).

Require to be concern, the growth of

this sector is quite significant in terms

of encouraging economic activity in the

fluency of flow of goods and services.

The rate of growth in transport and

communication sector in 2011

amounted to 9,33 percent where the

transport subsector grew by 9,42

percent. Road transport; rivers, lakes

and ferry transport; services allied to

transport; post, giro and

telecommunications; and also services

allied to communication which each

grew by 9,64 percent ; 4,47 percent;

2.98 percent; 8,96 percent; and also

6.68 percent (see graph 4.14).

4.8 Keuangan, Sewa Bangunan & Jasa

Perusahaan (K.Sb.Jp)

Kegiatan di sektor ini mencakup bank

dan lembaga keuangan lainnya

termasuk usaha perbankan dan

moneter, lembaga keuangan bukan

bank, dan jasa penunjang lembaga

keuangan. Untuk usaha perbankan dan

moneter ditinjau dari fungsinya terdiri

atas bank sentral, bank umum, bank

devisa, bank pembangunan, serta

termasuk juga bank desa. Sedangkan

ditinjau dari kepemilikannya dibedakan

menjadi bank pemerintah, swasta

nasional, dan bank asing.

Sektor ini disebut juga sektor

finansial, karena pada umumnya

kegiatan utamanya berkaitan dengan

pengelolaan keuangan. Kontribusi

sektor ini selama empat tahun terakhir

berkisar dari 1,35 persen hingga

sebesar 3,34 persen (lihat grafik 4.15).

Di tahun 2011, kontributor terbesar

dari sektor ini adalah subsektor bank

dengan nilai 187,16 milyar rupiah atau

2,64 persen dari total PDRB. Sementara

subsektor lainnya yang terdapat dalam

sektor ini hanya menyumbang sekitar

0,7 persen.

Laju pertumbuhan sektor ini pada

tahun 2011 adalah sebesar 14,85

persen dengan masing-masing

subsektor di dalamnya mengalami

pertumbuhan positif (lihat grafik 4.16).

Subsektor bank dan subsektor lembaga

keuangan bukan bank (LKBB) masing-

masing tumbuh sebesar 20,29 persen

dan 9,45 persen, sehingga menjadikan

kedua subsektor tersebut pertumbuhan

tertinggi (leading growth) diantara

subsektor penunjang pada sektor

keuangan, sewa, dan jasa perusahaan.

Pertumbuhan pada kedua subsektor

tersebut mengindikasikan kemajuan

transaksi keuangan yang terjadi pada

lembaga keuangan yang ada di

kabupaten Aceh Timur.

Sedangkan, subsektor sewa

bangunan dan jasa perusahaan masing-

masing tumbuh sebesar 2,15 persen

dan 3,18 persen. Kondisi ini

mengindikasikan bahwa kedua

subsektor ini masih memberikan

peranan bagi pertumbuhan sektor

induknya, serta mengindikasikan

kebutuhan “penduduk” Aceh Timur

terhadap sewa bangunan (kontrakan,

ruko, dsb) di tahun tersebut masih

relatif tinggi.

4.8 Financial, Real Estate, and Company

Service (F.Re.Cs.)

Activities in this sector includes

banks and other financial institutions

including banking and monetary, non-

bank financial institutions (NBFI), and

services allied to finance. For the

business of banking and monetary

terms of the function consists of a

central bank, public banks, foreign

exchange banks, development banks,

including village banks. While the terms

of its holdings are divided into

government banks, national private and

foreign banks

This sector is also called the financial

sector, because in general the main

activities related to financial

management. The contribution of this

sector during the last four years ranged

from 1.35 percent up at 3.34 percent

(see graph 4.15). In 2011, the largest

contributor of this sector is bank

subsector with a value of 187,16 billion

rupiah, or 2.64 percent of total GRDP.

While other subsectors contained in this

sector accounted for only about 0.7

percent.

The growth rate of this sector in

2011 amounted to 14.85 percent, with

each subsector in which experienced

grew positively (see graph 4.16). Bank

subsector and non-bank financial

institutions subsector respectively grew

by 20.29 percent and 9.45 percent, so

that making the two subsectors of the

highest growth (leading growth)

between the supporter subsectors in

the financial, real estate, and company

services sector. Growth in both

subsectors, indicating the progress of

financial transactions that occur on the

existing financial institutions in East

Aceh regency.

While, the real estate subsector and

company services subsector each grew

by 2.15 percent and 3.18 percent. This

condition indicates that both subsector

is still giving its parent role for the

growth of the sector, and indicates the

need for East Aceh “residents” to rent

the building (rented, shop, etc.) in the

year is still relatively high.

4.9 Jasa-jasa

Sektor jasa-jasa terdiri dari dua

subsektor, yaitu subsektor jasa

pemerintahan umum dan subsektor

jasa swasta. Subsektor jasa

pemerintahan umum terdiri atas

kegiatan administrasi pemerintah &

pertahanan, dan jasa pemerintah

lainnya. Sedangkan subsektor jasa

swasta terdiri dari kegiatan sosial

kemasyarakatan, hiburan & rekreasi,

perorangan & rumah tangga.

Sektor jasa-jasa merupakan

kontributor terbesar kelima dari

sembilan sektor pembentuk PDRB

kabupaten Aceh Timur. Selama empat

tahun terakhir kontribusi sektor ini

cenderung meningkat dari 3,57 persen

di tahun 2008 hingga 5,15 persen atau

sebesar 365,03 milyar rupiah di tahun

2011.

Subsektor jasa pemerintahan umum

merupakan kontributor terbesar

penciptaan NTB pada sektor jasa-jasa.

Kontribusi subsektor jasa pemerintahan

umum memiliki pola perkembangan

yang sama dengan sektor jasa-jasa yang

fluktuasinya dari sebesar 3,22 persen

atau sebesar 235,4 milyar rupiah di

tahun 2008 hingga 4,73 persen atau

334,96 milyar rupiah di tahun 2011.

Demikian juga kondisi pada

subsektor jasa swasta, pola kontribusi

pada subsektor ini cenderung

berfluktuasi tiap tahunnya dari 0,35

persen atau sebesar 25,4 milyar rupiah

ditahun 2008 hingga 0,42 persen atau

sebesar 30,07 milyar rupiah di tahun

2011.

Dilihat dari uraian kegiatan pada

subsektor ini, maka kontributor

terbesar dalam pembentukan NTB

berasal dari kegiatan jasa sosial

kemasyarakatan dengan kontribusi di

tahun 2011 sebesar 0,3 persen atau

21,19 milyar rupiah (lihat grafik 4.17).

Laju pertumbuhan sektor jasa-jasa

dan subsektor pendukungnya di tahun

2011 semuanya tumbuh positif. Bahkan

pertumbuhan kegiatan ekonomi

penunjang tiap subsektor juga tumbuh

positif. Besaran pertumbuhan pada

subsektor pemerintahan umum dan

subsektor swasta di tahun tersebut

masing-masing sebesar 2,87 persen dan

4,21 persen, sehingga NTB ADHK sektor

ini di tahun terakhir mengalami

peningkatan sebesar 3,14 persen.

4.9 Services

Services sector consists of two

subsectors, that is general government

services subsector and private services

subsector. General government services

subsectors consists of government

administrative & defense activities, and

other government services. While

private services subsector consists of

social activities, entertainment &

recreation, personal & household.

Services sector is the fourth largest

contributor of the nine sectors instead

of GRDP-forming in East Aceh regency.

Over the last four years, this sector's

contribution tends to increase from

3.57 percent in the year 2008 up to 5,15

percent or equal to 365.03 billion

rupiah in 2011 (see graph 4.17)

General government services

subsector is the largest contributor to

the creation of gross value added (GVA)

in the services sector. Contribution of

general government services subsector

has a pattern of development similar to

the services sector which to fluctuate by

from 3.22 percent or equal to 235.4

billion rupiah in the year 2008 up to

4.73 percent or equal to 334,96 billion

rupiah in 2011.

Also similarly, conditions in the

private services subsector, the pattern

of contribution on this subsector tends

to fluctuate each year from 0.35

percent or 25.4 billion rupiah in 2008 to

0.42 percent or 30,07 billion rupiah in

2011.

Judging from the description of the

activities in this subsector, the largest

contributor in the formation of gross

value added coming from social service

activities with a contribution in the year

2011 by 0.3 percent or equal to 21.19

billion rupiah (see table 5.3).

The growth rate of services sector

and supporter subsectors in 2011 are all

grew positively. Even the growth of

economic activity supporting each

subsector is also grew positively.

Magnitude of growth in general

government subsector and private

subsector in that year each grew by

2,87 percent and 4.21 percent, so the

value added at constant prices of this

sector in recent years increased by 3.14

percent.
