Analysis of 1st List of Candidates for Karnataka 2013 Assembly Elections (BJP and INC)

Karnataka Election Watch (KEW) is a statewide network of non political, non partisan citizens and citizen organization. Nearly all the Districts of Karnataka

are represented in this. There are also several eminent persons who are guiding and supporting this work on electoral reforms, improving democracy and

governance in India. KEW has been monitoring the candidates for the 2013 Karnataka Assembly Election declared by political parties. Association for

Democratic Reforms (ADR) and Karnataka Election Watch (KEW) looked at the first lists declared by various political parties and checked the records of

these candidates with the affidavits submitted by them during the last assembly election. A brief analysis of financial, criminal and other background details

of Contesting Candidates in the upcoming elections has been carried out by the Karnataka Election Watch.

For this analysis, Karnataka Election Watch would like to thank and acknowledge the data provided by various citizen led groups like the Karnataka

Social Watch which is part of the Social Watch India for their Karnataka Social Watch Report – 2012, DAKSH, Child Rights Trust and KCRO-Karnataka

Child Rights Observatory (Performance of Legislators 2008 – 2012, Attendance of Legislators, Questions asked by Legislators) and all are volunteers.

In the 1st list of candidates:

140 Candidates declared by BJP for Karnataka 2013 Elections

177 Candidates declared by INC for Karnataka 2013 Elections

Please note that the analysis of financial and criminal records, if any, is based on affidavits filed by candidates in 2008. Subsequently, some

MLAs or candidates may have resigned or changed parties. Information on the latest status regarding assets and liabilities, as well as

criminal charges if any, will be released after all nominations are filed. However, information they filed in 2008 is analyzed and presented

below.


A total of 317 candidates have been announced by the two major parties, the BJP and INC, in their 1st list of candidates.

Affidavits from previous assembly elections in 2008 were available for 85 out of 140 candidates from BJP and 109 out of 177 candidates from INC.

In total 194 out of 317 affidavits of candidates announced in the 1st list from BJP and INC were available and analyzed.

130 out of the 317 or 41% candidates announced in the 1st list by BJP and INC are recontesting MLAs from the current assembly. The remaining 64

who are re-contesting did not win last time.

72 out of the 140 or 51% candidates announced in the 1st list from BJP are MLAs in the current Karnataka Assembly and are recontesting elections.

From INC 58 out of 177 or 33% candidates announced in the 1st list are recontesting MLAs

A total of 40 out of 194 or 21% candidates whose affidavits were available from previous elections have declared criminal cases against

themselves1.

BJP have 24 out of 85 or 28% and INC have 16 out of 109 or 15% candidates who have declared criminal cases in their previous affidavits.

16 candidates have declared serious criminal charges in their last submitted affidavit like murder, attempt to murder, kidnapping etc. This

includes 10 candidates from BJP and 6 from INC.

Among all the 194 candidates analyzed from the 1st list of both BJP and INC, ESHWARA BHIMANNA KHANDRE of INC from Bhalki constituency has

declared 4 criminal cases with charges related to murder, attempt to murder etc. followed by Balachandra Laxmanrao Jarkhiholi of BJP from Arabhavi

constituency who has declared 1 case with charges related to murder, kidnapping, attempt to murder etc. and JARAKIHOLI SATISH LAXMANARAO of INC

from Yemkanmardi constituency who has declared 1 case with charges related to murder, kidnapping, attempt to murder etc2.

Out of the 194 candidates from BJP and INC, whose previous affidavits were available, 113 or 58% candidates were crorepatis.

2 in some instances, cases against candidates may have been withdrawn after 2008. Similarly, additional cases may also have been filed. This complete data will be

released after all nominations are filed.


44 out of 85 or 52% candidates from BJP were crorepatis and 69 out of 109 or 63% candidates from INC were crorepatis as per their previously

submitted affidavits.

Among the 194 candidates from both BJP and INC, DESHPANDE RAGHUNATH VISHWANAT of INC from Haliyal constituency has declared the

highest assets worth Rs. 145.57 crores followed by M.KRISHNAPPA of INC from Vijay Nagar constituency with assets worth Rs. 129.32 crores and

N.A. HARIS of INC from Shanti Nagar constituency with assets worth Rs. 85.34 crores. The highest asset among the BJP candidates is with

N.S.NANDIESHA REDDY from K.R. Pura constituency worth Rs. 36.24 crores.

Karnataka Election Watch (KEW) urges political parties to disclose their criteria for selection of candidates. The criterion must contain the ability and

willingness of these candidates to do legislature work.

Whereas most legislatures are now passing recommendations for increase in MLAs salaries and perks, there is virtually no discussion on the role of MLAs.

The parties must include various parameters for improving performance of Legislatures in their Election Manifestoes. They must also ensure that once they

come to power they will make it easy for people to access information pertaining to performance of MLAs and State Legislative Assemblies through their

official websites.


Analysis of Attendance and Questions asked In Karnataka State Assembly (2008-2013)

To perform the all-important function of legislation, our law makers are meeting for a very low number of days (per year) both in state assemblies and in

the Parliament. Karnataka Election Watch partners Karnataka Social Watch, Daksh, Child Right Trust and KCRO-Karnataka Child Rights Observatory collected

and analyzed information on the attendance and the number of questions asked by MLAs in the Karnataka Legislative Assembly from 2008 to 2012.

Situation in Karnataka and other State Assemblies

Karnataka state assembly legislators sat on an average for only 33 days per year during the 5 years between 2008 and 2013.

According to the latest data received from the Lok Sabha secretariat, Lok Sabha has sat for merely 282 days during 12 sessions in 4 years (2009-2012) i.e. 71 days per year.

All states have failed to sit for even half of what the Lok Sabha sits.

*The number of days of sittings mentioned in this report doesn’t account for the time lost during adjournments and walkouts in the Assemblies and Parliament (i.e.

these number of days also include the time lost during adjournments and walkouts).

Questions asked by MLAs in the Karnataka Legislative Assembly 2008

The total number of questions asked by all the MLAs from 2008 to 2012 was 8571.

The 116 MLAs of the ruling party i.e. BJP, asked a total of 2230 or 26% questions, 75 INC MLAs asked 4538 or 53% questions, 26 JD (S) MLAs asked

1731 or 20% questions. 8 IND MLAs asked 72 or 1% questions in total.

The maximum number of questions, i.e. 401 was asked by U.T. Khadar of INC from Mangalore constituency, followed by Eshwara Bhimanna

Khandre of INC from Bhalki constituency with 354 questions and N.A. Haris of INC from Shanti Nagar constituency asked a total of 331 questions

from 2008 to 2012. For BJP, K.G. Kumara Swamy from Shimoga Rural constituency asked the highest 275 questions and for JD (S), C.B. Sureshbabu

from Chiknayakanhalli constituency asked the highest 152 questions.

65 MLAs including the current and ex ministers did not ask any questions from 2008 to 2012. 49 BJP, 11 INC and 5 IND MLAs never asked any

questions in the Legislative Assembly from 2008 to 2012.
