respondents 1 and 2 have filed their reply.
Ms.J.Hemamalini, the counsel undertakes to file
vakalat for the 3rdrespondent. Despite the service
of notice, the 4threspondent has not appeared. The
Non-bailable warrant is issued for the production of
the 4th respondent in the next hearing. It is
submitted by the counsel for the applicant that
though a show cause notice was served on the 4th
respondent Unit for closure which was also followed
by an order of closure, the 4 th respondent illegally
continues the operation of the Unit. The statement
