Mee SevaOver the years, a large number of initiatives have been undertaken by the Gov-
ernment of Andhra Pradesh and various other state governments and central
ministries to usher in an era of e-Governance. Sustained efforts have been made
at multiple levels to improve the delivery of public services and simplify the
processes of accessing them. e-Governance in India has steadily evolved from

transparency.
The National e-Governance Plan (NeGP), takes a holistic view of e-Gover-

Around this idea, a massive countrywide infrastructure reaching down to the
remotest of villages is evolving, and large-scale digitisation of records is taking

aIctEThe All India Council for Technical Education (AICTE) was set up in November
1945 as a national level apex advisory body to conduct survey on the facilities for
technical education and to promote development in the country in a coordinated
and integrated manner. And to ensure the same, as stipulated in the National
Policy of Education (1986), AICTE be vested with statutory authority for planning,
formulation and maintenance of norms and standards, quality assurance through
accreditation, funding in priority areas, monitoring and evaluation, maintain-

aaDHaaRThe Unique Identification Project has been initially conceived by the Plan-
ning Commission as an initiative that will provide identification for every
resident across the country. The Aadhaar is meant to be used primarily as
the basis for efficient delivery of welfare services. It would also act as a tool
for effective monitoring of various programmes and schemes of the govern-
ment. The UIDAI’s mandate is to issue every resident a unique identification
number linked to his demographic and biometric information, which he can
use to identify himself anywhere in India, and to access a host of benefits
and services. The number (referred to until now as the UIDAI) has been
named Aadhaar, which means foundation or ‘support’. This word is present
across most Indian languages and can therefore be used in branding and
communication of the UIDAI programme across the country.

operated through a countrywide network of employment exchanges. Industrial
Training Institutes are under the administrative and financial control of state
governments or union territory administrations. DGE&T also operates vocational
training schemes in some of the specialised areas through field institutes under
its direct control. Development of these programmes at the national level is the
responsibility of the DGE&T.

national Informatics Centre Services (NICSI)National Informatics Centre Services (NICSI) was set up in 1995 as a Section 25
company under NIC, Ministry of Communications & Information Technology and

Government of Madhya Prdesh The Government of Madhya Pradesh is using information technology to improve
the life of the common man leveraging the strengths of e-Governance; attract

The Directorate of Information Technology is the nodal agency for driving IT

key infrastructure projects like State Data Centre, SWAN, CSC etc. Electronic
delivery of citizen services has been another focus area for the state, with more
than five lakh e-transactions taking place monthly. The state government has also
launched the first online e-Governance certification programme in the country,
which is aimed at training and capacity building of the whole ecosystem deliver-
ing e-Governance projects in the state.

telemedicine Society of IndiaDuring the national conference on telemedicine held in Lucknow in April 2001,
the participants resolved to form a scientific society dedicated to telemedicine at
the national level and carry out annual scientific event pending a formal registra-
tion. Thus, the Telemedicine Society of India was born and all the participants
signed a resolution to this effect and were made the founding members. The first
annual conference of the society was held in Lucknow in the subsequent year. In
the following two years, there was no scientific activity until March 2005 when an
International Conference on Telemedicine (INTELMED 2005) was hosted by the
Indian Space Research Organisation (ISRO) at Bengalru. Members of the execu-
tive body were selected from among representatives of various ministries
of the government supporting telemedicine activities, defence
services and academic organisations playing an active role in
telemedicine (AIIMS, New Delhi & SGPGI, Lucknow) and Indian
office of WHO.
