BRIEF RESUME' OF THE BUSINESS TRANSACTED
BY THE RAJYA SABHA DURING ITS TWO HUNDRED AND
FIFTY SECOND SESSION
(14-09-2020 to 23-09-2020)
SUMMONS
Summons for the Two Hundred and Fifty Second Session of the Rajya
Sabha was issued to the Members on the 31st of August, 2020.
DURATION OF THE SESSION
The Two Hundred and Fifty Second Session of the Rajya Sabha
commenced on the 14th
of September, 2020 and was scheduled to adjourn on the
1st of October, 2020. However, the House was adjourned since-die on the 23
rd of
September, 2020, ahead of schedule due to rising cases of COVID-19 pandemic
amongst MPs and Officers/Staff of the Secretariat. For the first time, the timings
of the sittings of the Rajya Sabha during the Session was from 9-00 AM to 1-00
PM, instead of 11-00 AM to 6-00 PM, except for the first day of the Session i.e.,
on the 14th
of September, 2020, when the House sat from 3-00 PM to 7-00 PM.
The House sat for 10 days and the actual hours of sittings were 39 hours and 28
minutes (excluding recess intervals). The House was prorogued by the
President on the 30th
of September, 2020.
NATIONAL ANTHEM
On the 14th
of September, 2020, the Session commenced with the playing of
the National Anthem.

ELECTION OF DEPUTY CHAIRMAN
On the 14th
of September, 2020, election to the Office of Deputy Chairman
was held. In all, 4 Motions were moved in favour of two candidates - 1 in
favour of Shri Harivansh and 3 in favour of Prof. Manoj Kumar Jha, Members.
The first Motion moved by Shri Jagat Prakash Nadda, Member and
seconded by Shri Thaawarchand Gehlot, Member and Leader of the House for
the election of Shri Harivansh as Deputy Chairman of the Rajya Sabha, was put
to the House and the Motion was adopted by voice vote.
The Chairman declared that Shri Harivansh has been chosen as the Deputy
Chairman of the Rajya Sabha.

FELICITATIONS TO THE DEPUTY CHAIRMAN
On the 14th
of September, 2020, Shri Ghulam Nabi Azad, Leader of the
Opposition, Shri Narendra Modi, Prime Minister, Shri Thaawarchand Gehlot,

Harivansh on his election as Deputy Chairman.
The Chairman associated himself with the felicitations offered to

INFORMATION TO THE HOUSE - REGARDING TIME ALLOTMENT
BY BUSINESS ADVISORY COMMITTEE
On the 23rd
of September, 2020, Shri V. Muraleedharan, Minister of
State in the Ministry of External Affairs and Ministry of Parliamentary Affairs
informed the House about the Government's decision to dispose of some
important Government Legislative Business, already passed by the Lok Sabha,
before the Rajya Sabha is adjourned sine die. He also informed the House that
the Members and Special Invitees present in the Business Advisory Committee
meeting held on the 22nd
September, 2020 had tentatively allocated time for
some Government Legislative Business, as there was no quorum and requested
that if the House agrees, the time allocated to various Bills may be accepted.
Thereafter, the House agreed to the said time allotment.

ANNOUNCEMENTS BY THE CHAIR
(1) On the 15th
of September, 2020, the Chairman announced that in view
of the limited functional time available and the special seating arrangements
made for the current Session, he has acceded to the request made by the Minister
of Parliamentary Affairs for laying by him all the papers listed under the
heading 'Papers to be Laid on the Table' and Statements by Ministers related to
DRPSCs in the List of Business for the day in the name of other Ministers, on
their behalf.
(2) On the 19th
of September, 2020, the Chairman made an announcement
regarding availability of COVID-19 test facility, both Rapid Antigen and RT-
PCR, at the Reception Office, Parliament House, from 8-00 AM to 2-30 PM and
at Auditorium, Ground Floor, Parliament House Annexe, from 10-30 AM to 5-
00 PM everyday throughout the current Session of Parliament and advised
Members to avail the facility and get their test done as per their convenience and
requirement. He also informed that Oximeters to check Oxygen saturation level
are also available at the First Aid Post, PH and Medical Centre, PHA, for use of
Members. He further informed that he had held a meeting with the Home
Secretary; Joint Secretary, Ministry of Health and Family Welfare, Director
General, ICMR and Officers of Rajya Sabha Secretariat about the measures
being taken to contain the spread of the COVID-19 pandemic and safeguards
and precautions that are required for Members. He advised Members to wear
face mask at all times, maintain safe distance and hygiene, practice frequent
washing of hands and inculcate healthy food habits and lifestyle to boost
immunity level of the body.

OBSERVATIONS BY THE CHAIR
(1) On the 14th
of September, 2020, the Chairman made an observation
informing the House that the sitting of the House from tomorrow, i.e.,
15th
September, 2020 to 1st October, 2020 will be from 9.00 am to 01.00 pm.
Rule 180(5) of the Rules of Procedure and Conduct of Business in the Rajya
Sabha provides that the admitted Calling Attention shall be raised at 02.00 pm
and at no other time during the sitting of the House of the Council. In view of
the change in time of sitting of the House, it is not possible to take up the
Calling Attention at 02.00 pm. Accordingly, the Calling Attention shall be
raised in the House at such time as may be decided. Similarly, Rule 180C(1)
provides that the time for submitting notices for Special Mention shall be up to
05.00 pm on a day for raising the matter on the next day of the sitting. Again,
in view of changed timing, it has been decided that the time for submitting

notices of Special Mention shall be up to 12.00 noon on a day, for raising the
matter on the next day of sitting. Further, as the time of sitting is restricted to
four hours daily, those Members whose notices of Special Mentions have been
admitted should lay the approved text when called by the Chair.
(2) On the 17th
of September, 2020, the Chairman made certain
observations regarding 'Maiden Speeches' by the Members during the current
Session and observance of certain practices by Members while in the House
during the current Session due to the COVID-19 pandemic.
(3) On the 21st of September, 2020, the Chairman expressed his
displeasure over unruly scenes and gross disorderly conduct of some Members
who stormed into the well of the House in violation of the rules and etiquettes and
willfully obstructed the Deputy Chairman to conduct the proceedings of the
House in an orderly manner on the 20th
September, 2020.

NOTICE OF MOTION FOR REMOVAL FROM THE OFFICE OF
DEPUTY CHAIRMAN - DISALLOWED
On the 21st of September, 2020, the Chairman informed the House that
he had received a notice of a 'Motion of No Confidence' from Shri Ghulam Nabi
Azad, Leader of the Opposition and 46 other Members of the House against the
Deputy Chairman, for allegedly violating the established parliamentary
procedures and norms during the proceedings of the House on the 20th
September,
2020 and that they have desired to move it for his removal. The Chairman, in the
light of provisions of the Constitution and relevant Rules observed that he has
disallowed the Notice of Motion as it was not in proper format and inadmissible,
in view of the provisions of article 90(c) of the Constitution, which require a
notice period of 14 days to move a Resolution for removal of the Deputy
Chairman from the office, since the House is going to adjourn sine-die on the 1st
October, 2020.

SUSPENSION OF MEMBERS
On the 21st of September, 2020, on a motion moved by Shri V.
Muraleedharan, Minister of State in the Ministry of External Affairs and
Ministry of Parliamentary Affairs and adopted by the House, the following
Members were suspended for their unruly behavior especially with the Chair
and their gross disorderly conduct in violation of the Rules and etiquettes of
Rajya Sabha, thereby bringing disrepute to the House and causing insult to the

SUBMISSION BY MEMBERS
On 22nd
of September, 2020, Shri Ghulam Nabi Azad, Leader of the
Opposition and Leaders of some parties/groups inter-alia made a submission
regarding the unfortunate incidents happened during the consideration and
passing of the Government Bills on the 20th
of September, 2020 resulting in the
suspension of 8 Members, for the remainder of the Session. A request to
terminate the suspension of the 8 Members was also made by the Leader of the
Opposition and Leaders of some of the Parties.
The Chairman expressed his pain and anguish over the incident and
expressed that it is for the House to decide what further course of action need to
be taken in the matter. He, however, expressed his disappointment that as
reported in the Press the suspended Members have no regret of that unfortunate
incident. He also spoke about the rationale behind his decision in not allowing
the 'No Confidence Motion' against the Deputy Chairman and decision of the
Deputy Chairman to extend the House beyond 1-00 PM.

and Minister of Mines; and Shri Thaawarchand Gehlot, Minister of Social

(1) Shri P. Wilson raised a matter regarding need to abolish holding
of Uniform Entrance Examination to all medical educational institutions.
(2) Shrimati Phulo Devi Netam raised a matter regarding need to
include Chhattisgarhi language in the Eighth Schedule to the Constitution.
(3) Shri P.L. Punia raised a matter regarding need to revoke changes
made in labour laws by States to stop exploitation of labourers.
(4) Shri Subhas Chandra Bose Pilli raised a matter regarding need for
Special Census for Backward Classes and establishment of a separate Ministry
to provide reservation for Backward Classes in Parliament and Legislature. (5) Shri Jairam Ramesh raised a matter regarding need to withdraw
the Draft Environment Impact Assessment Notification, 2020.
Shri Prakash Javadekar, Minister of Environment, Forest and
Climate Change, Minister of Information and Broadcasting and Minister of

To ensure that Monsoon (252nd
) Session of Rajya Sabha may be held in
compliance with the physical distancing norms and with all necessary
precautions, various arrangements were made by the Secretariat in coordination
with various agencies. For the first time in the history of Parliament, Rajya
Sabha and Lok Sabha functioned in shifts, normal seating arrangement with
fixed seat/Division Nos. was dispensed with and Members were accommodated
at different places, i.e. Rajya Sabha Chamber, Rajya Sabha Galleries and Lok
Sabha Chamber, four large display screens were installed in the Rajya Sabha
Chamber along with six small screens in the four Rajya Sabha Galleries except
Press Gallery to enable Members to watch proceedings of the House from any of
the three places they were seated, without any hindrance. The seats earmarked
for Members in the Rajya Sabha Galleries were fitted with sound consoles and
microphones for facilitating participation of Members in the proceedings from
their respective seats and Interpretation facilities were also made available
through these consoles. Audio and Video systems between the Rajya Sabha
Chamber/Galleries and Lok Sabha Chamber were integrated.
For sake of reference, the details about the various arrangements made
during the Monsoon (252nd
) Session of Rajya Sabha and mentioned in various

Time of Sittings of the Rajya Sabha during the Two Hundred and
Fifty Second Session
For the first time Rajya Sabha and Lok Sabha functioned in shifts of
Four (4) hours each. For details, see Para No. 60008 published in Parliamentary

Non-availability of Rajya Sabha Galleries and Central Hall for
visitors during the 252nd
Session of the Rajya Sabha
No Distinguished Visitors Gallery, Public Gallery and Central Hall
passes were issued and no visitors were allowed to watch the proceedings of the
House. Further, Central Hall was exclusively used for the sitting Members of
the Rajya Sabha and Lok Sabha, as and when the respective House was in

The seating capacity of the Press Gallery and Official Gallery was
restricted to 15 each only.
Members were allowed to speak sitting in their seats with their face
mask on.
Covid Test for Members of Parliament and others
As a precautionary/remedial measure to contain spread of the COVID-
19 infection and safety of the Members, Members were mandatorily advised to
undergo COVID-19 Test (RT-PCR Test) done within 72 hours before the
commencement of Parliament Session from any hospital/laboratory authorized
by the Government or at Parliament House Complex.
Similarly, the employees of Parliament Secretariats and other agencies
deployed in Parliament House Complex, who remain in close proximity of the
Members during the course of performance of their parliamentary duties in
Parliament House Complex were also required mandatorily to undergo the
RT-PCR Test. Further, arrangements for conduct of Rapid Antigen Test for the
personal staff, drivers and household workers of Members were also made at

Voting Procedure in Divisions
Members were informed that in view of the special seating
arrangements made during the Session, with Members seated in the Rajya Sabha
Chamber, Rajya Sabha Galleries and Lok Sabha Chamber with social distancing
norms, it would not be possible to conduct voting through Automatic Vote
Recording System. Therefore, voting could be done through the Division Slips.
Since no fixed Seat/Division Number was assigned to Members during this
Session, Members were requested to write their names and their Identity Card
(I.C.) Number in place of the Division Number in the Division Slips. For

Attendance of Members in the House
For the convenience of Members, the Attendance Register was split
into six parts (State-wise and within State, Names of Members have also been
arranged in alphabetic order) and placed on separate rostrums in the Inner Lobby

of September, 2020.
Circulation of Papers through Members Login Portal
To minimize the physical handling of the papers and to contain the
spread of COVID-19, circulation of hard copies of Parliamentary Papers issued
by Table Office, were dispensed with during the 252nd
Session and all the
Parliamentary Papers were made available to Members on the Members' Login

Discontinuance of issue of Bar Coded PS/PA Passes
To avoid overcrowding and to obviate the risk of COVID-19 infection,
practice of issuing of Bar-coded PS/PA passes was done away with during the

Part - II dated the 7th
of September, 2020.
Seating arrangements
Special Seating Arrangements were made for the Session in compliance
of the prescribed 6 feet social distancing norm with Members were seated in a
staggered manner in the Rajya Sabha Chamber, Rajya Sabha Galleries and the
Lok Sabha Chamber. No fixed Seat/Division No. was allotted to individual
Member. The number of seats for each party at the three different places was
fixed as per their numerical strength for allocation amongst their Members by

Letters regarding Special Seating Arrangements were issued to the
Party Leaders/Single Member Party/Leader of the House/Ministers of

Rajya Sabha
