Problem Statement: McREL Walkthrough data shows that teachers are using the strategy Generating and

Testing Hypothesis 1.85% of their observed instructional time as compared to McREL’s recommendation of 11%

to ensure equal usage of all strategies. Failure to increase percentages in Generating and Testing Hypotheses

contributes to a negative perception of RM Bacon School.
