Elected to the Shadow Ministry in 1973, he obtained the portfolio of Sport, Recreation and Tourism, and in 1976, upon Labor's victory in the State elections, he assumed the positions of Parliamentary Secretary to the Premier and the Government's Liaison Officer for Ethnic Communities. In 1982 as Chairman of the Joint Parliamentary Standing Committee for Road Safety, Paciullo was chiefly responsible for the introduction of driver random breath testing. He was elected to Cabinet as a result of a vacancy in November 1983 and appointed Minister for Roads. A Cabinet reshuffle in February 1984 resulted in a brief term as Minister for Industry and Decentralisation and Minister for Small Business and Technology. State elections one month later saw another major Cabinet reshuffle.

George Paciullo was born in Sydney in 1934 to Italian parents who had migrated from San Giovanni di Gerace, a small village in Calabria. His father, Sisto Paciullo, arrived in Sydney in 1926, followed by his mother, Immacolata, brother, Vincenzo, and sister, Maria, in 1933. The family lived firstly at Maroubra and later at Casula in Sydney's south—west.

From an early age Paciullo displayed a keen interest in sport both as a competitor and administrator. In 1965 he was a tennis umpire at White City for the Davis Cup Challenge Round. From 1967 — 1971 he served as Secretary, and later as President, 1972 — 1976, of the NSW Lawn Tennis Umpires' Association.

In 1959 Paciullo entered the political arena as a Labor Party Alderman on Liverpool City Council. In 1967, at the age of 33, Paciullo became the youngest Mayor of Liverpool. Following a double term in office, he was elected to the Legislative Assembly for Liverpool in 1971. State elections one month later saw another major Cabinet reshuffle.

Paciullo went on to serve as Minister for Consumer Affairs; investigations into and exposure of unfair trading practices were his main carriages for improved consumer protection. Paciullo became Minister for Police and Emergency Services in February 1986. He implemented various reforms in the NSW Police Force, gained significant increases in police strength, which resulted in widespread reductions of crime levels, and continued to campaign for road safety.

The resignation of Barrie Unsworth after Labor's defeat at the polls in March 1988 left a vacancy for Opposition Leader. Paciullo withdrew his nomination for the position when he became aware Party officials had taken an active involvement in the ballot against him. Disillusioned with this result, and unable to maintain his enthusiasm and involvement as a backbencher, Paciullo resigned from Parliament in February 1989.

In recognition of his achievements, the Greiner Coalition Government appointed Paciullo as its consultant on road safety to the Roads and Traffic Authority in 1989.

In 1990 George Paciullo was appointed Chairman of the Australian Wine and Brandy Corporation by the Federal Government. While promoting Australian wine exports vigorously, Paciullo remains an advocate of moderate and responsible alcohol consumption, especially where drink driving is involved.
