CONTRACT TERM

This contract will be for an eleven (11) month period commencing May 1, 2020 to March 31, 2021 with the option to renew for two (2) additional one (1) year periods based on performance and price. The unit prices must be quoted for the full eleven (11) month period of the contract and must remain firm for the duration of the eleven (11) month period. Prior to expiry of the 11 month period, Halifax water will request from the successful proponent, a quotation for supplying the product for an additional 12 month period. This quotation would include: objective information to support any proposed price increase (decrease) such as published benchmark prices, input prices, industry indices, etc. Upon review, Halifax Water will have the option of renewing for an additional 12 month period or publically requesting quotations. This quotation can be renewed a maximum of two times for a maximum term of 35 months.

GUIDELINES All suppliers/manufacturers responding to this quotation are deemed to have familiarized themselves with Halifax Water’s facilities. Anyone wishing to view the facilities may do so by contacting the Plant Supervisors listed above in the Introduction section. Both the supplier and manufacturer must be participants in an industry sponsored stewardship program or independent accreditation program intended to promote safe and responsible use of the chemical and environmental responsibility. Submit evidence of this participation with the quotation. Halifax Water may, at its option, request that the supplier/manufacturer visit each of the plants up to one time per year to provide refresher instruction to staff on safe use of the chemical. The quantities shown are only estimates of Halifax Water’s annual requirements; Halifax Water does not guarantee purchase of these amounts. Halifax Water reserves the right to increase or decrease total annual consumption at the quoted unit price. All pricing is to include any shipping charges related to the return of the empty cylinders, containers, pallets etc. to their site. Chemical suppliers are responsible for complying with all relevant road transportation requirements and regulations. The successful Bidder must provide a valid Letter of Good Standing of the Certificate of Recognition Program issued to the Bidder by the Nova Scotia Construction and Safety Association or another recognized association, indicating the Bidders current status. Safety Services Nova Scotia Halifax Water receives chemical deliveries between 8:00 am and 3:00 pm, Monday through Friday. All deliveries outside this period must be arranged with the Plant Supervisor twenty-four (24) hours in advance. Any carrier delivering to any plant must have a program in place to ensure that drivers have appropriate training for Transportation of Dangerous Goods and appropriate response, in the event of a vehicle accident or spill. All drivers delivering to any plant must have received such training. SDS must be supplied for each product quoted as well as manufacturer’s specifications. Halifax Water Plant Supervisors shall be the sole judge as to the product suitability for application, operational requirements and budget. The successful supplier will employ a plan for ensuring the security of the product while in storage or in transit. The plan shall address all steps in the journey from the manufacturer’s facility to the point of delivery to Halifax Water, and allow the supplier to provide assurance that the product has not been compromised in transit. Submit details of the plan within fourteen (14) days of notification of award. Halifax Water reserves the right up to two (2) times per year, request a certified analysis of a sample taken from the product delivered to one of the plants. Further analyses may be required, at no additional cost, in the event the aforementioned analyses indicate that the chemical supplied does not meet the referenced standard. In the event the successful supplier is not the incumbent supplier of this chemical, the successful supplier will visit each plant prior to the first delivery, to review delivery and offloading procedures with Halifax Water staff. The successful supplier is responsible to pick up empty cylinders, containers, drums, pallets, etc. at Halifax Water Treatment facilities at suppliers’ cost. Include same in the quoted price, do not show as additional charges or costs to Halifax Water. If power tail lift deliveries or other methods to unload chemicals are required, it is the supplier’s responsibility to inquire and discover what is required and base pricing on those requirements. Halifax Water will not be responsible for extra charges for power tail lift deliveries or other delivery costs. No other charges, surcharges for fuel or any other reason is acceptable.

WORKERS COMPENSATION BOARD (WCB)

The supplier must provide proof of good standing status with the Workers’ Compensation Board (WCB) for the entire period of the contract. The successful bidder will notify Halifax Water if their status with the WCB changes and is to provide Halifax Water with the updated proof of status as required.

OCCUPATIONAL HEALTH & SAFETY Working safely and in compliance with all N.S. Safety regulations is a priority at Halifax Water. A safe workplace for our staff is a top priority for Halifax Water. Suppliers are advised that it is their responsibility to ensure that the personnel assigned to this work are familiar with and fully knowledgeable and comply with the Occupational Health and Safety Act of the Province of Nova Scotia, the Halifax Water Safety Policy and Procedures Manual, and other Federal, Provincial and Municipal safety requirements.

INSURANCE COVERAGE

The supplier must provide a Certificate of Insurance stating the supplier has two million dollars ($2,000,000) Public General Liability Insurance and Halifax Water is added as an additional insured in the Certificate of Insurance.

Also, the successful contractor must have two million dollars ($2,000,000) Automobile Public Liability and Property Damage Insurance. The contractor shall pay for and maintain during the contract period the above insurance in the name of the contractor, and Halifax Water as additional insured and as unnamed insured all persons employed directly or indirectly by the contractor indemnifying the contractor, and Halifax Water against all claims, damages, costs, charges, and expenses either party may incur or sustain by reason of the work being performed and in the amounts and coverage stated above. The contractor will notify Halifax water if their insurance coverage changes.

Certificated copies of all the Certificates shall be submitted with the bidder’s quotation

documents.

ISO 14001 ENVIRONMENTAL MANAGEMENT SYSTEM (EMS)

Halifax Water has established and is committed to maintaining an EMS which is consistent with the principles set out in the National Standard of Canada CAN/CSA-ISO 14001-04 (ISO 14001:2004). The scope of the Halifax Water EMS includes potential environmental impacts and risks associated with the activities and operations of the specific facilities identified in this tender. The scope of this EMS is formally stated as follows:

“The J. Douglas Kline Water Supply Plant, the Lake Major Water Supply Plant, the Bennery Lake Water Supply Plant, the Herring Cove Wastewater Treatment Plant and the Dartmouth Wastewater Treatment Plant - facilities owned and operated by the Halifax Regional Water Commission. The EMS encompasses plant operations including treatment processes, sludge handling, fuel and chemical management, miscellaneous waste management and dam management.”

Halifax Water has developed an Environmental Policy to document its commitment to the effective management of its environmental priorities and staff at the J. Douglas Kline, Lake Major and Bennery Lake water supply plants and the Herring Cove and Dartmouth wastewater treatment plants, and is committed to operating the facility and conducting associated operations in a manner which ensures implementation of these policy commitments. The policy has been endorsed by the General Manager of Halifax Water, and will be circulated to all staff and personnel working on behalf of Halifax Water.

Environmental aspects have been developed based on Halifax Water’s EMS scope and environmental policy that can have significant impact on the environment. Halifax Water shall ensure that any person performing tasks on its behalf will comply with the scope and the environmental policy.

POLICE RECORDS CHECK / SECURITY REQUIREMENTS All contractors, suppliers, consultants and their employees working for Halifax Water must obtain an up to date “Police Record Check” (PRC), which is valid for a three year period. See Appendix “A”.

SPECIFICATIONS

TERMS OF SUPPLY BY CHEMICAL

1. POTASSIUM PERMANGANATE J. Douglas Kline Water Supply Plant

a. Potassium Permanganate shall be delivered in sealed 25 kg pails, bundled on wooden pallets. The delivery truck shall come equipped with a pallet jack or otherwise equipped to place the pallets at the delivery truck tailgate for removal by a Halifax Water forklift.

b. The quotation shall be for the supply of free-flowing grade, dry potassium permanganate crystals.

c. A single order (4,000 kg – 6,000 kg) will be placed by the Plant Supervisor or designate. Halifax

Water will endeavor to place orders thirty (30) days in advance of the intended delivery date.

d. Unless specified otherwise here, the material shall be supplied in conformance with ANSI/AWWA – B-603-03 – Permanganates.

e. This material shall be certified as suitable for contact with treated drinking water by an accredited certification organization in accordance with ANSI/NSF Standard 60 Drinking Water Treatment Chemicals – Health Effects. Submit evidence of this certification with the quotation.

f. The product shall come packed in containers fitted with a security seal such that once sealed at the factory, the containers cannot be opened and resealed en route without the opening of the container being apparent to the customer. If this is not possible, the successful supplier will employ a plan for ensuring the security of the product while in storage or in transit. The plan shall address all steps in the journey from the manufacturer’s facility to the point of delivery to Halifax Water, and allow the supplier to provide assurance that the product has not been compromised in transit. Submit details of the plan within fourteen (14) days of notification of award.

g. Anticipated usage of the material is indicated on the Quotation Bid Forms attached under the “Estimated Annual Quantity” column.

h. The quoted price shall be per kg of potassium permanganate delivered, and shall be inclusive of all costs charged to Halifax Water excluding HST. Quotations shall be in Canadian funds.

2. HYDROFLUOSILICIC ACID (HFS) J. Douglas Kline and Lake Major Water Supply Plants

a. Hydrofluosilicic Acid shall be delivered in bulk tanker trucks. The delivery truck shall come

equipped with all hoses, fittings, compressors, wheel chocks, etc., necessary to complete the delivery. Halifax Water staff will attend the delivery.

b. The quotation shall be for the supply of liquid HFS, 20-30% concentration.

c. The travel route to the J. Douglas Kline and Lake Major Water Treatment facilities are subject to spring weight restrictions. Halifax Water’s storage facilities and current practice are designed to allow to enter the spring weight restriction period with a full inventory of chemicals, and to not place additional orders until the completion of the restriction. In the event inventories fall below our acceptable minimum inventory during the restriction period, Halifax Water will place a partial order. The partial chemical order will be supplied at the quoted unit price. The supplier shall quote, in the space provided, any applicable surcharge for half (approximate 15 tonne) loads.

d. Halifax Water ‘s on site storage facilities are as follows:

J. Douglas Kline Plant: 1 tank, 22,700 L

Lake Major Plant: 1 tank, 25,000 L

e. This material shall be certified as suitable for contact with treated drinking water by an accredited certification organization in accordance with ANSI/NSF Standard 60 Drinking Water Treatment Chemicals – Health Effects. Submit evidence of this certification with the quotation. f. Anticipated usage of the material is indicated on the Quotation Bid Forms attached under the “Estimated Annual Quantity” column.

g. The successful supplier will employ a plan for ensuring the security of the product while in storage or in transit. The plan shall address all steps in the journey from the manufacturer’s facility to the point of delivery to Halifax Water, and allow the supplier to provide assurance that the product has not been compromised in transit. Submit details of the plan within fourteen (14) days of notification of award.

h. The quoted price shall be per tonne of HFS delivered, and shall be inclusive of all costs charged to Halifax Water excluding HST. Quotations shall be in Canadian funds.

i. Halifax Water will award the quotation to the proponent who demonstrates the greatest value to Halifax Water. Value will be determined attributing 5% of the quoted price to customer service aspects demonstrated in each quotation/proposal using the following formula:

Evaluated Price = (Quoted Price * 0.95) + (Quoted Price * 0.05*

(100% - Customer Service Rating [0-100%])

The customer service rating will be scored by a committee of Halifax Water staff. Proponents are requested to provide written documentation to demonstrate their approach to customer service and “value added” aspects inherent in their service. Factors to be considered include:

Training

Company quality programs

Company’s approach to logistics and customer preferences

Customer training

Emergency response and adverse situations

Quality assurance and security of product

Other initiatives to increase value to customers

3. SODIUM HYPOCHLORITE Halifax, Dartmouth, Herring Cove, Timberlea, Mill Cove and Eastern Passage Wastewater Treatment Plants

a. Sodium Hypochlorite shall be delivered as follows;

Halifax Wastewater Treatment Facility – 1,100 litre totes The chemical is pumped from tote on trailer to storage container in facility.

Dartmouth Wastewater Treatment Facility – 1,100 litre totes The chemical is pumped from totes on trailer to permanent storage container within facility. Volume of storage tank is 3400 litres.

Herring Cove Wastewater Treatment Facility – 1,100 litre totes The chemical is pumped from tote on trailer to storage container in facility.

Timberlea Wastewater Treatment Facility – 1,100 litre totes The chemical is to be offloaded with a power tail lift gate and power pallet jack.

Timberlea Wastewater Treatment Facility – 5 litre jugs The chemical is used for the scrubber.

Mill Cove Pollution Control Plant - 205 litre drums The chemical is to be offloaded with a power tail lift gate.

Eastern Passage WWTP – 205 litre drums The chemical is to be offloaded with a power tail lift gate.

The delivery truck shall come equipped with all hoses fittings, compressors, wheel chocks, etc., necessary to complete the delivery. Halifax Water staff will attend the delivery. b. The travel route to these Wastewater Treatment Facilities may be subject to spring weight restrictions. Halifax Water’s onsite storage facilities and current practice are designed to allow Halifax Water to enter the spring weight restriction period with a full inventory of chemicals. In the event inventories fall below our acceptable minimum inventory during the restriction period, Halifax Water will place a partial order. The partial chemical order will be supplied at the quoted unit price. The supplier shall quote, in the space provided, any applicable surcharge for partial loads. c. Orders will be placed by each plant individually by the Plant Supervisor or designate. Halifax

Water will endeavor to place orders one week in advance of the intended delivery date or will set up an approximate delivery schedule with the suppliers.

d. Anticipated usage of the material is indicated on the Quotation Bid Forms attached under the “Estimated Annual Quantity” column.

e. The quoted price shall be per 1,100 litre tote of sodium hydroxide (dry basis) delivered, and shall be inclusive of all costs charged to Halifax Water, excluding HST. Quotations shall be in Canadian funds.

b. The quotation shall be for the supply of hydrated lime delivered in bulk.

c. Chemical suppliers are responsible for complying with all relevant road transport requirements

and regulations.

d. The travel route to the J. Douglas Kline and Lake Major Water treatment facilities are subject to spring weight restrictions. Halifax Water storage facilities and current practices are designed to allow to enter the spring weight restriction period with a full inventory of chemicals, and to not place additional orders until the completion of the restriction. –B-202-02 – Quick Lime and Hydrated Lime.

h. Preference may be given to material that is certified as suitable for contact with treatment of drinking water by an accredited certification organization, in accordance with ANSI/NSF Standard 60 Drinking Water Treatment Chemicals – Health Effects. Submit evidence of this certification with the quotation. Suppliers who can offer product from certified and non-certified locations should offer both prices.

i. Anticipated usage of the material is indicated on the Quotation Bid Forms attached under the

“Estimated Annual Quantity” column.

j. The quoted price shall be per kg delivered, and shall be inclusive of all costs charged to Halifax

Water excluding HST. Quotations shall be in Canadian funds.

a. Polyaluminum chloride shall be delivered as follows:

North Preston WWTP – 255 kg drums

The chemical is to be off-loaded with a power tail lift gate.

b. The delivery truck shall come equipped with all hoses, fittings, compressors, wheel chocks etc., necessary to complete the delivery. Halifax Water staff will attend the delivery.

c. Orders will be placed by the Plant Supervisor or designate. Halifax water will endeavor to place

orders one week in advance of the intended delivery date.

d. Anticipated usage of the material is indicated on the Quotation Bid Forms attached under the

“Estimated Annual Quantity” column.

e. The quoted price shall be per kg of polyaluminum chloride delivered, and shall be inclusive of all

costs charged to Halifax water excluding HST. Quotations shall be in Canadian funds.

7. ALUMINUM SULFATE / FERRIC SULFATE SOLUTION COMBINATION ALUFUR

(10% BLEND) Halifax, Dartmouth and Herring Cove Wastewater Treatment Plants

a. The quotation shall be for the supply of aluminum sulfate / ferric sulfate solution combination (10% blend). Halifax Water will accept Kemira ALS-3912 or approved equivalent.

b. Aluminum sulfate / ferric sulfate combination (10% blend) shall be delivered in bulk tanker trucks.

The delivery truck shall come equipped with all hoses, fittings, compressors, wheel chocks, etc., necessary to complete the delivery. Halifax water staff will attend the delivery. Aluminum sulfate / ferric sulfate combination (10% blend) shall be delivered as follows:

Halifax WWTF – Metric Tonnes

Dartmouth WWTF – Metric Tonnes

Herring Cove WWTF – Metric Tonnes

c. Orders will be placed by the Plant Supervisor or designate. Halifax Water will endeavor to place orders one week in advance of the intended delivery date.

d. Unless specified otherwise here, the material shall be supplied in conformance with NSF/ANSI Standard 60 certified for use in potable water treatment up to 400 mg/l. Submit evidence of this certification with the quotation.

e. Anticipated usage of the material is indicated on the Quotation Bid Forms attached under the

“Estimated Annual Quantity” column.

f. The quoted price shall be per kg/wet delivered, and shall be inclusive of all costs charged to Halifax Water excluding HST. Quotations shall be in Canadian funds.

g. The supplier is to provide Material Safety Data Sheets for ALS-3912 or approved equivalent.

8. CARBON SOURCE Aerotech Wastewater Treatment Plant

a. The quotation shall be for the supply of carbon source used for a food source for microorganisms in use in a MBR setting.

b. Carbon source shall be delivered in bulk tanker trucks. The delivery truck shall come equipped

with all hoses, fittings, compressors, wheel chocks etc., necessary to complete the delivery. Halifax Water staff will attend the delivery. Carbon source shall be delivered as follows:

c. Orders will be placed by the Plant Supervisor or designate. Halifax Water will endeavor to place orders 3 weeks in advance of the intended delivery date.

TERMS AND CONDITIONS

1. INQUIRIES

All questions related to this Request for Standing Offer (RSO) shall be submitted in writing, at least two (2) business days before closing date, only to the attention of: Brent Hickman, S.C.M.P. Procurement Officer Halifax Water Email: [email protected] Phone: (902) 490-4998

2. DATE, TIME AND PLACE OF CLOSING; LATE BIDS

Request for Standing Offers will close at the time, date and location specified in the RSO document.

All Bids must be received in their entirety at or before the closing time specified; Bidders are responsible for ensuring that their Bid, however submitted, is received on time and at the location specified. All times are local times for the Procurement Office in Halifax. Bids received after the time and date as shown on the Request for Standing Offer shall not be considered, and will be returned unopened to the bidder.

3. UNIT PRICING and EXTENSIONS The bid price shall include all wages, fringe benefits, insurance, handling, freight, duty, transportation, working tools, equipment costs, and other charges incurred to provide the required services. All prices should be extended and totalled. The extended price is derived by multiplying the unit price by the quantity of units required. In the event of an error in calculation of the extended price, the unit price will be taken as correct and will govern in the Bid evaluation and contract administration.

4. TAXES EXCLUDED

The Bid prices shall exclude HST. Do not include any Provincial or Federal Sales Tax.

5. CURRENCY

All prices should be quoted in US or Canadian dollars. Please Bid your net price on each of the above commodities or services, F.O.B. Destination Halifax Water, freight prepaid.

6. PAYMENT

Payment shall be based on Net 30 Days from date of invoice or receipt of goods/ services, whichever is later. Invoices are to be emailed to: [email protected] Halifax Water administers its payables via an electronic payment process known as EDI payment. Payments for this solicitation and following contract will be administered via the electronic payment process.

7. EXPLANATION TO BIDDERS

No verbal agreement or conservation with any officer, agent or employee of Halifax Water either before or after execution of the contract shall effect or modify any of the terms or obligations contained in any of the documents comprising the said contract.

8. RIGHT TO REJECT; FINANCIAL STABILITY; NON-COMPLIANCE

Failure to comply with any of the mandatory terms or conditions contained or referenced in the Standing Offer documents may result in the rejection of the Bid. All of the terms, conditions and/or specifications stated or referenced in the Standing Offer are assumed to be accepted by the Bidder and incorporated in the Bid. Bidders may be required to demonstrate financial stability, authorization to provide the goods/services being acquired, and/or regulatory agency approval, licensing or registration as needed, or otherwise clarify Bidder’s capability to satisfy the Standing Offer requirements. Halifax Water reserves the right to reject Bids from any Bidder that it feels is incapable of providing the necessary labour, materials, equipment, financing or management resources to perform the work or supply the goods in a satisfactory and timely manner. Halifax Water reserves the right to waive minor non-compliance where such non-compliance is not of a material nature in its sole and absolute discretion, or to accept or reject, in whole or in part any or all Bids, with or without giving notice. Such minor non-compliance will be deemed substantial compliance and capable of acceptance. Halifax Water will be the sole judge of whether a Bid is accepted or rejected. Halifax Water reserves the right to split an award amongst Bidders as deemed in the best interest of Halifax Water. This agreement in no manner, commits Halifax Water to an exclusive contract for this service. Halifax Water reserves the right to set price agreements for similar work with other suppliers and to have this work performed by other suppliers at the sole discretion of Halifax Water staff.

9. CANCELLATION; NO AWARD

Issuing a Request for Standing Offer implies no obligation on Halifax Water to accept any Bid or a portion of any Bid submitted. Halifax Water does not bind itself to accepting the lowest or any bid received, but reserves the right to award the Standing Offer to its best advantage. The Request for Standing Offer may be cancelled in whole or in part without penalty, when a) the price Bid exceeds the funds allocated for the purchase; b) there has been a substantial change in the requirements after the Request for Standing Offer has been issued; c) information has been received by Halifax Water after the Request for Standing Offer has been issued that Halifax Water feels has substantially altered the procurement; or d) there was insufficient competition in order to provide the level of service, quality of good or pricing required. Halifax Water will be the sole judge of whether there is sufficient justification to cancel any Request for Standing Offer. No action or liability will lie or reside against Halifax Water in its exercise of its rights under this section.

10. INDEMNIFICATION

If the contract is awarded, the successful proponent agrees to indemnify and save harmless Halifax Water from and against all claims, actions, losses, expenses, costs or damages including Solicitors fees, however arising or incurred, alleging damage to property or injury to, or death of, any person arising out or attributable to the contractor’s performance of the contract awarded. Any property or work to be provided by the contractor under this contract will remain at the proponent’s risk

until written acceptance by Halifax Water.

11. ADDENDA, CORRECTIONS OR EXTENSIONS OF THE REQUEST FOR STANDING OFFER

Periodically, Halifax Water is required to issue notification of changes or corrections to a bid document. Normally these notifications will have a direct bearing on the cost of a project and will influence the way you bid. Therefore, it is important that Halifax Water has assurances that you in-fact received the notification. Halifax Water reserves the right to modify the terms of the Request for Standing Offer at any time prior to closing, at its sole discretion. Halifax Water will make information available to all bidders, listed as having received a copy of the Request for Standing Offer, regarding any changes made to the Standing Offer document, or any change in the closing date or time. Bidders are responsible for ensuring that they are aware of and have complied with any Addenda. Bidders are instructed to sign the Addenda and return it either by fax or in person, to the Procurement Coordinator, prior to the Request for Standing Offer closing. A signed copy of each Addendum must also be included with the tender bid. Failure to comply with the instructions on an advisory or addendum will result in rejection of your quotation, regardless whether the changes noted in the advisory or addendum are included in the tender or not.

12. COOPERATIVE PURCHASING

Public sector entities in the Province of Nova Scotia are eligible and permitted to request the extension of

services set out under this agreement. The contractor acknowledges that its delivery of the Services to Public Sector Entities may be governed by agreements between the Supplier and each Public sector Entity. The terms of this Agreement will be reflected in such Public Sector agreements, to the extent necessary.

Appendix “A” – Police Records Check (PRC)

PROCESS FOR OBTAINING

POLICE RECORD CHECK FOR CONTRACTORS/CONSULTANTS

1. All contractors, consultants and their employees working for Halifax Water must obtain a “Police Record Check” (PRC). Questions about this process may be directed to [email protected].

2. It is the responsibility of the Halifax Water staff member that engages a contractor/consultant to ensure that a PRC is conducted.

3. To obtain a PRC, contractors or consultants will follow one of the approaches below:

a) Online using “Backcheck” (Preferred Approach):

i. Go online to http://backcheck.net/hrwc/ and create a personal account with mybackcheck. ii. The contractor or consultant must verify their identification by:

verifying their ID either online by answering a questions regarding their credit history; or,

in person at any of the 5000 participating Canada Post locations nationwide. iii. Once identification is verified, the Police will complete the PRC. iv. The individual will receive an email indicating the results are in. They must login to their

mybackcheck account and choose to “Share” the results with Halifax Regional Water Commission, indicating:

the organization that employs them;

the Halifax Water Project Manager

the name of the project to which the PRC relates.

b) Alternate paper-based approach (Not Preferred): v. The contractor or consultant must book an appointment to visit their local Police

Department to request a PRC. vi. Once completed, the result of the PRC should be sent via mail to the address below

indicating:

the organization that employs them;

the Halifax Water Project Manager; and,

the name of the project to which the PRC relates.

4. The Safety & Security Department will notify the Halifax Water Project Manager who requested the PRC whether

the contractor/consultant has received clearance.

5. If a contractor/consultant requires Card Access to a Halifax Water facility(s) the Project Manager will schedule an appointment with the Human Resources Department to have a Contractor Card created and access granted, based on the contractors/consultant’s needs.

6. Certain contractors/consultants, depending on the work or services they are providing, may require a fingerprint-based check. Halifax Water reserves the right to request fingerprints where applicable.

7. All contractors, consultants and their employees are required to renew their PRC every 3 years.
