1. Overview and Background3.1 About <Customer>Customer Need in one-two Lines.Current Infrastructure at customer end.Structure – Student count, Programs, Faculties.Vision/Motto/Mission Statement

For Example –Bharathidasan Government College for Women  (BGCW), in the name of the great poet of this soil, was ushered into being in the beginning of the Academic Year 1968-1969. During the span of this 50 years the college has witnessed a phenomenal growth both qualitatively and quantitatively. It caters to the needs of women students by offering a wide range of Science, Arts and Commerce courses (i.e.) 16 Under-Graduate, two Post-Graduate and two M.Phil. And one Ph.D. Programme.  The college caters to ### students across ## campus.2.2 About TCSTata Consultancy Services is an IT services, consulting and business solutions organization that delivers real results to global business, ensuring a level of certainty no other firm can match. 2. Proposed Solution - TCS iON Digital Affiliation3.1 Proposed Solution

1TCS iON Digital Affiliation and Visitation Management solution allows the Universities/ Councils (SELECT WHATEVER APPLICABLE) to cover all aspects of the New or Annual College (Institute) Affiliation Process.

TCS iON Affiliation and Visitation management solution addresses the entire work flow of the Visitation process and allows the Regulatory Authority to do the following:

Part 1 – Online Application for college affiliation

A profile creation page will be made available through a link on <<customer name>> website where every college (institute) seeking affiliation can create a profile. Every institution will register itself online. Upon successful registration, college (institute) will receive SMS and email confirmation along with unique ID and password.

Colleges requesting for affiliation can submit all required documents, certificates, and photographs in prescribed format

Provision for Auto generation of challan Provision for colleges to enter teaching staff data like photograph, documents,

certificates etc. Payment (offline/online) for Registration/Affiliation Fee. Generation of NOCs at different stages of Affiliation Process.

Part 2 – Visitor Management

TCS iON Affiliation and Visitation solution will provide a web based interface to <<customer name>> to develop a Visitor/ Auditor Database among its members.

Through a Visitor/Auditor Management System, <<customer name>> can assign auditors/ visitors with various visitation activities in accordance to the time plan.

After selection of Visitors/ Auditors for the Colleges (Institutes), the system will send an email and SMS with User ID and Password for the Visitor Reporting Login page.

Part 3 - Visitation Management On the day of Visitation/ Audit, the Visitor/ Auditor will login with his/her User ID and

Password and will submit his/her findings online.

Provision to upload documents like teachers or staff present on the day of inspection, photograph of institution on the day of visitation etc. is also available.

The visitor/ auditor will submit his/her finding online in prescribed reporting formats within a restricted time period. This data will be locked in an online secure database for further processing.

Part 4 – Generate Automated Reports TCS iON Affiliation and Visitation Management solution will prepare an online report

by computation and analysis of the Part 1 as uploaded by college and Part 2 as reported by the Visitor/ Auditor using predefined rules and norms as suggested by Council/ University

TCS iON solution will provide the web based dashboard to Council/ University in accordance to their mandatory rule and regulations for generation of final report.

The same report can be placed before the scrutiny committee for decision and recommendations

3.2 Value Added Services

1. TrainingTCS iON will provide training workshop for <<customer name>> members along with a Hand Book on digital visitation process. Optional Onsite/Offsite support through helpdesk can be provided. The system will have Real-Time online log recording with time stamp and user log.

2. Data Migration <optional service>TCS iON can provide services for data migration of existing affiliated institutes. For data migration exercise, data has to be provided in digital format and not in physical format. TCS iON will migrate the data for contracted colleges, against the fields which are asked by customer in the member registration form.

3. Teacher Code Management System <optional service>

Teachers Code Management System is solution for managing teacher’s data and is utilized for generation and issuance of teacher’s code for all university/ council affiliated college teachers.

The proposed solution is deployed to achieve the following: Enable teacher registration and assignment of a Teacher Code to each eligible

teacher. The Teacher Code acts as a Unique Identifier and ensures elimination of identity

duplication across institutes while enabling creation of a professional work profile for an individual teacher across organizations.

Teachers Code Management System -Solution Overview Registration: Colleges/Institutions register the teachers for whom the validation and

code generation needs to be done Validation: University/ Council administers a three stage validation process involving

application checking and approval by competent authority at University. Issue of Code: Creation and assignment of Unique Teacher Code for approved profiles Faculty Profile: Creation of individual profile by approved Teachers.

4. Onsite Helpdesk Services <optional services> Helpdesk email id, toll free number and any other required infrastructure will be

provided by <<customer name>>. Any applicant can reach out to the council on helpdesk email id and toll free number.

Both channels will be manned by TCS helpdesk personnel. TCS personnel will register this complaint/issue on TCS iON helpdesk solution. Also

system generated mail will be triggered to the requester with the defined response SLA.

TCS personnel will analyze the issue and categorize it as following – o Technical defect e.g. forms not submitting, documents not uploading, password

reset etc. – Thee will be directly resolved by TCS personnel with help from TCS solution team

o Process queries e.g. – on how to fill applications, what are the eligible documents, how log member registration be active and where it will be applicable for job applications – these issues which are domain in nature and not covered as part of standard FAQ shared by customer, will be directed to the <<customer name>> SPOC for resolution.

Both the above type of issues will be tracked to closure within the defined resolution SLA

3.3 Benefits to <<customer name>>The advantages of adopting the TCS iON Affiliation and Visitation solution are:

E-Governance: The proposed solution helps strengthen the college affiliation process by bringing in systematic and transparent process along with ease of working.

Time Saving: The solution maintains a time frame for each activity pertaining to affiliation process, hence delivering a time bound result.

Digital Process: Facilitates flawless information collation from institutions with in stipulated time frame, ensuring online availability of institutional data. Online submission of inspection reports ensures the time and security compliance. The automation and rule based logic eliminates the risk of human error and misinterpretation or manipulation of data.

Easy Migration: The proposed solution also provides facility for bulk migration of the existing data for early adoption of system.

Transparency: The solution provides online reporting facility which keeps process control in University/ Council’s hand, while maintaining transparency in the process.

Cost Effective: TCS iON provides a transaction based pricing which ensures that the University/ Council can avoid expensive investments on manpower, software development and creation of IT infrastructure.

Optimum Resource Utilization: The proposed solution provides a role based workflow and eliminates the over or under utilization of resources. The scheduling model automates reporting with minimum human intervention.

Space Saving & Secure Storage: The solution uses digital approach for secure server based saving and storing of data, drafts and reports which can be accessed online by concerned officials through unique ID and passwords. The University/ Council can also publish detailed reports on Inspection conducted across colleges immediately and the same can be electronically forwarded to concern government department / ministry for necessary action.

3.4 Out of Scope of TCS iON services Manpower Services for scrutiny of application forms for completeness and

correctness is not included in the scope of this proposal.

Any technical issue can be logged as tickets to iON CRM application which will be resolved within the agreed SLA. However any call center type setup to address college queries is out of Scope of this proposal.

Date entry for digitization of manual records is out of scope. The reports will be provided in the printable format, however physical printing of

these documents is out of scope Data migration of existing affiliated colleges is out of scope for this proposal.

3.5 Hosting modelTCS iON solutions are hosted on TCS owned cloud infrastructure, is offered on “Software as a Service (SaaS) model that optimizes the cost of software, services and infrastructure and makes it available at a very affordable price. TCS iON Solution works in an integrated manner to address all the requirements of Universities.

Seamless experience: TCS iON solution provides function, department, and process specific offerings and they work together to offer a seamless experience to the user.

Business Analytics: The solution enables generation and viewing of reports and a library of report templates, providing readily available solution wise report templates for organizational use. It also helps in transmitting information through SMS or email within and outside the organization

Faster Configuration: Best in class business processes are pre-embedded in TCS iON which makes it easier to implement the entire solution in 3-6 months.

3.7 TCS iON Solution - Terms and Conditions IPR of implemented solution and any additional customization done for

<Customer> will belong to TCS only. Source code of the solution used for the <Customer> belongs to TCS and cannot

be provided to <Customer>. Since, this is a cloud hosted model <Customer> does not need the source code to use the solution.

TCS follows subscription based software usage model and not a perpetual license model.

On paying subscription charges, the Institutes can use the software and no other license is required.

TCS iON solution is available only as a cloud hosted model and there is no provision to do any on premise implementation or deployment.

4 Delivery Methodology567

5.1 TCS Delivery ModelIn our model, customer explains the business process required to be implemented and provides necessary data in the prescribed templates. TCS and the customer agree on the dates, process requirements, output and reporting requirements and SLAs. TCS configures the system as required, customer executes the transactions and TCS provides the customer with the outputs and reports, as mutually agreed. The delivery approach is as shown below:

1. Project Initiation: This phase covers the activities related to project planning, resource on boarding, setting up the database in our cloud data center.

2. Solution Walkthrough: This phase covers demonstration of existing product capabilities, understanding the detailed customer requirements for configuration the system. Any requirements for custom development are also captured as part of this phase. All key MIS reports, document templates like mark-sheet, degree certificate samples are collected so that custom documents can be created.

3. Data Capture and Loading: This phase covers the data collection activities – student data, Institute data, class and subject data, grading scheme data, student transactions etc. Collected data is uploaded into the TCS system.

4. Training and Hands-on: This phase covers the end to end demonstration of the configured system and also do training for the Institute users and examiners to capture sessional, practical and term marks.

5. Data Migration: Data migration will be done for active students, faculty, vendors. Data of will be migrated to TCS iON system. Customer will extract the data from existing systems in prescribed TCS iON data migration template and then TCS will upload these into TCS iON system. Strategies for transaction data migration vary significantly based on business need. The transaction data migration services can be offered on T&M bases.

6. Go-Live: This phase covers the production go-live.

5.2 Proposed ManpowerFor implementation and on-going support, TCS will provide One (1) Onsite Project Manager at <Customer>. The manpower charges are bundled into the subscription pricing.

5.4 Technical Helpdesk ServicesTele-calling / email support / walk-in support for student/ Institute users is termed as Level 1 support. L1 support is out of scope and will need to be handled by Institute support teams. Issues/ support required related to TCS iON platform or iON technical issues are termed as Level 2 support. TCS iON will provide help desk services, to address these issues as Level 2 support. Level 2 Helpdesk Service support staff will be available 6 days a week, from 7 AM to 11 PM IST. Level 2 issues will be logged/ reported by Institute users. While a Institute user can Telephone during support period, s/he can log a ticket though other medium(s) anytime.Any L2 ticket logged for platform related defects will be governed on the agreed SLA and necessary support will be provided as detailed below –Access channels and service windowProposed TCS iON Helpdesk can be reached by any of the following 4 modes

5.5 Governance StructureThe Project Management Board would comprise of key stakeholders from both University and TCS and would be responsible for the following activities:

1) Meet on a monthly basis to review Project progress and exercise control.2) Carry out Project Governance to check adherence to schedule and scope and

identify and assess deviations if any.TCS Transformation ManagerTCS Transformation Manager would be the prime owner for delivery of the Program from TCS end and will be responsible for carrying out the following activities:

1) Meet with University’s Program Manager on weekly basis to review Module wise progress and exercise control.

2) Check if the Module wise milestones are achieved week on week.3) Identify any potential risks and put in measures to mitigate the same4) Assess delivery as per scope and timelines

University Program Manager/ Project ChampionUniversity Program Manager would be the prime owner for delivery of the Program from University and will be responsible for carrying out the following activities:

1) Will be single point of contact between University and TCS Transformation Manager

2) Will be the anchor who will own and drive the Activation project internally 3) Will identify internal teams to support the project during the Activation phase 4) Will act as the Change Manager to motivate, encourage and support the

Organization’s stakeholders 5) Will send periodic status reports to the Senior Management and keep them

updated on the progress 6) Escalate matters internally whenever there is a delay or potential delay in the

5.5 Implementation TimelineTCS iON will study the affiliation and visitation process of the University/ Council and will configure the system according to the customer requirements. TCS iON will take 6 months to configure the system after the signing of contract. The timeline of 6 months is indicative and can be committed only after the complete study of requirements has been done.

TCS believes that the IT-as-a-Service model delivers a far more affordable Total-Cost-of-Ownership and avoids issues that often hinder Information and Communication Technology (ICT) adoption.

Payment Terms

Setup Fees (One time) need to be paid at the time of signing the contract. Data Migration charges invoice will be applicable subject to agreed data migration

activities sign off. Base subscription fees will apply from date of contracting and will charged on a

quarterly basis. For a given contract year, once the total number of applications for New

Affiliation/Visitation Request, Renewal Affiliations or Modifications to Affiliations cross more than the capacity of <<100, 200>>, additional charges will apply as per commercials indicated, based on actual count of applications in each category and will be added to the quarterly invoice.

TCS will raise a monthly invoice for onsite helpdesk services and for employee management based on active teachers/ faculty.

Terms and Conditions

Annual Price Hike: During the Contract Term (3 years) Monthly Subscription Fees shall be increased by 5% of the existing price on every anniversary of the Agreement.

Setup Fees: This is the fees applicable for contracted users towards enabling the customer instance, provisioning of solution in Cloud, allocation of cloud space and enabling all required infrastructure for Customer. This fees is and is non-

refundable. If additional users are added during the Contract Term, Set-up Fees, and other subscription cost for the new users will be charged as applicable

Monthly Subscription Fees: TCS will raise a Monthly invoice of the subscription fees for all the active students

Accommodation, food and travel of any onsite resource will be billed to customer to be taken care by the customer during the implementation period.

Subscription fees invoicing will be applicable from Contract Effective Date. Since this is for software subscription charges , payment of these invoices should not be linked to go-live of modules or usage of the modules

Customer will be responsible for any third-party costs for Integration items in scope. For example, if SMS integration is in scope, the customer will be responsible for the cost of subscribing to an SMS package from an authorized telecom provider.

Any report that needs to be developed specifically for the customer will be charged at INR 25,000 per report. Existing reports are listed on www.tcsion.com.

TCS can make available a trained iON data management executive to support customer’s data migration, data entry, operating functions in iON at a cost of INR 50,000 per month. The management and monitoring of the executive will be done by the customer.

The number of sites and user base served may grow during the service term. The customer will share with TCS the expected growth plans, to allow TCS sufficient lead time to plan for additional capacity and deployment. Any growth beyond the numbers stated above becomes billable from the month in which the systems capture either master or transaction data for the increased user base. TCS will also charge a one-time Set-up fee, Subscription fees for each such increase, as per the fee schedule.

iON capabilities will be implemented on an as-is basis. Any product change (Change Requests CRs) requested by customer will be evaluated for feasibility. If feasible, these will be developed at additional charges and as per roadmap plans of the product. Non-delivery of these CRs will not be reason for non-payment of subscription invoices

All mentioned charges are exclusive of taxes and duties and will be additional charges.

This proposal is valid for 30 days, from the date of submission.

7. TCS iON Value PrepositionThe TCS iON IT-as-a-Service for Education is a hosted, shared service model that is based on the following key principles: Build-as-you-Grow; Pay-as-you-Use Unused solution functionality and capacity results in wasteful expenditure in the

The Central Council of Indian Medicine (CCIM) is an autonomous body under Ministry of AYUSH, Govt. of India to guide, develop and regulate the practice and study of Indian system of medicine. It is a statutory body constituted under the Indian Medicine Central Council Act, 1970. Since its establishment in 1971, the Central Council has been framing on and implementing various regulations including the curricula and syllabii in Indian systems of medicine viz.
