• The amount of time between the first trip and the last trip

• This is measured as the time from the first bell time to the bell timeof the last tier

• Applies to both morning and afternoon runs

• A longer tier “interval” will improve delivery timing and reduce theneed for buses and drivers by lengthening the window of operation

• Improves on-time service for students, parents, and schools

• Reduces stress for drivers and attendants impacted by bus drivershortage

• Proposed start times would take 30 buses off the road every morning, for an estimated savings of $1,950,000 ($65,000 per bus in operational expenses – salary, benefits, fuel, maintenance)

• Average number of bus drivers not in attendance daily : 42.5 Bus Operators and Attendants per school day

• Attendance incentives paid so far in 2018-2019 (or Attendance incentives paid in 2017-2018) • 1st Quarter – 2018 = $14,625 (117 employees)• 2nd Quarter – 2018 = $13,500 (108 employees)

Middle School Family Support Options

• Fee-based extended learning programs will be added as needed• Activities would include academic and enrichment similar to current

YMCA and 21st Century programs• Examples: Homework help, access to instructional programs such as

TeenBiz, STEM and Brain Gym activities, Chess • Students would eat breakfast beginning at 8:50 a.m. with their peers• Principals will also offer extended learning opportunities periodically

throughout the year before school• Athletic events will continue to be scheduled at 5:30 p.m. The proposed

time change will allow more bus drivers to be available to transport students to away games

Staff recommends approval of the proposed 2019-2020 school

start and end times, establishing a consistent 3-tier bus schedule.

To accommodate later start times at middle and K-8 schools,

staff will work with principals, parents, and staff members to

offer morning Extended Learning and other enrichment

programs for students.

The estimated operational savings of $2,000,000 would be

directed toward a 2019-2020 employee compensation

package offer.
